„A great land for filmmaking“

With the foundation of the Film und Medienstiftung NRW numerous award-winning films were produced. This is proven by the many successful films that have been made on the Rhine and Ruhr: from Jean-Pierre Jeunet‘s Amélie from Montmartre (2001) through Rush (2013) by the Oscar winner Ron Howard through to Maren Ade‘s exceptional film Toni Erdmann which received dozens of prizes around the globe in 2016 and became a major box-office success. In 2019, films backed by the Film- und Medienstiftung NRW won 13 out of 16 possible German Film Awards. Caroline Link‘s All About Me and Andreas Dresen‘s Gundermann also turned out to be real crowd pullers. This shows that NRW now offers ideal conditions for every film – for major national and international productions with star casts as well as for ambitious arthouse cinema. The federal state has also traditionally played an important role for German documentaries. One of 2018‘s successes was Die Toten Hosen – You Only Live Once which accompanied the Düsseldorf band Die Toten Hosen on tour and was seen by more than 100,000 people in the cinemas. Jule Katinka Cramer and Otaigo Beryl Magoko‘s graduation film from the Academy for Media Arts in Cologne (KHM), In Search..., received awards at the documentary film festivals in Leipzig and Munich, among others. Whether newcomers or star directors, countless creatives – including Tom Tykwer, Jim Jarmusch, Margarethe von Trotta, Wim Wenders, Sönke Wortmann, Jan Schomburg, Christian Schwochow, Wolfgang Fischer, Corinna Belz, Jan Bonny, Claire Denis, Lars von Trier, Bille August and Oscar winner Florian Henckel von Donnersmarck – have been appreciative of the region‘s particular qualities. They have all benefitted from a highly specialised services sector and North Rhine-Westphalia has a sensational treasure trove of locations. There are outstanding film technicians and crews. Each year, the Wim Wenders Foundation joins forces with the Film- und Medienstiftung NRW to award a scholarship to a young filmmaker. strong networks of creative talents, which ensure that every film project can find the right partners in NRW.

Funding power

Founded in 1991 the Film- und Medienstiftung supports films for the cinema and outstanding TV formats at all stages of production and exploitation: from story development through screenwriting and production to distribution and sales. It is a reliable and strong partner for the industry: the fund has backed around 2,500 film productions with over 740 million euros. WDR, ZDF, and RTL are its shareholders alongside the federal state of North Rhine-Westphalia. They ensure that the Film- und Medienstiftung NRW remains one of the most important funding institutions in Europe with an annual funding volume of 35 million Euros. A worthwhile investment: for every euro of funding received, a producer must spend at least 1.50 euros on his film in NRW. The real effects for the region are much higher: for instance, in 2018, more than 270 per cent of the funding sum was invested in the federal state.

International co-productions

Funding of international co-productions is one of the areas of activity at the Film- und Medienstiftung. It has been instrumental in ensuring that NRW producers are regularly seen as participants at all of the leading global festivals. In 2019, for instance, Yuval Adler‘s thriller The Operative, with Diane Kruger in the lead, screened in the Berlinale‘s Official Competition (out of competition), Marco Bellochio‘s mafia courtroom drama The Traitor in the Cannes Competition, and Roy Andersson received the Silver Lion for Best Director with About Endlessness in VeMaking films  in NRW means for me now: an evolved, comprehensive competence in all departments .... Many-faceted, contradictory and consequently interesting images of Germany .... The readiness to take artistic risks, face creative challenges  .... and good blood sausage. Tom Tykwer, Director

Die Toten Hosen – You Only Live Once

nice‘s Competition and the European Film Awards. There is a long tradition to this international network: Cologne‘s Heimatfilm and Zentropa International have been working with Lars von Trier for quite a long time. The shared history of Aki Kaurismäki and Jim Jarmusch with the distributor Pandora stretches back to the 1980s. In 2017, Pandora brought the Cologne Film Award-winner Claire Denis to Cologne to shoot the scifi film High Life, starring Juliette Binoche and Robert Pattinson. But young production companies are also venturing with confidence into the international arena: Augenschein Filmproduktion shot the space scenes for the science fiction film Stowaway by Joe Penna with Anna Kendrick and Toni Colette. Augenschein also realised Franka Potente‘s feature film debut Home and 7500 by Patrick Vollrath with Joseph Gordan-Levit and Alyne Tezel. But arthouse isn‘t the only area where NRW companies are popular co-production partners: for instance, action concept was the perfect partner for the star-studded action films Rush and Collide with its expertise of being able to organise complex stunt sequences.

Children‘s films like Pettson & Findus 1-3, films for young people like Red Bracelets: The Beginning and comedies like 25 km/h are particularly popular with audiences. >

German cinema

NRW is one of the major hubs for film production in Germany alongside Munich and Berlin. The development of domestic feature film production over the past few decades wouldn‘t be conceivable without the contribution of NRW. Children‘s films, family entertainment, audience films

The Filmstiftung has been supporting the production of films for children and young people ever since it was launched. This has resulted in the production of such commercially successful bestseller adaptations as Wendy 1 and 2, the Jewel Trilogy, The School of Magical Animals, Die drei !!!, My Life As Lotta and TKKG. But there are also films based on original stories like Molly Monster – The Movie and Rock My Heart. In addition, the Film- und Medienstiftung NRW has been involved in the Special Children’s Film Initiative since 2013, and this has already spawned such films as Double Trouble and the Magical Mirror and Too Far Away being released in German cinemas. Funded audience films like The Physician, Stromberg, How About Adolf, All About Me are veritable visitor magnets.

Documentaries

Since the foundation of the Film- und Medienstiftung NRW around 635 documentaries were supported with approx. 61 million euros. Top-class portraits have been a focus of production in recent years: for example, Beltracchi – The Art of Forgery (Fruitmarket), Gerhard Richter Painting and Beuys (both zero one) all won a German Film Award. Broadview TV has also had success in the international theatrical market with its documentaries of sportsmen: Klitschko, Nowitzki and Kroos. In 2018, A Woman Captured (Corso Film), a film about modern slavery in Europe, was the subject of much heated debate and was nominated for a European Film Award after a worldwide festival tour. The portrait of the band Die Toten Hosen – You Only Start Once by Cordula KablitzPost was another success. Bildersturm, Tag/Traum, Blinkerfilm, Coin Film, Boadview TV or Corso Film are part of the diverse and lively documentary scene in NRW.

High-end series and TV events

More than every third minute broadcast on German television is produced in North Rhine-Westphalia – that‘s pole position on a national level. The Film- und Medienstiftung targets its funding for TV drama productions as beacon projects; supported projects include what will now be the third season of the globally successful series Babylon Berlin by Tom Tykwer, Achim von Borries and Henk Handloegten, both seasons of the feted mockumentary series Other Parents or the Bauhaus series A New Era and the historical three-parter Unsere wunderbaren Jahre. Presented at the Berlinale 2019, the two-parter Brecht by Heinrich Breloer follows in the tradition of his previous Filmstiftung-backed docu-drama successes like The Manns and Todesspiel. The Film- und Medienstiftung bolsters the international networking capacity of NRW‘s TV sector by, among other things, supporting the German-French Series Fund and serving as the main partner of the Berlinale Series Market.

Young filmmaking

NRW has the largest number of film schools in Germany. Talent labs such as the ifs – international filmschool cologne or the Academy for Media Arts (KHM) in Cologne ensure that young cinema from NRW continues to flourish. The Filmstiftung NRW has also done its bit here: in 2018, it awarded around 18 per cent of its production funding to films by newcomers and young cinema. This is rewarded each year by numerous prizes and festival NRW is more varied than any other region in Germany. As a consequence, I am constantly coming across extraordinary shooting locations. I think, though, that the special thing about shooting in NRW is also the people who live here. I have never heard of a complete film crew being provided with barbeque sausages by a local resident at half past two in the middle of the night. But I‘ve experienced this in NRW. High Life

invitations: for instance, Mehmet Akif Büyükataly‘s KHM graduation film Oray was presented with the Best First Feature Award at the 2019 Berlinale. Easy Love by the KHM graduate Tamer Jandali was the opening film of the Perspektive Deutsches Kino sidebar at the festival. Many success stories begin at the Filmstiftung-backed Mediengründerzentrum NRW, such as the production companies bildundtonfabrik, eitelsonnenschein, Weydemann Bros., Sutor Kolonko, Color of May und augenschein whose films and series regularly appear at all of the major festivals.

Gerd Ruge and Wim Wenders Grant

The Filmstiftung NRW has been awarding the Gerd Ruge Grant since 2002 to enable documentary filmmakers to develop feature-length projects. Aggregat (Kundschafter Filmproduktion), Searching Eva (Corso Film) or When Paul came over the Sea (Weydemann Bros.) are a few of the successful films which could be made with the subsequent production funding from the Filmstiftung. In addition, the Filmstiftung has been collaborating with the Wim Wenders Foundation in Düsseldorf since 2014 for the presentation of the Wim Wenders Grant to promote innovative cinematic language. One of the grant holders, Cleo by Erik Schmitt, made it into the arthouse charts in 2019.

Animation and VFX

Whether it be animation or visual effects for films for children, young people and families, for award-winning arthouse productions or advertising and TV – NRW can provide the appropriate partners. For instance, the film festival in Cannes saw the success of Tehran Taboo, a cooperation between Little Dream Entertainment and My decision about location was made according to two principles: the patriotic local anthem sung by the Höhner, Dat Hätz vun de Welt, jo dat es Kölle (“Cologne is the heart of the world”, which I am quite happy to apply to the whole of NRW), and the application to film of Article 3 of the Cologne “constitution”: Et hätt noch immer jot jejange “Things have always turned out OK”. Pixeltruck. Many successful animated films for children were made in NRW including Mullewapp – A Pig‘s Tale, Molly Monster, or the partially animated live-action version of Benjamin Blümchen. Düsseldorf‘s LAVALabs Moving Images has brought Cologne‘s Heinzels back to life in The Elfkins – Baking A Difference. The international co-production Fritzi – A Revolutionary Tale was realised in the Animationsstudio Lutterbeck to mark the 30th anniversary of the fall of the Berlin Wall. The ifs international film school cologne and the Cologne Game Lab offer a Master‘s degree for 3D animation. > In recent years, NRW has become considerably more attractive as a media location. Pettson and Findus

Studios and sound stages

In addition to exceptional locations, NRW also offers state-of-the-art studios for film and TV productions. The MMC Studios in Cologne has one of Europe‘s largest and state-of-the-art studio complexes at the Coloneum in Cologne-Ossendorf. The complex has a total of 20 studios, ranging in size up to 2,600 square metres and including the world‘s tallest sound stage at 26 metres. MMC Movies also boards productions as a partner. Cologne has thus hosted the shooting of such international highlights as The Operative, 7500 and Stowaway. Other studios in NRW can be found in Düsseldorf (Cubic Studios) and Monheim (infostudios).

Postproduction

NRW offers highly qualified experts and companies who can provide the whole range of services for postproduction. High standards in the area of sound postproduction are guaranteed by such providers as Chaussee SoundVision, RuhrsoundStudios and Torus. Postproduction of an international standard is offered by such NRW companies as Act HeadQuarter Media, WeFadeToGrey, ARRI Film & TV Services, Cine-Plus, Rise, Scope|VFX, and many others.

Locations

The federal state of NRW has a wide variety of inspiring locations from the Rhineland to the Ruhr region, from the Eifel region to Porta Westfalica: spectacular industrial backdrops, diverse natural landscapes and towns steeped in history. Caroline Link shot at authentic locations in the Ruhr area for All About Me which was based on Hape Ker-

keling‘s childhood memories. Andreas Dresen had former East Germany recreated in Cologne and Krefeld, among other places, for Gundermann. And the Art Academy in Düsseldorf was one of the locations for Florian Henkel von Donnersmarck‘s Oscar-nominated Never Look Away. The Film Commission NRW provides contacts to the responsible local authorities and location scouts familiar with the area.

Cinema culture

Audiences have 884 cinema screens to choose from in North Rhine-Westphalia – that‘s the highest number nationwide. The Film- und Medienstiftung has played a decisive role in preserving the region‘s diverse and lively cinema scene: it supports the new construction, modernisation and marketing of cinemas; in addition, there are the annual cinema programming awards. In 2018 alone, about 1.1 million euros was made paid out as part of these awards. One of the best-known and most impressive cinemas in Germany is in Essen. Built in 1928 and stylishly renovated, the Lichtburg is Germany‘s largest cinema with seating for 1,250 and an ideal venue for gala premieres. Cologne is home to the recently extensively refurbished Cinedom, one of Germany‘s largest and most popular multiplexes. Three cinemas in Cologne saw their doors reopening to audiences in 2017: the Filmpalast, the Rex am Ring and the Lichtspiele Kalk, the first suburban cinema with a daily programme since 1985. There is also a lively cinema scene outside of the big towns: in 2018/19, new cinemas began operations in Gummersbach, Attendorn, Kamp-Lintfort and Remscheid.

German films would be unthinkable without NRW. And the same goes for X Filme’s productions like “A Hologram for the King” with Tom Hanks or our successful series “Babylon Berlin” with Volker Bruch and Liv Lisa Fries, which has been created in NRW, among other places.

Producing in NRW – often it used to be pure risk, but these days it is almost always sheer pleasure. The structures that have grown here in the last decades, most having been planted and tended by the Filmstiftung – that is what you could call a success story.

Festivals, film seasons, industry get-togethers From the internationally renowned festival through to a large number of specialised festivals, film seasons and industry events – dozens of events for the general public and professionals held throughout the year in North Rhine-Westphalia offer a multifaceted overview of world cinema, opportunities for networking as well as impetus for the industry‘s continued development.

Film Festival Cologne, International Short Film Festival Oberhausen, International Women‘s Film Festival, Kinofest Lünen

One of the world‘s most important festivals for short films, the International Short Film Festival Oberhausen, has been at home in NRW since 1954. The Duisburg Film Week has particular relevance for the German-language documentary. The Film Festival Cologne shows highlights of global film and television production and brings international stars to Cologne. Its prizes included the Film Award NRW which was created in 2016. Other prestigious NRW festivals are the International Women‘s Film Festival Dortmund|Cologne and the Kinofest Lünen with its focus on German cinema. Cologne is also the annual venue for events unique to Germany, showcasing the crafts of cinematography (German Cinema Award), editing (Filmplus) and film scores (SoundTrack_Cologne). In addition, events such as the Cologne Film Trade Show and the NRW Film and Cinema Conference help boost networking opportunities as well as the public image of NRW‘s film industry. <

It‘s thanks to the Filmstiftung NRW that there is now a production landscape here which can easily be compared with every other region in Germany. Welcome to North Rhine-Westphalia. With around 18 million inhabitants, NRW is not only the most populous federal state in Germany, but it is also one of Europe‘s most economically powerful metropolitan regions. The media and communications industries make a crucial contribution here. With around 25,000 companies in the media and communications sector, more than 463,000 employees and a turnover of around 143 billion euros, the federal state has developed into the leading media and creative hub in Germany and Europe. The diversity and concentration of the media industries in NRW are the key factors behind the hub’s strength: no other federal state musters as many companies and employees across the whole gamut of media formats – whether it be cinema, TV, moving images, games and print as well as cable networks, mobile, internet and IT. This makes NRW into one of the most important arenas for structural change and the new value chain in the age of digital transformation.

Internationally operating media companies

Two genuine global players lead the field of North RhineWestphalian media companies. Bertelsmann, Europe‘s largest media concern and number eleven in the world, has its headquarters in the East Westphalian town of Gütersloh, with more than 117,000 employees in around 50 countries and turnover of 17.7 billion euros. The group of companies includes the RTL Group, the Penguin Random House book publishing group, the Gruner + Jahr magazine publishing house, the music company BMG, the service-provider Arvato, the Bertelsmann Printing Group, and the Bertelsmann Education Group. The Bonn-based

Deutsche Telekom is the company with the highest turnover in the German IT and telecommunications sector. The concern with a labour force of more than 200,000 worldwide increased revenues to 75.7 billion euros. Deutsche Telekom was also successful in expanding its leading position in the German mobile market. Vodafone is also one of the world‘s largest telecommunications groups. It operates its own mobile phone networks in 26 countries. The company manages its largest national operations out of headquarters in Düsseldorf and increased its total service revenues by 1.5 per cent to 10.3 billion euros. The Essen-based Funke Media Group is also an international player. Funke generates an annual turnover of around 1.3 billion euros with the focus on regional media such as the leading regional newspaper WAZ and many local radio stations in NRW as well as women’s and TV listings magazines and their interlinking with digital offers.

Sustainable publishers

Apart from Bertelsmann and the Funke Media Group, the DuMont Media Group, Düsseldorf’s Handelsblatt Media Group, the Rheinische Post Media Group, and the Ippen Group in Hamm are the most important publishing houses in all of Germany, let alone in North Rhine-Westphalia. As a result of digital transformation, the classic print houses have since evolved into content enterprises with a broad-based product portfolio. Varied and high quality local journalism in NRW has been supported since 2015 by the independent “Vor Ort NRW” foundation which operates from the Landesanstalt für Medien NRW. WDR, RTL, VOX, Super RTL, n-tv, Phoenix, QVC and several others – NRW is Germany‘s leading TV hub. The major broadcasters are not the only ones with their headquarters here, this is also home to the most important producers and a highly specialised services sector. Entertainment formats from NRW are the ones dominating the ratings. Cinema from NRW –the film region of NRW stands for commercially successful productions and award-winning arthouse highlights like The Physician by Philipp Stölzl, All About Me by Caroline Link and Maren Ade‘s the Oscar candidate Toni Erdmann – all of them backed by the Film- und Medienstiftung NRW. The six-time German Film Award winner The People vs. Fritz Bauer by Lars Kraume, the seven-time German Film Award winner Gundermann by Andreas Dresen, Sönke Wortmann‘s How About Adolf or In My Room by Ulrich Köhler are representatives of strong films from NRW. In addition, there are numerous international productions benefitting from the first-class infrastructure, the ideal production conditions and the variety of unusual shooting locations. Games, web video, mobile

Major international publishers like Electronic Arts and Ubisoft as well as a strong developer scene provide the backbone for the games hub in NRW. The picture is completed with the gamescom, the world‘s largest gathering for the video games industry, and a wide range of training opportunities for the next generation of game developers in the Rhine-Ruhr region. NRW also offers an ideal environment for the moving image industry, this is also shown by the diverse web video scene. TV channels, producers as well as Telekom and Vodafone are experimenting and investing here and also focus strongly on online-only productions with such services as Magenta TV and GigaTV Net since 2018. Furthermore, the Film- und Medienstiftung has been backing games and innovative audiovisual content since 2011. This area of funding was given a major boost in 2019 thanks to support from the federal state of NRW.

Internet, start-ups, e-commerce

The region provides an outstanding environment for Internet companies with its mix of industry, retail trade and services. Players such as Kalaydo, Cleverbridge and Rewe Digital appreciate these first-class structures. A strong start-up scene (according to the German Start-up Monitor, 19 per cent of all the start-ups in Germany originate from NRW), leading Internet agencies and important trade associations for the digital economy are additional positive factors for the region.

Germany‘s largest radio market

NRW is also at the forefront in the world of radio: this

is the only place in Germany with such a great concentration of public and private radio stations, and nowhere else are more listeners reached – whether it be via FM or Internet stream, regionally or locally. Three major public stations – WDR, Deutsche Welle and Deutschlandradio – have been broadcasting from NRW for more than 50 years and have helped shape Germany‘s national radio landscape. Four of the ten top radio programmes listened to in Germany are produced in NRW. radio NRW and NRW’s local radios have been the nation’s No. 1 in FM radio for many years with a daily reach of almost 5 million listeners.

Strong music industry

Diversity and size of turnover make NRW one of the most important music hubs in Germany. Around 12,300 employees – and thus almost a fifth of those working nationally in the music industry – are living here and contributed to an annual turnover of 1.2 billion euros in 2015. A strong label scene is just as much in evidence here as are leading providers of music equipment and consumer electronics, large-format live entertainment as well as innovative digital distribution. Since the German music market is increasingly focusing on live entertainment, digital business models and the licensing of musical content, NRW offers the ideal platform for a strong music industry thanks to its position as a convergence hub with strong sectors across all media formats. A creative scene in the Rhine-Ruhr region serves as the basis just like four state music academies and, not least of all, a strong pop history with artists like Kraftwerk and Stockhausen.

Strong global players, creative start-ups and an innovative middle class - their interaction is what makes the media industry in North Rhine-Westphalia so successful. The media is the engine of digital transformation and an important future industry for our state.

NRW film funding has a wide spectrum: from hit films and international co-productions through to artistic works which would not be possible without funding. The reaction to NRW films is excellent on both a national and international level.

Advertising bastion

The top address for the advertising and communications sector is Düsseldorf, Germany’s advertising hub with the largest turnover. The NRW state capital provides the ideal creative infrastructure for successful communication in the unique combination of business, fashion and art. It is home to major advertising agencies like BBDO, Havas, Grey and Publicis Media. Three of the largest media agencies – MediaCom, OMD and MEC – have their headquarters in the Rhineland. Over 8,000 companies in NRW’s advertising market generated turnover of around 12 billion euros in 2017. That’s almost 40 per cent of Germany‘s national advertising investments.

Networks, cables, connections

Strong networks are the lifeblood of the digital future, and the heart of the infrastructures in Germany is beating in NRW. Two of the three most important German mobile phone operators – Vodafone and Telekom – have their headquarters on the banks of the Rhine. Following the takeover of Unitymedia, Vodafone also became a nationwide cable network operator alongside Telekom. NetCologne is still the most successful German city carrier. Moreover, the federal state offers an outstanding environment for the development of new digital services with the presence of leading content and infrastructure providers. This is a reason why the international industry comes to Cologne each year for ANGA COM, Europe’s largest broadband and satellite event.

and mobile phone sectors – Vodafone, Deutsche Telekom, Telefónica, Huawei and Ericsson – are based in NRW. NRW is consequently the hub with the greatest international appeal as it advances towards the gigabit society. Almost 90 per cent of the German mobile phone market is catered for by these companies. As the leading hub for mobile business, NRW provides an ideal environment for the mobile phones of the next generation with an efficient infrastructure of service-providers, developers and research institutes.

Trade fairs and industry events

International trade fairs and leading industry and audience events make NRW the place for new market trends and current debates throughout the year. The gamescom is the world’s largest trade fair for interactive entertainment. It is held each year at the Koelnmesse trade fair grounds which also hosts dmexco, one of the leading international trade fairs for digital marketing, as well as the biennial photokina, the world’s leading fair for photography and imaging. The festivals and awards ceremonies in NRW offer a particularly wide array of events. Around 30 events are organised during the year between Bonn and Bielefeld for cineastes and film professionals. lit.Cologne has established itself as Europe’s largest reading festival with more than 200 events and over 111,000 visitors. As Germany’s leading TV hub, NRW is also home to the two most important German television awards: the German Television Award and the Grimme Prize. The ceremony for the German Comedy Award is held during the International Cologne Comedy Festival in the autumn, consolidating Cologne’s status as the German comedy capital. <

NRW funding at a glance

NRW is one of the leading media regions in Europe. The federal state supports the industry through numerous funding programmes and institutions in order to consolidate this position and also prepare the local players specifically for the digital transformation. NRW is therefore not only the federal state with one of the strongest regional film funding programmes. Its commitment to companies and projects of the Digital Economy as well as to start-ups and young entrepreneurs ensures that there are also excellent opportunities for development.

The State of NRW

The State of North Rhine-Westphalia and WDR established the Film- und Medienstiftung NRW in 1991 and have both remained the main shareholders of the federal state‘s most important funding institution to the present day. In addition, NRW supports the media industry with competitions and project financing to develop innovative technologies and business models for future digital media. The interests of NRW’s regional government for media affairs are represented on a political level by the Prime Minister and the head of the State Chancellery. The Department of Culture at the Ministry for Culture and Science (MKW) supports a wide range of media and cultural projects that can also benefit festivals as well as the region‘s film houses and media workshops. The Ministry of Economic Affairs, Innovation, Digitalization and Energy (MWIDE) supports the creative industry and the information and communications technologies as well as the area of the digital economy with the associated Digital Hubs that are serving as a point The development of NRW‘s media culture and media economy is our mission, and the funding of films, series, games and innovative formats our core competence. At the same time, we serve as the central port of call and networking agency for the whole industry and promote NRW as a creative and innovative region for film and media. North Rhine-Westphalia aims to facilitate access to venture capital for aspiring innovative companies and thus make itself more attractive for start-ups. The NRW.BANK, the state development bank, is therefore making a significant expansion to its venture capital commitment and providing an additional 214 million euros which will be complemented by large amounts of private capital.

NRW.Bank and NRW.Invest

As the development bank for the federal state of NRW, the NRW.BANK also offers demand-driven financing products for the media and creative industries. Among other things, start-ups can be supported with micro and start-up loans. The federal state‘s own business development corporation, NRW.INVEST, markets NRW as an investment hub and, in its capacity as a one-stop agency, supports foreign and German companies in their investment projects or plans to locate to NRW.

Mediengründerzentrum NRW

The Cologne-based Mediengründerzentrum NRW has been supporting young media entrepreneurs in the fields of cinema, TV, games and new media since 2006. A bursary includes intensive consulting and networking in addition to providing financial support. A series of events about entrepreneurship are held before the opening of the application period. Those who have successfully completed the bursary programme then benefit from specially designed programmes for alumni.

The Mediengründerzentrum NRW supports, advises and helps forge contacts for founders in the field of content production. Film- und Medienstiftung NRW

The Film- und Medienstiftung NRW with headquarters in Düsseldorf is the central port of call for all film and media professionals in the federal state of NRW. Its shareholders are the federal state of NRW, WDR, ZDF, and RTL. Established in 1991 and with an annual funding volume of 35 million euros, its purpose is to support film and media culture and the film and media industry in NRW. It backs feature films and TV movies, series, games, the modernisation of cinemas, the development of radio plays and audiovisual content, as well as supporting the next generation of film and media professionals in NRW. Its remit also includes location marketing and development as well as the presentation of the media region at home and abroad.

Innovative range of funding

Funding by the Film- und Medienstiftung is focused on films for cinema. Support is awarded at all stages of production and exploitation. A second area of emphasis is funding of TV and series productions. In addition, there is support for games like the development and production of computer and video games and interactive content from the fields of VR/AR, web and mobile as well as the funding of cinemas and radio plays. The Gerd Ruge Grant for young documentary filmmakers and the Wim Wenders Grant for the promotion of innovative cinematic language – in joined forces with the Wim Wenders foundation – are awarded each year. And the programme for supporting graduation films from film academies in NRW has now been in existence for the past five years.

Creative Europe Desk NRW

The Filmstiftung has been home to the Creative Europe Desk NRW since 1992. As one of four German MEDIA information offices, the Desk is the contact for all queries about the Creative Europe programme of the European Union (2014-2020). Producers, distributors, game developers and other players in the audiovisual industry from NRW, Hesse, Rhineland-Palatinate and Saarland can obtain information here about funding opportunities and also receive support when making an application.

The Film Commission has been operating under the auspices of the Film- und Medienstiftung since 1999, providing support for producers when they are scouting for locations, applying for shooting permits or wanting to establish contacts to service-providers.

The Film- und Medienstiftung subsidiary Mediencluster NRW has been managing the Mediennetzwerk.NRW for the digital media scene in NRW since 2017. It offers networking and a comprehensive range of information on such issues as funding and financing opportunities. It creates visibility for the industry at trade fairs at home and abroad and contributes to NRW‘s development as a digital media hub. <

The Media Authority of North Rhine-Westphalia is responsible, among other things, for private broadcasting. This means that it takes decisions on the licensing of broadcasters and ensures that they comply with the law on such issues as advertising regulations. The core objectives of NRW‘s media authority are the protection of human dignity, the protection of minors as well as the safeguarding and promotion of diversity in opinions and media.

Another area of activity is the promotion of media literacy. The media authority is also involved in knowledge transfer about media. A current focus is on combating hate speech and smear campaigns in the web through effective law enforcement. The NRW-wide initiative “Pursuing rather than just deleting“ sees the Media Authority of North Rhine-Westphalia working together with the political authorities, law enforcement agencies and various media companies. Founded in 1991 and with an annual funding volume of 35 million Euros, the Film- und Medienstiftung NRW is one of the most important funding institutions in Germany and Europe. Its mission is to boost film and media culture as well as the film and media industry in North Rhine-Westphalia. Its shareholders are the federal state of NRW and WDR, ZDF and RTL.
