Actions Between Meetings: Upon a motion by Worthy Grand Procurator Toby H. Taylor and a second by Worthy Grand Treasurer Ronal K. Holsey, Jr., the Supreme Executive Committee approved the following actions taken since their last Supreme Executive Committee meeting of April 24, 2017: 1)
The Supreme Executive Committee approved a colony at Cameron University. (4/25/17)
2) The Supreme Executive Committee approved the establishment of a colony at Eastern Connecticut State University. (4/27/17) 3) The Supreme Executive Committee determined that Brothers would not be allowed to utilize the benefit of free registration as a result of a personal achievement to fund another Brother’s registration for the Grand Conclave. Worthy Grand Procurator Toby H. Taylor WGP suspended Joe Bernall of Delta-Nu Chapter at the University of California/Los Angeles for conduct unbecoming. (4/28/17)

The Supreme Executive Committee removed the Delta-Delta Chapter at the University of Florida from sanctions. (4/28/17)
6) The Supreme Executive Committee approved the following sanctions against the NuLambda Chapter at Sacramento State University for violation of the Code of Conduct: The Chapter will undergo a membership review to be conducted by local volunteers. The Chapter will be alcohol-free until June 30, 2018. This means that there can be

no alcohol at any Kappa Sigma event regardless of the location and that the Chapter House and any other location where Brothers gather must be alcohol-free. Ten (10) of the Nu-Lambda Chapter will be required to attend and participate in the 2017 Grand Conclave. The Executive Committee of the Chapter is removed from office immediately. The Chapter is fined $2,500, and the $2,500 fine must be paid within 90-days of the receipt of the letter of sanctions. (4/28/17) 7)
The Supreme Executive Committee approved that the Theta-Kappa Chapter at Texas A&M Kingsville would be required to appear before the Supreme Executive Committee at the 71st Grand Conclave for the Tuesday, July 11th Supreme Executive Committee meeting to show cause as to why the Chapter should remain a chapter of Kappa Sigma Fraternity. 10) The Supreme Executive Committee removed the Delta-Delta Chapter (Florida) from sanctions and returned the Chapter to good standing. 5/3/17 11) The Supreme Executive Committee removed the Omicron-Epsilon Chapter at Adelphi from sanctions and returned the Chapter to good standing. 5/3/17 12) Worthy Grand Procurator Toby H. Taylor suspended Matthew Towers of the Sigma-Mu Chapter at Colorado Mesa University for conduct unbecoming a Kappa Sigma. 5/6/17 13) The Supreme Executive Committee approved an outline for the new District Grand Master mentor program and resource, and they also approved the following team of Brothers for area mentors for District Grand Masters: Area 1-Tom Kelly Area 2-Adam Poe Area 3-Michael Palmer Area 4-Michael Busada Area 5-Burt Trembly (5/7/17) 14) Worthy Grand Procurator Toby H. Taylor updated the members of the Supreme Executive Committee on items regarding discipline with Chapters and for Colonies for Kappa Sigma Fraternity.

The June Supreme Executive Committee Meeting: The Supreme Executive Committee discussed plans for the June 2-4 Supreme Executive Committee Meeting to be held in San Diego, CA. The Supreme Executive Committee requested that a note be sent from Derek Marchman to all Brothers who had been invited to the meeting but had not responded as to whether or not they would be present to inform them that they need to make their travel plans and notify the Supreme Executive Committee as to whether or not they would be in attendance for the meeting no later than May 13, 2017.

Replacements: The Supreme Executive Committee approved the following replacements for volunteers to attend the 71st Grand Conclave in Las Vegas, NV for the summer of 2017: Geoff Goodenow (AAA-GT) Alpha-Phi, Bucknell, to substitute for the AA Haden Hughes (AAA-GT) substitute for Henry Minor for the Delta-Chi Chapter at Mississippi State University Jonathan Marcinko, ADGM-Western Pennsylvania District will substitute for the Alumnus Advisor of the Omicron-Sigma Chapter at Slippery Rock University.
The Supreme Executive Committee approved these substitutes upon a motion by Worthy Grand Scribe Jeffrey S. McKenzie and a second by Worthy Grand Procurator Toby H. Taylor. 6.
Alumni Chapter Approved: Upon a motion by Worthy Grand Treasurer Ronal K. Holsey, Jr. and a second by Worthy Grand Scribe Jeffrey S. McKenzie, the Supreme Executive Committee approved the establishment of the Jacksonville, Alabama Alumni Chapter of Kappa Sigma Fraternity.

Grand Conclave Speakers: Operations Commissioner Adam Merillat informed the Supreme Executive Committee that the list for the speakers for the 2017 71st Grand Conclave was almost final and that 90% of the speakers have been identified. He informed the Supreme Executive Committee that the final list of speakers will be released on May 9, 2017.
The Supreme Executive Committee discussed arrangements for the General Sessions for the 71st Grand Conclave. The Supreme Executive Committee selected a logo for the Grand Conclave and determined that the theme would be “Setting the New Standard”. The Supreme Executive Committee discussed the status of keynote speakers for the General Sessions. 8.
The Supreme Executive Committee heard reports from members of the Kappa Sigma staff, including the following: Director of Chapter Services Leo Brown Brother Brown reported that the Fraternity currently has 10,560 pledges for the 2016-2017 academic year.

Director of Education Programs Corey Hill Brother Hill reported on the current status of Chapters that have failed to submit their biannual reports. Director of Financial Operations Chad Gebhardt Brother Gebhardt reported on the current status of Accounts Receivable. The Supreme Executive Committee requested that a second notice go out to Chapters in regard to paying their accounts payable to the Fraternity before the end of the year. 9.

Special Initiation – Upon a motion by Worthy Grand Procurator Toby H. Taylor and a second by Worthy Grand Scribe Jeffrey S. McKenzie, the Supreme Executive Committee approved the special initiation of Greg Schaefer as submitted by the Delta-Alpha Chapter at Carnegie Mellon University. The Supreme Executive Committee made a decision that all Brothers arriving early for the June Supreme Executive Committee meeting or the 71st Grand Conclave would pay out of pocket expenses for any nights stay or additional travel costs for arriving early at the meetings. The Supreme Executive Committee discussed the status of the Brothers who had been selected for the Fellows Program for 2017. Worthy Grand Procurator Toby H. Taylor confirmed that he would follow up with Daric Garbutt in regard to the request for the Delta-Zeta Chapter to appear before the Supreme Executive Committee to appeal the removal of the Chapter’s charter.

SUPREME EXECUTIVE COMMITTEE CONFERENCE CALL MAY 22, 2017 1.
The Supreme Executive Committee of Kappa Sigma Fraternity selected the awards for the 20162017 academic year for Chapters, Colonies, undergraduate members and volunteer alumni. The awards will be presented at the Grand Conclave.

Upon a motion by Worthy Grand Master of Ceremonies Justin A. Hansen, and a second by Worthy Grand Procurator Toby H. Taylor, the Supreme Executive Committee unanimously approved the license agreement with Affinity Consultants for the merchandise and licensing program of Kappa Sigma Fraternity. The Supreme Executive Committee directed that Brother Chad Gebhardt and Adam Merillat would make corrections to the agreement before the agreement was final.

Volunteer Appointments for Conclave Substitutions: Upon a motion by Worthy Grand Procurator Toby H. Taylor, and a second by Worthy Grand Scribe Jeffrey S. McKenzie, the Supreme Executive Committee approved the following volunteer substitutions for the 71st Grand Conclave: Caleb Bradley, ADGM-A Greater Cause - to be a substitute AA for a Chapter in the Iowa/ Nebraska District Andrew Hahn, ADGM-A Greater Cause – to serve as acting AA for Alpha-Gamma Chapter (Illinois) John Stavick, Assistant Alumnus Advisor, Beta-Theta Chapter (Indiana) – to serve as acting Alumnus Advisor for Beta-Theta Chapter Alexis Puga, Assistant Alumnus Advisor-GT, Gamma-Gamma Chapter (Colorado School of Mines) to serve as acting AA for a Chapter in the Colorado District. Grand Conclave Preparation and Logistics: Operations Commissioner Adam Merillat gave an update in regard to the plans for the Grand Conclave to be held in the Showroom at Planet Hollywood as opposed to the Axis Theater and also gave an update in regard to the amenities that were given by Planet Hollywood for the Fraternity as a result of relocating the Opening Session in the Showroom at Planet Hollywood.

The Supreme Executive Committee directed that Brother Merillat and the staff move forward with the Showroom as the General Session room for the Grand Conclave. 6.
Speakers List for the Grand Conclave: Operations Commissioner Adam Merillat and Worthy Grand Master Derek Marchman gave an update in regard to the speakers list for the 71st Grand Conclave.
The Supreme Executive Committee finalized the speakers for all breakouts and general sessions. 7.
Substitute District Grand Masters for the 71st Grand Conclave: The Supreme Executive Committee approved the following substitutes for District Grand Masters for the 71st Grand Conclave for those District Grand Masters who could not be in attendance: Alex Heideman – Mississippi – substitute District Grand Master will be Brother Cliff Hughes Josh Kennedy – Northern North Carolina – Brother Michael Palmer will be substitute District Grand Master Darrell Kilgore – Great Northwest District – Brother Tyler Miller will be acting District Grand Master Chris Owens – Arkansas – Brother Paul Pavlich will be acting District Grand Master Hunter Surles – Smoky Mountain District – Brother Adam Poe will be acting District Grand Master
The Supreme Executive Committee determined that Brother Patrick Corr would serve as District Grand Master through the Grand Conclave for the Western Pennsylvania District and would be assisted by his Assistant District Grand Master Jonathan Marcinko. The Supreme Executive Committee directed that Executive Director Mitchell B. Wilson would send a letter announcing the Brothers who were appointed as acting District Grand Masters and give specific instructions regarding their duties. 8.
Awards Selection Continuation: The Supreme Executive Committee continued to approve appointments for the 2016-2017 academic year.

The Supreme Executive Committee heard a final report in regard to plans for the June Supreme Executive Committee meeting to be held in San Diego, CA.

The Supreme Executive Committee approved awards to be distributed at the Grand Conclave for alumni, colonies and chapters of Kappa Sigma Fraternity and for all undergraduate Brothers who achieved individual awards.

The Supreme Executive Committee determined that the Man of the Year Award Banquet would be held the first weekend of December (December 2, 2017) to recognize the 2017 Man of the Year Brother Burt “Tito” Beveridge.

Hansen, the Supreme Executive Committee unanimously approved the actions between meetings as presented. 1) The Supreme Executive Committee approved the final revised version and communication for the My Brother’s Keeper Program. The Supreme Executive Committee approved that Brother Kirk Sasaki was approved to be a substitute AA for Tau-Pi Chapter at San Francisco State University for the 71st Grand Conclave. (5/24/17).

The Supreme Executive Committee took the following disciplinary action against the following Chapters of Kappa Sigma for violation of the Code of Conduct and conduct unbecoming a chapter of Kappa Sigma Fraternity:

The Chapter will be alcohol-free until July 1, 2018 or all sanctions are complete, whichever occurs latest. All chapter activities will be alcohol-free regardless of location. The chapter house and any other location where brothers gather must be alcohol-free. The chapter must make a request to the Supreme Executive Committee to reinstate this privilege once all other sanctions are complete. The Chapter will be assessed a $2,500 fine to be paid within 90 days of the date of this notice. The Chapter will initiate the pledges as soon as possible with the supervision of a volunteer alumnus approved by the District Grand Master. The Chapter will sponsor an alcohol and substance abuse prevention seminar for the Chapter. Due to the violations, the Grand Master and Grand Master of Ceremonies serving during these events are removed from office. The Chapter must meet the minimum standards of the major initiatives of the Kappa Sigma Fraternity: • The Chapter's membership must hold the average number of ritual proficiency certificates for all chapters of Kappa Sigma: 67% Ritual Proficient with one certificate and 20% with two certificates. • The Chapter's grade point average must be above the All Men's Average. • The Chapter must meet all goals for Champion Quest for all recruitment periods • The Chapter's members must achieve at least 25 hours of community service. and

Alpha-Phi (Bucknell University) The Supreme Executive Committee directed that a notice be sent to the Alpha-Phi Chapter at Bucknell University directing the Chapter to appear before the Supreme Executive Committee at its meeting on July 14, 2017 to show cause as to why the Chapter should remain a chapter of Kappa Sigma Fraternity for alleged violations of the Code of Conduct and for conduct unbecoming a chapter of Kappa Sigma Fraternity. Beta-Iota (Lehigh University) 1.

Lambda-Tau (Baylor University) The Supreme Executive Committee determined that the Lambda-Tau Chapter at Baylor University would appear before the Supreme Executive Committee at its meeting on July 14, 2017 to show cause as to why the Chapter should remain a chapter of Kappa Sigma for alleged violations of the Code of Conduct and for conduct unbecoming a chapter of Kappa Sigma. Upsilon-Beta (California State University-San Bernardino) 1.

The Chapter must have 4 men present at the 2017 Kappa Sigma Grand Conclave at Planet Hollywood Hotel in Las Vegas, Nevada July 12-16, 2017. While under the suspension of operations, the Chapter remains obligated to pay all applicable dues and assessments and should continue to collect balances due from members as necessary. The Chapter will be allowed to conduct Chapter meetings for the purpose of addressing the Chapter's conduct and operational issues. The Chapter will also be allowed to continue with recruitment activities under the suspension of operations. The Chapter will be assessed a $5,000 fine to be paid within 90 days of the date of this notice. The Chapter must have 10 men present at the 2017 Kappa Sigma Grand Conclave at Planet Hollywood Hotel in Las Vegas, Nevada on the dates of July 12-16, 2017. The Supreme Executive Committee placed the following sanctions against Gamma-Rho Chapter (Arizona) for violation of Code of Conduct of Kappa Sigma Fraternity: a. The Chapter will be alcohol-free until all sanctions are complete or February 18, 2018, whichever occurs last. All chapter activities will be alcohol-free regardless of location. The chapter house and any other location where brothers gather must be alcohol-free. The chapter must make a request to the Supreme Executive Committee to reinstate this privilege once all other sanctions are complete. b. The Chapter will be assessed a $10,000 fine to be paid within 90 days of the date of this notice. c. The Chapter will complete a Code of Conduct workshop at the direction of the District Grand Master. d. The Chapter must meet the minimum standards of the Kappa Sigma Fraternity: o The Chapter's membership must hold the average number of ritual profi ciency certificates for all chapters of Kappa Sigma: 67% Ritual Proficient with one certificate and 20% with two certificates. o The Chapter's grade point average must be above the All Men's Average o The Chapter must meet all goals for Champion Quest for all recruitment periods o The Chapter's members must achieve at least 25 hours of community service and raise $25 for the philanthropy of their choice and log the hours and dollars donated in KappaSig.Net The Chapter must complete all sanctions and request removal of alcohol-free status within 1-year of this notice of sanctions. 9) The Supreme Executive Committee approved sanctions to be placed against EpsilonGamma Chapter (Louisiana Tech) for violation of the Code of Conduct: Accordingly, the Chapter will complete a Code of Conduct workshop at the direction of the District Grand Master. The Supreme Executive Committee commends the volunteers on proactively working with the Chapter to improve its operations and the undergraduate brothers for coming forward to correct their operations. Had this violation been discovered and not brought forward by the undergraduates, the Chapter likely would have been issued a fine, lost social privileges, and be issued additional sanctions. Pi-Epsilon Chapter (Houston) – The Supreme Executive Committee directed that the Pi-Epsilon Chapter placed on alcohol free status until all sanctions are complete. All Chapter activities will be alcohol free regardless of the location. The Chapter house and any other location where Brothers gather must be alcohol free. The Chapter must make a request to the Supreme Executive Committee to reinstate the privilege once all other sanctions are complete. The Supreme Executive Committee determined that the Chapter must complete all sanctions and request removal of alcohol free status within one year of the notice of sanctions. The Supreme Executive Committee further determined that if sanctions are not completed within one year, the Chapter will show cause before the Supreme Executive Committee to determine if it should remain a Chapter. The Supreme Executive Committee discussed discipline to be reviewed at the Supreme Executive Committee meetings at the 71st Grand Conclave. The Supreme Executive Committee determined that Brothers would be billed who had personal nights of lodging for the June Supreme Executive Committee meeting in San Diego, California. This means that the Chapter cannot have alcohol present at any Kappa Sigma function or event in any form or fashion, and that there will be no alcohol present at any location where Brothers gather. Alpha-Phi, Bucknell University – The Supreme Executive Committee heard a report from the Brothers of Alpha-Phi Chapter at Bucknell University as to why they should remain a Chapter of Kappa Sigma Fraternity as previously requested by the Supreme Executive Committee for a show cause hearing. After hearing the Chapter’s presentation, the Supreme Executive Committee took the following action: 1)
The Alpha-Phi Chapter is fined $10,000 and the fine must be paid within 90 days of the receipt of the letter of sanctions. 2) The alumni of the Alpha-Phi Chapter will be directly involved in the Chapter’s operations going forward, including volunteer alumni positions and other interested alumni for all areas of operation. 3) The Alumnus Advisor team must approve all activities for the Alpha-Phi Chapter going forward. 4) The Alpha-Phi Chapter will meet the minimum standards of the major initiatives of the Kappa Sigma Fraternity, including the following: - - -
The Chapter will be above the All Men’s Average for all grading periods while under sanctions. The Chapter’s membership must hold the average number of Ritual Proficiency Certificates for all chapters of Kappa Sigma: 67% Ritual Proficient with one certificate and 20% with two certificates. A new Alumnus Advisor for the Alpha-Phi Chapter at Bucknell University will be appointed. The Chapter will be alcohol free until all minimum standards of the major initiatives of Kappa Sigma Fraternity are met.
The Supreme Executive Committee unanimously approved this action upon a motion by Worthy Grand Master of Ceremonies Justin A. Hansen and a second by Worthy Grand Scribe Jeffrey S. McKenzie. Lambda-Tau, Baylor University – Upon a motion by Worthy Grand Treasurer Ronal K. Holsey, Jr. and a second by Worthy Grand Master of Ceremonies Justin A. Hansen, the Supreme Executive Committee approved the following sanctions against the Lambda-Tau Chapter at Baylor University after the Chapter appeared in a show cause hearing and after the Supreme Executive Committee heard the Chapter’s presentation: 1) The Chapter is fined $5,000, and the fine must be paid within 90 days of the receipt of the letter of sanctions. 2) The Chapter will undergo diversity training and once the diversity training is complete, the Chapter will work with the Student Life Office to deliver a diversity training educational seminar to other students at Baylor University. 3) The Chapter will take individual discipline against those individuals involved in the violation of the Code of Conduct of Kappa Sigma Fraternity and will report back to the Supreme Executive Committee on the disciplinary actions that were taken and will also report to the Supreme Executive Committee on the Chapter’s progress towards completing sanctions. The Supreme Executive Committee unanimously approved this action. Sigma Chapter, Tulane University – The Supreme Executive Committee heard a report from the Sigma Chapter at Tulane University after the Supreme Executive Committee directed that the Chapter would appear before the Supreme Executive Committee for a show cause hearing in association with the 71st Grand Conclave. Upon a motion by Worthy Grand Scribe Jeffrey S. McKenzie and a second by Worthy Grand Procurator Toby H. Taylor, the Supreme Executive Committee voted unanimously to withdraw the Chapter’s charter after hearing the Chapter’s report. Theta-Kappa, Texas A&M University-Kingsville – The Theta-Kappa Chapter at Texas A&MKingsville appeared before the Supreme Executive Committee to show cause as to why the Chapter should remain a Chapter of Kappa Sigma Fraternity. After hearing the Chapter’s report and appeal to remain a Chapter of Kappa Sigma Fraternity, Worthy Grand Procurator Toby H. Taylor made a motion for the Chapter to work with alumni to correct the current status of the Chapter in order to be in compliance with the standards of Kappa Sigma Fraternity, and made a motion for a membership review to take place within one month of the beginning of the fall semester under the supervision of District Grand Master David Morgan and the Theta-Kappa alumni who are present at the Grand Conclave. The Supreme Executive Committee requested that these Brothers report the findings of the membership review back to the Supreme Executive Committee.

The motion was seconded by Worthy Grand Treasurer Ronal K. Holsey, Jr., and was unanimously approved by the Supreme Executive Committee. Worthy Grand Scribe Jeffrey S. McKenzie made a motion to remove the suspension of operations for the purpose of conducting a membership review of the Chapter, and so that the Chapter could conduct its fall rush at Texas A&M University-Kingsville. The motion was seconded by Worthy Grand Master of Ceremonies Justin A. Hansen and was unanimously approved by the Supreme Executive Committee. Chi, Purdue University – The Supreme Executive Committee heard an appeal of the Brothers from the Chi Chapter at Purdue University in regard to removing the Chi Chapter from sanctions from Kappa Sigma Fraternity. Upon a motion by Worthy Grand Treasurer Ronal K. Holsey, Jr. and a second by Worthy Grand Scribe Jeffrey S. McKenzie, the Supreme Executive Committee unanimously approved that the Chapter would be removed from sanctions. Epsilon-Chi, University of Louisiana at Lafayette – Upon a motion by Worthy Grand Procurator Toby H. Taylor and a second by Worthy Grand Scribe Jeffrey S. McKenzie, the Supreme Executive Committee moved to expel the charter of the Epsilon-Chi Chapter at the University of Louisiana at Lafayette for the Chapter’s violation of the Code of Conduct of Kappa Sigma Fraternity for hazing and for conduct unbecoming a Chapter of Kappa Sigma Fraternity and as members of Kappa Sigma Fraternity. The Supreme Executive Committee voted unanimously to expel the charter. 5.

Meeting Called to Order: Worthy Grand Master Toby H. Taylor called the meeting to order at 8:00 a.m.

Invocation: Worthy Grand Master of Ceremonies Adam J. Merillat led those Brothers present in an invocation.
3.
Individual Discipline: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Master of Ceremonies Adam J. Merillat, the Supreme Executive Committee unanimously suspended Tyler Schneider (Beta-Chi Chapter, Missouri University of Science and Technology) through the end of the 2017 fall semester for conduct unbecoming a member of Kappa Sigma Fraternity.
Chapter Discipline: Tau-Lambda, Johnson and Wales University-Providence – Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Treasurer Ronal K. Holsey, Jr., the Supreme Executive Committee unanimously voted to expel the charter of Tau-Lambda Chapter (Johnson and Wales University-Providence). 4.
Upcoming Dates for the Kappa Sigma Fraternity: The Supreme Executive Committee discussed the schedule for events of the Kappa Sigma Fraternity.
Champions’ Weekend, November 17-19, 2017 The Supreme Executive Committee requested that an invitation be circulated after Labor Day to all Grand Masters to be invited for Champions’ Weekend and for District Grand Masters, Trustees and Supreme Executive Committee members to receive letters of invitation. Invitation will also be sent to the members of the Ryan family and other alumni guests who were personal friends of Dr. John W. Ryan for the purpose of dedicating the Dr. John W. Ryan Library. 5.
Fall Supreme Executive Committee Meeting 2017: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Master of Ceremonies Adam J. Merillat, the Supreme Executive Committee unanimously confirmed that the fall Supreme Executive Committee meeting would be held on September 22, 2017, at a location to be determined.

Removal of Kappa Chapter at Vanderbilt University from Sanctions: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Scribe Burton R. Trembly, the Supreme Executive Committee unanimously removed Kappa Chapter (Vanderbilt University) from sanctions.

Man of the Year Banquet: The Supreme Executive Committee confirmed that the Man of the Year Banquet would be held on December 2, 2017 in Austin, Texas.
8. Supreme Executive Committee Retreat-2017: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Scribe Burton R. Trembly, the Supreme Executive Committee unanimously confirmed that the 2017 Supreme Executive Committee retreat would be held at Lake Tahoe on August 4-6, 2017. 9.

Hansen, seconded by Worthy Grand Scribe Burton R. Trembly, the Supreme Executive Committee determined that the Supreme Executive Committee would review American Express statements as they are received. 11. Commissioner Travel: Upon a motion by Worthy Grand Master of Ceremonies Adam J. Merillat, seconded by Worthy Grand Procurator Justin A. Hansen, the Supreme Executive Committee unanimously determined that all travel for commissioners would be submitted for approval within 30 days of the date of the travel. 12. Fraternity Expenses for Non-Member Guests: Upon a motion by Worthy Grand Scribe Burton R. Trembly, seconded by Worthy Grand Procurator Justin A. Hansen, the Supreme Executive Committee unanimously determined that no Supreme Executive Committee member will have a non-member guest attend Kappa Sigma Fraternity events at the Fraternity’s expense. 13. Executive Director to Report to the Supreme Executive Committee: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Master of Ceremonies Adam J. Merillat, the Supreme Executive Committee unanimously directed that the Executive Director would report to the Supreme Executive Committee. 14. Appointment of Leo Brown to the Position of Assistant Executive Director: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Master of Ceremonies Adam J. Merillat, the Supreme Executive Committee unanimously appointed Brother Leo Brown as Assistant Executive Director. 15. Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Scribe Burton R. Trembly, the Supreme Executive Committee unanimously directed the Executive Director to re-evaluate the staff matrix over the next 30 days and submit a report back to the Supreme Executive Committee concerning his recommendations and review. 16. Chapters Under Sanction: Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Master of Ceremonies Adam J. Merillat, the Supreme Executive Committee unanimously directed that all Chapters who are currently under sanction for more than 365 days (including Chapters under Trustee status) submit a report and plan to be removed from sanctions. 17. Volunteer Requirement to Not Opt Out of Email: Upon a motion by Worthy Grand Master of Ceremonies Adam J. Merillat, seconded by Worthy Grand Procurator Justin A. Hansen, the Supreme Executive Committee unanimously directed that the volunteer alumni officers and appointees would not be allowed to opt out of email while serving in volunteer officer positions. 18. Policy on Hiring Staff for Full and Part Time Positions: Upon a motion by Worthy Grand Scribe Burton R. Trembly, seconded by Worthy Grand Procurator Justin A. Hansen, the Supreme Executive Committee unanimously directed that prior to an offer being extended to all full and/or part time employees, the offer be submitted and proposed to the Supreme Executive Committee.

19. Staff Expenses for Professional Development: Upon a motion by Worthy Grand Master of Ceremonies Adam J. Merillat, seconded by Worthy Grand Procurator Justin A. Hansen, the Supreme Executive Committee unanimously directed that any request for staff expenses to be allowed to attend professional development seminars be submitted to the Supreme Executive Committee at least 30 days in advance of the seminars. 20. Star and Crescent Society: Upon a motion by Worthy Grand Procurator Justin A. Hansen, seconded by Worthy Grand Scribe Burton R. Trembly, the Supreme Executive Committee unanimously removed the Star and Crescent Society as a recognition society, and directed that the Scholarship/Leadership awards would be utilized to recognize Brothers who have achieved the requirements in order to receive the award for those Brothers who have committed to the values of the Kappa Sigma Fraternity. 21. First Supreme Executive Committee Conference Call: The Supreme Executive Committee determined that the first Supreme Executive Committee Conference call would be held on July 24, 2017 at 8:00 p.m. Eastern time. 22. Endowment Fund Report: Endowment Fund Chairman Thomas P. Bishop reported that the Endowment Fund had raised $320,000 at the 71st Biennial Grand Conclave from Brothers who were present. 23. The July 16, 2017 Supreme Executive Committee meeting was adjourned.

The Supreme Executive Committee Introductions: Executive Director Mitchell B. Wilson introduced members of the Supreme Executive Committee including the following Brothers: Derek L. Marchman, Worthy Grand Master, Toby H. Taylor, Worthy Grand Procurator, Justin A. Hansen, Worthy Grand Master of Ceremonies, Jeffrey S. McKenzie, Worthy Grand Scribe and Ronal K. Holsey, Jr., Worthy Grand Treasurer.

Presentation of the Flags or the United States of America and of Canada: The Kappa-Alpha Chapter at the University of Nevada, Las Vegas presented the Flag of the United States of America and the Delegates from the Chapters in Canada presented the Flag of Canada.

Invocation: Brother Troy D. Sutton, Undergraduate Advisory Committee Delegate, Area 1 gave the Invocation.

Official Notice of Grand Conclave: Worthy Grand Scribe Jeffrey S. McKenzie read the certificate of notification for the 71st Grand Conclave as circulated to Chapters and Brothers of Kappa Sigma Fraternity.

Conclave Opened: Worthy Grand Master Derek L. Marchman declared that the Grand Conclave would be duly opened.

Roll Call: Worthy Grand Scribe Jeffrey S. McKenzie led those Brothers present in a roll call of Chapters and Colonies of Kappa Sigma Fraternity. Brother McKenzie also announced those Chapters who were delinquent in their financial obligations to the Fraternity and would not be able to be recognized or be able to vote at the Grand Conclave.

Worthy Grand Master Derek L. Marchman determined that a quorum was present for Grand Conclave. 12. Constitution, By-Laws and Rules Committee Report: Constitution, By-Laws and Rules Committee Chairman Hugh M. Robert gave a report on the work of the Constitution, By-Laws and Rules Committee for Constitution, By-Laws and Rules amendments proposed for the Kappa Sigma Fraternity. Brother Robert informed the Brothers of the 71st Grand Conclave that no amendments were proposed for the Constitution, By-Laws and Rules Committee to consider. Brother Michael Busada gave a report on the Rules for the Grand Conclave. After hearing the work of the Constitution, By-Laws and Rules Committee and the report as submitted, a motion was made to accept the report of the committee, and the motion was seconded and approved by Grand Conclave.

13. Ritual Commission Competition: Brother Jesse S. McClain, Ritualist, gave a report on the competition for the Model team for the Model Chapter meeting of the 71st Grand Conclave. Brother McClain also informed Brothers how to test for ritual proficiency during the Grand Conclave. 14. Nominating Committee Report: Nominating Committee Chairman S. Christian Nascimento gave a report on the nominating committee as submitted in the letter of the nominating committee to the Supreme Executive Committee on March 18, 2017. The nominating committee presented the following slate of candidates for elections of the Supreme Executive Committee: Worthy Grand Master Toby H. Taylor Worthy Grand Procurator Justin A. Hansen Worthy Grand Master of Ceremonies Adam J. Merillat Worthy Grand Scribe Burton R. Trembly The report was accepted by the Supreme Executive Committee. The floor was opened to additional nominations and no further nominations were made to the Grand Conclave. Alumnus Robert J. Ranley made a motion for the nominations to be closed. The motion was seconded by the Grand Conclave and was approved. 15. Star and Crescent Report by Executive Director Mitchell B. Wilson: Executive Director Mitchell B. Wilson gave a report to Brothers of the past actions at the Grand Conclave that had caused the Fraternity’s name to be brought into question concerning behavior at Conclave host hotels. Executive Director Mitchell B. Wilson reminded Brothers present of the importance of being on their best behavior during the course of the Grand Conclave and to represent the Fraternity in a responsible fashion. 16. Presentation by Worthy Grand Procurator Toby H. Taylor on Setting the New Standard. 17. Announcements: Executive Director Mitchell B. Wilson presented announcements to the Grand Conclave as well as the first door prizes. 18. The Opening Session of the 71st Grand Conclave was closed.

Meeting Called to Order: Worthy Grand Procurator Toby H. Taylor called the Grand Conclave to order at 9:00 a.m.

Invocation: The invocation was given by William P. Ellison, Undergraduate Advisory Committee Delegate, Area 2, Rho-Pi Chapter, Young Harris College.

Roll Call: Worthy Grand Scribe Jeffrey S. McKenzie led those Brothers present in a roll call of Chapters and Colonies of Kappa Sigma Fraternity.
4. Credentials Committee: Credentials Committee Chairman Jody L. Bailey reported that 293 Chapters and Colonies of Kappa Sigma Fraternity were present for the Second Business Session of Grand Conclave. 5.
Quorum Declared: Worthy Grand Procurator Toby H. Taylor reported that a quorum was present and that the Conclave was ready to proceed to business.

Election of the Supreme Executive Committee: Worthy Grand Procurator Toby H. Taylor yielded the gavel to Worthy Grand Master Derek L. Marchman for the purpose of conducting the election of the Supreme Executive Committee. Vendor Presentation: Worthy Grand Treasurer Ronal K. Holsey, Jr. introduced Ben White of Kysek, a new vendor for Kappa Sigma Fraternity. Brother White gave door prizes in association with the Company’s new association with Kappa Sigma as a vendor.

Invocation: Undergraduate Advisory Committee Delegate, Area 3, Logan Miller led those Brothers present in an invocation.

Recognition of the Kappa Sigma Staff: Worthy Grand Treasurer Ronal K. Holsey, Jr. recognized members of the Kappa Sigma staff, the Communications Commission and the Operations Commission for their work in carrying out the 71st Grand Conclave.

I'm here to report for the A greater cause committee and as a committee we met to find ways to improve A Greater Cause and Military Heroes Send monthly EC notifications to remind them to record their chapter’s hours Get your chapter involved by leading by example by raising as much money as you expect your fellow brothers to do Giving EC access to being able to report individual hours for each brother who performs service on their own time, because it's often difficult to get brothers to report it on their own. 71st Biennial Grand Conclave Alumni Committee Report My name is Ethan Haverty, & I am a 2015 initiate of the Tau-Kappa Chapter. The Alumni Committee met on Thursday July 13th to discuss what the undergraduate brothers of Kappa Sigma would like to see developed by the Alumni Commission to assist them in building better relationships with their alumni. The following 3 items were the main items that the committee members took from the meeting: The undergraduate Brothers are looking for programs to: Help chapters to better communicate and engage with their alumni base Provide ideas on how to build a program to engage alumni in a mentor program And lastly, the undergraduates want programs that help enhance their college experience by building better networks...not only with the alumni from their own chapters, but other alumni in their area. 71st Biennial Grand Conclave BIA Committee Report Good Morning, Brothers of the SEC and Brothers. I hope you've had at least one cup of coffee and you're prepared for the most important report of all committees meeting here at this 71st Conclave. The Brothers In Action Conclave Committee of 35 undergraduate brothers met this past Thursday afternoon at 4 PM for 1 hour and 45 minutes to discuss, brainstorm, vet, and determine specific areas where the Brothers In Action Commission could further assist in the development of Kappa Sigma Fraternity members and its 327 chapters and colonies. The report of this BIA Conclave Committee will be presented by Brother Ethan Grapatin, member of the Tau-Tau Chapter, University of Wisconsin - Milwaukee, and Brother Mason Cain, Grand Master of Ceremonies of the Rho-Omicron Chapter, University of California - Merced. Brothers, good morning. We propose the following report, to be considered and voted-upon: -
That the Brothers In Action Commission, in the next biennium, strive to improve, enhance, and promote a better understanding of the overall workings and offerings of the Commission to our many chapters and members

That the BIA Commission determine and develop stronger branding, adding-to the wellknown name of the Commission of Brothers In Action, such communication along the lines of BIA: Membership and/or Brotherhood Development

That the Commission create a slate of overarching values, building-upon our pillars of Scholarship, Leadership, Fellowship, and Service. Such values would serve as categories where ideas toward membership development and examples of solid, chapter membership development programs would live;-examples of such categorical values could include those of Relationship Skills (how to pick out a diamond ring, romance vs sex), or General LifeAfter College Skills (cooking, or how to do basic car maintenance, or how to shoot a gun), Physical and Mental Health (brotherhood fitness plans, personal training, open-discussion of the signs of suicide), or Career Advancement (teambuilding and working in and as a team, clothing and meal etiquette, how to attain a raise or promotion), or Retreats (how to budget for pledge, full brotherhood, and EC retreats and what to accomplish at them), or University/College Leadership, Spirit, and Ownership (how to have your EC meet with university leadership toward helping them achieve their goals once a semester, how to adopt an underrated women's sports team), etc.

That the Commission strive to determine an organized framework whereby membership development may be implemented on an international level. Such a framework could consist of a full, online, password-protected database from which chapters and their pertinent officers could pull ideas toward building their own unique membership development programs. Within this online portal would also exist an online forum, where brothers may venture to discuss and learn good practices toward membership development programs

That the Commission actively debate and consider the creation of a tiered, year-by-year, pledge class by pledge class structure, whereby brothers may progress through membership development, from pledge status to senior status, enabling each year's activities and programs to build upon themselves, and compliment the chapter's overall membership development programming. Such thinking could engage members from pledging to senior year, and well-beyond. Each year would have its own unique programming for members, and stellar, sexy opportunities would await seniors who have successfully accomplished all prior development, such as an all-expense-paid trip for 2 weeks to Bologna, Italy, exploring our heritage and our humble beginnings as a society built for mutual protection.

That the Commission actively engage ALL brothers with its programming, including new opportunities for alumni involvement in many facets of undergraduate development. Such chances for alumni programming could include regular speaking engagements to talk about LIFE, any type of stories, dinners for alumni wives, golf tournaments with alumni vs undergraduates, Hall of Fame programming, databases of alumni located in each city for each chapter for career mentoring, etc.

That the Commission draft a proposal toward S.E.C. consideration whereby each chapter submits an outlined membership development program each year to their District Grand Master, and that each DGM review and approve such programs of chapters of his district in the same vein as the approval all Pledge/New Member Development Programs. Once approved, each plan would be forwarded, added to the online database for other chapters to peruse for their own ideas and operation, and kept on file by headquarters.

That the Commission create a drafted plan whereby approved, chapter-based Brothers In Action programs that have proof of successful implementation could be submitted and reviewed by DGMs toward chapters achieving a new category toward F.A.C.E. and Founders Award points.

That the Commission work in tandem with the S.E.C. and Endowment Fund to determine if funds and/or scholarships could be awarded to deserving chapters with evidence toward fullyimplemented, strong membership development programs, to be used for such high-powered events and activities as travel to serve in 3rd-world countries, brotherhood retreats, bringing-in high- profile guest speakers to chapter events, etc.

71st Biennial Grand Conclave Champion Quest Committee Report The Champion Quest Committee met on July 13th, 2017, and was chaired by Brother Rob Ranley. The committee discussed feedback on the following aspects of the Champion Quest Program: Area Recruitment Managers, Resources, Volunteer Support, and Pledge Reporting. On the topic of Area Recruitment Managers, the Committee agreed that the support they have received from the ARMs to date has been extremely beneficial. They noted that the summer time is crucial for success, and that we should put more emphasis to the chapters on proactively reaching out to the ARMs when they need support. Rush workshops facilitated by the ARMs were the most valuable resource, since they provide knowledge and advice that individuals in the chapter may not be able to relay as effectively. On the topic of Resources, the committee discussed the changes to the website and the Kappa Sigma app. Some members found the recent update to be confusing, and needed additional support around how to navigate the site and who to contact with questions. The committee members also discussed the resources available during rush, and noted that the "swag" boxes, videos, images, and presentations from Conclave would be very valuable, and asked that we push these materials out to chapters more frequently. On the topic of Volunteers, the committee members noted that it would be valuable to have local volunteers who could provide rush workshops and attend events to supplement the support provided by the ARMs. On the topic of Pledge Reporting, the committee members agreed that the current process was easy and that many report their pledges instantly rather than wait until the 10 days that is currently provided. The committee discussed various reasons why some chapters may wait several days before reporting pledges, and also discussed the potential issues with having potential pledges who have received a bid but have not been reported. 71st Biennial Grand Conclave Communications Committee Report Committee Chair - Gary Marinelli My name is Mitch Cushman and I'm from the Xi-Omega chapter at Idaho State University. On Thursday we had a breakout session, led by our communications commissioner Gary Marinelli to discuss internal and external communications. The group had a large discussion on Kappa Sigma’s social media and was very pleased to see increased engagement on social media including additional coverage leading up to Conclave. The group liked that the fraternity is using various platforms to communicate including Facebook, twitter, Instagram and snapchat. In particular the members discussed how they liked the announcements of the FACE award winning chapters, the branding and short videos that were released leading up to Conclave. The group noted that the videos really get guys motivated and pumped up and thought it’d be great if we could release short videos more frequently throughout the year to keep guys engaged. Another topic area of the committee was The Caduceus. The group understands and thinks this is a great communication vehicle for alumni engagement but would like to see if there are ways to include additional topics that would appeal to undergraduates as well (for instance the idea of featuring Kappa Sigma’s top chapter houses and top A Greater Cause chapters was discussed). The Caduceus includes almost all content that chapters submit, which many were unaware of, so the group thought it was important to reiterate key deadlines on social media and with the DGM team. The committee thought that the new kappasig.net app has useful features but many are difficult to navigate to. To resolve this the members thought tutorials and webinars should be released on how to do things like so that kappasig.net can be used more efficiently. Overall the committee believes communications have significantly improved over the last biennium and that it is a vital aspect of the fraternity that sometimes can go unnoticed. The group was happy to have a very meaningful discussion and to serve the fraternity during Conclave. The committee hopes that this report can be used to continue to improve the strong communications that we have within our organization.

The Resolutions Committee of the 71st Grand Conclave met, and unanimously voted to propose the following resolutions which I will now read for your consideration: Whereas, headquarters staff, led by Brother Mitchell B. Wilson, have worked tirelessly on the 71st Biennial Grand Conclave of the Kappa Sigma Fraternity, we hereby resolve to extend thanks, appreciation, and congratulations to Brother Wilson and his staff for an outstanding event. Whereas, the Flamingo is an establishment of a certain...quality; and Whereas our competitors are forced to attend their national conclaves in cities that don't need further mention, we hereby resolve to thank Planet Hollywood for both its hospitality in hosting us and the fact that it is, again, most definitely not the Flamingo; and to thank the City of Las Vegas for providing yet another reason why we crush our competition. Whereas, the Order has reached new heights in recruitment through our Champion Quest initiative, and Whereas, such success is in part due to our Area Recruitment Managers who are returning for their second year, with exception of Brother McAnally who is returning for his third year like that supersenior that refuses to graduate, We hereby resolve to give the Area Recruitment Managers our thanks and appreciation for their hard work in keeping Kappa Sigma the most preferred Fraternity in the world. Revision of wording in the added rituals, improve overall flow More ways/options for ritual testing, easier access to volunteers or digital way of testing. A “best practices” program to be release to everyone that helps making learning the ritual easier. - Alternate way to teach pledges the Ritual (website, laminated sheet, ect.) - Explanatory Lecture + Have capable people ready to help local Chapters form memory + Technology, different ways to get to undergrads (website, thumb drive, ect.) - Yearly ritual week or X amount of time, similar to SAJ day. One day where everyone focuses on ritual and we get as many certs as possible. - District Competition through the entire Fraternity, winning district gets prize - Tech- Easier way to find all the great ritual programs on the website. - Have a Commission member ready to help at District conclaves, able to do Model ritual just like at the real conclave. - Better timing of the fall and spring competition - Better training for Volunteer testing officers

Actions Between Meetings: The Supreme Executive Committee confirmed the following actions taken since the last Supreme Executive Committee meeting of July 16, 2017:
The Supreme Executive Committee approved that all appeals for the 2017 Awards cycle must be submitted to Dan Murdzia and Paul Pavlich by Friday, August 11, 2017. 2.
The Supreme Executive Committee Retreat: The Supreme Executive Committee discussed plans for the Supreme Executive Committee retreat to be held at Lake Tahoe at Harvey’s Lake Tahoe on the weekend of August 3-5, 2017.

Fall Supreme Executive Committee Meeting: The Supreme Executive Committee discussed the plans for the fall Supreme Executive Committee meeting and determined that the meeting would either be held in Vancouver, British Columbia or Phoenix, Arizona.

District Grand Master Appointments: The Supreme Executive Committee discussed potential District Grand Master appointments for the districts of Kappa Sigma Fraternity and determined that the final list would be confirmed to the Kappa Sigma staff for announcement as soon as the list of appointments was complete.
Worthy Grand Procurator Justin A. Hansen made a motion to have all Commissioners, Deputy Commissioners and Commission members to have a local role with Chapters of Kappa Sigma Fraternity. The motion was seconded by Worthy Grand Master of Ceremonies Adam J. Merillat and was unanimously approved. The Supreme Executive Committee determined that this policy would be announced at the upcoming Supreme Executive Committee Retreat. 5.

Upon a motion by Worthy Grand Procurator Justin A. Hansen and a second by Worthy Grand Master of Ceremonies Adam J. Merillat, the Supreme Executive Committee unanimously denied the appeal of Sigma Chapter.
