Purpose The purpose of the Delaware State Rental Assistance Program (SRAP) is to assist lowincome individuals who require affordable housing and supportive services to live safely and independently in the community.

Program Goals • Provide rental assistance to program participants who are eligible to receive continuing home- and community-based services • Establish partnerships with state agencies and community service providers • Move individuals out of state-run long-term care facilities and into home- and community-based care programs o Avoid re-populating state-run facilities • Transition program participants to financial selfsufficiency or to other affordable housing resources

Program Funding • Funded through allocations from the Delaware State Legislature o $1.5 million in FY2012 o $3 million in FY2013 o $3 million in FY2014

• Additional funding made available from the Department of Health and Social Services – Division of Substance Abuse and Mental Health (DSAMH) o $800,000 in FY 2012 o $1.1 million in FY2013

TOTAL FUNDING TO DATE: $9.4 million

Populations Served  Clients exiting state-supported and privately run longterm care facilities  Clients exiting the Delaware Psychiatric Center  Youth aging out of foster care  Families for whom the lack of affordable housing is a barrier to reunification  Individuals at-risk of requiring services from a statesupported institution (Diversion clients)  New in 2013 – Homeless families referred by the Department of Education

Eligibility Requirements • Must be at 40% State Median Income or less • Must be a U.S. Citizen, and a resident of the State of Delaware • Must be eligible to receive continuing supportive services from DHSS, DSCYF, or an approved service provider (participation in supportive services is voluntary) • Must be referred by one of the State agencies mentioned above

*Once accepted into the Program, participants must meet further requirements to continue eligibility.

• Housing subsidy provided by DSHA o Contract rent – Tenant Contribution (28% of gross monthly income) = DSHA subsidy o Paid directly to landlord
