Historic CCDF Funding Increase for Tribal Nations
NICCA was instrumental in securing an historic increase in funding for Tribal CCDBG in FY2018. NICCA worked closely with Congressional leaders from both sides of the aisle to get an increase of $156,780,000 for Indian tribes and tribal organizations. In FY2018, this amounted to a set aside of 5.75% of the discretionary funding allocated for all CCDF programs.
Additionally, NICCA worked alongside national child care advocates to ensure that this elevated level of funding for all CCDF continued into FY2019 and beyond.

Goal
NICCA Board and staff engaged in a multitude of meetings throughout the year to ensure that Tribal programs have a voice in the national dialogue on early care and education. These included:

In FY2018, NICCA directly secured an historic increase in funding for Tribal CCDF programs, resulting in a doubling of child care funding through CCDF. 03 | ANNUAL REPORT 2018
Building the Capacity of 3 Child Care Leaders
Goal
NICCA held four Training Institutes throughout the country during 2018 (calendar year). The trainings focused on the importance of continuity of care and the foundations of monitoring. NICCA provided the core presentation group, including Chair Tammy Charles, Secretary Sherry Rackliff, Vice Chair Barbara O’Neal, and Treasurer Eloise Locust. Presentations in Oklahoma also included staff from the Oklahoma Department of Human Services, Denise Anderson and Mitzi Lee. The trainings were held across four states and reached over 170 people.

Direct Program Support. NICCA began providing direct program support in FY2018. Programs can request program support through the web site or directly by phone or email to staff or Board members. NICCA provided the following supports: A Tribe in southern Oklahoma on the implications of operating under P.L. 102-477 for Tribal child care. A Northeast Oklahoma Tribe on using CCDBG funding for construction. A Native Village in Alaska on developing policies and procedures, updating their eligibility table, adjusting their sliding fee scale, updating their provider payment rates, drafting their application for construction using CCDBG funding, and identifying resources for providing training and professional development.
