BOWNE TOWNSHIP BOARD OF TRUSTEES MEETING MONDAY, JUNE 15, 2015 7:00 P.M. MINUTES The regular monthly meeting of the Bowne Township Board of Trustees was held on Monday, June 15, 2015 at 7:00 p.m. in the Historic Township Hall located at 8240 Alden Nash SE., Alto, MI. The meeting was called to order at 7:00 p.m. by Supervisor Wilcox. MEMBERS PRESENT: RANDY WILCOX – SUPERVISOR SANDRA L. KOWALCZYK – CLERK TAMMI WINGEIER – TREASURER DAVID FUSS – TRUSTEE MEMBERS ABSENT: ROBERT FLYNN – TRUSTEE OTHERS PRESENT: PHIL DOUGHERTY – FIRE CHIEF MIKE HOEBEKE‐FREEPORT FIRE DEPARTMENT REPRESENTATIVE JANET VANWYCK‐HISTORICAL COMMISSION MEMBER MINUTES: Motion by Treasurer Wingeier to approve the May board meeting minutes as printed, seconded by Trustee Fuss. Motion carried. TREASURER’S REPORT: GENERAL FUND CASH $607,826.45 GENERAL FUND TIME CERTIFICATES $ 48,846.76 GENERAL FUND MONEY MARKET $131,502.46 GENERAL FUND REN ZONE CD $439,906.39 FIRE FUND CASH $171,953.69 FIRE FUND TIME CERTIFICATES $182,978.23 FIRE BUILDING FUND $ 82,834.73 FIRE EQUIPMENT FUND $164,684.08 SEWER FUND CASH $ 94,044.52 SEWER FUND TIME CERTIFICATES $ 72,786.97 SEWER BOND REDEMPTION FUND $329,109.28 Motion by Clerk Kowalczyk to approve the treasurer’s report as presented, supported by Trustee Fuss. Motion carried. MONTHLY BILLS DUE & PAYABLE FOR JUNE 2015: Motion by Trustee Fuss that the monthly bills be allowed and paid, supported by Clerk Kowalczyk. Motion carried. FIRE DEPARTMENT REPORT: Chief Dougherty reported 16 calls for the last month. He presented the board with the addendum updating our MABAS Agreement which references the legal entity name so that the official name is consistent with the organizations EIN number as assigned by the Internal Revenue Service. Next he presented the agreement with Cascade Township Fire Department to do fire inspections at $49.50 per hour for any inspection. Meeting with engineers regarding remodeling of fire station is at 9:00 a.m. tomorrow June 16th. MICHIGAN MUTUAL AID BOX ALARM SYSTEM AGREEMENT‐RESOLUTION #03‐2015: Motion by Clerk Kowalczyk that the Board update our existing MABAS Agreement in order to create one separate legal entity for Michigan Mutual Aid Box Alarm System Divisions, pursuant to the Constitution of the State of Michigan, 1963, Article VII, Section 28 and Michigan Urban Cooperation Act, 1967 PA 7, MCL 124.505© which will resolve any confusion as to the n ame of the legal entity so that the official name is consistent with the organizations EIN number as assigned by the Internal Revenue Service, supported by Trustee Fuss. Ayes – Fuss, Wilcox, Kowalczyk, Wingeier. Nays – None. Motion carried. FIRE‐INSPECTION SERVICES AGREEMENT between CASCADE CHARTER TOWNSHIP & BOWNE TOWNSHIP: Motion by Supervisor Wilcox that we enter into this agreement and understand that all fire inspections will be done by their State Certified Fire Inspector at a rate of $49.50 hourly, supported by Treasurer Wingeier. Motion carried. FREEPORT FIRE DEPARTMENT REPORT: Representative Hoebeke reported 9 runs for their department for May, 65 total for the year. The Annual Fire Department Auction raised over $4700.00. Firefighter training‐pump operations, medical training‐new backboard protocols. They have recently acquired a new fire truck. P.C.I. OF MI REPORT: 5 permits issued ‐ $579,376.00 total valuation CBK Development‐11605 Kodiak Drive‐New Residence Ken Bennett‐11515 100th Street‐residence remodel Scott Marsman‐10756 92nd Street‐New Residence CBK Development‐11729 Koala Bear Drive‐New Residence Terry Celori‐8280 Alto Way‐Addition to garage MINUTES: DDA, HISTORICAL COMMISSION. Jane VanWyck gave highlights of historical commission hosting the Alto Elementary 3rd graders 78 children in all. $600.00 was received in memory of Harold Krebs, commission are planning a special memorial, other donations they have received are a fan mill, and grinding stones from Porritt’s.
FREEDOM OF INFORMATION ACT POLICY RESOLUTION #04‐2015: It was moved by Clerk Kowalczyk and supported by Treasurer Wingeier that the Township Board hereby approves and adopts the Written Public Summary of the Procedure & Guidelines (“Summary”) and that the Clerk be designated as the Township’s FOIA Coordinator. Motion carried. ORDINANCE AMENDMENT #15.02: Motion by Clerk Kowalczyk that the amendments to section 3.02 Assessory Structures not be approved because of the
