itor fromtheed Well, the election is upon us. Initially I intended to have a candidates 'discussion' As time went by, more candidates appeared, making this unviable. Neverthekess the majority responded, as can be seen. Only two could not be contacted. Another late arrival from the 'United Australia Party' has just missed the boat. Does this mean I shall support Henry Pike or Michelle Maher or Carmen McNaught? No, not at all, I'll listen to then all, research thoroughly. As I mentioned, I did send many emails, left phone messages and text messages to all candidates. Some just didn't reply. Not polite..

COMMUNITY NEWS FLUSHING OUT A SOAP OPERA By Ann Hagen
Council is refusing to supply soap in island public toilets despite COVID19 concerns – and all but one of the 80 public toilets in the Redlands are soapless. It would cost $50,000 a year to equip public toilets with soap dispensers and refills, and that’s too expensive according to Facilities Services Manager Bill Morley. But there’s some hope with a trial happening using foam soap dispensers in the public toilets at Toondah Harbour.
Residents who’ve complained about the lack of soap include people from Coochie, Victoria Point. Macleay Island and me – in a complaint about the dingy women’s toilets on Russell Island back in February when they flooded during heavy rain. Macleay resident Chris Zahn raised the soap and sanitiser issue and had a reply from the manager raising safety as well as cost issues. Redland City Council (RCC) has investigated this option in the past and also as a priority during the current Covid environment. Considerations in the provision of soap are actually quite complicated, including initial/ongoing cost, vandalism losses, slip hazards and cross contamination risk. The initial cost to provide dispensers is a significant cost to RCC rate payers, but the installation and supply cost is not the largest part of the cost to rate payers. This is driven by the requirement to install vandal resistant dispensers as we experience significant damage across more than 80 public amenity buildings within the RCC area. Despite the vandal resistant dispensers being installed, RCC would expect to lose 10% during the year as a result of determined vandalism, with replacement contributing significantly to maintenance costs. Bulk soap dispensers whilst less expensive to refill pose several risks. These include bacterial contamination, theft of soap and bulk soap falling to the floor and increasing slip hazards for patrons. As a result only foam soap dispensers can be considered for installation. These dispensers require a sachet refill that reduces contamination and slip risk, but incurs the additional cost of the cleaner changing the refill and waste from unused portions. To date, having considered the risks, RCC has not installed soap in public amenities as it appeared to create more risk than was eliminated, while increasing cost to RCC rate payers. Currently RCC are conducting a trial of soap dispensers at one of our amenities to further test the option of installing them in the future and understand if the benefit outweighs the risks. My own chat with Bill Morley flushed out the actual cost to ratepayers per year – which coincidentally is also the price of the $50,000 heat pump that council won’t install at the Russell Island swimming pool on the grounds that it’s too expensive. He also pledged to look at the so far ignored issue of hooks in the toilets at Russell so people can hang their handbags and shopping bags, something especially needed when there’s heavy rain flooding the facilities. Shortcut Blocked on Macleay Popularly known as 'heart attack hill'
Council has erected a fence to block residents who park near Progress Hall from taking a shortcut to the jetty. The fence went up last month (September) and many who’d used the shortcut are not happy and want council to install steps. It’s believed the fence has gone up for safety reasons after people complained about lack of drainage, washaways and poor guttering. Instead of a three minute trip from car to jetty residents must deal with the blind corner and absence of a pedestrian crossing in order to walk to the jetty along the footpath on the other side of Brighton Rd. HOW ISLANDERS VOTED LAST STATE ELECTION By Ann Hagen
Here’s how islanders voted at Russell, Macleay and Lamb polling booths at the last State election in 2017 when Labor’s Kim Richards deposed LNP member Matt McEachan, ending an eight year LNP claim on Redlands. It was a tight result with Kim Richards winning the election overall by a margin of 3.1 per cent 53.06 per cent of the two party preferred vote over Matt McEachan who gained 46.94 per cent If you look at the figures for our islands Richards did better than McEachan who actually won more postal and prepoll votes on the mainland. And there were fascinating differences in how each island voted for minor party candidates. At the Russell booth One Nation candidate Jason Quick gained more than a quarter of votes on election day more votes than the LNP candidate. By contrast Lamb voters put Greens candidate David Keogh ahead of One Nation. I’ve listed island booth votes in order of candidate first preference popularity. Bear in mind that prepoll and postal votes by islanders are not included in the election day booth results. RUSSELL ISLAND Kim Richards ALP 448 (35.75) Jason Quick ONP 332 (26.50) Matt McEachan LNP 279 (22.27) David Keogh GRN 117 (9.34) Peter Dowling IND 77 (6.15) Informal votes 55. Total booth votes on election day 1308. MACLEAY ISLAND Kim Richards ALP 414 (38.4) Matt McEachan LNP 261 (24.48) Jason Quick ONP 209 (19.61) David Keogh GRN 121 (11.35) Peter Dowling IND 61 (5.72) Informal votes 38. Total booth votes on election day 1104.
LAMB ISLAND Kim Richards ALP 90 (39.82) Matt McEachan LNP 56 (24.78) David Keogh GRN 43 (19.03) Jason Quick ONP 29 (12.83) Peter Dowling IND 8 (3.54) Informal 10. Total booth votes on election day 206.
Last election close to one third of Redlands voters cast their ballots at pre poll. And there were 3629 postal votes – 11.73 per cent. COVID 19 concerns are likely to drive a higher number of postal votes this time around. DOTS Spring 2020 edition page 24

Wendy McDonald Joy2Care By Ann Hagen
Tall, glowing and vibrant, Wendy McDonald of Joy2Care is like a sun ower, her favourite ower. “Sun owers are cheerful and joyful,” she said. And Wendy certainly is. In the colourful office near Russell Island jetty golden sun owers feature in the logo, on cushions and in artwork, and also on her leggings. It’s a bright and happy place. Wendy’s spent 28 years working with people with disabilities but her awareness of issues involved goes back to her early childhood. When she was a young Lancashire lass her mother was a nurse and support worker for people with disabilities. “And my dad used to drive coaches for people attending day services for disabilities. As a little girl I used to travel with my dad and help out and do voluntary work.” with mental health issues – schizophrenia, bipolar, She went on to become a teacher’s aide and worked in various government disability care roles depression, anxiety, split personality and alcohol and drug abuse.” in the UK Now after 28 years working in this area she’s one of three directors who set up Joy2Care for SMBI islands working with NDIS clients – the other directors are husband Wayne and Colleen Bleathman. The three have over 70 years’ experience combined.
So far 25 people are being supported with everything from help with personal care, cleaning and gardening, shopping on and off the islands, help with transport to appointments and activities and support for recreational activities – shopping, movies, shing and arts and crafts.
Wendy’s lived in Australia for eight years and moved to Russell Island two years ago from the Gold Coast.
Some clients enjoy socialising together on group outings. “We go shing, we go camping, we use the Russell Island pool, we do a bit of voluntary work,” said Wendy.
Joy2Care was set up last November in Cambridge St where the training hub and main office is based. There’s now 26 people working for the company and they’re all locals.
Joy2Care is moving into providing supported independent living accommodation on the islands. “People who want to live away from home have had to go as far as Logan” she said. “The family might be getting on a bit and they want to “I felt there was a huge need for this service on the go into permanent accommodation. island. It was a no brainer really,” she said. In another major step there’s now a respite house The National Disability Insurance Scheme provides with 24 hour care that provides a supported support to eligible people under 65 with holiday for people on NDIS while giving their intellectual, physical, sensory, cognitive and carers a break. “We have internet, Foxtel, we get to psychosocial disability. Many thanks to the team who put the plant sale together, grew the plants and helped on the day. In particular, to Coleen Andrews (this was her 9th plant sale), and retiring library volunteers Meryl Dobe and Janet Humberstone. The new library team are now busy working out how to run one for next year. Books coming in recently include the generously donated Phryne Fisher books (by Kerry Greenwood), the next instalment in the 50 Shades of Grey series “Darker” and the new release about Donald Trump by his niece (Mary Trump). But there’s plenty more being added to the shelves weekly.

ELECTION 2020
SMBI Futures Group Candidate Questions, Qld State Election 2020 1. Essential Aged Care Improvements. The very high age profile of SMBI together with it’s low socioeconomic status and isolation from mainland care facilities make onisland aged care a major challenge for both customers and providers. We understand that aged care is primarily a Federal responsibility, but state and local government matters can either hinder or facilitate change in this sector. What is your and your Party commitment to cooperate with all levels of Government to ensure improvements within home care and provision of low care residential infrastructure? Step changes in onisland aged care are a high priority to the islands, as they will to prevent the need for older people to leave their communities until they are deemed to need mainland high care. It will also increase islandbased employment. Do you or your party have any specific policy or position in relation to the lower socioeconomic communities such as the SMBI, or SMBI specifically? 2. The stranglehold of high water transport costs. SMBI Mainland accessibility and connectivity is selfevidently a crucial component of island viability and security. Access to the islands is via either regular Barge services (vehicles) or commuter Ferry (public transport system). The cost and quality of waterborne access to/from SMBI has a major impact upon mainland employment accessibility, Island trading conditions, economic activity (especially tourism), mainland service accessibility (eg white goods repairs) and island employment. The current high barge costs directly encourage excessive car parking on islands and mainland. Vehicle/Barge Access: Across the SMBI, there is general agreement that reducing vehicle barge costs significantly is a priority – but as indicated in the SMBI Integrated Local Transport Plan (ILTP) a SMBI strategic marine transport plan is essential. Do you and your Party have a policy that looks to the objective of reducing barge or commuter costs significantly? Do you and your Party have a policy that looks to hasten the development of the SMBI Strategic Marine Transport Plan? Does it look forward with the expected population growth? Commuting: Further, the costs to commute to the mainland do prohibit lower socioeconomic households from accessing employment and services provided only on the mainland. The public transport pricing currently zones the commute one step up compared to the surrounding region, adding to the costs. Do you and your Party have a policy to review Translink zoning, and if so, does it commit to reviewing the current SMBI Translink zoning to reduce commuting costs? Does the policy look forward with the expected population growth? 3. Untapped Marine Growth Potential: The current lack of marine and foreshore infrastructure actively discourages boating and recreational access to/ from SMBI and elsewhere in the Redlands, and is seriously restricting economic growth, employment, tourism and recreation opportunities. There is currently no strategic and comprehensive foreshore usage. DOTS Spring 2020 edition page 40
Queensland State Government, has legislative authority for: (a) construction of permanent structures in the foreshore below high tide level (b) protection of marine plants (c) activities that may impact on the values of Moreton Bay Marine Park What is your and your Parties position on State investment and support to ensure adequate water access infrastructure (eg jetties, launch sites, visitors moorings etc.)? Would you enable appropriate legislation eg ‘maritime development areas’? What is your and your Parties position on adding greater emphasis to ensure SMBI water and boating infrastructure is provided within a ‘Regional Action Plan Profile’ for Redland City. 4. Dedicated Funding to Support SMBI. Redlands and the SMBI have been largely excluded from having adequate State investment for decades. The results are very apparent when viewed against the provision of infrastructure, both coastal and otherwise, in neighbouring areas North and South of Redlands. We note current regional action plan that applies to the region, and SMBI merges Brisbane with the Redlands – leading to the Redlands, and SMBI in particular being swamped by the bigger brother area, leading to infrastructure shortbfalls and undue pressure upon Redland City Council funding. We note that $25m has been focussed upon Stradbroke due to mine closures, yet the SMBI, with larger population, high unemployment and socioeconomic issues remains ignored. Previous funding to other regions has been achieved at State level via recurring items in the Qld State Budget through programs such as Works4Qld. Do you and your Party have a policy on funding specifically earmarked for the Redlands? How would this be achieved? Do you and your Party have a policy on funding specifically earmarked for the SMBI? How would this be achieved? Do you and your Party have a policy to help split the Redlands out from the bigger brother of Greater Brisbane in the Regional Action Plans? 5. Sustainability of SMBI population Growth. There is significant concern within the community that SMBI infrastructure is already lagging behind population growth. On the basis that the Southern Moreton Bay Islands have a current population of about 8,500 with a potential to build to 24,000 plus in the future, this community considers that the current development on the Islands is progressing without any regard to proper & considered “Town Planning”. Can you please explain your position on behalf of State Government in assuring maintaining funding & future planning to creating a sustainable community? Specifically, but not limited to: • Emergency services • Health care • Policing • Aged care • Community services • Transport • Environmental protection • Water supply • Education • Power supply • Hospitals

Bits and pieces of this and that from here. there and everywhere.. Facebook 25/07 Eli Strange shared a post. Russell Island Chit Chat 2.0 I have MS. One of the many tests they do is measuring the speed of the signal from the eye to the visual cortex, which is situated at the back of your head, They have you watch a screen with varying patterns (all of which measure different paths) anything from 100ms (milliseconds), which is equal to 1/10 of a second way up to 600ms. Big surprise.. in MS, the signals can be slowed, due to typical nerve damage.
Once you are stable (not relapsing) this is a standard method of measurement. I am currently not relapsing, but lack of contrast, dimness, poor colour differentiation and even crosseyed are dome symptoms. I saw a white face with dark hair.. Seems that confirms it. Much simpler than an hour of watching dot and lines appearing without moving my eyes.. I'll call PA neurology about this.. Greg HartaySzabo said Gavin the ambo officer on Macleay told me the island had 5,000 residents. 3 years ago.

HEALTH & LIFESTYLE uses no electricity, requires no regular servicing and uses no chemicals. This results in an annual savings of approximately $900 over other systems.
Since 2010 it has been a requirement that all new dwellings on the islands install an advanced secondary on-site sewerage system. WHY AES (Advanced Enviro-septic System) AES is designed primarily for use as a gravity system, as such it uses no power and no chemicals. The air ow through the system is a natural one. AES is the only system on the market which
AES can be used as a pumped system at an additional cost of approx. $800 but, even when used in this manner, it still does not require regular servicing. AES installation costs are very competitive; ie
1 bedroom house $6,500 approx. 2 bedroom house $7,500 approx. 2 bedroom house $8,500 approx.
Note: Costs will vary slightly sepending on soil permeability and tree clearing.

There has been a lot of discussion about the need for some sort of aged care facility for the elderly residents of the Bay Islands. I have to admit, I'm not getting any younger and recall how difficult it was to find a place for Mum as close as Lota. So I asked an expert... "By the way, there is a lot , and I mean a LOT of discussion about an aged care facility. The problem being cited is sewerage. Is it possible to address this issue? Wasn't there some scheme whereby the golf club got residential treated water?" To which Brian responded: Tim. yes, originally the golf course was irrigated from treated effluent from a number of properties which all had Biolytix treatment systems just across the road. Biolytix went into liquidation and i think there were some other problems too, so the whole idea was wound up. There is no reason why an aged care facility cannot have an AES system to treat the effluent. I actually did a design for an aged care mini village of about 15 units on a site on Russell a few years ago. At that time Council was the problem as they would not approve multiple dwellings on the one site. I think they might be more receptive to the idea now. Also, i think the islands are an ideal place for an education facility for an English school for Chinese/ Indian students. We have little distraction for the students their parents want them to come here to study and pay for their kids to have everything done for them laundry, cleaning, meals etc so the kids can concentrate on their studies. We have cheap accommodation, a pleasant environment for study, and the islands would benefit from the jobs created most of the parents pay up front for everything. All the existing schools are in Brisbane with the horrific accommodation costs. Because classes are only of around ten students per class you do not need a large builsing a house with a reasonable size lounge would suffice. There was an AES installed at Redland Bay for the Girl Guides camp where the system was upgraded to include Ultra Violet treatment. I will find out how that system is going and what uses can be made of the treated effluent. I should think it is close to drinking quality. Call Tim after 11am 0460 923 470 email [email protected]

HOUSE RANSACKED
We have been asked to tell our story about the major theft and damage to our home. Most of our contents, furniture, fixtures, and belongings were stolen. They gutted the building leaving us with just a shell of a house. They even stole our solid cedar front doors and black panelled fence. Most of the theft occurred from Septemberearly December 2019. These heartless thieves did this whilst we were grieving the tragic death of our teenage daughter Lilah! it is every parent's worse nightmare to lose a child. We didn't expect to come back to a ransacked gutted house. The damage bill is extensive & the builders quote is $89,000 to repair the building and $30,000 to replace the furniture! Unfortunately, we did not have full insurance & are now thousands of dollars out of pocket & forced to borrow against our mortgage and repair the damage ourselves! Please check your policies to make sure you have the right cover of insurance. The CIB is handling our case due to the amount of damage. Many witnesses have given their accounts, statements & Vehicle information to police and they have so far arrested 4 locals! The police are still arresting DOTS Spring 2020 edition page 48

The list is endless & just goes on !..so far we have recovered our stove,1/2 kitchen doors that have been painted over the stain, a vanity, some taps, 3 ceiling fans, some of our framed pictures & 2 small TVs. Police raided a property and took 4 trailers of items to be stored at the police station waiting to be claimed! The thief had installed our ceiling fans and curtains & rods and police have left them there as they need to be safely be greatly appreciated as there was over 20 of them taken! Thank you for listening and I hope you can help by encouraging people who are in possession of our belongings to either contact The paper or us to organise their return or pick up or just leave it at the house outside the front door. Our Changing Island Market By Chris McGregor
“Before influencing a market, first you need a good understanding of the state of the market”.
A “Real Estate Market” consists of may driving forces, supply, demand, government influence, banking regulations, buying and selling costs, local demographics, local infrastructure, transport, media exposure, etc.
Since February our local island real estate market has been influenced by the following: •Covid19
``Significant drop in Buyer interest in March and April ``Double our average Buyer interest in May, June and July ``Still high number of sales in August ``The second wave of Covid has reduced interstate buyer activity •Grants – ``Building grant of $25,000 + First Home Owners $15,000 ``Since the announcement of the building grant in July, land sales have skyrocketed ``First home buyers are few on the islands, but have been part of the land buying segment for a new home, as they will receive both grants. •State Election October 2020 ``Both Buyers and Sellers are always cautions prior to an election, with fewer properties coming on the market and few buyer enquiries in the months prior to an election •Stock Levels – Supply ``Historically, our islands have had about two years’ worth of stock on the market, twice the amount of property on the market which would sell in a 12month period. This has been the driving force keeping our prices low these last 12 years. ``The amount of new listings for sale on the islands is dropping, this has been a consistent trend since March •Buyer Enquiries – Demand ``Buyer demand was significantly down in February and March, increased April, then was incredible strong in May, June, and July, then still strong interest since then ``Added buyer interest in the islands due to the perceived idea that we are a safe place to be, and still close to a capital city •Infrastructure ``RCC and the State Government committing to additional funding to Green Sealing our dirt roads ``NBN – online since July, making it easier for online businesses to work from home on the islands •Media ``Adding to the buyer interest in the islands has recently received good media coverage in: ````Courier Mail ````Channel 7 News ````Channel 9 News ````ABC News DOTS Spring 2020 edition page 51

Hey, everyone, the rocky point boat ramp is open for business thanks to all the people that have given up their time while the council we pay sits on its ass for the last 4 years telling us that it was not suitable. A very special thanks to Dunc the painter for his hard work and Steve and others that made this a reality. Please remember to keep the ramp clear of vehicles after you launch your boat. In other words not leave your car or boat in the road stopping others from launching theirs.
