Opening Ode
We who are sisters in heart and spirit, Give thanks for the star and its message. May Purity, Justice, Faith, Truth, and Love, Make glad and holy the secret places of our hearts. 4
Objects and Aims The objects and aims of this sisterhood shall be general improvement, which shall comprehend more especially the following points: To seek growth in charity toward all with whom we associate, and a just comprehension of and adherence to the qualities of faith, love, purity, justice, and truth. To seek growth in knowledge and in culture, and to obtain all possible wisdom from nature, art, books, study and society, and to radiate all light possible by conversation, by writing and by the right exercise of any talent we possess. To aim at self control, equipoise, and symmetry of character, and temperance in opinions, speech and habits. It shall be the chief duty of each member to consider thoughtfully the full import of P.E.O. This will include a sincere regard for our influence in the community, a careful consideration of feeling when speaking, and a determination to do all we can at all times and under all circumstances to express a loving concern for each sister. 5

BYLAWS AND STANDING RULES OF CHAPTER IY
Puyallup, WA

ARTICLE I - MEETINGS Section 1. The twelve (12) regular business meetings of Chapter IY shall be held on the 2nd and 4th Tuesday of the months of January, March and May; on the 2nd Tuesday of the months of October, November and June; on the 4 th Tuesday of the months of September, February and April. These regular business meeting dates can be moved to an alternate Tuesday if deemed necessary by the President or yearbook committee. There shall be no regular meetings during the months of July, August and December. The three regular social meetings of Chapter IY shall be held the 2nd Tuesday of the months of December and February, and the 4 th Tuesday of the month of October. Section 2. The vacation period shall be from the regular meeting in June to the regular meeting in September.
Section 3. Meetings shall be held in the homes of members, unless otherwise arranged by the program committee. Section 4. If the date of a regular meeting falls on a holiday, the meeting may be held on that date or on a date chosen by the program committee.
ARTICLE II - DUES Section 1. The annual dues for both resident and non-resident shall be sixty dollars ($60.00), payable in January or February, delinquent March 1 st, which shall be allocated as follows; International Chapter dues of twenty-six dollars ($26.00), which shall include six dollars ($6.00) for Cottey Junior College ($2.00 for the Building Fund of Cottey and $4.00 for the general expenses of the college), state chapter dues of fifteen dollars and fifty cents ($15.50), and local chapter dues of eighteen dollars and fifty cents($18.50). Section 2. The dues of Chapter IY to the Mountain View Reciprocity Group shall be paid on an annual basis at the rate determined by the reciprocity. Section 3. The chapter will pay the dues of any member who is unable to pay her own dues due to financial hardship.

ARTICLE III - COMMITTEES Section 1. This chapter shall have the following standing committees, appointed by the president, with the assistance of the yearbook committee at the first meeting in March: Program and Yearbook (for the current year and the next year), Courtesy, Membership, Telephone/E-mail, P.E.O. Projects, Auditing, Budget, Ways and Means, Heritage, Social, Technology and Community Philanthropic. In addition the president shall appoint, with the assistance of the yearbook committee, a chapter member to serve as the Reciprocity Representative (usually the Vice President), and Musician and at least one member to serve as Record Reviewer and Historian. When more than one member is named to a committee, the first one named shall be the chairwoman. Section 2. The duties of the committees shall be as follows: A. Program and Yearbook - this committee shall be responsible for arrangements for chapter meetings, including hostesses and programs. The sign-up for this committee shall take place the year before service during the months of January and February. This committee is responsible for preparation of a yearbook to be ready for the first meeting in April. There shall be a program at every scheduled meeting, unless otherwise designated in the yearbook. There shall be 15 required meetings as stated in Article 1, Section 1 of these bylaws. B. Courtesy - this committee shall be responsible for extending courtesies, making visits, or sending flowers or gifts, etc. to members or unaffiliated members, as needed. C. Membership - this committee shall be responsible for giving special attention to new, nonparticipating, inactive and nonresident members and for assimilating transferring members into the chapter. The vice president shall serve as chairman of this committee and shall be responsible for the chapter’s involvement and commitment to the area’s reciprocity group. The chairman shall be in possession of and review periodically the membership book, "Membership, the Heart of the Chapter" and in conjunction with the president shall address all membership concerns as often as deemed necessary.
D. Telephone/E-mail - this committee shall keep chapter members informed of special events or changes in the program, as necessary. E. P.E.O. Projects - this committee shall be a committee of six (6) members who will be in charge of promoting the P.E.O. Projects (International and State) both in terms of Chapter Programs (a minimum of

two (2) per year) as well as helping potential recipients for our projects submit their applications. F. Auditing - this committee shall consist of two (2) members who will audit the books of the treasurer after March 1, according to instructions supplied by the president, and will report to the chapter at the first meeting, thereafter. G. Budget - this committee shall prepare a budget for all annual expenses to be submitted at the second meeting in March for chapter approval. The budget will take effect immediately upon approval. The treasurer will act as an ex-officio member of this committee. H. Ways and Means - this committee shall initiate or supervise any fundraising projects the chapter wishes to undertake. I. Heritage - this committee shall be responsible for studying the P.E.O. Constitution, for determining the constitutionality of any action taken by the chapter and for reviewing the chapter bylaws. This committee shall also be responsible for presenting program(s) on the Constitution, our chapter bylaws and our Founders as requested by the President or Yearbook committee. J. Social - this committee shall plan and make arrangements for any special social events of the year, decided upon by the chapter. K. Reciprocity - a representative appointed by the president shall attend each Mountain View Reciprocity meeting and report to the chapter at the first regular meeting thereafter. L. P.E.O. Record Reviewer – This committee shall report on especially interesting articles in the current P.E.O. Record at one meeting each month, and shall see that each project chairman is aware of articles concerning her project. M. Musician – This committee shall provide background music when required, either by means of a recording or playing an instrument. N. Historian – This committee shall keep the scrapbook up to date and display it at the September meeting and at other events throughout the year, as requested. P. Technology – This committee shall be responsible for checking the International and Washington State websites monthly and presenting a short report during chapter meetings.

Q. Community Philanthropic – This committee shall be responsible for overseeing all community philanthropic endeavors, which are approved by the chapter, but are separate from state and international P.E.O. Projects; and, which utilize personal member donations, rather than chapter treasury funds. Section 3. Each committee chairman shall keep a notebook pertaining to the committee's activities for future reference and duties.
ARTICLE IV - NOMINATION AND ELECTION Section 1. Nomination of officers, along with delegate and alternate to the Washington State convention, shall be by nominating committee (or by nominations from the floor). Section 2. A nominating committee shall be appointed by the president. The member first named shall be chairwoman. At the meeting in February this committee shall present a name for each office and for the delegate and alternate to the Washington State convention. NOTE: Chapters entitled to representation at the convention of International Chapter shall elect a delegate and alternate in March of odd-numbered years. Section 3. After the committee has reported at the meeting in February, opportunity shall be given for further nominations from the floor for each office, preceding the election to fill that office. Section 4. Election shall be by written ballot. If the committee has made but one nomination for an office, and there are no further nominations from the floor, by general consent the ballot may be dispensed with and the vote for that nominee taken viva voce. Each office shall be filled before votes are cast for the succeeding office.
ARTICLE V - AMENDMENTS Section 1. These bylaws may be amended at any regular meeting of the chapter by a two-thirds vote, provided the amendment has been submitted in writing at the previous regular meeting.
Section 2. If amended during the fiscal year, a copy of local chapter bylaws shall be sent in March by the recording secretary to the designated officer of state chapter.

STANDING RULES 1. The regular business meetings of Chapter IY shall be held at 7:00 PM, unless otherwise changed by the president and program chairman. Such change shall be scheduled in the chapter yearbook, or every member notified. 2. Supper will be served at 6:15 PM. 3. P.E.O. visitors may be asked to leave the meeting room during any business pertaining to membership. 4. Upon the death of a chapter member, a memorial gift in the amount of $25.00 shall be given in the member's name to a P.E.O. project (either Washington State or International). 5. The chapter shall give a gift of $25.00 to each chapter organized in the State of Washington. An appropriate note shall be written by the chapter president and included with the check. 6. Chapter IY shall donate funds to P.E.O. Projects in January of each year. 24% of the total available funds shall be donated to the Washington State Emergency Assistance Fund (EAF).* 16% of the total available funds shall be donated to Washington State Cottey College Scholarship Fund (WSC). 4% of the total available funds shall be donated to the P.E.O. Foundation. Disbursement of the remaining monies will be donated to the individual international P.E.O. Projects.* If there are Raise the Paddle (RTP) funds from the annual Auction Extravaganza, the funds are included in the “total available funds”. All RTP funds are designated to EAF. 24% of the total available funds or the RTP funds (whichever is higher) shall be donated to the Washington State Emergency Assistance Fund (EAF). 16% of the total available funds shall be donated to Washington State Cottey College Scholarship Fund (WSC). 4% of the total available funds shall be donated to the P.E.O. Foundation. Disbursements of the remaining monies will be donated to the individual International P.E.O. Projects.* *Projects shall follow the annual guidelines established for International

Chapter distributions, as published on the P.E.O. International website. These guidelines are in the form of a pie chart on the Foundations website converted to “percentage designation”, and are based on current individual needs of projects, and vary from year to year. The Chapter IY Treasurer shall be responsible for determining the donation amounts to each project, utilizing these published percentages as a general guide. The Treasurer shall present the donation proposal to the chapter for a vote at the first meeting in January, the donation check shall be sent to International Chapter by the 15th of January. 7.
The final standing rule shall be: These standing rules shall be amended by a two-thirds vote without previous notice, or by a majority vote with notice. • A standing rule shall be adopted or suspended by majority vote.
