Great quarter for NamBrew, Nimbus JO-MARÉ DUDDY Namibia Breweries Ltd is the undisputed winner on the Local Index of the Namibian Stock Exchange (NSX) so far this year. The share price of the company, which closed March at N$45 per piece, has increased by 15.3% since the beginning of January. Compared to the end of March 2017, Nambrew’s price has jumped by nearly 34%. The Breweries is one of only two companies listed on the Local Index that ended the first quarter on a better note than it started 2018. The other one is Nimbus Infrastructure, the first capital
pool company (CPC) on the NSX. Nimbus, which listed on the bourse in October last year, ended March 4.76% higher than the beginning of 2018. Moneywise, NamBrew’s share price rose by N$5.98 since the beginning of the year, while Nimbus is up 50c a piece.

Plans to create jobs for youth in agriculture
N$25m for no-collateral farmers On top of the launch of collateral-free loans last year, the government has secured funding to implement initiatives that will boost the agricultural sector and create employment for the rural youth, the head of state said this week. NDAMA NAKASHOLE

ess than a year since the launch of government-owned Agribank’s collateral-free loans, 202 loans to the value of N$25.3 have been approved, President Hage Geingob said this week. Collateral-free loans are there to enable communal farmers to access financing against payroll deductions. Agribank said the no-collateral loan product was in line with the bank’s strategic plan and responded to the
need to be inclusive of all farmers countrywide, especially those in communal areas who did not have access to conventional collateral. The product was launched at Oshakati last year. The product is targeted at salaried communal farmers who do not have fixed property in a proclaimed urban environment. Agribank said it continued to provide financing for agricultural purposes against mortgage collateral or fixed-term investments. However, this “excludes the communal farmer
who might actually also have the ability to repay his or her loan, but lacks conventional collateral.” But instead of paying via bank debit orders, Agribank will deduct instalments from the borrowers’ pay to improve the collection success rate. Credit life insurance has been added to the product to ensure that the bank gets paid if a client dies while still owing on the loan. This way the bank will not claim anything against the deceased client’s estate. The loan is repayable over a period of 12 to 54 months, with the key qualification requirement being that the borrower’s employer must sign a payroll deduction agreement with Agribank before their employees can qualify for consideration. Disbursements are made directly to the sup-
pliers of goods and services.
Agriculture focus In his State of Nation Address (SONA) on Wednesday, the president announced that government had secured funding to implement the extensive Agricultural Mechanisms and Seed Improvement Programme. This programme will be rolled out over a five-year period from the second quarter of 2018. Successful implementation is envisaged to halve the percentage of foodinsecure people from an estimated 25% in 2017 to 12% by 2025, he said. The programme would also lead to a reduction in annual grain and cereal imports from 60% of total consumption in 2017, to 20% by 2025, he added.

Construction slump hurts
Overcapacity of cement at Ohorongo
Ohorongo is looking for export markets to sell its overcapacity of cement.

TAVI – The Ohorongo Cement manufacturing plant has an overcapacity of cement, due to the drop in construction activities caused by the country’s current poor economic situation. This was said by its managing director, Hans-Wilhelm Schütte, during a media tour of the plant at Otavi on Tuesday. He explained that the company is looking for other markets, such as Angola, to which it can export the cement, though this is currently difficult due to strict border controls and other factors. Botswana, Schütte said, is another potential country that has not established a meaningful cement industry, relying on imports. However, the transport distance from Namibia to the main markets in Botswana is longer than from other neighbouring countries, such as South Africa to Botswana, which makes it economically not viable. He said currently, Ohorongo cannot export to markets in South Africa as

Deloitte launches best company 2018 survey Deloitte this week launched the 2018 Best Company to Work For (BCTWF) survey at a Windhoek hotel. Smaller in number, bigger contribution to total payments
Namibian banks lead SADC settlement system The Bank of Namibia’s annual reports of the past two years show that Namibian banks contributed more than 40% of the total payments processed in the SADC regional cross-border settlement system. NDAMA NAKASHOLE
T
he Bank of Namibia’s 2017 annual report shows that of the 82 SADC Integrated Regional Electronic Settlement System (SIRESS) participants, five were Namibian banks. During 2017, the total value of payments processed in SIRESS by Namibian banks amounted to N$397 billion, which accounted for 40.4% of the N$983 billion payments processed in SIRESS. This means that while the five Namibian banks constitute only 6% of the 82 participants, they processed 40.4% of the total payments in SIRESS in 2017.
The system guarantees pricing transparency as banks across SADC who participate in SIRESS use uniform ways of making payments. Kazembire Zemburuka, deputy director: corporate communications: BoN The SADC regional cross-border settlement system, called the Integrated Regional Electronic Settlement System (SIRESS), is a real-time settlement system which settles largevalue payment obligations between its participants in SADC. SIRESS was implemented under the
SADC Finance and Investment Protocol to ensure a safe and efficient payment system in each member state and to develop a cross-border payment strategy with the ultimate aim of facilitating trade in the region, says BoN. The system, which has been in operation since July 2013, settles payments denoted in South African rand. Participants in SIRESS include central banks and financial institutions such as banks and non-banks in SADC that are authorised by the central bank in the country of origin to participate in that country’s settlement system. The 40.4% of total value processed by Namibian participants in SIRESS in 2017 represents the total outflow trade by Namibian banks participating in SIRESS in proportion to the rest of the participating banks in SADC that currently make use of the system. And just like in 2017, Namibian banks processed 44% (N$360 billion) of the N$820 billion total payments processed in SIRESS in 2016.

In response to Market Watch questions this week, Zemburuka said the trend means in practice that most of Namibia’s cross-border transactions, which were payments for goods and services delivered to Namibia from trade transactions with other SADC countries, as well as other related payments to SADC, are settled through SIRESS. “It also indicates that Namibian

He added that not all banks in the rest of SADC use SIRESS for regional payments yet. “All payments that are processed and settled via SIRESS, which is overseen by regulatory authorities, reflect a good practice,” said Kazembire. He said regulatory authorities ensure that the objectives of securing appropriate protection for consumers, maintaining confidence in the financial system, and ensuring affordable credible services are achieved. “It is therefore good news that Namibian banks are making use of SIRESS,” he said.

Funding business ventures: Equity vs debt
Entrepreneurs should be cautious of the amount of finance they apply for, as the wrong amount could jeopardise their business’ success.
E
ntrepreneurs need to be mindful of the risks associated with sourcing funding for their businesses. Similarly, the choice between funding a business with debt or equity will have major implications for the company down the line. This is according to Gerschwyne van Wyk, country manager at Business Partners Namibia,
who says that entrepreneurs should be cautious of the amount of finance they apply for, as the wrong amount could jeopardise their business’ success. He explains that while applying for too little funding may not satisfy the financial needs of the business, securing funding in excess of what is required will put additional pressure on cash
flow. “This debt needs to be repaid to the lender, and the more debt the business is in, the higher the repayment will be.” There is also the risk of the business owner being tempted to utilise the additional funds for private use, says van Wyk.
Beware of too much “Obtaining too much money could lead to the improper use of the additional funds suddenly becoming available to the business owner. “This money is also very likely to be spent on unnecessary items that will not necessarily improve
the position of the business.” Van Wyk adds that asking for too much funding can also hinder an entrepreneur’s approval rate for finance. “Should an entrepreneur apply for an amount that the financier believes is unjustified, the possibility exists that the application will be rejected. This could be for a few reasons, such as the financier not being confident that the entrepreneur is familiar with his/her financial position and the needs of the business, or that the applicant is not fully transparent on the proposed ap-

Bringing an investor into the business usually implies that equity will be introduced and that the investor will obtain a shareholding in the business. Van Wyk says that although this form of funding has the advantage of no fixed repayment terms, in the process the entrepreneur parts with a portion of ownership of their business. “When opting to go with this finance option, selecting an investor should be done with caution, and both parties should agree on what their expectations are.” He adds that businesses with high growth potential should also be wary when being offered funding. “Investors may offer the entrepreneur more funding than what is required, which will result in the investor obtaining a larger shareholding in the business.
‘Expensive exercise’
“Introducing this equity may prove to be a very expensive exercise in the long run. If the entrepreneur decides to buy the investors’ shares at a later stage, this figure could be significantly inflated due to the growth that the company has experienced.” He warns that although entrepreneurs may be tempted to spend any additional funds available, they need to understand the potentially dangerous long-term effects of utilising these funds, and instead carefully allocate funding to items that will grow the business. “Not all entrepreneurs are financially orientated or familiar with the financial principles, which is why professional advice is recommended when establishing what type of funding is appropriate. Sound, professional advice will guide and steer the entrepreneur to the most suited solution for their particular needs,” concludes Van Wyk.

VBS MUTUAL BANK ‘SEVERELY MISMANAGED’ VBS Mutual Bank was “severely mismanaged” and there is reason to believe there has been fraudulent reporting and manipulation of financial information, according to the initial findings of an assessment presented to the South African Reserve Bank by its curator auditing firm SizweNtsalubaGobodo. This is according to an affidavit filed by the central bank on March 29, relating to a court application initially launched by Vele Investments, the majority shareholder of VBS. Cape Town-based Shelby South Africa has introduced a new concept in Ford’s legendary pony car’s 52-year history – the Wide Body.
B
ased on the Shelby Super Snake, the Mustang Wide Body conversion is aimed at increasing grip and handling of the supercharged 5.0 V8 Mustang, and includes new suspension, brakes, tyre and wheel equipment. Shelby American has been pushing the performance envelope since
1962 and the Wide Body concept is designed to optimise the car’s performance. The Super Snake already offers a fully-adjustable coil-over suspension system, bigger brakes, hardened wheel studs, stronger spindles and hubs as well as a more aggressive wheel and tyre package over other Mustang models. But the Wide Body upgrade stretches the rear track by 101.6 mm and the front by 63.5 mm which, together with uprated brakes and wider wheels and tyres, allows for later braking and earlier acceleration through corners. The wider body kit adds new front
fenders with vents, new rear quarter panels, and new rocker mouldings, all of which are bonded to the body shell – no drilling of the existing shell is necessary.
Basic package The basic package consists of Shelby-spec track suspension including upgraded performance spindles and hubs and new rear lower control arms. Brakes are Shelby Brembo ventilated discs with six-piston callipers up front, and ventilated discs with four-piston callipers at the rear. Forged aluminium wheels are 20” shod with 305mm tyres at the front and 345mm at the rear. Super Snake engine options remain the same, namely the basic 500kW upgrade of the supercharged V8, or a
range-topping 560 kW version. “Since the launch of Shelby in southern Africa, the brand has gained great traction and we have sold in excess of 45 complete Shelbys, of which 36 have been delivered,” said Shelby SA CEO Peter Lindenberg. “We see Shelby as a sought-after, niche-market supercar and the interest in the brand continues to amaze us. Now, with the release of the spectacular Wide Body derivative, Shelby SA looks forward to further enhancement of the brand with this exciting development.” Orders are now being taken. The price of the basic 500kW Super Snake Wide Body conversion is N$1 578 364 and for the 560kW kit N$1 710 453. The prices quoted do not include the cost of the car. – IOL
New headlights ‘blinding’ Drivers are being temporarily blinded by modern vehicle headlights, according to a British survey. Two-thirds of drivers say they are “regularly dazzled” by oncoming headlights even though they are dipped, the survey of 2 061 motorists suggests. And 67% of those said it can take up to five seconds for their sight to clear with a further 10% claiming the effect on their eyes lasts up to ten seconds. British automotive services company RAC said advances in headlight technology were causing the problem. About 15% of those drivers polled said they had nearly suffered a collision as a result of being dazzled by other drivers using full-beam headlights. RAC road safety spokesman Pete Williams said: “The intensity and brightness of some new car headlights is clearly causing difficulty for other road users. “Headlight technology has advanced considerably in recent years, but while that may be better for the drivers of those particular vehicles, it is presenting an unwanted, new road safety risk for anyone driving towards them or even trying to pull out at a junction.” All cars sold for road use in the UK have to be fitted with headlamps that conform to standards set by the EU in line with the UN’s World Forum for Harmonization of Vehicle Regulations. A UN working party is currently looking at the issue of headlight glare with its next meeting due to be held at the end of April. – BBC
Merkel warns against “expensive” upgrades
German chancellor Angela Merkel warned on Wednesday that controversial technical upgrades of diesel vehicles to lower their nitrogen oxide (NOx) emissions may prove too “expensive” to be feasible. Speaking on the sidelines of a cabinet meeting in Berlin, Merkel told press that the federal government was still in the process of assessing proposals to ensure that German cities complied with European Union (EU) clean air regulations. The chancellor said that she had “clear expectations” of the German automotive industry which had made “disastrous mistakes” and now needed to help address environmental concerns caused by the ongoing “dieselgate” scandal. However, Berlin would only force carmakers to go beyond

already agreed software updates by additionally offering costly technical upgrades if the measures passed a thorough cost-benefit analysis. Taking a more assertive stance, the minister for the environment Svenja Schulze (SPD) urged carmakers to commit to technical upgrades for vehicles affected by illicit emissions cheating software. The demand has been met with heavy opposition from automotive manufacturers and lobbyists, who say that such re-engineering efforts would also result in higher carbon dioxide (CO²) emissions which are a major contributor to climate change. Earlier, Berlin admitted that at least 20 German cities would fail to meet EU regulatory limits on NOx pollution by 2020. The Federal Environmental Agency estimated that diesel cars are responsible for more than 50% of NOx emissions in Germany. When inhaled by humans, the toxic gas has been associated with a range of pulmonary diseases. The Spiegel newspaper cited calculations by the non-governmental organisation German Environmental Aid (DUH) that technical upgrades of diesel vehicles with the motor type Euro5 and Euro6 could cost up to €15 billion in total. Namibian-assembled vehicles expected by November this year - Geingob The first vehicles assembled in Namibia are expected to roll off the Walvis Bay automotive assembling factory belt by November this year, President Hage Geingob said in his State of the Nation Address in the capital on Wednesday. This comes after the Namibian government, through the Namibia Development Corporation, earlier this year
signed an agreement of about N$190 million with French firm, Groupe PSA, for the construction of an assembling plant for Opel and Peugeot vehicles at Walvis Bay in the Erongo Region. Geingob said a number of Namibian graduates from vocational training centres will undergo immersion training at the Peugeot factory in
France during the second half of this year to obtain the necessary skills for the operation of the plant. “The operations of this vehicles assembling factory will significantly enhance Namibia’s industrial capacity, contributing towards skills transfer and employment creation,” said Geingob.

esla Inc is targeting November 2019 as the start of production for its Model Y sport utility vehicle, with production in China to begin two years later, two sources told Reuters this week, shedding some light on the electric vehicle maker’s next project that could tax its resources and capacity. Reuters has learned the Silicon Valley company led by Chief Executive Elon Musk is accepting preliminary bids for supplier contracts on the Model Y, a compact crossover companion to the Model 3 sedan. Tesla has given suppliers scant details about the programme and had not provided a production time frame, but has now indicated the vehicle would begin to be built at its Fremont, California, plant in November of next year, the two sources with knowledge of the supply chain said. Tesla declined to comment. The new Model Y details show that Tesla is pushing ahead on plans to build a new vehicle even as it struggles to produce the Model 3, which launched in July. Despite initially attracting about 500 000 advance orders in the form of refundable de-

posits, the sedan’s launch has been plagued by delays and manufacturing bottlenecks, postponing Tesla’s anticipated revenue stream and exacerbating a cash crunch for the moneylosing company. Earlier this month, Tesla tried to reassure investors, saying its weekly Model 3 output had doubled during the first quarter and that production rates would accelerate through the second quarter to 5 000 units per week, or about 250 000 vehicles per year. Competitive bidding is a crucial early
step in the complicated process of automotive manufacturing. After the automaker discloses its plans, suppliers compete based on factors including cost and technology. Tesla issued to suppliers what is known as a “request for information,” or RFI, which gives a directional view of what will be needed. At about 18 months away, a November 2019 start date for the Model Y would be considered “aggressive, but possible,” said one of the sources. A shorter timeline is potentially feasible, the source said, as the Model Y
The Model Y is just one of many projects in the pipeline for Tesla, which also launched a Tesla Semi and a new Roadster in recent months. It is spending to build out its Gigafactory battery factory in Nevada, where battery module assembly issues have contributed to Model 3 delays, and also expects to build a factory in China in the near future. Tesla has said it will not need to raise additional funds this year. But Moody’s cited the likelihood of a capital raise of more than U$2 billion in its downgrade of the company last month, spurred by concerns about cash reserves and Tesla’s ability to meet production targets. The company burned through U$3.4 billion last year. Without giving a time frame, Musk
in February told analysts the company would aim for production capacity of one million Model Ys per year. The two sources said suppliers could be estimating an annual production of 500 000 vehicles in the United States, with much lower volume in China, likely in the tens of thousands. Building 500 000 Model Ys per year would be the equivalent of what Musk has planned for total production in Fremont by the end of this year, although the company is nowhere near that volume. Suppliers generally use automakers’ production targets to formulate a good guess on how many vehicles will actually be built, based on the individual automaker’s capability to execute and consumer demand. One of the sources said Tesla’s RFI was light on details compared with other automakers, and did not provide volume estimates for the Model Y. Musk said in February that capital investments related to the SUV would begin toward the end of 2018. Tesla has said its current factory in Fremont could produce 10 000 vehicles a week - what the company hopes it will build in the Model 3 alone some time in 2018 - without the need for a new building, although some in the industry believe there is not enough room at the plant to support that volume.– Nampa Reuters

Uganda wants to build cars The Ugandan government has resolved to start the commercial production of motor vehicles after the process had stalled for years. In a meeting chaired by the country’s president Yoweri Museveni earlier this week, the Ugandan cabinet directed the ministry of finance to set aside more than 20 billing shillings (about U$5.6 million) in the next financial year to kick start the construction of an assembly plant. The idea of Uganda manufacturing cars started in 2011 when students at the country’s Makerere University built the Kiira EV (Electronic Vehicle) and the solar-powered Kayoola EV bus in 2016. Following these successes, the government in 2014 allocated land in the eastern district of Jinja to Uganda’s Kiira Motor Corporation and China Engineering Limited to build car manufacturing plants, with a plan of starting production by this year. Cabinet has now approved a road map for the commercialization of the Kiira EV Project.
According to Kiira Motors Corporation, the assembling plant is expected to have an installed capacity of 5 000 vehicles.
Dumping ground Uganda is optimistic that its growing middle class will provide a market for the cars. Uganda’s population is estimated at over 35 million people. According to government figures, Uganda imports 50 000 cars annually. At a regional level, the number of vehicles imported into East Africa each year has grown to over 250 000 and is expected to climb to 500 000 by 2030. “Why should we be a dumping ground? When you go to some countries – let me use Namibia as an example – you cannot import a vehicle which is more than five years old whereas in Uganda you can import a 1998 model,” Henry Musasizi, the head of parliament’s finance committee said. Bids are invited through Open National Bidding (ONB) procedures for the Design, Layout, Editing, Proofreading and Printing of NAMFISA’s Quarterly Bulletins under Framework Agreement and the invitation is open to all Namibian bidders. Qualification requirements are specified in the Instructions to Bidders under ITB 5.5 (f) of the Bidding Documents. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.

In terms of Section 3(3) & 3(4) of the Engineering Profession Act 18 of 1986, the Honorable Minister of Works and Transport, Hon. John Mutorwa MP, as the appointing authority, hereby invites nominations from interested persons, institutions and engineering voluntary organizations, to nominate persons who are registered with the Engineering Council of Namibia as Professional Engineers, Incorporated Engineers and Engineering Technicians for consideration for possible appointment as council members or alternative council members of the Engineering Council of Namibia. The objective of the Engineering Profession Act of 1986 is to provide for the establishment of a Council for the Engineering profession in Namibia; for the registration of professional engineers and engineers in training, incorporated engineers and incorporated engineers in training, engineering technicians and engineering technicians in training; and to provide for incidental matters. Candidates may nominate themselves or be nominated by an organization they are member of or by another individual. In cases of nominations by a third-party, candidates must give their written consent for the nominations. The nominated candidates are to submit a one-page motivation as to why they should be considered for appointment to the Council and attach thereto their most recent CV, Certified copies of IDs and appropriate academic qualifications and reference from the body or person nominating them.
