From The President's Desk As we enter into a New Year, the continuing theme of change is seen throughout our everyday lives. At the end of last November, our firm experienced a drastic change with the sale of our engineering design practice in the Oakland office. That is not to say that our presence in the Bay Area is diminished, but rather, our focus has changed in a positive way. In fact, one of our top priorities for 2019 is to grow the practice by maximizing business development efforts to expand our program management, project management, construction management, and project controls services, especially in the Bay Area. In order for a healthy, growing company like KKCS to excel, we must look into the future as well as remember our humble beginnings. We should not expect success in the future unless we learn from the achievements of the past. Over the past three decades, the following reoccurring themes have been key to our company’s success: We set ourselves apart from our competitors by truly listening to our clients and understanding what they want and need. LA Metro Division 20 Project Update This $500 million project aims to accommodate increased service levels on the Metro Red and Purple lines. To achieve this, Metro is planning facility improvements to the Division 20 Rail Yard, located in the Arts District of Downtown Los Angeles. Improvements include widening the heavy rail tunnel portal south of the US-101 freeway, constructing a new turnback facility, and expanding and reconfiguring the rail storage tracks. With these improvements, the new tracks and switches will allow for faster service times at Union Station and throughout Metro’s Red/Purple Line system. Many Red/Purple Line trains switch tracks before entering Union Station, which is the reason that some trains operate more slowly coming in and out of the station. This project will allow switching to take place after riders get on or off trains, allowing for faster service times. It will also help to ensure safety and reliability on the system, a sufficient capacity to serve future passengers, and a more effective operation of Metro's expanding subway network. KKCS is responsible for preparing the construction staging schedule and cost estimates for the project. The 30% design estimate was completed in November 2017, the 60% design estimate was completed in March 2018, the 90% design estimate was completed in September 2018, and the 100% design estimate was submitted in January 2019.

SolTrans & SMART Project Updates SolTrans is the combined transit operator for Western Solano County, incorporating the former operations of the cities of Benicia and Vallejo. After eight years operating as a Joint Powers Authority (JPA) of both cities and the County, the transit agency intends to graduate to a fully-fledged transit district with additional powers to obtain funding and deliver improvements to the transit system. SolTrans, together with Solano Transportation Authority, hired KKCS to review the proposed model of governance for the transit district and receptivity of elected officials and staff of partner agencies for a future transportation sales tax measure. David McCrossan, Project Manager for KKCS, led the review of the proposed governance model and receptivity for a future sales tax measure. He facilitated a discussion with key stakeholders, elected officials, and partner agency staff regarding the feasibility of transitioning current operations from a JPA to a full transit district with the ability to obtain funding through a transit sales tax measure. At his former employer, David led the previous feasibility study that established the JPA.

In preparation for the establishment of passenger rail service on a 70-mile corridor serving Marin and Sonoma counties, several communities intended to establish “quiet zones”, which are stretches of the route where safety improvements should be constructed to meet federal and California regulatory standards. KKCS, supported by HDR, undertook reviews of proposed grade crossing safety improvements, attended and presented improvement concepts at public meetings and to local jurisdictions, and completed the risk analysis and required federal and state submittals on behalf of the cities of Novato and San Rafael, and the County of Marin. KKCS is currently supporting the City of San Rafael in a second phase extension of the quiet zone to the final southern terminus of the SMART rail corridor at Larkspur, which is scheduled for completion in 2019.

KKCS’ scope includes crossing improvement reviews, risk analysis, federal and state submittals, and coordination on several reconfigured streets and crossings that are part of Phase II. The risk index analysis is required by FRA and CUCP to approve the zone.

The best practices seminar gave insight into the pursuit process and how to effectively position your firm, calculate the cost of a pursuit, and identify the best teaming structure for an opportunity.
The Pacific Regional Conference is an annual event hosted by 10 SMPS chapters in the Pacific Region. Held this year in Honolulu, Hawaii, the conference assembles more than a dozen national presenters and keynote speakers, providing attendees opportunities to learn best practices in A/E/C marketing and business development. Dev Krishnan, along with good friend and teaming partner Judy Johnson of Jacobs, presented “Being the Big Kahuna: Your Guide to Priming Mega Projects”, a session on best practices for priming and teaming. They had a great time speaking and Dev says, "Special thanks goes out to Rayna and Lynna for preparing the presentation slides and making us look good." Rayna Feliciano, previous board member and president of SMPS/LA, was the chapter’s conference liaison and participated on the PRC Programs Committee. She’s grateful for the learning experience, networking opportunities, and opportunity to help plan such an important Society event.

Community CMAA National Conference Edgar Zelaya, Ron Anderson, and Rayna Feliciano attended the CMAA National Conference this past October in Las Vegas, Nevada. The conference hosted more than 1,300 owners, construction managers, and other industry professionals and focused on educational opportunities to improve project delivery, program/project management, resiliency, technology, diversity and inclusion, collaborative delivery methods, and project controls. KKCS hosted a dinner with industry friends and teaming partners from JGM, AECOM, Jacobs, and LENAX Construction Services.

In November, Dev Krishnan and David McCrossan spoke to graduate students at a seminar for the Civil and Environmental Engineering Department at Stanford University. KKCS in the Focus on the Future KKCS attended the 29th Annual Focus on the Future Conference held this past October in Indian Wells, California, where Brian Boudreau of LA Metro gave a presentation on Engaging Small Business. The recent Program Management Support Services contract awarded to KTJV (KKCS/ Triunity JV) was the largest contract that Metro has ever awarded to a small business. Focus on the Future is an annual conference hosted by the Self-Help Counties Coalition, which is made up of 24 California county transportation agencies which deliver voterapproved transportation tax and/or bond measures that fund transit, highway, freight, bicycle, and other transportation programs. Cenie Walker previously worked for KKCS from 2013 through 2014 at the Hollywood Burbank Airport (formerly Bob Hope Airport) where she served as the Owner’s Safety Manager Representative for the Regional Intermodal Transportation Center (RITC). The project was completed without any loss-time injuries and the Airport received a significant refund from their insurance carrier because of the excellence in safe working conditions.

Matt Twomey started his third stint with KKCS in January 2018 and we are happy, as well as very lucky to have him rejoin the family.
When Matt first joined KKCS in 2008, he served as an IBEW Local Union 11 electrical inspector assigned to LAUSD’s New Construction Program. Please join us in welcoming back Terry Marcellus, JD, as Senior Program Director based out of Sacramento. Terry is a licensed attorney in California and is an expert in alternate delivery of public works projects. His experience includes program/project management, developing procurement strategies, workforce and contractor outreach, and overseeing regulatory and contract compliance. Prior to rejoining KKCS, Terry led the alternate delivery consulting practice for one of the nation’s largest engineering firms. Terry is a Phi Beta Kappa graduate of UCLA in Political Science and holds the degree of Juris Doctor from its law school. Welcome back Terry!
KKCS is excited to introduce Alison Williams as Cost/ Schedule Analyst based in Los Angeles. Before joining KKCS, she served as Project Schedule Analyst at NASA's Jet Propulsion Laboratory providing scheduling services for federal government projects valued up to $1.8 billion, including NASA’s long-term effort to explore the planet Mars. Alison graduated with a BS in Business Finance from Colorado State University and looks forward to applying her cost analysis and scheduling skills to innovative projects in the transportation industry. She is currently working on LA Metro's Regional Connector.
A warm welcome to Kevin Fish as Project Controls Analyst based out of Fresno. Kevin brings more than 10 years of overall project management experience in a variety of areas in the utility industry including electrical transmission and distribution substations. His experience includes project controls/scheduling experience on electrical substation projects for different utility providers including PG&E.

The Newest Member of the KKCS Family
We are excited to announce the birth of Brandi Cagnolatti's daughter, Amaya MaryFrancis Victoria Jones. She was born on December 24, 2018 at 5:31 am. Amaya weighed in at 6 lbs., 10 oz. and measured 20 inches long. Mother and daughter are both doing well and we look forward to seeing Brandi and meeting Amaya soon. Congrats Brandi and Drew!
Congratulations Lynna! Congrats to Lynna Pham and her “new” husband, Christian Buitron (right)! The high school sweethearts eloped in a private ceremony at Griffith Park (bottom right) in November and celebrated with a party in January.
