The International Association of Lions Clubs (Lions Clubs International) The International Association of Lions Clubs began as the dream of Chicago businessman Melvin Jones. He believed that local business clubs should expand their horizons from purely professional concerns to the betterment of their communities and the world at large. Jones’ group, the Business Circle of Chicago, agreed. After contacting similar groups around the United States, an organizational meeting was held on 7 June 1917 in Chicago, Illinois, USA. The new group took the name of one of the invited groups, the “Association of Lions Clubs”. Thirty-six delegates representing 22 Clubs from 9 states heeded the call, approved the “Lions Clubs” designation, and elected Dr. William P. Woods of Indiana as their first President. Guiding force and founder Melvin Jones was named acting Secretary, thus beginning an association with Lionism. The Motto of every Lion is simply “We Serve”.
“LIONS” stands for “Liberty, Intelligence and Our Nation’s Safety”

Lions Clubs are non-political, non-sectarian service organizations composed of the community’s leading business and professional men and women. Membership is by invitation only. The Purposes of a Lions Club is more than good fellowship and club social life, important though these are. It is to recognize community needs and develop means of meeting them, either through its own effort or in cooperation with other agencies. Lions Clubs International is the world’s largest service club organization. We have 1.4 million members in more than 47,000 clubs in more than 210 countries and geographic areas.

Mission Statement To empower volunteers to serve their communities, meet humanitarian needs, encourage peace and promote international understanding through Lions clubs.
Purposes
To organize, charter and supervise service clubs to be known as Lions Clubs
To coordinate the activities and standardize the administration of Lions Clubs
To create and foster a spirit of understanding among the peoples of the world
To promote the principles of good government and good citizenship
To take an active interest in the civil, cultural, social and moral welfare of the community
To unite the clubs in the bonds of friendship, good fellowship and mutual understanding
To provide a forum for the open discussion of all matters of public interest; provided, however, that partisan politics and sectarian religion shall not be debated by club members
To encourage service-minded people to serve their community without personal financial reward, and to encourage efficiency and promote high ethical standards in commerce, industry, professions, public works and private endeavors.

To show my faith in the worthiness of my vocation by industrious application to the end that I may merit a reputation for quality of service
To seek success and to demand all fair remuneration or profit as may just due, but to accept no profit or success at the price of my own self-respect lost because of unfair advantage taken or because of questionable acts on my part
To remember that in building up my business it is not necessary to tear down another’s; to be loyal to clients or customers and true to myself
Whenever a doubt arises as to the right or ethics of my position or action towards my fellow men, to resolve such doubts against myself
To hold friendship as an end and not a means. To hold that true friendship exists not on account of the service performed by one to another, but that true friendship demands nothing but accept service in the spirit in which it is given
Always to bear in my mind obligation as a citizen to my nation, my state and my community, and to give to them my unswerving loyalty in word, act and deed. To give them freely of my time, labour and means
To aid others by giving my sympathy to those in distress, my aid to he weak and my substance to the needy

Lions Clubs International District 303 Hong Kong & Macao, China The first Lions Club in Hong Kong and Macao was chartered in 1955 and named as Lions Club of Hong Kong. Our District came into being in the fiscal term 1960/1961 with Lion Jack Y.H. Yuen (Lions Club of Hong Kong) as its first District Governor. The Lions Club of Hong Kong became known as the Lions Club of Hong Kong (Host) since 1961. Our Objectives are to encourage service minded people to serve their community without personal reward or gain and to serve their fellow men by giving their sympathy to those in distress, their aid to the weak and their substance to the needy. Lions District Annual Events Club Officers Training Normally, it will be held on late July or early August. This is a training course organized by Lions District for President, Vice Presidents, Hon. Secretary and Hon. Treasurer of each Lions Club. Joint Installation Normally, it will be held on early August. Lions District Cabinet and Lions Clubs Officers (for those Lions Clubs joining) will be installed at that night. Joint Dinner Meeting There will have 3 Joint Dinner Meetings each year on October, February and June. Recently, the first dinner is to honour the Past District Governors; the second one is to honour the Club Presidents, Hon. Secretaries and Hon. Treasurers; the last one is to honour the District Governor and Cabinet. Lions Service Day In the past, LCI has marked a date to encourage Lions Clubs over the world to do community service project. Therefore, District 303 have organized a Lions Service Day project and gathered all Lions Clubs in the District to do a valuable project. LCI has deleted the date recently but District 303 still keep the Service Day to motivate the Clubs to do services project together. Normally, the Service Day will be held on November. 2nd Vice District Governor will be the chairperson of this project. OSEAL Forum Each Constitutional Area will organize a Lions Forum each year to exchange the ideas in order to have further development. As District 303 is in the Constitutional Area V, we will join the OSEAL (Orient and Southeast Asia Lions) Forum. Countries and Areas in Constitutional Area V included China, Hong Kong, Taiwan, Japan, Korea, Philippines, Thailand and Malaysia/Singapore.

Host Information of Leo Club of Hong Kong (Host) Lions Walk This is the annual fund raising project of Lions District. 1st Vice District Governor will organize an event to raise the charity fund for the service projects of Lions District next fiscal year. Lions Convention It is the Annual General Meeting for District 303. Incoming District Governor and Vice District Governors will be elected. Also, District financial audit report and other constitutional resolution will be adopted during the Convention. District Governor will be the chairperson of the Convention. Each Lions Club has to nominate members as delegates of the convention. International Lions Convention It is similar to Lions District Convention. Incoming International President, Vice International Presidents and International Directors will be elected.

Lions Education Foundation 獅子會教育基金 In 1993, the Lions Education Foundation was incorporated under the guidance of District Governor Lion Stephen Chow with an aim to broaden Hong Kong Lions commitment and services in the territories educational field.
Lions College Upon the successful formation of the Lions Education Foundation, the Foundation's Directors have resolved unaminously to take up the sponsorship to establish and operate a prevocational school in Kwai Chung granted by the Education Department of the Hong Kong Government. In the fall of 1995, the construction and set up of the school was completed and was granted a licence to operate by the Education Department under the name of Lions Prevocational School. With the kind consent of the Education Department, the Lions Prevocational School is now renamed as Lions College.
Lions Clubs International Ho Tak Sum Primary School With the kind donation received from Lions of District 303 and under the effort from the principle donor Lion Ho Tak Sum from Lions Club of The City, Lions Clubs International Ho Tak Sum Primary School, located in Tin Shui Wai, Yuen Long, has commence its operation in September 1999.
B. Lions Eye Bank of Hong Kong 香港獅子會眼庫 Established in 1962, the Lions Eye Bank of Hong Kong was the first and only one of its kind in the territory and the pioneer in cornea transplant. It served the community by: Eye & Tissue bank Collecting donated corneas and co-ordinating their distribution to patients. C. Lions Kidney Education Centre 國際獅子會腎病教育中心及研究基金 The Lions Kidney Educational Centre (L.K.E.C.) is a registered charity founded by Lions Clubs International, District 303 Hong Kong and Macao, China. L.K.E.C. devotes to education, research into the prevention of kidney diseases, health promotion, and to provide a low-cost haemodialysis service for those kidney patients in financial difficulties. All the founding Lion members (L.K.E.C.) involved in this project have worked hard throughout the years since 1987, raised funds among fellow Lions and from the public, and secured assistance from medical practitioners and professionals. With the enthusiastic support of our Lion members, the Sister of Precious blood and the public at large, the first "Kidney Educational Centre" in Hong Kong was officially opened to serve the public on 8th September 1991. D. Lions Nature Education Centre 獅子會自然教育基金 In responses to the worldwide environmental protection scheme, Lions of District 303 Hong Kong & Macau built a Lions Nature Education Centre in 1990 with Agriculture & Fisheries Department in Tsiu Hang, Sai Kung. The Centre was officially opened to the public on June 8, 1991. The Centre has the following facilities: Agriculture Hall, Fisheries Hall, Countryside Hall, Shell House, Insectarium, Chinese Herbal Garden, Field Crops, Rock/Mineral Corner, Bamboo Grove, Specimen Orchard, Arboretum, Pastoral Garden, Banana Grove, Seed Stand, Dragonfly Pond, Cafeteria, Nature Trail, Vegetable Marketing Organization, Shell House, etc.

Hong Kong & Macao Leo Foundation 港澳青獅基金 The Hong Kong and Macau Leo Foundation is an entity voluntarily formed by District Governor Teresa Mann in the year 2002. The major purposes of forming such a Foundation are, among others, to achieve the following goals:
To encourage the LEOs to become Lions after reaching 30 years of age; thus, increasing the Lions membership;
To provide assistance to the LEOs who want to continue their service career in community and charity work with Lions.
To broaden the overall image and the scope of services of Lions and the "WE SERVE" spirit in the social community.
The Foundation was established on December 27, 2002 and it obtained its licence as a charitable organization under Section 88 of Inland Revenue Ordinance on March 18, 2003.
F. Lions & HKBU Chinese Medicine Charity Foundation 獅子會與香港浸會大學中醫葯慈善基金 The Lions Club and Hong Kong Baptist University School of Chinese Medicine Charity Foundation was set up in 2007 to provide Chinese medicine service to the under-privileged elderly.

Osteoporosis Education & Research Foundation 國際獅子會骨質疏鬆教育及研究基金 The main objectives of the Foundation are as follows: To raise awareness of Osteoporosis, and To minimize the incidence of medical burden and suffering from Osteoporosis H. Lions Music Foundation 獅子會音樂基金 The Foundation was formed in 2009. It provides scholarship for the outstanding students studying in music.

Lions Youth Exchange Foundation 獅子會青年交流基金 The Foundation was incorporated on 27 October 2005 as a company limited by guarantee and has been recognized by the Inland Revenue Department as a tax-exempted charitable organization under the Inland Revenue Ordinance in Hong Kong. The objective of the Foundation is to unite the efforts of enthusiastic and civic-minded Lions and members of the public in the District, who are supportive of the values of the youth exchange programme, to set up a standing organization to provide financial, manpower and other resources to support the organization and a sustainable development of the youth exchange programme in the District. J. Lions Anti Drugs Foundation 獅子會禁毒基金 The foundation was formed in 2009. It aims to promote and educate drugs awareness to public. The foundation has organized Lions Anti Drugs Cadet in order to educate youth the damages of drugs through joining the formal uniform team. K. Beacon for Youth Foundation 獅子會港澳青少年輔導基金 The foundation was found in 2011. It aims to provide after school tutorial services to primary school students from low income families. The tutors are recruited from IVE and University students. Through the services, the tutors can also improve their skills. In 2012-2013 school year, the foundation has served 5 schools.

Lions Club of Hong Kong (Host) In April 1954, Past International President, Lion Monroe L. Nute (1954-1955) visited Hong Kong and was surprised at the non-existence of Lions Clubs. He placed an advertisement in the South China Morning Post seeking any stray past Lions in the area. Two answered the call: P. J. Marques of Tsingtao and Y.L. Kwan of Tientsin Lions Club. At about the same time, a group of Hong Kong Businessmen was returning from Taipei where they had met friends of Lions District 300. Commonly imbued with the ideals of Lionism, they were thinking of forming a club in Hong Kong. They rallied a number of local leaders and secured 25 prospective charter members. And on 4 January, 1955, an organizational meeting was held at the Gloucester Hotel. Lion C.L. Hse was elected Charter President. The Charter presentation ceremony took place on 18 July, 1955, at the Peninsula Hotel. Leo District 303 Hong Kong & Macau, China The history of Leo began with one Lions Club seeing a need for young people of high school age to become involved in activities that combined enjoyment with responsibility; friendship with service. On 5 December 1957, the Glenside, Pennsylvania, Lions Club acted upon this vision and organized the first Leo Club at Abington High School. Two Glenside Lions, Bill Ernst and James Graver, were credited as co-founders of the new, 35-member club which consisted of members of the school’s baseball team, coached by Graver. In 1968, Leo Clubs were adopted as an official program of Lions Clubs International with age range of 15-20. The objective of the Leo Club Program is to provide the youth of the world with an opportunity for development and contribution, individually and collectively, as responsible members of the local, national and international community. Lions Clubs International also set 5 December 1957 as the International Leo Day. Motto The Leo Club motto – Leadership, Experience, Opportunity – says it all: Leadership: peers.

Host Information of Leo Club of Hong Kong (Host) In Hong Kong, the Lions Club of Tai Ping Shan and the Lions Club of Hong Kong (Host) formed the Leo Club of Tai Ping Shan and the Leo Club of Hong Kong (Host) in 1968. Leo Club of Tai Ping Shan is the first Leo Club in Hong Kong and it is also the first Leo Club in the world using Chinese as official language. In 2009, the age range of Leo was extended to 12-30. In the past, the Chinese Name of Leo Club in Hong Kong was named as 少獅會. In 1992 January, the Lions District re-named it as 青年獅子會 and 青獅會 in short form.
Leo District 303 was formed and the Leo District officers were installed at the same time on June 17, 1979 at the former headquarters of Lions District 303 (Central) during the term of office of Past District Governor Lion Peter Ho (1978-79). At that time, there were only 6 Leo Clubs (minimum member number required for the formation of a Leo District). The 6 Leo Clubs are Tai Ping Shan, Hong Kong (Host), Kowloon, Kwun Tong I (Kwun Tong I and II are merged on 2009 and become Kwun Tong but terminated on 2016 ), The Peak and Kwun Tong II (Kwun Tong I and II are merged on 2009 and become Kwun Tong but terminated on 2016 ). Host Information of Leo Club of Hong Kong (Host) District Leo Club Chairperson Leo club chairpersons contribute to the success of their districts through the promotion, development and continual support of Leo clubs. Appointed at the district and multiple district level, Leo club chairpersons serve a one-year or three-year term during which they encourage Leos and Leo advisors to bring new energy, inspire fresh ideas for service, and grow the Leo Club Program. Responsibilities:
Oversee the district’s Leo club development over their term. Provide encouragement, coaching and motivational aids for all Lions who are actively involved in Leo club extension and development activities. Serve as a non-voting advisor to the Leo district council. Publicize and promote the Leo club program. Serve as the official liaison between the Lions district cabinet and the Leo district council. Report to the Lions district cabinet all the resolutions of the Leo district conference. Conduct research to identify areas of possible Leo club extension activities. Work with the Leos to assure that the graduating members of the Leo club are encouraged to transfer into Lions clubs. Conduct leadership training in the district for Leo club advisors and Leo officers in accordance with board policy. Maintain contact with Leo club advisor(s) and encourage them to report on the progress of their Leo clubs.

Leo Lion Board Liaison Leo Lions now have the opportunity to serve as official liaisons to the Lions Clubs International Board of Directors. Two Leo Lion Board Liaisons will be annually appointed to represent the interests and perspectives of young people on the Board of Directors. The liaisons will serve a one-year term, acting as a resource to the to the board and represent young people globally, while building awareness of LCI and LCIF youth engagement opportunities. On the board, they will be assigned to standing committees, giving a young adult perspective to specific Lion’s initiatives. Each liaison will be between the ages of 18 and 35, have a minimum experience of 5 years as a Leo or Leo Lion, and have previously held office as a club president or higher. Every year the International President will select two new Leo Lion Board Liaisons to continue providing valuable insight and perspective on the needs of young people. Leo Club Program Advisory Panel The Leo Club Advisory Panel is a communication vehicle for Leos and Lions to share their ideas about the Leo Club Program with Lions Clubs International. The panel provides Leo and Lion panelists with an opportunity to represent their respective constituents in matters which affect the Leo Club Program. It acts in an advisory capacity with Lions Clubs International as it evaluates issues related to the program. Items which impact the program will be presented to Lions Clubs International Board of Directors for consideration and final approval. The Leo Club Program Advisory Panel will be comprised of the following from each constitutional area and the continental area of Africa: Two Lions

Leo Club of Hong Kong (Host) In 1968, Leo Clubs were adopted as an official program of the Lions Clubs International. In November 1968, several members of the Lions Club of Hong (Host) and a few young men, met together regularly to explore the formation of a Leo Club. After several meetings and much preparatory work, the Leo Club of Hong Kong (Host), consisting of 21 charter members, was inaugurated at the Auditorium of the Chinese Y.M.C.A., Waterloo Road on 14 December 1968 and eventually chartered on 20 December 1968. It is the first Leo Club in Hong Kong using English as official language. At the beginning, the Club only accepted male members. Following the lead given by Lions International, the Club decided to accept female members. In September 1969, the members were delighted to welcome their first female Leo (at the past called Leonettes). In order to build up international relationship, the Club has twinned with Leo Club of Kuala Lumpur Central. On 19 April 1987, a Twinning Ceremony was held at Federal Hotel in Kuala Lumpur, West Malaysia. In 2010, the Club moved to another step. We twinned with Leo Club of Singapore Metropolitan. The Twinning Ceremony was held at Singapore Polytechnic Graduates’ Guild on 29 May 2010 in Singapore. In the past, there has not got any colour representing the Club but usually using Light Purple. During the fiscal year 93-94, the District Leo Club Chairmen suggested to have a colour representing each Leo Club. So, Light Purple became the Club colour. Also in this fiscal year, our member Leo Chan Yiu Chung designed a fancy logo for the Club publication. This logo is used as our Club Logo afterwards. Host Information of Leo Club of Hong Kong (Host) Leo Advisor Leo club advisors guide Leos to develop effective community service projects and help increase confidence and leadership abilities. They are also: Mentor Leo clubs and help them attain their goals. Motivate Leos to perform service activities. Counsel the club and help them arrive at their own decisions Liaison between the Leo club and sponsoring Lions club - ensures a successful Leo/Lion relationship.
Humanitarian, helps Leos understand the compassionate aspect of community service.
Their responsibilities are: Oversee Leo club development.
Promote Leo club activities to local media and distribute event flyers in the community. Attend each Leo club and board of directors meeting. Hold monthly meetings with representatives from both the Leo and sponsoring
Lions club to review the actions of the Leo club and its board of directors. If arranging this meeting is difficult, Leos can submit copies of their meeting minutes to the sponsoring Lions club for review. Recognize Leos for their achievements. Ensures new members receive their Leo New Member Kit. Encourage graduating Leos to become Lions.

Constitution ARTICLE I
NAME
1.1 Name The name of this organization is “Leo Club of Hong Kong (Host)”. ARTICLE II
PURPOSE
2.1 Purpose To promote service activities among the youth of the community which will develop the individual qualities of Leadership, Experience and Opportunity. To unite its members in friendship, fellowship and mutual understanding.

SPONSORSHIP
3.1 This Club is sponsored by the Lions Club of Hong Kong (Host), but it is not a part thereof, and neither this Club nor any of its members has any rights or privileges pertaining to said Lions Club(s) or membership therein. 3.2 The entire operation of this Club shall be guided and supervised by the Lions Club of Hong Kong (Host). Such guidance and supervision shall be exercised in one of the following ways, the choice to be a joint decision of the sponsoring Lions Club and the Leo Club. a.
The presence of one or more members of the sponsoring Lions Club at every meeting of the Leo Club or its Board of Directors; or
b.
By a monthly joint meeting of three representatives of each Club, to discuss mutual interests and plans, and to review actions taken by the Leo Club and/or its Board of Directors. In the event of disagreement between the representatives, the ultimate decision shall rest with the sponsoring Lions
c.
Club; or By submitting for approval within 15 days by Leo Club officers a specific report or copy of minutes of any meeting held to the sponsoring Club Secretary or authorized delegate or representative. The sponsoring Club then has the prerogative to call for a meeting between three representatives of the Leo Club and three representatives of the sponsoring Club to discuss items of mutual interest or plans. In the event of any disagreement between the representatives the ultimate decision shall rest with the sponsoring Lions Club.
3.3 If the operation of this Club shall depend, in any way, upon the cooperation of any school officials, then all school policies and regulations as interpreted by such officials shall be faithfully observed by this Leo Club and its members.

PROJECTS
4.1 Subject to the provisions of Article III, this Club shall plan and implement, with its own manpower, service projects within its community. Full responsibility for such projects shall rest in this Club except where the same is shared in a joint project with another Leo Club or other organization. 4.2 Projects shall be financed with funds raised by this Club, provided, however, that no funds shall be solicited from any individual, business or organization in the community without giving something of value in return therefore. 4.3 This Club shall not: a. Solicit or accept more than occasional financial assistance from the Lions Club of Hong Kong (Host), or any member thereof; b. Solicit financial assistance from any non-sponsoring Lions Club. c. Solicit financial assistance from any other Leo Club. 4.4 No portion of the net income resulting from any financial program in which funds are raised from the public shall be used directly or indirectly to benefit this Club or any member thereof.

MEMBERSHIP
5.1 Membership shall be granted in a Leo Club to any person who possesses good character, who shall be deemed eligible by the Leo Club committee of the sponsoring Lions Club. Wherever the male gender or pronoun presently appears in the Standard Leo Club Constitution and By-laws, it shall be interpreted to mean both male and female persons. 5.2 Classes: Membership in this Leo Club shall be as follows: a. Active A member entitled to all rights and privileges and subject to all obligations which membership in a Leo Club confers or implies. Without limiting such rights and obligations, such rights shall include eligibility to seek, if otherwise qualified, any office in the Leo Club and in the Leo District or Multiple District of which the Club may form part and the right to vote on all matters requiring a vote of the membership; and such obligations shall include regular attendance, prompt payment of dues, participation in the Leo

Club activities, and conduct reflecting a favourable image of the Leo Club in the community. Member-at-Large i. A member of this Leo Club who has moved from the community, or because of health or other legitimate reason, is unable regularly to attend Leo Club meetings and desires to retain membership in the Leo Club, and upon whom the board of directors of the Leo Club desires to confer this status. This status shall be reviewed each six months by the board of directors of the Leo Club. A member-at-large shall not be eligible to hold office or to vote at Leo District or Multiple District Conferences but shall pay such dues as the Leo Club may require. Alpha Membership A member of the Leo Club who is 12 years of age to 18 years of age. Omega Membership A member of the Leo Club who is 18 years of age to 30 years of age.

Host Information of Leo Club of Hong Kong (Host) 5.3 Termination Membership in this Leo Club shall cease and terminate automatically upon: a. Reaching an age one year greater than the maximum age limit. b. Termination of existence of this Leo Club as provided in Article XV. c. Vote therefore of no less than two-thirds (2/3) of all members in good standing. 5.4 Transfer Membership This Leo Club may grant membership on a transfer basis to a Leo who has terminated or is terminating membership in another Leo Club, provided that: a. A letter for transfer of membership is received by the new Leo Club, with a copy to the sponsoring Lions Club secretary, from the Lions Club sponsoring the former Leo Club, within six months following the date of termination of b. c. d.
membership in the former Club; and Such termination was in good standing; and The age of the transferring member falls within the established age range applying to the new Leo Club. If more than six months have elapsed between termination of membership in a Leo Club and application for transfer to another Leo Club, an applicant may acquire membership in this Leo Club only the provisions of Section 5.1 of this Article V.
13.2 Each Leo Club shall declare itself as either an Alpha Leo Club or an Omega Leo Club by reporting to the Leo Club Program Department at International Headquarters.

MEETINGS
6.1 Club Meetings a. Regular business meetings of this Leo Club shall be held no less than twice in each month, and preferably once in each week, at times and places set forth in the bylaws. b. The Club President may at any time call, or upon written request to him/her by no less than ten (10) members in good standing, a special meeting of the Club. Such call may be given verbally or in writing, but it shall be given to each member in good standing and shall designate a time and place convenient to such members and the purpose of such meeting. Such notice, if written, shall be considered as given when deposited in the mails and addressed to a member at his/her address as shown on the Club records at the c.

OFFICERS
7.1 The officers of this Leo Club shall be a president, vice-president, secretary and treasurer and such other officer(s) as may be provided in the bylaws. Officers shall be members in good standing and shall serve for a term of one (1) year or until their successors have been elected and qualified. No member may hold two (2) offices simultaneously. 7.2 The President may not succeed himself in re-election after having served one full term of office. 7.3 Unless specifically provided otherwise in this Constitution, the duties of the officers shall be those assigned to their respective offices under Robert’s Rules of Order Newly Revised. ARTICLE VIII
BOARD OF DIRECTORS
Subject to the provisions of Article III: 8.1 The control and supervision of the business and affairs of this Club shall reset in a Board of Directors composed of all Officers of the Club and three (3) Directors elected from the members in good standing. 8.2 The Board of Directors, through the Club Officers, shall be responsible for the execution of the policies approved by the club. All new business and policy of this club shall be considered and shaped, first, by the board of directors for presentation to and approval by the Club members at a Regular or Special Club Meeting. 8.3 The Board of Directors shall have general control over all committees and officers, may override the decision or action of any officer, and for good cause, may declare any office vacant and appoint a member in good standing to fill any unexpired term thereof. 8.4 The Board of Directors shall present an annual report of its operations to the Club membership and to the Sponsoring Lions Club.

ELECTIONS
9.1 Elections of officers and directors shall be held at times and in accordance with procedures deemed proper by the Leo Committee of the Lions Club of Hong Kong (Host) but in on election shall be a vote greater than a simple majority of the votes cast be necessary for election. ARTICLE X
COMMITTEES
10.1 The bylaws shall provide for finance, project and such other standing committees as may be deemed necessary for administration of the Club. The President, with the approval of the Board, may appoint such special committees as he deems necessary from time to time. ARTICLE XI
FEE AND DUES
11.1 This Club shall charge such additional fees and dues as the Lions Club of Hong Kong (Host) shall deem proper to meet administrative costs of the Leo Club, including the amount of any annual payment due Lions Clubs International by the sponsoring Lions Club, which amount may be reimbursed by the Leo Club to the sponsoring Lions Club. 11.2 Any member who shall owe this Club any monetary obligation at the time of any vote at any Regular or Special Meeting, or at any other time at which the question of good standing is raised, shall automatically forfeit the privilege of voting by virtue thereof and be considered for all purposes as not in good standing so long as said obligations remain unpaid. ARTICLE XII
UPHOLD AND BE BOUND
12.1 By accepting membership herein, each member of this Club thereby agrees to uphold and be bound by the provisions of the Constitution and By-Laws of this Club.

BYLAWS
13.1 The Board of Directors of this Club shall present, and the members in good standing of this Club shall adopt, such bylaws as are deemed necessary to the efficient operation of this Club; provided, however, that all such bylaws shall be consistent with provisions of this Constitution. Any bylaws, or amendments thereto or repeal thereof, which shall contravene any provision of this constitution shall be null and void and of no effect. ARTICLE XIV
EMBLEM
14.1 The emblem of the Leo Club International Program and Leo Clubs shall be two lion heads facing outwards from each other divided by a vertical bar with the letters L E O in gold from top to bottom. 14.2 The emblem of Leo Clubs International shall be preserved for the exclusive use and benefit of Leo Club members. Each members of this Club shall be entitled to wear or otherwise display the same in a dignified and appropriate manner during the period of his/her membership. A member shall relinquish such entitlement upon termination of his/her membership or termination of this Club. ARTICLE XV
DURATION
15.1 This Leo Club shall cease to exist upon the first to occur of the following: a. Vote of the Club to terminate. b. Receipt by the Leo Club Program Department at Lions Clubs International
c.
Headquarters of notice of withdrawal of sponsorship by the Lions Club of Hong Kong (Host) via Leo Club Termination Form. Receipt by the Club President or Vice-President of written notice of revocation of Certificate of Organization of this Club as a Leo Club by Lions Clubs International.
15.1 By virtue of termination, provided in Section 15.1, all rights and privileges relating to the Leo name and the Leo emblem shall thereon be relinquished and surrendered by the Club and its members, individually and collectively.

PARLIAMENTARY AUTHORITY
16.1Unless specifically provided otherwise in this Constitution all questions of parliamentary procedure in the operations of this Club shall be governed by Roberts Rules of Order Newly Revised. ARTICLE XVII
AMENDMENTS
17.1 This Constitution may be amended only by action of the Board of Directors of Lions Clubs International and all amendments when adopted shall automatically amend and become provisions of this constitution. ARTICLE XVIII
SESSION
18.1 Session The fiscal year of this Club shall run from 1 July to 30 June.

Opportunity - Membership in a Leo club provides young people with a chance to excel, to develop character traits, and to receive recognition for their contributions to the community.
1.3 Address The address of the Club is 803-6, Dominion Centre, 43-59 Queen’s Road East, Hong Kong. The mailing address is P.O. Box No. 72359, Kowloon Central Post Office. 1.4 Language The official language of the Club is English. ARTICLE II
CRITERIA FOR ACCEPTING MEMBERSHIP
2.1 In order to become a member, Observer shall fulfill the following requirements: a. Attend two regular meetings; and b. Attend one project and one fellowship activity; and c. Interview by the panel from the Board of Directors; and d. Approval by the Board of Directors; and e.

3.1 President shall announce Immediate Past President as the Chairperson of the election of Incoming President in December Regular Meeting. 3.2 Chairperson shall inform all members for the nomination and election by written document one month before election. 3.3 Chairperson shall explain the rules of the election in January Regular Meeting. 3.4 Qualification for President Nominee a. b. c. d.
Nominee shall be in good standing. Nominee shall be active and enthusiastic. Nominee shall be served as Officer or Committee Chairperson for at least one year. Nominee must present in the election day.

The election is a closed meeting. Associated Members, Observers and Guests are not allowed to attend. The election can proceed in A.O.B. of the meeting or in a special meeting. A majority of the delegates present in person at any session shall constitute a quorum. The Chairperson shall inform and invite Leo Advisor or Appointed members from Mother Lions Club to present in the election day. The election is by secret ballot. Every present member can have one vote except Chairperson. (Chairperson have a casting vote mentioned in the following)
3.6 One Nominee By majority vote the printed ballot rule may be suspended and unanimous voice vote may be cast in favour of the said single nominee. In the event of a tie, the Chairperson of the meeting should give the casting vote. The casting vote should be prepared before the voting.

In the event of a tie, the chairperson of the meeting should give the casting vote. The casting should be prepared before the voting. 3.8 Three or more Nominees The one receiving a majority of the vote’s cast shall be declared elected. If no nominee receives such majority on the first ballot, then balloting shall continue until one nominee receives such majority, provided that the nominee receiving the least number of votes on any ballot shall be dropped from the succeeding ballot. 3.9 No Nominee before Election a. On the floor nomination will be held in the election day; b. c. d.
The nominee must present at that moment; The nominee has the right to accept or reject for voting; One or more than one candidates can be nominated.
3.10 No Nominee on that election day a. Special meeting will be held; b. Present President acts as the acting President until the new President is elected; c. If Present President fails to act, Vice President may proceed to fill the office; d. Lions Club can appoint any Leo as President; e. When no Leo is willing to act as President, collapsing the Club is one of the ways. 3.11 The election of Officers (other than President) & Directors will be held during the Regular Meetings after the Election of Incoming President. 3.11.1 Nominations of officers & directors shall be made in writing by President Elected. 3.11.2 Qualification for Nominees a. Nominee shall be in good standing. b. Nominee shall be active and enthusiastic.

FEES AND FUNDS
4.1 Each new member shall pay an admission fee of $290 (including Club’s fee $125; District Annual Due $65.00 and Leo Vest fee $100.00). 4.2 Each member shall pay Annual Dues of $180 (including Club’s fee $125.00; District Annual Due $55.00). 4.3 No other assessment of members shall be made for any purpose whatsoever. ARTICLE V
RESIGNATION
5.1 Resignation Member can cease his/her membership by sending a letter with reasons to the membership chairperson or President. All the Club’s material stored by that member has to be returned back to the Club.

HOST PAL
6.1 Host Pal a. The Club may grant Host Pal on an Ex-Leo, provided that: i. An application form is received by the Host Pal Chairperson or President of this Leo Club from the Ex-Leo; ii. The approval by the Board of Directors b. The Host Pal will be invited to attend the Club Regular Meetings, Projects, c. d. e. f.
Fellowship or other Leo activities No such Host Pal may speak at any Regular Meeting except by consent of the Chairperson of the Meeting No such Host Pal has the right to vote. The Host Pal cannot be any officers, directors or committee chairmen. The Board of Directors shall review the membership of each Host Pal on yearly basis.
ARTICLE VII
MEETINGS
7.1 Regular Meeting a. The Regular Meeting is on the first Sunday in each month in the afternoon. b. The meeting shall consist of all members in good standing. c. The President shall be the chairperson of the meeting. In his absence, the 1st Vice President shall preside. In the absence of both, the 2nd Vice President shall preside. In the absence of three, the 3rd Vice President shall preside. d. The secretary shall be the Honorary Secretary. In his absence, the Assistant Honorary Secretary shall act. In the absence of both, the meeting shall elect a e. f. g.
temporary secretary. The presence in person of a majority of the members in good standing shall be necessary for a quorum If there is less than the required quorum, the meeting will become an “Informal Meeting”. No motion can be made during the meeting. The minutes of the meeting shall be sent to all members and Mother Lions Club seven days before next meeting.

MOTION
8.1 Each motion should be proposed by one member in good standing and seconded by another member in good standing. 8.2 There should have time for enquiry and discussion before voting. 8.3 Voting should be in either open or secret ballot depending on the decision of the chairperson of the meeting and by simple majority. 8.4 Voting shall be held by the chairperson of the meeting. 8.5 Each present member in good standing shall have one vote. 8.6 If there is equal voting, the chairperson of the meeting should give a casting vote. 8.7 Result of the motion should be recorded in the minutes. 13.1 These bylaws may be amended at any Board Meeting of this club and such amendment or amendments is approved by the Lions Club of Hong Kong (Host). 13.2 Any provision of these bylaws which conflicts with the constitution of this club shall be null and void and of no force or effect.
