From President’s Desk On the auspicious occasion of 18th Annual General Meeting of PNB Retirees’ Welfare Association today on Wednesday, the 30th December 2020, I take the privilege of personally and as President of the Association welcoming you all with pleasure, pride & honour for joining this Virtual Meeting. You are aware of the fact that as per Government Directives, Physical Assembling is not possible under the Covid-2019 Situation. As such the Association has compelled to organize Virtual Annual General Meeting this year. During this report period we have lost a number of distinguished persons across the continents whose highest excellence of efforts made the world a better place for living beings. We pay homage to those departed souls. I & on behalf of our Association pray to God to give strength to their families to overcome the sorrow of this irreparable loss. Our Association was formed in the year 2001 after introduction of Voluntary Retirement Scheme first time in the Bank. With an aim to solve the various problems of the VRS retirees, mainly denial of 5 years’ notional benefit for the retirees, who served the Bank for more than 20 years, but less than 33 years. We had taken up the matter up to the Apex Court of the country. The result is known to everybody. Due to our relentless efforts, the entire VRS retirees of the Banking Industry, who took the VRS after serving the period mentioned above were benefited with full-service period pension. Our pension & family pension have been remained static since 1993, the year of introduction of Pension Regulation in PSU Banks without any revision inspite of several wage settlements took place in the Banking Industry subsequently, whereas according to Central Pay Commission applicable to Govt Employees and in other service area sectors pension is revised for each revision. The Finance Ministry had given permission to revise pension in RBI also. So, when the revision has been granted to RBI pensioners, we do not understand why it is not applicable to other PSU Banks, where the pension scheme is exactly similar to that of RBI Pension Regulations. Pension Updation should be considered by IBA/Govt. immediately. 100% DA neutralisation and Family Pension were long back resolved by RBI in 2008 and 2013 respectively. In fact, RBI revised the Family Pension from 15% to 30% of last drawn pay without ceilings. But the same is not made available to the retirees of PSU Banks. This discrimination is contrary to the provisions of the Pension Scheme adopted in the Banking Industry. A glaring discrimination indeed. We are all still fighting for the same and an important issue is being discussed in the current 11th Bipartite Negotiation by UFBU. 5

UBI & OBC have merged with PNB w.e.f. 01.04.2020. As per Ministry of Finance - Department of Financial Services Notification dated 04.03.2020, retirees of the earstwhile Banks are entitled to continuance of the same benefits, but the matter was not included in the PNB Master Circular Dated 26.03.2020. It is appreciable that the leaders of three banks have formed Coordination Committees to face the challenges in the post merger situations. Lastly, I conclude with my sincerest thanks to the Zonal & Circle Authorities of our Bank for extending their hands of cooperation from the very beginning. My heartiest thanks are also to dignitaries of all Banks, who are present in this Virtual Meeting to make it a great success. As President, I must convey my heartiest thanks to all the members of the Governing Body and specially to the general members who are the backbone of the Association and whose dedication, solidarity, and fraternity towards the Association made me to run the association in the desired direction. GENERAL SECRETARY’S REPORT (FOR AGM 2020) Respected President and Members, I, on behalf of the Governing Body and on my own behalf, welcome you all on the occasion of the 18th Annual General Meeting of PNB Retirees’ Welfare Association. I feel privileged to get the opportunity to place before you the Report on the various developments in Banking Industry, Indian Economy, activities of our Association and various problems faced by the Bank Retirees. OBITUARY : We mourn deeply the sad demise of our following members, after the last Biennial Conference held on 18th November, 2019 :Dilip Kumar Bapari * Jaiprakash Khattry * Paban Kumar Debnath * Prasad Krishna Chatterjee * Ajay Kumar Das * Subhash Chandra Santra * Tapan Kumar Roy * Debapriya Dasgupta * Ratan Chandra Chakraborty * Swapan Kumar Das * Gopal Chandra Manna * Subhash Chandra Maulik * Gobinda Chatterjee * Amarnath Chatterjee * Purnendu Ghosh * Suresh Ranjan Sarkar (Ex-President of the Association). We pay homage to the personalities, both of national and international level who laid down their lives for the sake of humanity and for enhancement of human rights. We place on record our homage to the Covid 19 warriors and also to the victims of Covid-19 Pandemic.

BANKING INDUSTRY The Indian Banking Sector is the lifeline of the country and its inhabitants. The efficiency and growth of a nation depend on the strength and efficiency of its’ financial institutions. But to achieve this success the banking sector had to overcome many hurdles. Indian Banking System consists of 27 Public sector Banks, 21 Private sector Banks, 49 Foreign Banks and 56 Regional Rural Banks. But after amalgamation, number of Public Sector Banks will be reduced. Public Sector Banks control more than 70 per cent of the banking system, thereby leaving a comparatively smaller share for its Private Sectors. On 17 the September, 2018, after merger of 5 Associate Banks with State Bank of India, the Union Finance Minister announced merger of 3 Public Sector Banks. Vijaya Bank and Dena Bank have been merged with Bank of Baroda in 2019 in spite of all-out opposition from all Workmen, Officers and Retiree Associations. In the second phase, the Government implemented merger of Oriental Bank of Commerce and United Bank of India with Punjab National Bank with effect from 01.04.2020 making it the second largest Public Sector Banks in the country. 11th Bipartite Settlement has been signed for Bank Employees on 11/11/2020 at Mumbai. We are happy to mention that at least one of the long pending issues of the Retirees has

been incorporated in the Settlement this time. IBA has agreed to revise the Family Pension at a uniform rate of 30 percent of the Pay of the deceased employee without any ceiling subject to approval of the Central Government. It is agreed that these provisions, when approved by the Government shall apply to SBI also. Although, there is no significant development for Pension Updation and other issues, but the Central Finance Minister sounded in the IBA’s Annual General Meeting on 10th November, 2020 held in Mumbai that “One-rank, one pension” for retired PSU Bank Employees is in the consideration. We are waiting for further announcement in this regard.

PUNJAB NATIONAL BANK – OUR BANK Punjab National Bank is an ideal destination for all banking needs. The Bank was founded in 1894 and having more than 7000 Branches, 10680 ATMs across 764 Cities and over 80 million Customers and was the second largest Bank in India. The amalgamation of Oriental Bank of Commerce and United Bank of India has come into effect from 1st April, 2020. The amalgamated bank is also the second largest Public Sector Bank in the country having a business of more than 18 lakh crores (approx), 11,000 Branches and workforce of more than 1,03,000 (approx). Under the Covid-19 Pandemic, the functioning of the amalgamated entity of 3 Public Sector Banks is a big challenge. However, the employees of the new entity are working hard to overcome the hurdles. After merger of Oriental Bank of Commerce and United Bank of India with Punjab National Bank, PNB has made changes in the organizational structure under which there are now 24 Zones and 161 Circles with 1234 Branches. In West Bengal, there are 2 Zones and 17 Circles with 1234 Branches as under :-

The Bank took various steps to make good the fraudulent loss and registered credit growth more than the industry average. We are happy to mention that even after arrival of Covid-19 Pandemic, our Bank has come back into black.

DEVELOPMENT OF INDIAN ECONOMY Indian Economy was in doldrums since the time it was battered by demonetization resulting in devastating effect, particularly on the small business and service sectors. This worsened the unemployement situation, which had continually been acute. The introduction of GST did not go well into the economy and the initial hiccups are still on. The Indian economy had already been in slowdown mode for four consecutive quarters when Covid-19 struck and a nationwide lockdown was announced on March 24. The closure of factories and loss of daily wages first led to an exodus of migrants and then a labour shortage when lockdown restrictions were relaxed. Millions of lost jobs have forced a slump in consumption and, therefore, weak demand. This has resulted in a lag in manufacturing, aviation and many other sectors.

All these, coupled with some measures like tweak in the labour laws, agriculture and farm sectors laws etc. during such crisis, have created unrest in the country, worsening the scope of quick revival. The GDP has declined by 23.9% year over year in the first quarter of FY 2020-2021 and the RBI has revised its forecast of economic growth for the second quarter to (-)7.5% compared to its earlier forecast of (-)9.5%. However, even amid this pan-industry gloom, a few sectors have bucked the trend. Ecommerce, FMCG sectors in personal hygiene products such as soaps, cleaning liquids and sanitizers, virtual education technology start-ups, the healthcare segment are few such areas. As per RBI the second half of the fiscal year is expected to show positive growth.

AIBRF & AIPNBRF NEWS All India Bank Retirees Federation have been fighting to achieve the long pending demands of Bank Retirees since long. You are aware that Meetings, Dharnas and Demonstrations have been organised throughout the country from November. But Covid-19 Pandemic has compelled the Federations to stop Physical Programmes since March, 2020. Finding no other alternate way, AIBRF has decided to hold virtual Meetings in different manners to keep continuity of the activities and strengthen the unity of the Federation. Keeping in view the policy decision of AIBRF, All India PNB Retirees’ Federation is also organizing Office Bearers’ and Central Committee Meetings periodically. The Central Coordination Committee of the amalgamated 3 Banks formulated during this Pandemic situation is also holding Meetings through Video Conferencing. Last Triennial Conference of All India PNB Retirees’ Federation was held in the month of November, 2017 and is already overdue for the next one. It has been decided that if situation permit, the same may be organized any time after June, 2021.

MAJOR DEMANDS OF BANK RETIREES : PENSION UPDATION : Pension is considered as a reward for the past services rendered and has been termed as Deferred Wage and becomes a right under Article 14 of the Constitution of India. Bank Pension is paid out of Pension Fund which is created by the surrender of mandated management contribution of Provident Fund by the Bank Employees during their services. Banks have introduced New Pension Scheme for the employees, who have been recruited after April, 2010 and a separate Fund has been created. During the last 3/4 years, AIBRF has been taking up this issue very forcefully on continuous basis through several actions cum follow up programs at the organizational level. The Finance Minister, Govt. of India while addressing AGM of IBA on 10.11.2020 has come out with favorable statement during her interview openly supporting the need of Pension Updation in the banking industry. She has expressed the view in her interview that pension updation is overdue in banking industry and should be considered at the earliest. This interview has appeared in leading newspapers and has been widely circulated among bank retiree community. It is informed that AIBRF shall work out detailed plan to follow up the issue at various levels with the Government, IBA and UFBU for securing early sanction for it. IMPROVEMENT OF FAMILY PENSION: One of the features of Pension Scheme introduced in 1995 was Family Pension after death of the pensioner in the models of Central Government Employees which is at 30% of last drawn pay. But Family Pension for Nationalized Bank Retirees is fixed at 15% to 30% depending on stages. Govt. and RBI Pensioners are paid Family Pension uniformly at 30% of last drawn pay without any ceiling. We are happy to mention that the 11th Bipartite Settlement has been concluded and signed on 11.11.2020 in Banking Industry. The said

Settlement has included provision for Improvement of Family Pension at 30 percent without any ceiling subject to approval of the Central Government. In this way, we may hope that one of the long pending demands of Bank Retirees is going to be met soon. IBA GROUP MEDICAL INSURANCE POLICY: You all are aware that process of renewal of IBA group insurance policy for retirees has been successfully completed in all Banks. This is the Sixth Consecutive Renewal under IBA policy. About two lakh Retirees have exercised the option for renewal /joining / re-joining this year. More than 27000 PNB Retirees have exercised options for joining the Policy resulting 25 percent increase in the number of participants compared to last year. Under the previous scheme of IBA, Retirees had only 4 options. To make the Insurance Policy affordable to all sections of Retirees, nine new options have been introduced in the IBA Policy Further, the Family Pensioners and Single Pensioners have been given 40 percent discount on Premiums Rates. Availability of these multi-options under the new scheme may be considered historical. Having achieved improvement in terms and conditions, a few more major issues remain to be resolved such as :• Reduction in GST Rates on Premium Amount: AIBRF has already launched action programs in this regard and working for reduction in GST rates on Insurance Premium of the Bank Retirees without any further loss of time. • Uniform Subsidy for payment Insurance of premium: We understand that the proposal for Uniform Subsidy for payment of Insurance Premium under Group Insurance Policy at industry level is under consideration at the Government / IBA level. In this regard it may be mentioned that Public Sector Banks are paying the Insurance Premium of the existing Employees. AIBRF shall continue to work to bring further improvements in IBA policy in coming years so that it comes within the reach of each and every bank retiree. EX-GRATIA TO PRE-1986 RETIREES : The Pension Scheme was introduced in the Banking Industry (other than SBI) with effect from 01.01.1986. Hence the employees, who retired prior to 1986, were not covered by the Pension Scheme. As per Government Guidelines issued in the year 1999, the Pre-1986 Retirees were extended an Ex-Gratia of Rs. 300/- per month plus DA. In 2006, Government issued another Guidelines extending ex-gratia of Rs.1000/- but without DA for the surviving Spouse/widows of such Pre-1986 Retirees. In 2013, the Government advised that Pre-1986 Retirees may be paid Rs.350/- plus DA per month and their surviving Spouse be paid Rs.300/- plus DA. Presently, there are only 2500 Pre-1986 Retirees and about 2800 surviving spouse/widows of the Pre-1986 Retiress aged more than 90 years. The Trade Unions as well as Retirees’ Organisations have taken up the matter with the Government Authorities to consider enhancement of Ex-gratia several times but no favorable result as yet. 100% DA NEUTRALISATION: 100% DA Neutralization was extended to all Pensioners of the Banks the benefit was not extended to the employees retired prior to 01.11.2002 causing a serious anomaly and injustice to this group of retirees. The Supreme Court Judgement dated 15.05.2018 and subsequent dismissal of Review Petition filed by UBIREWA, came as a big shock to the Bank Retiree Community. The Review Petitions were filed but the Hon’ble Supreme Court Page-again passed an adverse order by stating that since earlier appeals of employees dismissed. PNBRWA urge upon the IBA/Govt. to extend 100% D.A. on Basic Pension to those who retired prior to 01.11.2002. 10

NEGOTIATING RIGHTS WITH IBA/GOVT: The United Forum of Bank Unions which is the Negotiating Body at the industry level is supporting our demands. But when Senior Citizens population of the country is increasing day by day, it would be fair to recognize Retiree Associations to talk with the Authorities across the table to protect their legitimate claims. PNBRWA appeals to the IBA/Govt. that Retiree Organizations need to be recognized for negotiation with the Authorities for resolution of their legitimate demands.

SOCIAL ACTIVITIES OF THE ASSOCIATION The Association has been working for last 18 years for welfare of the Retiree Friends. The main objective of our Association is to ensure dignified and respectful life of our members. Fortnightly Meetings on every 1st and 3rd Saturday of each month were organised at Brabourne Road, Kolkata. Periodical Unit Meetings were also organized at Burdwan, Midnapur, Kharagpur, Durgapur, Balasore and Hooghly to sort out the problems of the Retiree Friends of the areas and strengthen the organizational set up. But due to Covid-19 Pandemic, this year since March, 2020 the Programmes could not be arranged. Finding no other alternate way and keeping in view the decision of AIBRF, the Association is arranging Virtual Meetings periodically. The Association undertakes the following activities throughout the year :WEBSITE OF THE ASSOCIATION: We are proud to mention that the Association is maintaining its Website-‘www.pnbrwa.com’ since 2016 successfully. All useful information with regard to retirees’ interest including Periodical Circulars, latest development of Retirees’ Movement etc. are published in the website on regular basis. PNEUMONIA VACCINATION CAMP: The Association organizes health related camps/seminers every year. This year the Pneumonia Vaccination Camp was held on Tuesday, the 25th February, 2020 at 18B Brabourne Road, Kolkata. The Camp was arranged under the supervision of Dr. Sayan Gupta of North City Hospital. A large number of Retiree Members along with their Family Members availed of the valuable Medicine. With the good management of the Working Team the Programme was a successful one. Due to Covid-19 Pandemic, nationwide Lockdown imposed across India, most of the Social Activities of the Association have been disturbed badly. However, considering need of the hour, we are on the job to organise a Corona-Virus Vaccination Camp under a reputed Hospital in Kolkata in the 1st quarter of 2021 for the Retirees and their Family Members. HEALTH CHECK-UP CAMP: The Association has been organizing Health Checkup Camps followed by Health Awareness Programme since 2002. Last year the Health Check-up Camp was conducted by Apollo Gleneagles Hospital, Kolkata over 7 days commencing from 2nd September, 2019 to 6th September, 2019 and on 11th September, 2019 followed by the Health Awareness Programme on Sunday, the 15th September, 2019. The Seminar was arranged at the same Apollo Hospital Premises on Heart Problems where Dr. Bikash Majumder, MD, MRCP, MD(Res), CCT(Cardiology)(UK), FRCP(London) addressed the gathering, followed by a Interactive Session at 3 PM. The Members were satisfied with this useful Programme. But, Due to Covid-19 Pandemic the Health Check-up Camp could not be organized this year for which we regret. We are waiting for normalization of the situation to fulfill the demands of the Retiree Friends in this regard.

ANNUAL PICNIC: Annual Picnic is one of the most attractive programmes undertaken every year. This year the Annual Picnic was organized on Saturday the 1st February, 2020 at Ganges Jute Mill, Bansberia, District Hooghly A good number of members along with their families participated the Programme. Various entertaining events like Games & Sports, Cultural Programmes etc. were organized during the day. The family get-together brought variety to their routine life. ANNUAL TOUR: With a view to giving relief and respite from the monotony of daily life of the members and to create fellow-feelings among their family members, we organize Tour Programmes every year. This year, the Tour Programme was organized for visiting Bangladesh commencing from 17th January, 2020 to 26th January, 2020. A group of 40 Retiree Members including family Members participated the Programme. M/S Chalo Jaai Travel Club conducted the Tour Programme. OTHER SOCIAL PROGRAMMES: Due to Covid-19 Pandemic, Foundation Day Celebration, Vijaya Sammilani and Seminar on any useful subject could not be organized during this year. We regret for the same and hope that all the Programmes will be organized in the coming years as usual. WORKING GROUP: A Working Group under the leadership of Sri Dipankar Das, Samir Kumar Das, Sri Harsha Bardhan Bhowmik and Sri Asok Kumar Sen has started functioning to assist in the matter of Hospitalisation, Reimbursement of Medical Bills, Updation of Members’ Subscription etc. during the whole year. Needless to mention that all the Governing Body Members, specially Sri Devashis Das, Pradip Majumdar, Milan Adhikary, Animesh Munshi, Ajoy Kumar Mukhopadhyay, Somnath Chatterjee, Tapas Banerjee, Ranjit Chandra Nath, Sekhar Bhowmik, Smt. Keya Chattopadhyay and Smt.Ballari Bhowmik are doing their best for the members of the Association. With a view to provide better and prompt services to the Retiree Friends, the Core Committee of the Association has decided to reorganize the important Working Teams details of which has been circulated on 11.11.2020 through WhatsApp pages. PUBLISHING OF MEMBERS’ DIRECTORY: We publish ‘Membership Directory’ normally on the eve of Biennial Conference containing the names, home address, PF Number, telephone number, date of birth and details of retirement from bank service. The same is distributed to the members so that they can contact their old colleagues as and when required. ANNUAL SUBSCRIPTIONS: The main source of income of the Association is members’ Subscription. In terms of AIPNBRF decision the Standing Instruction System has been introduced for collection of Annual Subscription from the members. But due to various problems, the collection could not be updated. With a view to help the member, the Association has introduced Area-wise Follow-up System for updation of Annual Subscription. The Work Force of the System has already been circulated through WhatsApp pages. The entrusted members are requested to work sincerely so that overdue Subscription position is improved. The members, who have not yet paid the Subscription for the current as well as previous years, are requested to pay the same immediately and save the Association from Financial Crisis.

RETIREES’ MOVEMENTS AND ACHEIVEMENTS NOTIONAL BENEFIT TO SPECIALIST OFFICERS: As per Provision of Regulations 26 of Bank Employees’ Pension Regulation 1995, an employee shall be eligible to add to his/her service qualifying for Superannuation Pension the actual period not exceeding ¼th of the actual service or 5 years whichever is less. After a long struggle, IBA, vide its’ letter Dated 10.02.2018, advised all Public Sector Banks to implement the Hon’ble Supreme Court Judgement dated 20.07.2017 in the matter. SECOND OPTION OF PENSION TO CRS OFFICERS/EMPLOYEES: IBA, vide Circular Letter Dated 16.03.2018, advised Banks to extend pension option to CRS Employees/Officers on the same Terms & Conditions as laid down in Bipartite Settlement/Joint Note Dated 27.04.2010. Pension/Family Pension shall be payable w.e.f. 27 November, 2009 who were compulsorily retired after that date. Arrear from 2010, pension along with commuted amount is payable against recovery of PF Contribution of Bank plus 56% towards interest as per provision of the Settlement. It is a matter of pride that organizational efforts have yielded positive result and about 1277 CRS Employees/Officers on all India basis are benefited. 1616-1684 ARREAR TO PENSIONERS RTD BETWEEN 1998-2005: IBA, vide Circular No.4786 dated 03.04.2018, advised Member Banks including Private Sector Banks to implement Hon’ble Supreme Court Judgement Dated 13.02.2018 in the matter of fixation of Basic Pension on 1684 Index instead of 1616. After fixing Basic Pay on the basis of 1684 index, arrears should be paid to those who retired after 01.04.1998 till 30.04.2005, with interest @ 9% for the delayed period. Improved Pension on 1684 index is being paid w.e.f. 01.05.2005. About 1.2 lacs retirees, on an average, got Rs.40000 to Rs150000/- depending upon the period involved. Family Pensioners/Legal Heirs are also eligible to receive the arrear. GRATUITY ENHANCEMENT FROM RS.10 LACS TO RS.20 LACS: Under 7th Central Pay Commission, Gratuity Ceiling has been raised to Rs.20 Lacs for Central Government Servants from January, 2016. The Govt. decides that entitlement of Gratuity should also be revised in respect of employees who are covered under Gratuity Act, 1972. As such, AIBRF & CBPRO have already taken up the issue for implementation of effective date as 01.01.2016 instead of 29.03.2018 in the banking sector. WITHDRAWAL OF CONTROVERSIAL FRDI BILL: The Government has withdrawn the controversial FRDI Bill which was introduced some time back. AIBRF submitted representation to the Central Government and other related authorities with the request to reconsider the decision. And ultimately the Bill has been withdrawn.

RESOLUSIONS OF THE ASSOCIATION A) IMPROVEMENT OF FAMILY PENSION: One of the features of Pension Scheme introduced in 1995 was Family Pension after death of the pensioner in the models of Central Government Employees which is at 30% of last drawn pay. But Family Pension for Nationalized Bank Retirees is fixed at 15% to 30% depending on stages. Govt. and RBI Pensioners are paid Family Pension uniformly at 30% of last drawn pay without any ceiling. We are happy to mention that the 11th Bipartite Settlement has been concluded and signed on 11.11.2020 and the said Settlement has included provision for Improvement of Family Pension at 30 percent without any ceiling subject to approval of the Central Government. In this way, we may hope that one of the long pending demands of Bank Retirees is going to be met soon. PNBRWA resolves and demands that the Central Government should approve improvement of Family Pension on the lines of RBI/Govt formula at the earliest and make it applicable to all existing Family Pensioners. B) UPDATION OF PENSION: Pension is considered as a reward for the past services rendered and has been termed as Deferred Wage and becomes a right under Article 14 of the Constitution of India. IBA/Govt. has been denying the benefit of Pension Updation despite clear provision in Pension Regulation 35(1) quoting cost consideration. Bank Pension is paid out of Pension Fund which is created by the surrender of mandated management contribution of Provident Fund by the Bank Employees during their services. Banks have introduced New Pension Scheme for the employees who have been recruited after April, 2010 and a separate Fund has been created. We, therefore, resolve and appeal to IBA and Central government that the already delayed Updation of Pension be considered immediately so that the Pension Fund of the Retired Employees is put to proper use. C) IBA GROUP MEDICAL INSURANCE POLICY: PNB HRMD Circular No. 517/2020 Dated 23.09.2020 informed that IBA Group Medical Insurance Policy has been allotted to National Insurance Company and features were informed therein. This was the Sixth Consecutive Renewal under IBA policy. After amalgamation of OBC and UBI with Punjab National Bank, about two lakh Retirees have exercised the option for renewal /joining / re-joining this year. More than 27000 PNB Retirees have exercised options for joining the Policy resulting 25 percent increase in the number of participants compared to last year. Under the previous scheme of IBA, Retirees had only 4 options. To make the Insurance Policy affordable to all sections of Retirees, 9 new options have been introduced in the IBA Policy Further, the Family Pensioners and Single Pensioners have been given 40 percent discount on Premiums Rates. Availability of these multi-options under the new scheme may be considered historical. Having achieved improvement in terms and conditions, a few more major issues remain to be resolved such as Reduction in GST Rates on Premium Amount and Uniform Subsidy for payment Insurance of premium.

PNBRWA resolve and demand that AIBRF shall continue to work to bring further improvements in IBA group insurance policy in coming years so that it comes within the reach of each and every bank retiree. D) EX-GRATIA TO PRE-1986 RETIREES : The Pension Scheme was introduced in the Banking Industry (other than SBI) with effect from 01.01.1986. Hence the employees, who had retired prior to 1986, were not covered by the Pension Scheme. Presently, there are only 2500 Pre-1986 Retirees and about 2800 surviving spouse/widows of the Pre-1986 Retirees aged more than 90 years. The Trade Unions as well as Retirees’ Organisations have taken up the matter with the Government Authorities to consider enhancement of Ex-gratia several times but no favorable result could be achieved as yet. PNBRWA resolve and demand that Ex-gratia amount should be improved substantially at the earliest. E) 100% DA NEUTRALISATION: 100% DA Neutralization was not extended to the employees retired prior to 01.11.2002 causing a serious anomaly and injustice to this group of retirees. The Supreme Court Judgement dated 15.05.2018 and subsequent dismissal of Review Petition filed by UBIREWA, came as a big shock to the Bank Retiree Community. The Review Petitions were filed, but the Hon’ble Supreme Court passed an adverse order citing that earlier appeals of employees had been dismissed. PNBRWA resolve to urge upon the IBA/Govt. to extend 100% D.A. on Basic Pension to those who retired prior to 01.11.2002 also. F) BEST SCHEMES OF 3 AMALGAMATED BANKS : OBC & UBI have been amalgamated with PNB wef; 01.04.2020. As per Ministry of Finance, Department of Financial Services Notification dated 4th March, 2020, Retirees of the erstwhile banks are entitled to continuance of the same benefit, rights and privileges as they were enjoying before merger of the banks. The Medical assistance of Rs.4000/- was being given to the Retired Staffs of e-OBC and Interest Free Festival Advances of Rs.10000/, Rs.8000/- and Rs.6000/- were being given to retired staffs of e-UBI since 2009. But the matters were not included in the PNB Master Circular dated 26.03.2020 for implementation for all the staff members of the merged entity. PNBRWA resolved and appeal to IBA/Govt. for extending the facilities to all the amalgamated PNB Retirees at the earliest. G) NEGOTIATING RIGHTS WITH IBA : The United Forum of Bank Unions which is the negotiating body at the industry level is supporting our demands. But when senior citizens population of the country is increasing day by day, it would be fair to recognize Retiree Associations to talk with the authorities on behalf of retirees, across the table to pursue their legitimate demands and protect their interests. PNBRWA resolves and appeal the IBA/Govt. that Retirees Organizations need to be recognized for negotiation with the Authorities for resolution of retirees’ demand.

How to use TPA website

Open the site Home page. Click on Registration under LOGIN / REGISTRATION. There are 12 fields. Against Insurance Co., choose Indian Bank Association (in Nationalinsurance Co). Fill in other fields. Policy Number and Card Number can be skipped. Use your PF number as User ID and the password must include at least one Cap, one small, one numeric and one special character and total characters should be from 8 to 16. Once you are registered, you log in by using your User Id and Pass Word. You can check your profile, claim status, generate e-card, submit claims online, intimate any hospitalization, find listed hospitals of your choice, download claim forms and many other things. Members can download their E Cards issued by TPA by logging into the site or simply by clicking “E Card Download”, without logging into the site. The plastic cards would be sent to the residence of the members shortly. In case there is any mistake in the names printed on the cards, members should apply to the TPA by submitting the card and a copy of PPO, for necessary correction.

Please fill a Pre Authorization form while getting admitted to the Network hospital. The completed form is sent to the TPA by the hospital. Depending upon the terms of the policy, the TPA, will issue an authorization or a denial letter to the hospital. The request for preauthorization must reach the HHITPA in time i.e. within 24 hours in case of emergency hospitalization or 72 hours in advance for planned hospitalization.



Please carry your member ID card issued by HHITPA and a valid Photo ID (issued by govt. authority) Proof with you and submit the photo copy of the same to the hospital.



Pl note that if authorization for “Cashless Service” from HHITPA has been received then at the time of discharge, complete the following steps:➢ Verify the bills and counter sign all the bills. ➢ Pay for those items that are not reimbursable under the health insurance policy. ➢ Leave the original discharge summary, Bills and other investigations reports with the hospital. ➢ Retain a photocopy for your records. If the authorization for “Cashless Service” is not received from HHITPA:➢ Settle the hospital bills in full and collect all the bills, discharge summary, Investigation reports and other documents, in original. ➢ Confirm from hospital that bill is raised as per rates and terms agreed with HHITPA ➢ Lodge your claim papers with HHITPA for Reimbursement processing maximum within 30 days of discharge.

When lodging your claim with HHITPA for cashless denied cases or for Pre-Post Hospitalization expenses in case of Cashless Approved case, please make sure that all the documents listed below are sent. ➢ Claim form duly filled & signed by the insured. ➢ Copy of your Member ID card duly signed. ➢ Copy of your photo ID card (both sides), duly signed. ➢ Discharge summary / Discharge card In Original (Photocopy only in case of pre/post hospitalization claims). ➢ Hospital bills (Original). For all consolidated amounts, the detailed breakup of the billed amount is required from the hospital. ➢ For medicines purchased from outside pharmacy, the bills should be accompanied by a prescription from the doctor (Original). ➢ All investigation reports(Original). ➢ In case of hospitalization due to accident, medico legal certificate (MLC) from police. ➢ All previous treatment papers related to Ailment. ➢ Cancelled Cheque (with pre-printed name) and duly filled NEFT Form stating Branch 25

All expenses arising out of any condition directly or indirectly caused to or associated with Human T-Cell Lymphotropic Virus Type III (HTLB - III) or lymphadinopathy Associated Virus (LAV) or the Mutants Derivative or Variation Deficiency Syndrome or any syndrome or condition of a similar kind commonly referred to as AIDS. • Charges incurred at Hospital or Nursing Home primarily for diagnosis x-ray or Laboratory examinations or other diagnostic studies not consistent with or incidental to the diagnosis and treatment of positive existence of presence of any ailment, sickness or injury, for which confinement is required at a Hospital / Nursing Home, unless recommended by the attending doctor. • Vitamins and tonics unless forming part of treatment for injury or diseases as certified by the attending physician • Injury or Disease directly or indirectly caused by or contributed to by nuclear weapon / materials. • All non-medical expenses including convenience items for personal comfort such as charges for telephone, television, / barber or beauty services, diet charges, cosmetics, tissue paper, diapers, sanitary pads, toiletry items etc., unless and otherwise they are necessitated during the course of treatment. • Home visit charges during pre and post hospitalization of Doctor, Aya, Attendants and Nurses. • Attempted suicide, war, invasion, nuclear radiations are not covered.

M/S Heritage Health Insurance TPA has been allocated to Punjab National Bank as Service Provider. In short we like to inform that the Claim documents are to be submitted by the retirees through their Circle Offices for further submission to Heritage TPA for processing the claims based on documents submitted as per policy guidelines. In view of the ongoing Pandemic, Retirees can upload all required scanned documents at Heritage TPA Portal. But the original hard copies of the documents would have to be submitted to Heritage TPA through the concerned Circle Offices for final settlement. Uploading scanned documents will only reduce processing time but will not promise for final settlement of the Bills. STEPS TO BE TAKEN FOR SETTLEMENT OF FAMILY PENSION During the interactions with the family members of our ex-colleagues & members of our association, it is observed that the family members are occasionally facing problems to submit family pension proposal and to get start with the family pension. Instead of coming out of the difficult situation faced by the spouse or son/daughter of the demised member of our PNB family, they often have to face a difficult situation as to how to start the process of getting family pension, whom to meet, and how to complete the formalities. After the implementation of the online process for submission & completion of the family pension proposal, there will be no need to complete proposals in hard copies and submit the same to the pension paying branch. The following are the steps to be taken by the members of the family to get family pension: • Family Pension proposal have been made compulsory to be entered in HRMS module w.e.f. 15.03.2014 & onwards. The system has been converted to paperless after a period of parallel run from 15.03.2014 onwards for making the process conversant amongst the branch functionaries as well as to make the system more free of deficiencies, if any, after getting feedback from the field users. At present, the proposal is totally paperless and parallel run has been totally dispensed with. • The proposed pension module is made paperless. For that, documents to be submitted to the pension paying Branch by the family pensioner are (1) Birth Certificate of dependants, (2) Death certificate of pensioners, (3) Contact no of the family pensioner, (4) 16 digit account no of family pensioner, (only in the name of the family pensioner, deleting the name of the existing member, after death), (5) Recent passport size photograph of the family pensioner (for photo upload in the system) or any other document/information as required by the pension paying branch officials through ‘family pension information draft’ to be obtained from the pension paying branch. Please get it signed by the family pensioner & get the signature of the witnesses and submit to the pension paying branch. • Family pensioner is requested to submit the correct information required in ‘family pensioner information draft’ as above, since these information will become the basis for preparing family pension and in case of pre-deceased spouse, eligibility of other family pensioner as dependant son or daughter according to PNB Pension Regulations, 1995. • Ensure that the pension paying branch will mark the death of the pensioner in the software at navigation: Main Menu > Manager Self Serviced > Terminal Benefits (submission) > Add/Update/Recommend Pension > Pension Certificate Detail. On following the navigation, screen opens in which on inserting the PF no, another screen will open where death particulars of pensioner (just below the Life Certificate field) will be inserted. After inserting the death particulars, software will calculate the recovery of the excess pension paid, if any, which will be recovered and particulars of recovery will be mentioned in the system

like TM No and amount recovered. Please ensure to get the information from the branch officials for the amount of excess pension to be refunded and give them authority to deduct the same from the deceased pensioner’s linked pension account. Please don’t forget to note the TM no & date of the transaction and from the branch to avoid future complicacy. • After marking death and recovery of pension by the pension paying branch will follow the same navigation like normal pension case on following the navigation: Main Menu > Manager Self Serviced > Terminal Benefits (submission) > Add/Update/Recommend Pension > Add/ Update Proposal – BM. • On the screen opened, the branch has to click ‘add a new value’ and insert PF no and click ‘Add’. A message will appear as ‘Do you want to create another proposal?’ Yes or No. The branch has to submit for a fresh family pension proposal of the pensioner then he has to press ‘Yes’. The existing pension proposal will open with new request date, which is the system date i.e. today’s date which in the original proposal was date of submission of original pension proposal. • This pension proposal with new system date contains all the information on the basis of which existing pension and normal family pension had been fixed. The branch will have to change the Action in Page 2 (Pension Proposal Details) to Pension – ‘Death as pensioner’ and input contact no & other details of the family pensioner as obtained in the family pensioner information sheet as stated earlier. The name of the family pensioner will be populated by the system on the fourth page from the software as recorded at the time of original pension proposal, please have a watch over the record as correct or not from asking the same to the branch official. Please watch over the entry of the nomination details and the name of the witness at the bottom of the third page on request to the branch authority. The family pension and enhanced family pension with period up to which it payable, if applicable, are calculated by the software on the last page. • The members are requested to pursue the branch authority to verify the correctness of the data mentioned therein with the family pensioner or any other family member of the deceased pensioner, if they desire, and then recommend the same for onward submission to Circle Office and ultimately to Head Office PF & Pension Department, HO, New Delhi for final sanction & disbursement. A specimen copy of the print of the proposal may be taken from the link at the bottom of the second page by the branch authority for reference and record. Some useful information about the eligibility of the family pensions: According to PNB (Employees’) Pension Regulations, 1995, the following persons are eligible for family pension in case of death of an employee pensioner: 1. In case of widow or widower, up to the death or re-marriage, whichever is earlier.

2. If the spouse is pre-deceased, in case of son or daughter (including widowed or divorced) till he/she attains the age of 25 years or up to the date of his/her marriage/remarriage, whichever is earlier. If on continuation of family pension payable to son/daughter before 25 years’ of age, he/she starts earning a sum of Rs 2550/- p.m. from employment in Government/Private sector/self-employment etc. family pension is discontinued/not admissible. If the son/daughter of an employee is suffering from any disorder or disability of mind or physically crippled or disabled so as to render him /her unable to earn a living even after attaining the age of 25 years, family pension shall be payable to such son/daughter for life subject to certain conditions narrated in the said regulations as under: 3. The family pension to son/daughter are payable in the order of their birth and the younger of them shall not be eligible for family pension unless the elder next above him/her become ineligible for grant of family pension. If the disabled son/daughter is one among two or more children, the family pension shall be initially payable to the minor children in order to set out the above

norm until the last minor child below 25 years becomes ineligible and thereafter family pension shall be resumed for life in favour of the such son/daughter suffering from such disability. 4. Before allowing such family pension for life, the competent authority shall satisfy through medical certificate from a registered medical officer approved by Bank and the certificate is to be renewed for a period of every three years. Amount of family pension in case of death of the pensioner before the age of 65 years or before superannuation Please note that in case of death of an employee receiving normal pension, expires before attaining the age of 65 years, the family pension payable shall be doubled till attainment of the age of 65 years had he survived. In case of an employee, who dies while in service before attaining superannuation, the family pensioner shall be eligible to double family pension payable according to regulation for a period of maximum 7 years or after attainment of age of 65 years had he survived, whichever is earlier. List of Forms to be submitted for Family Pension Proposal The following forms are prescribed by HO: Pension Fund Department for submission of family pension proposal. If the branch insists on submission of forms manually then these set of forms are required to be submitted: 1. Annexure-10 - Application for grant of family pension. 2. Annexure-11 - Family Pension Payment Proposal 3. Annexure- 9 4. Annexure - 14 (Revised) 5. Death certificate duly issued by Registrar of Birth & Death (duly attested by the incumbent) 6. Birth certificate, (if family pension is in favour of children) 7. 4 copies of Identity-Form duly attested by the incumbent under his/her signature,seal and GBPA(both photograph and signature)

8. If captioned staff is an ex-serviceman, please submit: **Option for family pension in terms of PDC No. 1713 dated 27.03.2000. **Two copies of Defense PPO / Discharge Certificate duly attested by the incumbent in case the subject opts for family pension from the bank.
