lmost all the political parties in Goa, state that “winnability” would be the criteria to give party tickets to aspiring candidates in the forthcoming elections in Goa. The new entrant on Goa’s political field, the Trinamool Congress (TMC) has also shown its intentions to field candidates who have the capacity to win the electoral battle. Yes, there is no doubt that the ultimate aim of a political party is to win the elections and form the government. But, at what cost? In the present political scenario, which types of candidates can win the elections? If one analyzes the results of past assembly elections, it is observed that in over 65% constituencies, the winning margins of the candidates vary between 500 and 3,000 votes, which means not more than 20 percent of the votes polled and not more than 10 percent of the total votes in that constituency. Under these circumstances, the candidate who has the power to control these 10 to 20 percent voters and secure their votes by hook or by crook is the winner. Therefore, the candidates who can bribe the voters in cash or kind, which includes helping these voters financially in their personal needs such as marriages, funerals, sicknesses, etc. can get through in the elections. The candidates with a lot of muscle power and who can intimidate the voters to cast the ballot for them with threats to their lives can also be successful in this battle. The candidates who have the capability to manipulate the electoral rolls by including fake names of non-Goans in the electoral rolls and transport them from the neighboring state to Goa on the poll day to vote for them, also can decide about his success much before the elections. What I am trying to highlight here is that a candidate who makes use of his money, often lot of ill-gotten wealth, to buy the votes can win

the elections. Hence, a poor citizen cannot dream of contributing his views in the Assembly for the development of Goa. A candidate who has a lot
of muscle power, in other words who is well versed in ‘dadagiri’ and ‘goondagiri’ can create a situation of terror among the voters, to vote in his favour. This means that a law-abiding citizen has no place in the electoral process in Goa. And lastly, those candidates who are crooks and who can manipulate the concerned government officers to increase the number of his supporters in the electoral rolls by producing fake certificates of non-existing persons, too, can be the winner in this battle. An upright citizen cannot even think of being a part of this system. These factual happenings during the elections force us to conclude that ‘winnability’ of a candidate means he must have pots of money, qualities of being an excellent ‘dada’ or ‘goonda’ and the capacity to resort to fraudulent means, like including fake voters in the electoral rolls. It appears that the values of sincerity, honesty, uprightness have no place in the present political system and in the ideology of the political parties. If this is the case, how can we expect people of good character to contest and win the elections when the political parties consider only ‘winnability’ as the criteria to give party tickets? ovid-19 pandemic, turned so tragic. Even in this, some found in their life magic. Children so tender and young, are the future of the world. But Covid have not spared even them. It has brought dark shadows as well as a bright light in the life of a child. Reading about a story of eleven year old girl, who sold one dozen mangoes for rupees 10,000 each in Jamshedpur, Jharkhand shows the positive as well as the negative side of this pandemic. Here the girl who is having financial difficulty to buy a smartphone for her online classes and also the empathetic nature of the person who, was so generous listening to her ordeal and bought one dozen mangoes for rupees one lakh twenty thousand f rom her and also gif ted her a new smartphone. This pandemic has created dilemmas regarding the physical and psychological well-being of the children, as they have faced number of issues. The news on TV and adults help passed high level of stress and anxiety through the information, warning and instructions. Closure of schools made them to break off from friends hence affecting the int erpersonal rel ationship. Lack of outdoor activities have turned them to be lethargic. Some gained weight as they kept themselves busy eating or using smartphone without any physical activity. Long duration of screen time affected their eyesight and ev en resulted in migraine. Nutritional deficiencies and less immunity rose the level of risk. The social isolation has led to aggressive behavior among children, lack of digital access inadequate learning, delay in exams frustration and suicidal tendencies have increased. Disconnection from school have diminished the competitive feeling hence there is less enthusiasm shown among students. They have been addicted to social media, v ideo games, pornography unrealizing the consequences of this in the long run. This have also led to cyber bullying, sexual exploitation etc. The risk of child exploitation that is child abuse, child labour, deprival of education is escalated during the lockdown. Many of their parents are jobless and are ideal at home, who are infuriated with their financial condition. The children have become witness to the constant 46

nagging and domestic violence which adversely affect their psychological and emotional well being. Closure of mosque, church and temples have taken the people away from spiritual life. As we are standing on one side of massive river of uncertainty and hardship of Covid-19 pandemic, we can see even the other side of the river that’s the positive side of Covid-19 pandemic. This bad phase have brought many good things too. It created awareness among children about world diseases and hygiene related to it. They became more careful about the health and protection of their family and friends. They developed courage to face challenges in life and adapt to the new situat ion f or their better f uture. There is an establishment of strong bond of love among family members, as they got quality time to spend with each other. All members sat together for prayer, joined their voices to pray to the Almighty power for their protection against the deadliest disease. Observing their compassionate parents, who were going out of the way to help the under privileged set an example for the children to instill the value of compassion in themselves and join hands with their parents in distribution of food or any other basic requirement s of poor and marginalised. During pre Covid time children knew to use smartphone, for games and to watch videos but, this scenario have made them to explore and use dif f erent applicat ions to enhance their knowledge, skills and talent. Parents took keen interest to keep them engaged, in various indoor activities to see joy in their eyes, as they are deprived of going for outings, meeting friends, attending parties etc. Definitely Covid have taught us different lessons of life. OLD GOA IS FOREVER ÓSCAR DE NORONHA
A
recent headline, ‘Construction at Old Goa heritage site raises eyebrows’ (Herald, 11.7.2021), points to unseemly changes stealthily taking place in the former world-city-turnedmuseum-city. Once upon a time a grand old lady, Old Goa is now a weak and defenceless widow. W e continually sing her praises, yet have no qualms about inflicting the most horrific sufferings upon her. It is therefore never too much to conscientise our people and never too late to unmask the culprits. The city of Goa rose and fell quite dramatically. It began as a fifteenth-century, Muslim creation. In 1510, the Portuguese conquered it at the behest of the Hindu population led by Timoja. A new city emerged and rose to great heights as the capital of the Portuguese Oriental Empire. A political power hub, commercial emporium, educational and cultural centre, religious powerhouse and ville d’élégance, Goa was widely regarded as ‘the Golden’. The golden period ended in the m idseventeenth century, with the collapse of the Portuguese pow er. Manuel Godinho in his travelogue Relação do Novo Caminho (1663) states: ‘If it has not expired altogether it is because it has not found a tomb worthy of its former greatness.’ The urban space had become so unhealthy that the population decided to relocate to the suburbs; and the misery so deep made its massive scale unsustainable. By 1843, ‘Nova Goa’ (New Goa, now Panjim), a new capital, was born; a toy-tow n built with materials from its predecessor’s ruined or demolished edifices. The metropolis of yore was a rendezvous of East and West, a hallowed place where Asian and European cultures merged, a pioneering precursor to globalisation. Quite remarkably, the demise of the city didn’t spell the demise of its spirit. The physical structures were abandoned – be it the churches, the Brahmapuri temple and the Muslim hat-khatro – but the city’s human spirit wafted across the Goan territory. In 1986, UNESCO declared Old Goa a world heritage site.

In fact, Old Goa can well be regarded as the mother of modern Goa: of Goans as a political entity and of Goanness as a way of life. Goa’s cultural uniqueness has its roots there; its
language and literature, music and architecture, clothing and cuisine, laws and her very mind-set are by-products of its institutions, such as the municipal senate (1511), university (1543), high court (1544), printing press (1556), and others. Communal peace and harmony, which resulted from that decisive charter of 1526, has since thrived under the protective umbrella of the city’s Saint-in-residence, who is revered as Goencho Saib. All of that experience is part of the Goan DNA. Old Goa is forever; she is our pride and deserves better. Meanwhile, it is distressing that the monsoons have caused ‘a massive flow from the deforested buffer zone of the heritage site and newly concretised Kadamba plateau’ (Times of India, 14.7.2021). Isn’t that yet another instance of ignorance, negligence, or malicious intent? Whatever the case may be, it doesn’t augur well for the Goan soil and soul. We rather owe it to ourselves to protect Old Goa; let’s forthwith desist from lip service and get down to saving the precious little that remains. G.R.

o, you want to be an author? Excellent. Who doesn’t? Every journalist colleague and every second non-journalist friend have confessed to me that they have a book on their mind. In most cases, it remains on their minds. Seriously, writing is serious business and most authors live turbulence-hit lives. If not assailed by doubts of their subject or plot, they are bogged down by the mundane task of keep the wolf from the door. Above all, the worry over whether their manuscript would be accepted by the almighty publishers and literary agents gnaws at their vitals? Of course, rejections are all part of the game, especially since we all know that J. K. Rowling’s 48

first manuscript was rejected by as many as 12 publishers! I have just become an indie author. (For the uninitiated, the term indie author refers to a writer who self-publishes a book without signing an exclusive contract with a trade-publisher). It has been a roller-coaster ride and a great learning exercise. As publishers live in a bubble of their own, indie authors are the last thing on their mind. Literary agents hav e their own peev es and lev els of arrogance. And then you hav e the ‘v anity publishers’, those sharks that want authors to pay

to hav e their books published. When I sent my manuscript to one of the vanity publishers, prompt came the reply that my manuscript was approved, and was followed by a rejoinder that I should pay a publishing fee that ran into four figures in US dollars! Then I discov ered self publishi ng: a world without publishers, agents, bookshops and borders. Ev erythi ng is in the author’s hands, for better or worse! You are your own boss, publisher, marketing agent, distributor and propagandist, prov ided you are ready to pick up the gauntlet and a few tricks along the way, with the help of Amazon and Kindle Direct Publishing. It can get frustrating and technologically intimidating, but when you have gone this far to complete your ‘magnum opus’ you might as well accept the lastmile torture! So, I embarked on a new journey to self publishing, and along the way learned about margins, bleed and spine. I had to get to grips with things like creating a Table of Contents and drop letters. I explored the world of book covers, formatting and designing, pricing, printing costs, royalties, preview tools and how to upload the ebook and the paperback manuscripts. The only thing they didn’t teach me was how to make your friends and foes buy your book! But that’s fine, because the joy of having your book on Amazon store far outweighs the lack of sales. That expectant period between setting up your account and uploading your manuscript can be exasperating. If you don’t get it right, try again. Revise the bleed and margin sizes to make sure they don’t overlap the page size. Make an extra effort to master tools to enhance the visual appeal of the page. Outsource some stuff like cov er design and proof-reading, and handle a dozen other things that are usually done by sub-editors and designers. Yea, you have to sweat the small stuff if you want to self-publish. But the relief that follows after you have gone through the obstacles and challenges is immense. The doubts and worries are behind you. Mission accomplished. You are waiting for the take-off. The Eureka moment comes all of a sudden. An email from Amazon says: ‘Congratulations, your book There Goes My Million: A Dubai Diary is now

live and available for purchase in the Kindle St ore.’ And the paperback could be ordered by mail, thanks to Amazon’s Print on Demand innovation. It’s the kind of moment that calls for running out of the bathtub with nothing on. The entire world can now access your book. The days that followed were f il led with congratulat ory messages from friends and social media contacts. The difficult part lay ahead. Self-publishing a book is a self-fulfilling job but the onus of promoting it and generating sales falls on the author, one of the downsides. T he ot her big downside came when I discovered after publication that Amazon is not permitted to sell books in some countries. All in all, it was a watershed moment, one that I will savour for the rest of my life. Not quite sure if the book will make money, but right now I feel richer than the Sultan of Brunei. Democracy will prosper only when persons of good character occupy key positions in the political system. Persons of good character will not be a part of this system if the political parties do not encourage them to fight the elections. In the recent tim es, m ore and more persons of doubt f ul character not only enter the fray but also easily win the elections and play signif icant roles in amassing wealth at the cost of the citizens. This is a big setback to the very functioning of democracy. Unfortunately, the political parties, who swear by dem ocracy, are responsible f or perpetuating these anti-democratic acts. It is high time that the political parties abandon the criteria of ‘winnability’, and encourage persons of integrity, good character and those who believe in morality in public life. Only such bold action by pol itical parties can sav e the i nstit ution of democracy in Goa in particular and in the country in general. The Fast Vanishing Goan ‘Kudds’ of Mumbai FAUSTO V. DA COSTA
T
he word kudd, also spelt ‘coor’ or ‘cudd’, literally means ‘room’ in Konkani. Kudds are also referred to as clubs. A kudd is a rental room or a set of rooms every Goan village reserved for its residents in Mumbai since the 1830s. This unique social arrangement stemmed from the need for migrants to have a home away from home on first docking in this City of Gold. If educated Goans became clerks and scriveners, drawn to kudd before boarding their boat were sailors working with shipping companies,
butlers of British military officers, cooks in Parsi households and others in search of employment. “No one person can be credited with the setting up of kudds. If anything, kudds emerged and evolved as a necessity, a system and a way of life at a time when landlords would just put up ‘To let’ signs and wait for tenants to show up,” says Henry Fernandes, 72, an active member of Durga Club and treasurer the Federation of Goan Club (Kudd), a five-year-old association that is attempting to unite and preserve kudds. “Now when real estate values have shot up, people are eyeing kudds for profits. W hile some members are active and interested in keeping them up and running, others are indifferent. But we will continue the fight.” Unable to afford independent quarters, men on meagre salaries relied on their clubs. Besides Dhobi Talao, kudds sprang up at Dockyard Road, Mazagaon, Byculla, Lohar Chawl, Fort, Dadar, Bandra and Mahim. They charged their members two to four rupees monthly plus a rupee towards 50

death benefit fund; the amount even later seldom exceeded one hundred rupees. Seamen to tailors to chefs blessed visionary ancestors founding the kudd system for reasons which went beyond economics. Mumbai bewildered them. So the kudd’s formally declared aims included “to be together as brothers in a foreign land” and “to help each other in sickness and emergencies”. In their heyday, kudds were so crowded that members jostled for place to spread their mats out and sleep. Today, there are hardly any members in clubs. “Kudds have offered a landing to many Goans in an expensive city like Mumbai. Staying in clubs, people have made their careers, and they should remember that,” says Francis Rebelo, 48, a thirdgeneration member of St Anthony’s Club at Dockyard Road. Coming from Denmark, he’s packing up after a week-long stay at the club, and is now en route Goa. Goa is divided into villages; each village had its own club and these clubs were named after Goan villages and their patron saints. Anyone who wanted to become a member of this had to be a Goan. They could come here and stay for as long as they wanted. The rent ranged from Rs. 2 to Rs. 50 for a month. It covered only the bare essentials and did not include expensive lounges, drinks or gymnasia. Kudd members would return from work in the evenings and go for walks, and wait in queues to play carrom or the noisy traditional Goan game tabblam, where you flip sticks in the air or sit around ‘smoking, chatting with fellow-members, till it was time for Rosary and bed’. In fact, at first glance one might dismiss Jer Mahal as any other ordinary chawl. The clubs all have similar interiors: wooden or steel boxes called petto that line the walls, shoe stands, huge trunks and TV sets. It has four to five rooms besides a big kitchen, where the residents can cook their own food and a block of bathrooms as well as toilets that may or may not be attached. Another interesting feature of the club is that each club will have a special altar, housing the patron saint of

that area or village of Goa. Members nurtured the city’s Konkani ‘Tiatr’ or theatre and many of the clubs were venues for dramas and musical events. Members would stack the wooden boxes (petto) used by them to store their clothes and other possessions to create impromptu stages. Some of the major clubs now have just two or three people staying there. Average occupancy at the Club de Nossa Senhora de Carmo de Telaulim has dropped from 25 to less than 10 in the last twenty-five years. The Club of Majorda which was founded in 1914 has over 700 members on its rolls but barely four of them are active in its day-to-day functioning. Gilbert Pinto from the Bastora Club laments that even ten years ago his club had 25 full-time members, while today there are only three guest members. Jobs abroad and on the ship pay so much more, he says, that people prefer those to a life in Mumbai. Incredibly, these century-old spaces are still in use, with rules that include compulsory rosary at 8.00 p.m. and lights being put out at 10 p.m. And every year sees a feast celebrating the patron saint of the village. Skipping the rosary would invite punishments like cleaning the toilet and watering the huge flower pots in the porch. Even though they have declined in numbers, the surviving clubs retain features like elaborately decorated altar rooms and period furniture. “It is representative of a way of life that is slowly vanishing. The clubs are part of the heritage of Mum bai’s Goan community and must be preserved. With dwindling numbers, old customs like the evening rosary are dying. However the clubs are still a great place to catch up on the gossip over an evening drink. Even though these residents have lived in Mumbai for decades their culture, speech and mannerisms have not changed. “You can take a Goan out of Goa but you can’t take Goa out of a Goan,” says Bruce Fernandes, the President of Our Lady of Boa Morte Club of Majorda situated at Jer Mahal building, Mumbai. Even if you assume that today they pay a few hundred rupees a month, it will be difficult to pay even the sweeper with the money collected, forget about paying the rent. To survive, many clubs like Club of Majorda allowed people from other villages in Goa to stay with them. But in this process, many clubs were taken over by people who were not from the club’s village. In many instances, they

got together to sell off the clubs. Most of the clubs that were closed were sold off in the last 18 years. Some Goans have now set up an association called Federation of Goan Clubs (Kudd), to save these clubs. Only 150 clubs survive, according to the Federation of Goan Clubs and most of them are in embattled buildings torn between the demands of what is now prime real estate, and the stubbornness of old tenants from the pagdi system. Jer Mahal, which initially housed 30 plus kudds today houses only 15 kudds. Nevertheless, members who were residents are trying to preserve these communes. When the tenants were under threat of being evacuated from the rooms with the rise in Bombay’s real estate value in the 1980s, these members successfully got the kudds registered with the Charities Com mission which immunised them f rom evacuation. Currently, 90 kudds are registered as such. The efforts to preserve these clubs seem to stem largely from an impulse to perpetuate happily remembered traditions during a time when the pulls of contem porary urban life in Mumbai are rendering these village-based community living quarters increasingly difficult to maintain and diminished in functionality. “The kudds played a great role at a certain time, so the older members are obviously nostalgic about them,” says renowned Goan author Jerry Pinto, who makes a brief mention of kudds in his book ‘Em and the Big Hoom’. “But for the later generations of educated Goans coming to Mumbai, living in a dormitory came to be seen as a sign of failure, especially when they could afford better and when they saw little dignity in living out of a suitcase or a trunk, in a place which didn’t traditionally allow them to build a social network outside the kudd.” G.R.

Locating Identity Between Home and Diaspora

T
he debate over Goan identity, both in cyberspace and in the Goan media is the direct result of the surge of migrants from not only outside Goa but also from foreign countries. Goan demographics have changed since the Liberation of the colony from the Portuguese rule in 1961. It was a much-envied place by Indians outside Goa before the Liberation and it is a much-sought after place today by the same group. In the past few decades, Goa has become a magnet for Indians because of the image created by the Tourism Department and enhanced by the media as the best state to live in. Goa’s natural beauty notwithstanding, the land was considered hospitable to outsiders who wanted to make it their home. There was also the prospect of new jobs in a less cong ested, healthy environment. There was a rush to cash in on Goa’s landscape — the sun, cultural ethos and uninhibited living. The hippie invasion of the 1960s put Goa firmly on the world’s tourist map. The stereotyping of Goans as laid-back and full of fun took root and Goans are unable to shake it off till today. As tourists started coming in large numbers, dollars and pounds along with Indian rupees, started filling up government coffers and tourism became a big business. As the tourist trade grew, it also led to ill-effects that have marked major tourist hotspots in the world. A lax adherence to law and rampant corruption brought into play by the political class further eased the path of migrant labour, the nouveau riche, the foreign sun-seekers and the criminally-bent exploiters. Today, Goa presents a different image from what one saw just after the Liberation. The presence of “visible minorities” (to borrow a Canadian term), not only in cities and villages but in the corridors of power, has suddenly woken up the ‘susegado’ Goan to the harsh reality of the present time. Contact with people from other states, with the forces of tourism and the steady pace of industrialization, has contributed to Goa’s changed image. The building of the Konkan Railway drove 52

straight into Goa’s socio-cultural heart with the culture of the rest of India riding daily into Goa. According to the Goa Hit Rakhan Manch (Protect Goan Interest Forum), formed in 1999, “Nothing much has changed since Goa was granted statehood, except that our economic, political, social and cultural environment has been ruined. On the political front, we find nepotism and selfish politics. Economic development has failed to improve the quality of life of the local population, which is evident from the growing unemployment and unhealthy pressure on scarce and limited land resources. On the cultural side, we face invasion of our identity and, on the social front, we experience divisive tendencies.” This was a movement to protect the “sons-ofthe-soil”, as what is commonly known as “Niz Goenkars”. The Manch has probably marched into oblivion, and its place seemingly taken over by a new group calling itslef Revolutionary Goans. On the other hand, the government has kept in abeyance its Bhumiputra Adhikarani Bill following a pushback from many Goan activist groups and Opposition leaders. For all practical purposes, the Bill looked like a vote-catching attempt of the “outsiders”, most of them living in the slums. These slums have sprouted on the outskirts of towns, plateaus and small hills. The once renowned beauty has been smeared by these dwellings, definitely eyesores. Non-Governmental Organizations (NGOs), formed to safeguard the land and culture, work as bulwark against what they feel are the forces of evil. They are making progress but facing an uphill task to prevent the on-coming tide after tide of new migrant labour to the shores of Goa. One must admire their work, however, either as a combined unit or independently of one another, in their efforts to fortify Goan resilience to outside influences and, at the same time, to rejuvenate the sagging spirit of what can be termed as “Goanness,” or the m uch-trumpeted word, Goenkarponn. However, with Goan politicians forming “vote-banks” of migrant labour, how the

NGOs will manage to achieve their goals is not clear. Although there is legitimate fear of Goa being swamped by hordes of migrants called bhaille (outsiders) or derogatorily termed binkttam (peanuts) in Konkani, there seems no justification for crying hoarse that Goan identity will be eroded as a result. There are mixed communities in many states of India, yet the local socio-culture remains predominantly steady and firm. In Goa and elsewhere in India, political parties eng age in “identity p olitics” or “regional nationalism” to garner voter support. Goa can be prevented from falling into such a trap if the Goans are vigilant enough to disregard political parties or “issue-based” groups that incite hatred against outsiders. There were suggestions that Goa be conferred a “special status”, like Kashmir was before Article 370 of the Constitution was abrogated. Unduly perhaps, it does smack of the BJP’s appeasement of the Hindus. The goal of “Special Status” is now just a by-word, and asking for it in these tense times is like asking for the moon. Just as “Marathi Manus” is a bugle call in Maharashtra, particularly in cosmopolitan Mumbai, “Niz Goenkar” is a battlecry in Goa. To ensure that Goan culture remains healthy, Goans will have to rise above petty politics without resorting to methods that could foster ill-will against outsiders. In all this, Goans must take into account that the march of modernity cannot be halted unless their society is cocooned from influences of the outside world. It is a tall order and, presumably, unpractical. It may be recalled that Mahatma Gandhi said words to the effect that he would let his windows be open for cultural winds from everywhere, but he would hold firmly to his own culture. Passionate pleas come from Goans in Goa and elsewhere to save Goa from migrant labour. If the migrant labour is cut off, who will work in the docks and do our menial work? True, the migrant labourers have created slums and made Goa ugly. Still, migrant labour and the poorest of the society must be accommodated in housing projects that could be models for other states to follow. Putting a cap on the inflow of migrants, issuing of identity cards to legitimate Goans, and providing residency permits to those found suitable to work in the state are some suggestions. souvenir of the Toronto Goan Convention, held July 3-5, 2004, it has been revised and re-edited to mirror new developments in Goa. The Convention was themed on Goan Identity and Networking Today (it sounds nice as an acronym, GIANT), the need of the hour is to network among different communities and groups to foster unity and solidarity, to preserve, sustain and promote Goan identity. Goans must be aware that most social issues in India are won through public agitation and violence. The public movement for the official recognition of Konkani is one such example; the fight for Konkani in the Roman script, which was started many years ago, mostly by Christian Goans, is still on the anvil. On the real estate front, Goa has been ripe for the picking, and developers are busy buying land to reap a rich harvest. In this context, the political players need to keep a tab on what is happening. The ground reality is that the political furrows created by both local and national parties, the politician-criminal nexus and the politician-real estate builder nexus, have wounded Goa more than the presence of outsiders. The way forward is to take calculated measures w ithin the constitutional authority and the rule of law. In the past, Catholic, Hindu and Muslim cultures worked harmoniously in Goa but today the collective identity of Goans seems to have been weighed down with religious overtones. Some of the communal clashes in the past, though the politicians assured that the clashes w ere “incidental”, are danger signs. Besides the dividing lines of religion, one cannot ignore that caste also forms the thickest of layers in Goa’s socio-cultural makeup. As for the diaspora Goans, the older generation of Goans, who migrated directly from

India and Goa to foreign countries, will remain tied to the motherland in some way. No matter which places these Goans call home or call the current host country their adopted home, Goa will be part of their consciousness. Many retired Goans in foreign lands return to Goa to spend the rest of their lives and some straddle both worlds — the host country and their homeland. The worry, however, is of the second - and third - generations who coul d consider Goa as an “i maginary homeland”, a term used by the noted Indian writer, Salman Rushdie. We have often heard the term “Goan values” as a supplementary part to the Goan identity question. What does identity mean, in a community that is dispersed in space but still has a memory of its ancestry? In a globalized world, it is hard to rely on one single identity. Often a person’s affiliations to his ancestry change with time and territory. In his book, Identity and Violence - The Illusion of Destiny, Amartya Sen, the Indian Nobel Laureate, says that “history and background are not the only way of seeing ourselves and the groups to which we simultaneously belong. Identifying with others in various different ways can be extremely important for living in a society. It has not, however, always been easy to persuade social analysts to accommodate identity in a satisfactory way.” Considering that some people gathered in Canada to talk and discuss plans for celebrating Goan identity, it would appear ironic to some Goabased Goans who have derided diasporic Goans for trying to tell them how and what to do to improve Goa. But distance should be no barrier to discuss any issue. The identity of Goans is not bound by boundaries. The crux of the problem is how to redefine it and salvage it for future generations. Canadian Goans, especially t he f i rst generation, have done well in keeping their culture alive through festivals and cultural events. Their children have successfully assimilated into the mainstream society. For them, doing the folk dances at events such as Viva Goa seems more than enough. In the 1970s, the Goan community in Toronto wasn’t spared the spectre of “identity politics.” The influx of East African Goans, following the Asian expulsion in Uganda by Idi Amin, resulted in the founding of GOA (Goan Overseas Association). The non-African Goan members, many of them from India and Pakistan, felt they were treated like “second-class” members by the dominant African Goan group. As a direct immigrant from India, I 54

too have borne the brunt of African Goans, even having contributed immensely as a member of the GOA executiv e com mittee more than once, especial ly so af ter contributing much to the success of t he Fi rst G oan I nternational Convention, hosted by GOA in 1988. The big divide in the Goan community drove the disgruntled group to join the Can-Orient Association, whose seed was sown in Montreal with the f ormation of the Indo-Pakistan Christian Association in October 1965. Later efforts to bring the Can-Orient Association into the GOA f old proved futile, the key reason being that non-Goan members of the Can-Orient Association would be given “associate member” status, with no voting rights. In recent years, the huge number of immigrant Goans from the Middle East has created another invisible faction in the Toronto community. Knowingly or unknowingly, they carry the tag of Gulf Goans. In reality, many sub-identities are flourishing in the Toronto community. Many youngsters at the Viva Goa festival in Toronto are there because they accompany their parents; some are participants while others come to cheer their f riends, cousins or siblings. Salivating at the smell of sorpotel, and buying pickles and sausages, besides meeting friends, they have made Viva Goa a success over the years. This annual event has kept the flame of Goan culture burning, however dimly. Let me contrast this with what I have seen in Dubai, where I went for couple of years from Canada for contract work in the publishing field. This place has one of the big pockets of Goans in the Middle East. There have been a couple Goan cultural events, besides the usual stuff such as tiatrs and soccer tournaments. There have been “rain dances” to celebrate the famous Feast of São João. The main church, St. Mary’s, is one venue serving as a meeting point for Goans during events such as Family Day organized by the church groups. One reason for the lack of Goan events is that the Goan association, which organized many events in the past, was not functioning for many years. So, the Gulf-born youngsters were not exposed to Goan customs and traditions in a way one wished they were. However, since many of these youngsters go on annual or bi-annual trips to Goa, they do not remain totally untouched by Goan culture. The issue of Goan identity will remain syncretic, pluralistic and particularistic. By particularistic, I (Contd. on page 58)

The pathetic state of Goa today SUDEEP DALVI

ue to an imposed and overnight liberation from an European colony resulting in an Indian annexation where Goans were not made a party in determination of their future, the Goan society couldn’t adjust itself to a sudden shock therapy, resulting in uneducated, inexperienced and malafide individuals making up an overnight woven rag tag political class, corrupt to the core from ward and panchayat to Parliament and everything in between. Those who have had strangulated the natural resources since colonial times are today’s Goan industrialists, mine owners and entrepreneurs, provided they haven’t migrated to Europe, and these rogues have joined hands with the political class in robbing the state. Most of the upper middle class population who had talent, skills or intelligence in form of education have already migrated to Europe, America or Gulf, causing an unsustainable brain drain. Their ancestral villas are taken over by Punjabis and Sindhis as “Portuguese Houses”. With no lower middle class mundkars available to plough the fields after their gaining literacy and a passport, the Bhattkar landlords are selling ancestral lands to builders from Delhi, where mega projects are coming up to make space for the Indians from all over for their second homes away from home, with active and blind government support in form of PDA. Agriculture is non existent since a literate person is unfit to work in fields. Hence from vegetables and meat to staple grains, Goa is dependent upon larger India resulting in zero local food security. The Goan working class after gaining literacy is no more working for Goa, but for UK living in Swindon and W imbley or for Sheikhs in the Persian Gulf following 40 years of rapid migration, resulting in labour crunch. In their absence, the labour sector has been occupied by Indian migrant workers whom Goans call ghantties, looking down upon them die to their ungentlemanly manners and antics.

For having a roof over their heads, these migrants have taken refuge in mushrooming slums like Indira Nagar, Taleigao, Kargil Nagar, Moti
Dongar, Fukat Nagari, Karaswada, Lala ki Basti, Mongor Hill, Camara Bhat, Corlim and Zuari Nagar. Heavy and low quality tourist influx has led to vice tourism dependent upon narcotics, gambling and sex, with temporary brothels spawning the beach belts, chasing away the traditional European tourist who come here in search of peace. Both slum mushrooming as well as vice tourism have resulted in an abnormally high rate of petty crimes that state is unable as well as unwilling to check due to a black economy involving politicians, government officers and criminals. With increased import of coal and reserved births for Indian crony capitalists, dust pollution is choking up cities like Vasco and Mormugao. And to p rovide infrastructure to crony capitalism, railway double tracking, road widening and concretization on a massive scale is leading to the death of ecology of land and waterways, robbing the natural beauty of Konkan strip. Mega projects like Mopa, Special Economic Zones, Industrial Estates over every plateau has led to large scale human displacement, drop in groundwater level, and destruction of green cover. Totally disproportional immigration as compared to migration has led to a severe resource crunch as well as infrastructure collapse, an uncontrolled population boom and a steep increase in crime. Media in Goa, is worse than a prostitute. Same with “Social Activists”. Government officers are (Contd. on page 58)

Book of Konkani short stories, ‘Xirputtam’ released RANEYIA CARDOSO

he release function of the book Xirputtam, a collection of short stories authored by Late Bailon Neville Mascarenhas was held on Oct 17, 2021 at MDC Hall, Quepem. Hon’ble Dy. CM, Chandrakant (Babu) Kavlekar was the Chief Guest and the Guest of Honour was Tomazinho Cardozo, former Speaker of the Goa Assembly. Prem anand A. Lotlikar, expresident of Dalg ado Konknni Akademi and a renowned tiatrist also graced the august gathering along with Irene Cardozo, exheadmistress, translator and writer and Jakina Dias, councillor, Quep em Municipal Council. Francisca Gladys Mascarenhas, the wife of Late Bailon Neville Mascarenhas was also present on the dais. Late Bailon Neville Mascarenhas was not only a seafarer but also a writer, publisher, a freelance journalist and a tiatrist. He was born on May 17, 1961. Whenever he came back from the ship, he used to devote his time for writing. He passed away on October 18, 2020 following a brief illness. Premanand A. Lotlikar in his welcome address spoke about the time when the late writer contacted him a few days before his death and asked if he would assist him to publish his collection of short stories. After Late Bailon Neville Mascarenhas’s untimely demise, his brother Sebastião Marsal Mascarenhas along with Neville’s family took the
initiative to get his work published. Tomazinho Cardozo and Irene Cardozo rendered editorial assistance and helped the family to publish the collection, Lotlikar informed. Premanand A. Lotlikar also req uested the Dy. CM, Chandrakant (Babu) Kavlekar to initiative steps to overcome the injustice done to Romi Konkani when the Official Language Act was passed. He stated that inspite of its rich history Romi Konkani was not getting enough support and recog nition from the government. Irene Cardozo reviewed the writer’s work. She commented on how this book can become a new ray of hope for Romi Konkani to flourish. She further added that the stories focus on the dayto-day struggles of the people and singled out the writer for his keen observation and attention to detail. Different themes are mirrored in these stories, with some reminding us of our childhood. They are tempered with the flavour of Goanness, she added. Tomazinho Cardozo said that Initially the book had 19 short stories but only 6 were curated and published in this book. She also informed that the remaining short stories will be published separately in another edition. The stories were of a high standard and the same should not only be transliterated in Nagari Konkani but also translated into English so that these stories reach a larger audience. Dy. CM, Chandrakant (Babu) Kavlekar in his address recalled his encounters with the writer. He acknowledged the straightforwardness in Late Bailon Neville Mascarenhas’s writings as a journalist and further added that just like Neville Mascarenhas all of us should strive hard to hone (Contd. on page 58)

‘Cecil B. De Miles’ of the Tiatr Stage
J. P. SOUZALIN 22. 03. 1904 - 18. 07. 1976 FAUSTO V. DA COSTA
J
. P. SOUZALIN, whose real name was Jose Pascoal Fernandes, was born on March 22, 1904 at Calvim, Aldona, Bardez, Goa. He did his primary schooling in Portuguese in his village. His father passed away when he was quite young and his mother brought him up facing a lot of hardships. He went to Karachi for further studies and returned to Bombay after a few years. As a young lad, he put up plays on a stage made of wooden benches and used bed sheets as curtains. Once in Bombay he got an opportunity to exhibit his art as a tiatrist. He was a member of Saib Rocha’s troupe, ‘The Union Jack Dramatic Company’. In his first performance in Saib Rocha’s tiatr Romeo And Juliet he enacted the role of Romeo, which was much appreciated. This was followed by another tiatr in which he did the role of a character named Souzalin. He played this role to such perfection that people began calling him by that name and henceforth he became J. P. Souzalin. Souzalin sang female parts in songs. While singing duets he would mimic a female’s voice perfectly. Many of his songs are recorded on HMV records. “Goeant Kitem Xizta, Tem Mapxeam, Ponnje Ravon Dista” was one of his hit songs on All India Radio. While in the troupe of Saib Rocha, Souzalin wrote his own tiatrs and also translated and adapted English plays to Konkani. When the right opportunity came along, Souzalin became a writer, producer and director. In all J. P. Souzalin wrote 40 tiatrs and these include: Dream of Lisbon, Dadlo Vhodd Vo Ostori? Assnoracho Kistulo?, Sezarni Ho Ge Dodlacho?, Sant Anton, Hem Asa Tem, Bhag. Juzechi Khorvont, Jesus Ani Judas, Tiklem Cheddum, etc. Souzalin mostly wrote tiatrs based on religious themes. These were well appreciated by the audience. His performers were usually the most popular ones on the tiatr stage, and he saw to it that the tiatrs were well rehearsed and well

directed. Initially Souzalin used to stage his tiatrs only in Bombay. In the year 1965 in January, he staged his tiatr Saibinnicheo Sat Dukhi for the first time in Goa. Subsequently in the same year, he staged Hem Asa Tem in Goa which made him a very much sought after director in Goa. Later he visited Goa with his tiatrs several times. He got the same support from the people in Goa too. It was house full wherever he went. In order that every tiatr lover could afford to watch his tiatr he would decrease the rate of the tickets after every successiv e performance. Souzalin introduced many new talents to the tiatr stage. One such singeractor and director he gave to the tiatr world was Alfred Rose. One of his hit tiatrs Saibinnicheo Sat Dukhi is published by the Goa Konkani Akademi in the book ‘Tiatrancho Jhelo Vol. 2’. Because of his immense enthusiasm and perfection in whatever he did, Souzalin rose to become a director of fame. In every tiatr Souzalin always had something new to offer to the audience. His direction and ‘trick-scenes’ would attract people

to the halls. It was because of this, that some referred to him as ‘Cecil B. De Miles’ of the tiatr stage. Souzalin had many firsts to his credit. He was the first producer-director to stage three

performances (morning, noon and night) of the same tiatr Sam Francis Xavier on the same day (although a week day) in the same hall P. T. Bhangwadi and got house full sales for all the three shows. It was a record then, not only among Konkani tiatrs, but among all stage plays taking place then, in and around Bombay. He is the only director who has the distinction of performing one of his tiatrs Hem Asa Tem twenty-seven times at P. T. Bhangwadi, Bombay. J. P. Souzalin passed away in Bombay on July 18, 1976. At the time of his death he was half-way through his new script Misachi Bhett. The Municipality of Greater Mumbai named after him a lane in the third street of Marine Lines in Mumbai as ‘J P Souzalin Marg’. Simi lar recognition was given to him in Goa by naming after him a road leading to his village, Calvim, in Aldona. G.R. (Contd. from page 54)
mean it will retain the characteristics of culture, language and ethnic traits. Historian Fatima da Silva Gracias has an essay, The Impact of Portuguese Cult on Goa - A Myth or Reality, in the book Goa and Portugal: Their Cultural Links. “The unique Goan identity has been in focus in recent years and has been subject of much discussion. The opinions or views have differed regarding the impact of the Portuguese rule on Goa. These views could be divided in three categories: one which believes that the Portuguese rule left no impact or rather a superficial impact; second v iew i s of those who f eel that the Portuguese culture left a powerful impress on Goa; and yet a third view points out that the Portuguese culture only touched a particular community and that too only people of higher social status and not the majority of Goans.” Foreign-born Goans, particularly in the North American, Australian and European countries, may relate in abstract to the land of their forefathers. Their self -identity is f ormed in v arious ways. Lessons in cultural pride can be dished out to them in small proportions and at selected times. Having a good discourse and getting them to read a bit of Goan history could awaken the hidden passions in them. Konkani music may not rock them, fed as they are on western musical trends. PM Modi Meets Pope At Vatican

ndia’s Prime Minister Narendra Modi has invited Pope Francis to visit his country - a significant turnaround af ter negotiations f or a papal visit to India collapsed in 2017. The inv itat ion came after Mr Modi shared images of his f irst priv ate meeting with the Pope at the Vatican. The last pope to visit India was John Paul II in 1999. Analysts suggest Mr Modi’s inv it ation is significant because of concerns about an increase in discrimination and violence against religious minorities in India, including Christians.
