Why a Neighbourhood Plan? Neighbourhood Planning is the way for the local community to have a direct say in development. Two Neighbourhood Plans cover Bishop’s Stortford (and a part of Thorley Parish). These were completed in 2015 and 2017. These, together with the District Plan, contain the policies against which all planning applications are assessed. Bishop’s Stortford Town Council is now commencing a limited revision of the two Neighbourhood Plans to bring them up to date and better align the policies across the town. This process is expected to take about 12 months. As we revise the plan we are: •
adding a section on Climate Change which will: require new developments to be carbon-neutral promote small-scale green energy schemes make it easier to get permission to improve the carbon footprint of existing buildings require designs to take account of climate impacts during the building lifetime

protecting new local green spaces - development will only be allowed if it is consistent with the current community uses and seeking to more space for nature
•
establishing a comprehensive vision for the Town Centre by expecting new developments to conform to the Town Centre Planning Framework, on which the public has been widely consulted
•
making relatively minor changes throughout to bring policies up to date and make them the same across the town.

What Happens Now? The revisions to the plan are currently at draft stage and the next stage will be to make amendments to the plan, taking your comments into account. Everyone is invited to comment including residents, workers and businesses in the town, as well as other organisations. After a further consultation the plan will be reviewed by an independent examiner. This will happen in mid 2021. Once the revised plan is in force, it will sit alongside the National Planning Policy Framework and the East Herts District Plan and be used to determine planning applications in Bishop’s Stortford.

Who Has Created The Revisions? A Neighbourhood Plan can only be created by a Town or Parish Council if one exists in the area. In our case, the Plan is being overseen by Bishop's Stortford Town Council but has been created by a team of independent volunteers together with Councillors representing both Bishops Stortford Town and Thorley Parish. In addition, there are representatives of residents associations in the Neighbourhood Area, local schools, the Bishop's Stortford Civic Federation and developers. Keith has lived in the town for over 30 years and been a Councillor for 21 years. A former Mayor and Chairman of East Herts, he has significant planning experience of local matters. Keith cares about the future of our town and getting the best possible outcomes for our town and for our residents whose input in our future is important.
Alyson is retired from a career in sales and is living in Thorley Park with her husband and two retrievers. She has lived in Bishops Stortford for 26 years and during that time has been a governor at Birchwood School and Chair of Thorley Manor Residents Association (now Vice Chair). Alyson also runs the Stortford fundraising group for Guide Dogs for the Blind.

Jim Hook Team Lead, Green Infrastructure
Rob is a retired publishing consultant. Before that he was MD of the ELT Division of Pearson Education. He is Chair of the Chantry Community Association and also Treasurer of the Bishops Stortford Civic Federation.
Jim Hook moved with his wife, Marion, to Bishop’s Stortford 40 years ago. Their family has always enjoyed the parks and open areas here. Jim considers that these spaces are an essential part of the green infrastructure that makes Bishop’s Stortford an attractive location. Since retiring from civil engineering, Jim has undertaken various voluntary roles, including task leader for the Friends of Southern Country Park.
Colin Arnott Team Lead Transport
Bob Taylor Team Lead, Town Centre
Colin has lived in Thorley for 35 years and is a trustee of Bishop’s Stortford Civic Federation. He is a development economist and chartered town planner with over 50 years’ experience as a consultant to local and national governments. He gave evidence to the Inspector for the East Herts District Plan and has represented the community at council planning committees and Masterplan groups.
Bob Taylor is a Town Councillor and has been for 13 of the last 21 years; he is a past Mayor and former District Councillor. A retired local government litigation and planning lawyer, Bob is now a director of AiAi limited trading as Snap Theatre and a Public Governor of Hertfordshire Partnership University NHS Foundation Trust HPFT. He has lived in the Town for 31 years.
