Making Darley Stronger and Safer The Darley Forum meets every three months and aims to give residents an opportunity to have a say on issues that affect the local community. The meeting will be attended by your three local ward Councillors and officers from a variety of local service providers. What’s happening in Darley As always you will have the opportunity to meet other people who care about the Darley neighbourhood and raise your views and concerns relating to Darley This booklet includes: a copy of the agenda, ‘You said we did’ feedback from the last meeting, an update on Board activity and useful contact details. Darley Priorities Anti-Social Behaviour – West End Since the last board we have been conducting high visibility and covert patrols in the West End as part of Operation Hobart. This operation has led to a reduction in ASB and a number of positive stop searches for persons in possession of class B controlled drugs, namely amphetamines and cannabis.

We have continued to work with housing providers and other partners to tackle ASB Parking Issues near University/ Parking on access only streets Officers are working with the University of Derby to educate students and identify those contravening the traffic law around their location. Officers are patrolling the affected areas on a frequent and regular basis. Burglaries including shed breaks and theft of pedal cycle. We are seeing a continuous trend in non-dwelling breaks specifically shed breaks where bicycles are being targeted. Officers are conducting high visibility patrols and covert patrols as part of Op Hobart and Op Topas around the affected areas. Number of offenders have been arrested and charged with relevant offences. Officers have undertaken several crime prevention campaigns around the affected areas in conjunction with the cadets and crime prevention team. Officers checked vehicle and dwelling insecurities and giving general advice to target harden their properties. The SNT team have undertaken a number of cycle marking events and are planning to hold further events. Officers are also in the process of working with cycle shops to establish a process of marking a pedal cycle when it is sold. We’d like to encourage residents to contact us with any suspicious incidents. Priorities to be considered 

Non-Dwelling Burglaries including shed breaks and theft of bicycles.

Crime Trends Darley SNT continues to see sheds, garages and outbuildings being burgled for bicycles and tools. Officers have already conducted a crime prevention event with the cadets around the area and as previously stated, have been conducting high visibility and covert patrols around the area between the times the offences are being committed. Further crime prevention events are planned in the forthcoming weeks. There has been a number of dwelling burglaries dotted across Darley, in particular Darley Village and in the Six Streets area (Longford St and Park Grove). These burglaries have tended to be overnight with rear windows and doors being forced. There is a potential suspect who is also wanted for a number of burglaries in Allestree. There was a spate of daytime burglaries on Queensway and Markeaton St in January. Forensic evidence linked a known burglar to the offences who was arrested and charged with the burglaries. He is now on remand. Events/Operations Operation Topaz continues in Darley with covert patrols to tackle Non-Dwelling Burglaries and Autocrime. Officers are regularly adjusting shifts and where necessary using over-time in order to

provide a presence late in to the evening and in the early hours of the morning. Operation Hobart continues with covert patrols being undertaken around West End area for ASB and drug issues. Operation Ingoma continues to provide high visibility patrols around West End area over the weekends to deal with on-going ASB issues. Officers have recently been providing high visibility patrols around the areas of the two robberies to reassure the community. Operation Luzon following the increase in theft of pedal cycles Officers have been conducting covert capture bike operations. This resulted in several persons being arrested. The operation will continue, with greater importance being placed on crime prevention advice. There was a cycle marking event at Samways Bike Shop, Ashbourne Road on 22 Feb 2015. Good News Following complaints from the community we conducted a warrant on Cedar St and another on Duke St. A male was arrested for cultivation of cannabis at Cedar St and a male is wanted for possession with intent to supply controlled from premises at Duke St. Two offenders have been arrested for handling stolen goods from the burglaries around Darley area. This has led to the arrest of two further persons for burglaries who currently on bail for further enquiries to be completed. Officers conducted a warrant at Bridge St following reports of a brothel being run from the address. Three person(s) were arrested and one dealt with for managing/keeping a brothel. As previously stated, a male was arrested and charged with a series of burglaries on Markeaton St and Queensway. A male from City Road has been charged with a number of public order and harassment offences and is due at court next week. Police are seeking a criminal behaviour order on conviction to stem his anti-social behaviour. Officers have been on Darley Park Drive following complaints of drivers contravening the no entry sign. This has resulted in a number of tickets being issued. A number of drivers lived in the Darley Abbey area. Upcoming events

Crime Prevention Events will be held at Newtons Walk on 16 March and at Markeaton Allotments on 21 March 2015. Councillors on Patrol will be supported by police officers on 19 and 26 March 2015. Darley Forum is on 4 March 2015.

Identify ownership of land needed

A report has discussed at a recent Darley Neighbourhood Board. The main points from the report are as follows:  



Derby City Council never received any money so there is no money to be spent DCC agreed that the University had implemented a number of measures relating to public transport and car parking surveys. Because of these measures they had fulfilled their contributions in relation to these elements without having to pay us any money. DCC know that the University have not fulfilled their obligations to construct the footpath and cycle link but DCC are currently pursuing this.

Environment What will be doing about loud music now that the out of officer jobs won't be there?

People will have to report through the day, keep logs and evidence. Residents can still call the police to deal with ASB issues

What money will be spent on Markeaton Brook?

The Neighbourhood Board is guided by the Tree Policy so any funding allocated for tree pruning would have to be approved by the Board A tree hanging over a local garage is being investigated to determine what work is needed

Other issues Query 1 Resident states that she is classed as part of the Darley ward when it comes to voting but classed in Derwent for schooling?

Query 1 Marcus Street falls into Beaufort Primary catchment

Query 2 Would it be preferable for children to attend a school within walking distance – this is with regards to a parent who is within walking distance to Walter Evans School but their child has not been given a place

Query 2 The choice of school is left for the parent to decide.

Catchment area why hasn't this been reviewed? Walter Evans is taking out of catchment and why?

The walking distance is given in law as: two miles for children under eight years old three miles for children aged eight and over

Councillor Eldret will be working closely with parents and schools to try and understand why parents do not want to send their children to Beaufort School.

Neighbourhood and Board Up-date Budget Allocations 2014/2015 Devolved Budget Allocation The Council’s budget setting meeting will take place at the end of this month, it is expected that Darley Neighbourhood Board will receive a total funding of £37,760 in the financial year 2014/15. This is broken down as follows: 

Darley Neighbourhood Board Darley Neighbourhood Board aims to make Darley a stronger and safer community. The Board is made up of your three ward Councillors, representatives from Darley community groups, Darley residents and representatives from public services. The role of residents on the Darley Board is to represent the whole of Darley with commitment and passion. The aim of the Board is to develop a clear vision in shaping the future for Darley. In order to achieve this residents work alongside Darley Councillors and service providers to develop priorities for the neighbourhood.

Subgroups The Board has 3 subgroups with a specific focus to help further the Action Plan; Subgroup Transportation and Planning Lead by Chris Wynn Communications Lead by Patrick Aherne Environment and Conservation Subgroup Lead by David Clasby and Neville Wells

Forum members who have an interest in any of the work of the above subgroup are welcome to join the subgroup as long as they are willing to make positive contributions, take on actions as and when required and work towards the aims of the subgroup. The subgroups are not designed to raise new issues, but to look at ways of resolving those prioritised by the Board.
