WORD FROM THE PRESIDENT Another month, another newsletter, and yet another few weeks in lockdown – albeit this time at Alert Level 3.

I inform you of Sally Dunbar’s resignation, who will be leaving us at the end of June 2020. Sally came to us at the end of March 2019, as a transformational change contractor on a one-year contract, to help CANZ with our PR/Communications, along with the development and pilot of the CANZ Accreditation Licence framework project.

This newsletter, Scott McLeod has prepared some advice about how best to prepare your businesses and employees ahead of the eventual return to life without lockdown.

She leaves us to concentrate on her family business and other projects.

And the NZ Transport Agency shares with us how best our industry can help them in future projects, once they begin to ramp up work throughout the country again.

While her last day hasn’t yet been confirmed, she will help with the handover once we find a suitable replacement.

Regretfully, with recent government guidelines on mass gatherings and travel restrictions, we’ve made the decision to postpone the 2020 CANZ Conference until 14-16 July 2021. Given the pandemic’s ongoing uncertainty, and with the health and safety of our delegates, exhibitors, guest speakers, and staff our primary concern, we thought it best to decide early.

NZTA GEARING UP TO RESUME WORK THROUGHOUT NZ

While travel will still be restricted during Alert Level 3, with more workers carrying out maintenance work, Mr Gliddon urged anyone driving through worksites to be patient, cautious and comply with all temporary speed limits to keep workers safe.

Work is set to get back underway on state highway projects around the country after New Zealand moved to COVID-19 Alert Level 3 on Tuesday 28 April.

Waka Kotahi NZ Transport Agency General Manager Transport Services Brett Gliddon says Waka Kotahi has been working closely with its contractors and with Construction Health and Safety NZ (CHASNZ) to plan for a safe return to work following the end of the Level 4 lockdown period. While some essential state highway maintenance work has continued during the lockdown in order to keep the network safe for the movement of essential goods and to support lifeline functions, all non-essential maintenance work and capital project work was stopped with the move to Alert Level 4 on 26 March.

Mr Gliddon says while the completion dates for many state highway projects may be affected by the Level 4 shutdown as well as the Level 3 restrictions and other effects of COVID-19, it is still too early to say what the specific impact may be for individual projects. Waka Kotahi is working with our contractors to finalise plans for restarting work on state highway project sites during different Alert Levels, while adhering to COVID-19 restrictions and protections for workers and road users.

Mr Gliddon says work on Waka Kotahi projects and non-essential state highway maintenance work will be able to resume under Level 3, but with strict health and safety protocols. “The safety of workers and road users is our top priority, and we're working with contractors on specific COVID-19 plans for each of our work sites. Every one of these plans will align with the strict industry standards provided by CHASNZ.

DOING WHAT ‘VERY FEW COUNTRIES HAVE BEEN ABLE TO DO’ New Zealand moved out of Alert Level 4 at 11:59 27 April, staying at Level 3 for two more weeks. “We have done what very few countries have been able to do – we have stopped a wave of devastation,” Prime Minster Jacinda Arden said. It would be safe to assume the majority of New Zealanders tuned into the 20 April COVID-19 press briefing, when Ardern announced the Alert Level restrictions would be reduced – albeit only slightly. Many on social media have described the new restrictions as Alert Level 4 with takeaways. But “economically, it’s quite different,” Arden said. Businesses will have a week to get ready to open, with employers able to re-enter premises to receive stock if necessary. Additionally, business would have to show they could operate with social distancing. Under Level 3, general retail, hardware stores and restaurants can open, but only for online or phone purchases, and contactless delivery or click and collect. Bars, cafes, restaurants and shops along with other businesses that could not operate contactlessly will have to remain closed. Businesses only accessed by staff and without a customer function, such as building and construction or forestry, can open under strict health and safety and physical distancing rules. “It comes with a higher level of trust and expectations of New Zealanders…and doesn’t preclude us from going back to Alert Level four.” “Stay local” now becomes “stay regional” – and if you’re not at work, school, exercising or getting essentials, then you must be at home. Ardern outlined other points crucial to making the new level work. “Work and learn from home if you can. We still want the vast majority of people working from home and children and young people learning from home. At risk students and staff should also stay at home and they will be supported to do so. “Make your business COVID-19 safe. COVID-19 has spread in workplaces, so the quid pro quo of being able to open is doing it in a way that doesn’t spread the virus. “Important industries like construction, manufacturing and forestry will be open, as will retail as long as it is contactless. “Four; stay regional. You can exercise at parks or beaches within your region but the closer to home the better. Activities must be safe. “Keep two metres away from anyone not in your bubble and make minimal trips. “Five: keep your bubble as small as possible. If you need to, at level three, you can expand your bubble a small amount to bring in close family, isolated people, or caregivers.” But most importantly, she advised those who are sick to continue staying at home, and get advice from a GP or the helpline about getting a test.

The success of the government’s contact tracing and isolation relies on knowing as soon as they can about positive COVID-19 results. New Zealand’s ultimate success in eliminating or suppressing the virus comes down to everyone’s willingness “to play the part and finding it wherever it is”. “We all want to continue to progress down the levels, the best hope of getting back to normal as soon as possible is never getting ahead of where we are right now,” Arden said. “Those two weeks [at level 3] gives us another cycle of transmission to assist how we are doing from there. “We will move if we can, and if we’re ready, but only when we’re ready and only when it’s safe.” Entering Alert Level 3 a minute after the Mondayised ANZAC Day, meant Ardern made a comparison to our forebears during her announcement. “Decades ago, they came together in a most testing of circumstances half a world away, and helped forge who we are today. “It was a very, very different battle than the one we are in now. But the character of who we are as a country remains exactly the same. So, please stay strong. Stay home, be kind, and let’s finish what we started.”

CRANE ASSOCIATION OF NEW ZEALAND CONFERENCE 2020 UPDATE In response to the evolving COVID-19 pandemic and more recent government guidelines on mass gatherings and travel restrictions, it is with sadness that the Crane Association of New Zealand Council and the Executive Office wishes to inform members that a decision has been made to postpone the annual Conference and Trade Exhibition planned for July 2020 in Hamilton. We have confirmed a new 2021 date for the conference and trade exhibition: Wednesday 14 – Friday 16 July 2021 at the Claudelands Event Centre, Hamilton. Given the ongoing uncertainty around the pandemic, we thought it best to decide early, so that those affected can plan accordingly. We apologise for any inconvenience or disappointment this causes. These are difficult times for us all. We will get through it all. Resilience is in our DNA and Kiwis are known for being inventive and finding solutions. We will be in contact shortly when more detail comes to hand.

LOCATE THOSE DRIPPING TAPS As the country begins its new normal under COVID-19 Alert Level 3 restrictions, the right polices and procedures are vitally important when gearing up for work.

On top of that – and as previously mentioned – Scott recommends talking to your banks and accountants about the government’s various business tools to help you get through.

Crane Association of New Zealand Past-President, Scott McLeod, says a good place to start is the Construction Health and Safety NZ website.

“It will go some way to helping you in that cash flow phase, at the beginning of getting your business back up and running,” Scott says. It’s also vitally important you communicate with customers, suppliers and above all else your staff.

They’ve undertaken a significant piece of work – the New Zealand COVID-19 Construction Protocols – to provide a ‘how to’ guide that supports businesses' preparation under the new Alert Level.

“You can lose customers just because you didn't say ‘G’day’, because they may think that you don’t care about them.

These protocols are a living document which will be kept updated by a working party of health and safety practitioners from across industry and can be adapted on a site by site basis. Scott was quick to download the guide to develop policies and procedures for his business. “These tools are massively important, and you should be utilizing these to fit your own policies and procedures now.”

“See if you can negotiate a little bit more of a discount for the next three months with your suppliers. “At the end of the day, they want you to survive, because when you survive, they survive. Discuss whether you can set up deferred payments. “And of course – if you haven’t done so already – negotiate with staff about contracts. A lot of staff understand that times are tough, so you just need to keep communicating.”

Among a myriad of goals Scott’s newly formed policies aim to achieve, is to keep workers and the wider community healthy and safe by preventing the spread of COVID-19.

“The CHASNZ guides are very self-explanatory, and there’s a whole lot of posters and other resources available to help you get up and running – which I’d recommend, and highly encourage, you review.” Once you’ve ticked that off the ‘to-do list’, heed some old advice CANZ President Tony Gibson gave Scott many years ago. “Focus on finding where the dripping taps are and shut them off. In other words, turn the taps off that are dripping money. “You’ve probably been used to running your business with a Profit and Loss model. But right now, it’s all about cash flow.”

CORONAVIRUS (COVID-19) AND THE WORKPLACE General guidance for workplaces

➤ Employers and employees need to work together to slow the spread of COVID-19, protect New Zealand and keep each other safe. ➤ This means that normal obligations to keep in regular contact and to act in good faith are more important than ever. This is one way employers and employees can be kind to one another. ➤ ➤ Regular employment law applies to all employment relationships – regardless of the circumstances that we find ourselves in. This includes anything that has been agreed to in an employment agreement. ➤ If a worker is sick with COVID-19, or required to self-isolate under Ministry of Health guidelines for COVID-19, the first consideration for an employer should be to look after people, contain COVID-19 and protect public health. ➤ ➤ Under Alert Levels 3 and 4, people must work from home where they can (and be paid normally). WORKSAFE NZ UPDATE: HAZARDOUS SUBSTANCES AND PECPR Some businesses subject to the Health and Safety in Employment (Pressure Equipment, Cranes and Passenger Ropeways) Regulations 1999 may have equipment with certificates of inspection that expired during Alert Level 4, or are due to expire during Alert Level 3. If the equipment is not being used, we expect it to be shut down for the duration of Alert Level 3, if it is safe to do so. If the equipment needs to be used, we expect businesses to carry out a comprehensive risk assessment, to determine if a certificate of inspection is required, and obtain one if they can. READ MORE

NZTA COVID-19 SERVICES UPDATE The COVID-19 situation in New Zealand continues to evolve and Waka Kotahi NZ Transport Agency is committed to supporting safety during this time. To help smooth the transition back to compliance, the following documents are temporarily extended: ➤ WoFs, CoFs and driver licences that expired on or after 1 January 2020. ➤ Other vehicle certifications which expired on or after 1 January 2020, including alternative fuel inspection certificates, permits authorising use of vehicles with conditions, and heavy vehicle specialist certifications of towing connections and log bolster attachments. ➤ Endorsements (including drivers of small and large passenger services and dangerous good endorsements held by some truck drivers) that expired on or after 1 March 2020. ➤ The legislative changes also allow a temporary suspension of the requirement to have a current vehicle licence if the vehicle licence expired on or after 1 January 2020. IMMIGRATION NZ: COVID-19 ALERT LEVEL 3 VISA EXTENSIONS Holders of work, student, visitor, limited or interim visa with an expiry date of 2 April to 9 July 2020 inclusive who were in New Zealand on 2 April 2020 will have their visas automatically extended to 25 September 2020. Confirmation of extensions will be emailed to all visa holders. Immigration New Zealand cannot extend visa durations other than under the terms of the epidemic management notice. Enrolments now open for New Zealand Certificate in Cranes (Level 3 and 4) We’ve recently made some changes to the crane qualification to make sure it’s up to date and the best it can be. With the construction boom in full force, these changes have improved the qualification at a time where New Zealand needs more crane operators. We have been working closely with the crane industry through CANZ, and subject matter experts to develop the level 3 and 4 Units Standards and related programmes and strands. We can confirm that the NZ Certificate in Cranes (Level 3) with strands and the New Zealand Certificate in Cranes (Level 4) qualification is now available.

THINKING OF BECOMING A CRANE OPERATOR? Awesome! We’ve got the info you need right here. Crane operators love working with heavy machinery, working in teams and have good hand-eye coordination. If this sounds like a great way to spend your working day, you could have a bright future as a crane operator. Cranes play a massive role in New Zealand’s construction sector. By becoming a crane operator you’ll play a direct role in building up New Zealand’s infrastructure. Whether it’s lifting structures into place, moving heavy loads, or unloading containers from trucks – wherever there is development, there is a need for skilled crane operators. Crane operators use cranes to move large, heavy objects. This can include materials on construction sites, containers on wharves, and heavy parts in factories.

The Level 4 qualification will enable trainees to work in specialist crane operator or advanced dogman roles.

There’s lots of coordination and communication on the job – you’re not the only one on the job! Whether you’re operating the crane itself or you’re on the ground directing the crane, it’s all about the team working together effectively.

The available strands are:

On any given day you could be:

• Advanced Dogman

• Driving mobile cranes to and from work sites

• Crawler Crane

• Lifting loads using a crane

• Mini Crane

• Slinging loads for a crane to lift

• Mobile Crane

• Checking that the crane is set up correctly and securely

• Non-Slewing Articulated Crane

• Checking the crane’s water, fuel, and oil levels, as well as its other mechanical parts

• Tower Crane The training normally takes around nine months, depending on the strand chosen.
