Speaking during a virtual press briefing on the Public Service Superannuation Scheme at his Office, the CS however, noted that public servants aged 45 years and above who will be totaling over 333,460 as at the commencement date will be given an option to join the new scheme or remain in the old scheme. He, at the same time announced that, the Board that will draw members from both the employer and the worker’s unions will be charged with the responsi-
bility of operating and managing the fund in accordance with the Retirement Benefits Act. Yatani said the PSSS scheme has several advantages as it will enable employees to transfer their services to other employers without losing their pension benefits, as well as allow those who exit government service before retirement date to access their own accumulated contributions and a further 50 percent of the government portion on leaving service. “Under the new scheme, monthly contributions by employees of up to 30 percent of their basic salary or Sh 20,000 will be tax deductible from their salary before tax is calculated to avoid double taxation of pension contributions and pension payouts,” he added. He said there were concerns that the pension wage bill had continued to rise making it unsustain-
able in the future, a need that prompted the Cabinet to pass the proposal for the contributory scheme in 2003. Yatani said the pension wage bill rose from Sh 27.9 billion in the financial year 2013/14 to Sh 86.7 billion in 2019/2020 and that it is projected that in the current 2020/2021 financial year, it will cross the Sh 100 billion mark. He said the new scheme will also enhance ownership and oversight in the management of the fund since both employees and members will participate in the board of trustees in accordance with the Retirement Benefits Authority. The CS expressed confi dence that the scheme will be the largest fund in the country, noting that it will generate growth of Capital Markets, as well as bring meaningful growth in un-

Gov’t to issue title deeds for all public lands BY WAGEMA MWANGI (KNA)
will issue title deeds for all land parcels occupied by public offices in the country to secure government land from grabbers. Chief Administrative Secretary (CAS) in the Ministry of Lands Gideon Mung’aro said, the process of issuing ownership documents for all public lands will be conducted alongside the ongoing ‘Shule Yangu Program’ that issues title deeds to public schools in the country. Speaking in Mwatate during a visit to check the progress of squatters’ resettlement program in Taita-Taveta County, the CAS said all unsecured government land hosting public offices were at risk of being grabbed by unscrupulous individuals with a high appetite for lands without title deeds. Issuing of title deeds will be a permanent solution to the land-grabbing menace facing public lands, noted the CAS, while expressing concern that most public offices in the country lacked land ownership documents, making them prone to theft by cartels and other rogue investors. The government-land titling program would go alongside the schools’ titling initiative to save on cost and time. The Ministry’s an nouncement comes at a time the government is aggressively recovering land grabbed by private individuals and institutions. In May, the government recovered 3,000 acres of sewage land at Ruai in Nairobi.

Call for Public and Stakeholder Comments on the Proposed Income Tax (Digital Service Tax) Regulations, 2020
The Commissioner of Customs and Border Control notifies all shippers, clearing agents, transporters and stakeholders in the conveyance of goods under customs control that pursuant to regulation 210 and 211 of The East Africa Community Customs Management Regulations 2010 that goods subject to customs control may only be conveyed by a vessel or vehicle licenced by the Commissioner for that purpose.
Following the introduction of Digital Service Tax (DST) through the amendments by the Finance Act, 2020, the Kenya Revenue Authority would like to inform members of the public that the proposed Income Tax (Digital Service Tax) Regulations, 2020 have been hosted on the Kenya Revenue Authority website.
All stakeholders under this category are therefore urged to familiarise themselves with the provisions of the said sections and ensure compliance within 14 days from the date of this notice.
To ensure wide circulation and public participation as stipulated in the Constitution of Kenya and the Statutory Instruments Act, 2013, Kenya Revenue Authority invites sector players, tax professionals and members of the public to submit their comments on the proposed regulations.
Please note that vehicles conveying transit goods and licenced under regulation 104 of the said regulations are exempted from this directive.

International Youth Day-raising awareness about challenges facing the youth-PS Kenya will join the rest of the world to celebrate the International Youth Day tomorrow. A brainchild of the UN General Assembly, celebrated annually since the year 2000, International Youth Day is geared towards providing young people with the opportunities and experiences that help them face challenges in society. In an interview with MyGov, excerpts of which are reproduced below, Youth Affairs Principal Secretary, Julius Korir, explains the importance of the day for youth development. QUESTION: Kenya will be joining the global community to celebrate this year’s International Youth Day on the 12th of August 2020. What is the International Youth Day all about? ANSWER: International Youth Day is an annual event observed globally since 2000 following the United Nations(UN) General Assembly’s resolution 54/120. Kenya has embraced the international youth day by carrying out week-long activities referred to as National Youth Week. Kenya has been celebrating this day without fail since 2005. The State Department for Youth Affairs collaborates with key State and Non-State actors in preparing for the annual National Youth Week celebrations (NYW) and International Youth Day (IYD). This year, the Department has rolled out a series of build-up activities from 6th -11th August 2020 culminating in the IYD main celebrations on Wednesday 12th August 2020. Why is it important to celebrate this day? The day gives all actors in the soci-
ety an opportunity to reflect on how best to create a better, more comfortable present and future for the world’s young people. The day helps us focus the attention of stakeholders on the need to create tangible improvements in the lives of the next generation in line with Sustainable Development Goals (SDGs). It enables us raise awareness about the challenges facing the youth such as poverty, joblessness, and depression. This is extremely useful because the more aware we are of these issues, the faster we can work together to help eradicate them. The day also inspires and encourages all of us to think about what specific things we can do to make a tangible difference in the lives of young people. You just mentioned the week-long series of activities preceding the International Youth Day. What is the importance of the National Youth Week in Kenya? The week is used to stage a broad array of activities that breathe life to the annual theme. The week offers adequate opportunity to young Kenyans to share ideas, attend events at
different locations, have their voices heard on issues that concern them, showcase their talents and innovation, and celebrate their contribution to the community Is the National Youth Week unique to Kenya, or is it universally observed just like the main day? No. National Youth Weeks are celebrated in many countries including Canada, India, China, Australia, Namibia, South America, Asia, Europe, and the USA which hold week-long activities annually to bring attention to Youth issues in their countries. Who sets the theme for the International Youth Day and what is the theme this year? The UN through its Focal Point on Youth picks the theme for the celebrations. The global theme this year is ― “Youth Engagement for Global Action”. This theme is anchored on the Sustainable Development Goal (SDG) number 8 on the need to promote sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work, for all.
What have been the major activities lined-up for the International Youth week in Kenya? Several activities were lined up including; engagement of youth as drivers of ICT, innovation, creative talent, and new thinking, the advancement of knowledge, skills, and attitude development for youth engagement, inculcation of governance, and leadership skills among the youth. Others were the enhancement of enterprise development and employability skills among the youth. Please take us through the key planks of the Youth Week 2020? The key pillars for the IYD 2020 is an advancement of knowledge, skills, and attitude development for youth engagement, engagement of youth as drivers of ICT, innovation, creativity, talent and new thinking, and enhancement of enterprise development. There is a need to prepare youth for global citizenship and to make them understand the wider world and their place in it. What is the rationale for the IYD under the 2020 Theme? irst Lady Margaret Kenyatta (pictured) has hailed community health workers for the front-line role they play in combating the COVID-19 pandemic. Mrs Kenyatta pointed out that community education on health matters can save lives and it is critical especially at this time of the Coronavirus crisis. “I applaud your selfless
commitment to your work and your courage and compassion for people and for the community. I acknowledge the sacrifice you give of your time towards the demanding role of being community health workers,” the First Lady told community health volunteers. The First Lady was speaking when she presided over the virtual graduation of the first cohort of the 5100 community health volunteers who have completed a one-month
training on COVID-19 response sponsored by the Beyond Zero initiative at a cost of Shs4.5 million.
The community health volunteers training curriculum developed by the Ministry of Health was delivered virtually by the African Medical and Research Foundation (AMREF) through a digital learning platform called “Leap mhealth”. The First Lady expressed optimism that with the training they have received, the community health volunteers will ramp up their contribution to the fight against the COVID-19
and International Youth Day (IYD) 2020 focuses on Youth’s energy, innovations, initiatives, and dynamism in engaging youth for global action. It exposes their potential and abilities as well as their contributions to development in their societies and the realization of Sustainable Development Goals (SDGs). In essence, IYD provides a platform for the Youth to display their role and the impact they can make in their global society and increase their positive contributions to their communities when integrated into the development making platforms. What are the expected outcomes and impact of the International Youth Day (IYD), 2020? The key outcomes include the emergence of young entrepreneurs contributing to socio-economic development, enhanced entry into the fields of Talentpreneurship (Orange Economy), Blue Economy, Agribusiness, and Agripreneurship by the youth due to mindset change, increased uptake of available job and business opportunities regionally and globally.

Kajiado nurses hold vigil for colleagues who died in coronavirus fight, demand for protective gear

n an unprecedented emotional demonstration of solidarity, nurses at the Kajiado County Referral Hospital lit candles and observed a moment of silence in honour of their colleagues elsewhere in the country who have lost their lives to Covid-19. This came a few days after a 32-year-old nurse Marian Awuor Adumbo who worked at Rachuonyo Sub-County Hospital succumbed to the virus leaving behind a newborn. She was the third nurse to die in five months raising the number of health care workers who have succumbed to the virus in the country to ten. The nurses expressed concern over the rising number of corona infections among health workers and demanded for quality and adequate Personal Protective Equipment to prevent them from the killer disease. Rose Leina, a nurse at Kajiado Referral Hospital said, nurses are at a greater risk of exposure to the virus during their course of work as they

are in direct contact with patients, some of whom may be carrying the virus. She called on both the national and county governments to conduct proper training for all healthcare workers on managing COVID-19 besides providing them with adequate quality PPE’s. “As we mourn our fallen colleague nurse Marian, we appeal for the provision of
adequate and quality PPE’s as nurses are the frontline workers and are at great risk of exposure to the virus,” said Leina. She added that most healthcare workers do not have the N95 masks and use surgical masks which are not effective against the virus. “If we come into contact with asymptomatic patients, we stand a high chance of getting infected.” Becky Mpoke called on
the county government to increase their risk allowance and employ more health workers to reduce the workload which she added, increased the infection rate. The Government of Kenya through the State Department for Housing and Urban Development has initiated the process of redeveloping the Mukuru Slums. This project is intended to provide decent housing and associated physical and social infrastructure for the Mukuru slums residents especially during the Covid-19 pandemic which is feared may spread rapidly in the slum as a result of poor sanitation and lack of basic social and physical infrastructure. The project is to be developed on land whose registration is 209/24794/81/A in Industrial Area adjacent and next to Road A, Road C and Enterprise Road, and whose title was under the Kenya Meteorological Department. The works involves phased construction of 15,000 housing units including social amenities/infrastructure on the 56 acres piece of land. In line with the Environmental Management and Coordination Act, EMCA 1999, an Environmental and Social Impact Assessment (ESIA) process has been initiated and is currently ongoing for this project. To avoid or reduce negative environmental and social impacts, mitigation measures have been proposed and an Environmental and Social Management & Monitoring Plan (ESMMP) formulated. The proponent is expected to observe recommendations in the Environmental and Social Management and Monitoring Plan (ESMMP) and carry out annual environmental audits once the project is in operation as required by NEMA. Following all these activities of the ESIA process, a draft ESIA report has been prepared and is currently available in the Ministry’s website www.housingandurban.go.ke for perusal and comments. Youth urged to utilize empowerment programs available to better their lives BY MOHAMED HASSAN The youth in the country have been urged to take advantage of various government empowerment programmes available to uplift their living standards. The Chief Administrative Secretary (CAS) in the Ministry of ICT, Innovation and Youth Affairs Nadia Ahmed challenged the youth to make
good use of available opportunities created by the government to achieve economic success. Ms. Ahmed said the national government was committed towards the advancement of youth agenda through programs such as Kazi Mtaani, Youth Enterprise Development Fund (YEDF), Ajira Digital Youth Empowerment Programme (ADYED) and Presidential Digital Tal-
ent Development Youth Programme. “The young people must seize the many opportunities and programs available to them to better their lives and take ownership of their own destinies,” added Ms. Ahmed. The CAS was speaking in Mombasa on during Youth Stakeholders Roundtable Conference that forms part of the National Youth Week activities across the country.

Campaign against FGM rolled out in two counties BY ANNE MWALE AND DENNIS RASTO

ender activists have launched a campaign against Gender Based Violence (GBV), teenage pregnancies, FGM and early marriages in 16 villages in Baringo and Nakuru counties. Through a programme rolled out by Dandelion Africa, a community based organization, in partnership with the Ministry of Interior, 250
members of Nyumba Kumi clusters have been engaged in sensitization initiatives aimed at fighting outdated cultural practices that entrench the vices. The initiative dubbed Jukumu Langu Project under Wajibu Wetu Programme has also seen more than 300 community members trained on how to report violation of their rights and those of their children to facilitate pursuit for justice.
The Project Director Ruth Nderitu said chiefs and village elders have also been sensitized against settling defilement cases through ‘Kangaroo’ courts, as the process compromised justice to the disadvantage of the affected girls. She said Dandelion Africa was also using vernacular radio stations, drama and theatre to enhance awareness on GBV and FGM.

Kenya Maritime Authority is a State Corporation established under the Kenya Maritime Authority (KMA) Act, 2006. KMA’s mandate is to regulate, co-ordinate and oversee maritime affairs as laid down by the Kenya Maritime Authority Act, 2006, the Merchant Shipping Act, 2009 and any subsidiary legislation thereto, in line with international maritime conventions, to which Kenya is a party. The Authority is seeking to recruit a transformative, visionary and goal driven leader to fill the position of Director General. Reporting to the Board of Directors, the Director General will be the Chief Executive Officer of the Authority responsible for the day to day management and operations with control over all personnel and activities of the Authority. The Director General will also be an ex officio member of the Board.
JOB DESCRIPTION The Director General will, in consultation with the Board, be expected to: (i) Act as the Accounting Officer of the Authority; (ii) Encourage and foster the safe development of maritime matters in Kenyan waters; (iii) Undertake the planning, development and formulation of safe and efficient utilization of the Kenyan maritime domain; (iv) Acquire, establish and improve Kenyan maritime domain navigation facilities where necessary within the limits of available appropriation; (v) Facilitate establishment of schools for the purpose of offering instruction and training in matters related to the maritime industry; (vi) Promulgate rules and procedures governing the notification, reporting and investigations of incidents and accidents within the maritime sector; (vii) Use, with their consent, the available services, equipment and facilities of other agencies and to co-operate with those agencies in the delivery of search and rescue services; (viii) Monitor the effective and efficient deployment of movable and immovable assets of the Authority; (ix) Timely prepare the annual reports and financial statements of the Authority; (x) In liaison with the parent ministry propose development of relevant national policies and legislation in regard to the maritime sector; (xi) Provide leadership in the preparation and implementation of the Authority’s strategic and annual work plans in liaison with the Board; (xii) Oversee the implementation of Authority’s policies and plans in liaison with the Board and other relevant authorities; (xiii) Provide regular reports on the status of implementation of international maritime conventions to which Kenya is a party; (xiv) Prepare and submit regular reports on the status of the Authority in line with laid down laws and procedures as may be in place from time to time; (xv) Foster a corporate culture that is conducive to the promotion of ethical practices and good corporate governance in the Authority in accordance with the Constitution of Kenya; (xvi) Create a work environment that is conducive to the attraction, utilization, maintenance, motivation and retention of human capital in the organisation; (xvii) Maintain a sound internal control system in all operations of the organisation; and (xviii) Leverage on the use of ICT for efficient service delivery to promote the Authority’s mandate.

A Bachelor’s degree in a relevant field from a recognized University; A Master’s degree in a relevant field from a recognized University will be an added advantage; A minimum period of ten (10) years’ relevant work experience, five (5) years of which must be in senior management; Professional qualification and membership of good standing to a professional body where applicable; Demonstrate strategic leadership experience; Proficiency in computer applications; Knowledge and understanding of the maritime sector; and Fulfill the requirements of Chapter Six of the Constitution.

The Government of Kenya has received financial assistance from the International Fund for Agricultural Development (IFAD) and the Spanish Trust Fund towards financing a ten year (2012-2022) Upper Tana Natural Resources Management Project. The goal of the project is to contribute to rural poverty reduction in the Upper Tana River Catchment through increased sustainable food production and incomes and sustainable management of natural resources for provision of environmental services. The Project Lead Agency is the Ministry of Water, Sanitation and Irrigation. The project area covers six counties namely: Embu, Meru, Tharaka Nithi, Nyeri, Kirinyaga and Murang’a. xperts have appealed to African governments, seed companies and regional bodies to promote appropriate agricultural technologies to help cushion smallholder farmers and agribusinesses against the impact of COVID 19 pandemic on agricultural production. The experts made the call during a webinar hosted by the African Agricultural Technology Foundation (AATF) themed, “Promotion of technologies and innovations for agri-business resilience in Africa in the wake of COVID-19. During the webinar, Prof. Hamadi Boga, the Principal Secretary, State Department for Agricultural Research in the Ministry of Agriculture, Livestock and Fisheries said, the government developed measures and strategies to ensure food was available, accessible and affordable to the general population when the first case of COVID-19 was reported in March 2020. He added that in order to cushion citizens from the impact of the pandemic, the government has ensured that food production, processing and marketing were maintained throughout. “We have developed protocols for agricultural value

chains to continue with business to avoid a food crisis,” said Prof. Boga. Dr. Denis Kyetere, Executive Director of African Agricultural Technology Foundation (AATF) said, agri-businesses in Africa remain vulnerable to threats such as climatic change, rapid population growth, pests and diseases among others and that the emergence of COVID19 complicates matters, further threatening farmers’ livelihoods. While efforts have been made with farmers in Africa having a wide choice of agricultural innovations and strategies to support their transition from subsistence to agribusiness, Dr. Kyetere noted that emerging challenges are still complicating progress made. The Director of Agriculture
and Agro-Industry at the African Development Bank, Dr. Martin Fregene, noted that the Bank has unveiled a road map to assist African countries tackle the food and nutrition security threat wrought by the COVID-19 crisis through a number of immediate and longer-term interventions under the Feed Africa Initiative. The Technologies for African Agricultural Transformation (TAAT) Maize Compact Project that aims at increasing uptake and use of proven highyielding climate smart maize technologies by smallholder farmers in Sub-Saharan Africa, is one of the Bank’s initiatives being implemented by AATF. Dr. Emmanuel Okogbenin, the Director of the Programme Development and Commer-
cialization at AATF, noted that agri-businesses in Africa face unique challenges, including high post-harvest losses, poor infrastructure and limited access to agricultural finance and insurance. Prof. Ruth Oniang’o, Founder of Rural Outreach and winner of Africa Food Prize 2017 said, food systems in the continent will emerge stronger post-COVID-19 subject to the adoption of sound policies and innovations. Chief Executive Officer of East Africa Farmers Federation Stephen Muchiri, pointed out that COVID-19 pandemic has caused a lot of disruption in production at the farmers’ level but said that they are working closely with farmers to help them cope with the crisis.
67,000 groups benefit from Uwezo Loan Fund as it disburses Sh6 bilion in six years BY BERNADETTE KHADULI

total of 67,241 groups across the country have benefited from the Sh6 billion Uwezo Fund established six years ago. To date, Uwezo Fund has disbursed Sh 6, 499, 650,005 to 290 constituencies for lending to the 67,241 groups which include 42, 307 women, 22,993 youth and 1,941 Persons with Disabilities groups countrywide. Speaking during the virtual launch of Uwezo Fund Strategic Plan 2019-2023, Public
Service and Gender Cabinet Secretary (CS) Prof Margaret Kobia said, through Uwezo Fund, all the benefitting groups have been trained on entrepreneurship skills which have enhanced their ability to undertake successful businesses. The Strategic Plan is aimed at providing a coherent and systematic road map to guide the implementation of the Fund’s programme and activities for the next five years. “This fund has also inducted constituency Uwezo Fund Management Committee
members and trained 3,800 national government administrative officers on their responsibilities for the effective implementation of the fund,” she added. The CS, at the same time, lauded the fund for partnering with Toyota Kenya which supported training of 600 groups in Nairobi County on entrepreneurship skills and joint programmes with affirmative Fund through ‘Huduma Mashinani, which she said has enabled more rural communities to engage in economic empowerment programmes
thereby increasing uptake. Prof Kobia called on the Uwezo Fund Advisory Board to develop and implement requisite policies to operationalise the 2019-2023 Strategic Plan as well as leverage on modern technology for ease of operation and improved service delivery. “For the successful implementation of the plan, the Board should implement capacity building programmes for beneficiaries, constituency committees and other key stakeholders,” she said.
BRIEFS Promise for better health services as county constructs new hospital For the past 40 years, residents of Olenguruone in Kuresoi South Sub-County have been forced to travel long distances to access healthcare services. However, this is set to become a thing of the past as the Nakuru County government embarks on building a Sh100 million ultra-modern outpatient wing to improve health service delivery in the area. Speaking during the groundbreaking ceremony, Governor Lee Kinyanjui said the modern three storey standa-lone complex that will provide diagnostic tests and minor surgical procedures will also offer the highest standards of medical training. Currently, residents seeking health care services have to travel over 70 kilometers to the neighbouring Bomet County or commute 60 kilometers to Nakuru Referral and Teaching Hospital. According to Mr. Kinyanjui, the outpatient wing will offer dental, optical, dermatology, and maternity among other critical services.
The new wing expected to be fully operational by the end of the year will also have a pharmacy, X-ray machines and modern laboratories. The facility will be equipped with an imaging centre and theatres among other essential services. “For the last three years, my administration has laid emphasis on provision of quality and affordable medical services to all residents. The facility will supplement the 90 percent complete Sh 600 million outpatient facility at the Nakuru Level 5 Hospital and the Sh 40 million centre of excellence for mental health care under construction at the Gilgil Sub-County Hospital. The latter will be operational in less than six months,” said Mr Kinyanjui. County Executive Committee Member for Health, Dr Zachary Gichuki Kariuki noted malaria, respiratory system, skin and diarrhoeal diseases as well as intestinal parasites were major challenges at outpatient facilities around the county. Lake Region counties adopt joint anti Covid-19 mitigation measures The Lake Region Economic Block (LREB) has rolled out a Covid-19 socio-economic mitigation strategy to tackle the effects of the pandemic. The framework, according to the chairman of Council of Governors and Kakamega Governor Wycliffe Ambetsa Oparanya and who also doubles up as the chairman of LREB, aims at enhancing capacity of individuals and communities to comply with the Ministry of Health guidelines in the fight against Covid-19. Subsequently, a seventeenmember committee comprising renowned industrialists, philanthropists and professionals has been unveiled to spearhead a regional framework for the prevention, control and socio-economic recovery during and after the pandemic. In a statement to the media,
Oparanya noted that the National government’s responses have mainly been confined to identification, treatment, contact tracing and risk communication. The Committee will, among other things, analyze the adverse socio-economic impact of the pandemic on households and businesses in the Lake region among other things. “The current stage of community transmission demands more effort towards socio-economic impact mitigation in terms of engagement of individuals and communities to comply with MOH guidelines,” said Oparanya.
