COMMANDER, NAVY REGIONAL MAINTENANCE CENTER (CNRMC) SERIAL 005 - FLEET DESK GUIDE (FDG) PROGRAM I. BACKGROUND 1. One of the primary elements in CNRMC’s drive towards the “One RMC” Concept was implementation of standardized maintenance processes and common policies. The goal of standardization is to enable the RMCs to consistently provide quality, cost-wise readiness to the surface force. CNRMC’s Fleet Desk Guide (FDG) Program supports this objective. 2. Prior to the FDG Program, many desk guides were developed at the local level, and were not uniform in their guidance of maintenance processes and/or procedures. The guides were not standardized to capture best practices, and lacked adequate oversight and authorizations. As a result, these guides failed to provide up-to-date processes and procedures to the RMCs. a. The FDG Program is a web-based (CAC-enabled) resource that provides tools and products to all RMC personnel (and other stakeholders) engaged in surface ship end-to-end (E2E) maintenance. b. The FDG Program consists of a central library of standard business processes and procedures for RMCs to use in executing maintenance, training personnel and conducting process improvement events. It currently consists of 56 FDGs and supporting tutorials that have standardized our surface ship contracted maintenance business processes from availability setup through closeout. The new Role Based Desk Guides (RBDG) are standardized, step-by-step procedures for reoccurring tasks executed by specific maintenance team personnel, such as Project Managers (PM), Contract Specialists (CS) and Ship Building Specialists (SBS). The FDGs/RBDGs contain tutorials and links to commonly used references such as the Joint Fleet Maintenance Manual (JFMM), AIM4RMC system user guides for I-Level maintenance processes, and software applications such as the Navy Maintenance Database (NMD). c. The FDGs and RBDGs are being fully integrated into the Work Force Development (WFD) Program’s training courses, and are adaptable to augment local RMC training programs. d. The program develops new FDGs/RBDGs when required and maintains current products up-to-date through a monthly review and vetting schedule with RMC Subject Matter Experts (SME). Each RMC’s participation is critical to capturing best practices, validating the processes/procedures, ensuring products comply and align with policy, and are utilized on the deckplates.
II. GUIDANCE 1. RMCs are directed to immediately commence utilizing the FDG Program products in executing maintenance policy, entering maintenance data and information into IT systems, training the workforce, and providing required availability oversight within corporate process improvement initiatives. 2. Each RMC will identify a FDG POC to work with the CNRMC FDG Program Manager. The POC is expected to coordinate with the command’s SMEs to conduct reviews with CNRMC for the sustainment, improvement and process development efforts. a. The CNRMC FDG Program Manager facilitates the process and maintains the review and vetting schedule on the FDG web site. Notifications of the processes and/or procedures are sent to the RMC POCs (and Business Office Department Heads) via a monthly e-mail, which allows time to identify SMEs and involve them in the collaborative team process. b. Assigned SMEs for the specific processes/procedures being reviewed/developed are expected to review them, submit feedback and collaborate with CNRMC and other RMC SMEs, and participate in DCO/ TelCon meetings. c. Each RMC gets a vote (using your POC or designated SME) on the final product at the monthly vetting meeting (conducted via DCO/TelCon), which concludes the SMEs’ involvement for those processes/ procedures being vetted that month. After vetting, final administrative actions are completed (including CNRMC approval) and products are published on the FDG website. The CNRMC FDG Program Manager then begins the process again for the next month’s scheduled desk guides and sends your POC a new notification. This process is continually repeated to sustain all desk guides, ensuring each contains current policy and captures best practices from across the RMCs. 3. Local processes or procedures that duplicate FDG Program products shall be cancelled. 4. Identify any additional local policies and procedures that should be included into Enterprise-wide FDGs/ RBDGs. 5. Encourage your personnel to submit recommendations for improvements, new processes and procedures using the Fleet Desk Guide Feedback Form found on the FDG home page. III. RESOURCES 1. IV. SUMMARY 1. My goal has been to operate the RMC enterprise as a global organization; the “One RMC” concept. This allows us to level-load work throughout the regions by sharing resources to more efficiently and effectively work with other waterfront organizations, as well as our industry partners. This, ultimately, improves our service to the Fleet. 2. The FDG program provides tools to assist the RMC in the execution of maintenance processes, procedures, and training. These FDGs/RBDGs are similar to Engineering Operational Sequence System (EOSS) aboard ship. Using the step-by-step guides will ensure our personnel consistently perform their jobs correctly, gain proficiency, and experience. This program enables us to standardize and align RMC processes and procedures across the enterprise to make the “One RMC” concept a reality. As always, thank you for your support and dedication.
