OF AGRICULTURE TONSE ADMINISTRATION UNDER THE ABLE LEADERSHIP OF DR. LAZARUS CHAKWERA AND HIS VICE DR. SAULOS KLAUS CHILIMA IS DETERMINED TO PROVIDE QUALITY BUT CHEAP FARM INPUTS TO POOR FARMING HOUSEHOLDS, TIMELY AND WITHOUT ANY FORM OF BIASES.

ith warmest regards from the Ministry of Agriculture we welcome you to this edition. As a ministry that is responsible for ensuring food security across the country, we pledge to carry out our constitutionally given mandate by the people of this great Republic of Malawi. This will be done by executing all functions and tasks of this ministry in accordance with the law. Our core functions remains to ensure there is food security in the country as highlighted above. This is to say, the Tonse Administration under the able leadership of Dr. Lazarus Chakwera and his Vice Dr. Saulos Klaus Chilima is determined to provide quality but cheap farm inputs to poor farming households, timely and without any form of biases. In order for this dream to be realized, agriculture experts from my ministry are currently busy imparting modern farming technological skills to local farmers spread across the country in order for them to make a meaningful return that will help in the development of the country Other than this, it is the role of my ministry to ensure that farmers are not ripped off their sweat by unscrupulous traders. presently monitoring farm produce markets and where they suspect foul play, law enforcers are apprehending such unscrupulous traders. Therefore, let this serve as a warning to these unscrupulous traders that gone are days when they could reap of our farmers from their hard labour. If you are caught just know: Its game over! Already we have seen or heard through the media that some of these suspected dishonest traders have been nabbed from various parts of the country and are currently awaits justice to be served on them. For this reason I urge all Malawians of goodwill to always report any suspected unfair trading practices regarding farm produce by these traders to authorities such as the police, traditional leaders or agriculture extension workers. It is only through such efforts that we can defeat these malpractices. As we approach the new growing season, we hope that it will be a fruitful year ˔ˡ˗˪˜˟˟˕˘˕˘ˡ˘Ё˖˜˔˟˧ˢ the all the players in the sector. 8

is Excellency the State President of the Republic of Malawi Dr Lazarus Chakwera on 8th June, presided over the inauguration of the 19 Megawatts Tedzani IV Hydro Power Plant at Tedzani Power Station in Blantyre. The Power Station has been constructed with a US$52 million Grant assistance from the Japanese Government through the Japanese International Cooperation Agency (JICA) with EGENCO contributing US$4.8million. The project will increase the power station’s power generation capacity from 102 MW to 121MW. 16

Martha Chizuma is not an activist from the civil society, but a Malawian civil servant. For the past few years, she has inspired many by radically ˧˥˔ˡ˦˙ˢ˥ˠ˜ˡ˚˧˛˘ˢ˙Ё˖˘ of the Public Protector ʛˢ˙Ё˖˜˔˟˟ˬ˞ˡˢ˪ˡ˔˦˧˛˘ Ombudsman) in Malawi. Martha has now been

started agitating for her to be the next occupant ˢ˙˧˛˘ˢ˙Ё˖˘ʡ Those calls only became louder when it was revealed she had applied and was shortlisted for the job Finally, her name and those of others were sent to President Lazarus ʶ˛˔˞˪˘˥˔˧ˢˠ˔˞˘Ёˡ˔˟
call.What the public didn’t expect was that the Public Appointments Committee (PAC) of Parliament would stand in her way when Chakwera submitted Martha’s name to the committee as his choice for the job. And so the public made its position known. Civil society groups planned street demonstrations, the whole House agreed a motion compelling the committee to provide a report immediately on their decision before the coup de grace was overturned. And on Monday last week, on a rare meeting during the public holiday, the committee reconvened ˔ˡ˗˖ˢˡЁ˥ˠ˘˗˛˘˥ʡ While previous public protectors restricted themselves to carrying out mostly labour-related administrative injustice, Martha, 42, tackled high level corruption and plunder of public resources. She sanctioned the very senior government ˢ˙Ё˖˜˔˟˦ʟ˜ˡ˖˟˨˗˜ˡ˚ hitherto unprecedented personal costs for maladministration that costs taxpayer money or injure her victims. A lawyer by training, under her tutelage, the ˢ˙Ё˖˘˖ˢˡ˗˨˖˧˘˗˖ˢˠˣ˟˘˫ investigations and public inquiries which were not
previously done by her predecessors. Chizuma—who has drawn comparisons to former South African Public Protector Thuli Madonsela whom she confesses to admire—has become the face of public outcry. This is all for good ˚ˢ˩˘˥ˡ˔ˡ˖˘˔ˡ˗˧˛˘Ё˚˛˧ against corruption in a country where over 40 percent of its national budget is reportedly lost annually to corruption. Martha has also risen to the occasion at a time many governance issues are failing to function as expected by the public amid allegations of capture and meddling by political forces. Among her key rulings, she ordered the most senior ˧˘˖˛ˡˢ˖˥˔˧˦˔˧˧˛˘˂˙Ё˖˘ of President and Cabinet (OPC), Ministry Finance and Ministry of Agriculture to issue a public apology for the handling of a $50 million (about K37 billion) loan from an Indian bank to procure tractors for rural farmers. The tractors ended up being sold cheaply to politicians and senior ˚ˢ˩˘˥ˡˠ˘ˡ˧ˢ˙Ё˖˜˔˟˦ʡ When the Principal Secretary for Ministry of Agriculture, Irrigation and Water Development Gray Nyandule Phiri and Secretary to Treasury Cliff Chiunda refused to

The director general holds Bachelors from University of Malawi and Masters’ Degree in international economic law from the University of East London. Back then though, she had no idea one day she will carry the heavy responsibilities that fate has thrown at her today. But her convictions to justice developed early in her academic pursuit. “I think it was in second year of law school, especially through the legal clinics which as students we would undertake that I really appreciated the power of the law in delivering justice and goodness. It was at that time that I determined in my heart that I will be a lawyer that uses the law to bring about ‘justice and good’.

ARTICLE This is what I have strived to do in my legal career in the past 18 years and I believe consequently led me to the jobs I have done and positions I have held,” she recalls in an interview. While Martha is now a heroine to many, she has not always had it easy. To reach the pinnacle of professional life, she has ˠ˔˗˘˦˘˩˘˥˔˟˦˔˖˥˜Ё˖˘˦ʡ “I think on top of the list is limited time with family and friends. Being a lawyer is tough and demands a lot of time reading and researching. But for me that kind of doubled up in the 70 months I have been Ombudsman. I think it is fair to say that I have practically been working almost every day because of the nature of that job and also other portfolios that go with that position. “Added to that, I am quite an ardent believer in rule of law. There have been moments I have had to investigate and handle cases of those close to me. There are a lot of discomforts that go with that, but the job still has to be done. That is not easy. Related to that is that the positions I have held, especially Ombudsman do not only require intelligence and hard work. There is
also a certain sense of decorum that go with it and that is what builds ˧˥˨˦˧˔ˡ˗˖ˢˡЁ˗˘ˡ˖˘˜ˡ ˧˛˘ˢ˙Ё˖˘˔ˡ˗ˬˢ˨˥˦˘˟˙ as a person. From experience, that has demanded staying away from some people and cutting off some relationships I felt may not be helpful in the course. That is not easy at all. But it has to be done,” she explains. But despite her soaring ˣ˨˕˟˜˖ˣ˥ˢЁ˟˘ʟˀ˔˥˧˛˔ reckons she remains humble and deeply rooted in her “simple and ordinary family.” “When I am home, my boys make sure that I am just mum that’s all. My brothers and sisters are all busy doing their life. At my church I am just another member. I have a small circle of good friends who ensure that I can let up and be goofy at times. “Otherwise in terms of the foundational principles that guide my life, they are the same both in my private and public lives and thus, I really don’t have to change my behaviour depending on my setting making my life just a continuum of just being Martha,” she adds. Her job means she has rattled a few feathers along the way. But it’s

a mark of her resolute character that even in the interview; it’s not something she is so keen to talk about. Quizzed directly whether she has received threats for her quest to ensure justice, she responds modestly: “Well to an extent there have been threats thrown my way.” But the new job as the country’s anti-corruption czar will put at crossing hairs of many and the job itself will be very daunting for anyone. “If those enemies will come as a result of me doing my job as ACB director as per the law then those will not be necessarily Martha Chizuma’s enemies. They will be enemies of anti˖ˢ˥˥˨ˣ˧˜ˢˡЁ˚˛˧ʡˇ˛˘ˬ will be enemies of all aspirations of Malawians. They will be enemies of development, enemies of justice and enemies of integrity. In short, they will be enemies of Malawi,” she adds. Those enemies of the people might as well include those who rejected her as new ACB boss at Parliament. But she harbours no ill feeling towards the lawmakers, she says. Well you need to keep in mind that as Ombudsman, I have been an employee of
Parliament. That means I have interacted with the MPs many times. I have an idea of the thinking process at Parliament. So based on my two-hour interaction with them on that day, I knew deep down my heart that it was politics that had failed and not me. But still this being a very public recruitment process there was a danger of feeling like a failure. “But I am glad there was an army of people who sent me encouraging messages. In particular, there was one judge who called me I think
˪˜˧˛˜ˡЁ˩˘ˠ˜ˡ˨˧˘˦ after the news of my rejection broke. He prayed for me and once again reminded me that there is no need to feel rejected and ashamed because Christ dealt with all that on the cross. That and all the support I received kind of determined my subsequent reaction to the whole thing. “I am, however, grateful that eventually the same Parliament corrected this ˪˥ˢˡ˚˔ˡ˗˖ˢˡЁ˥ˠ˘˗ me. It is now on me not to betray God who chose me to this position, the President who appointed me, Parliament [PAC]
˪˛˜˖˛˖ˢˡЁ˥ˠ˘˗˔ˡ˗ the people of Malawi who supported me by discharging my functions faithfully and in accordance to the law.” But even in dark moments, her faith has kept her going. “I believe God has plans for each one of us. When all is said and done and I go back to my creator, I want God to say everything He had in my plans on earth, I did well. That is why with God’s grace, everything I do in my personal life, my career life I just try to give it my very best.”

So that’s the huge challenge that we need to resuscitate the new industry in terms of bringing in new buyers. We believe that if we bring new buyers, then the farmers that have left the industry will be excited to comeback. As you know we have two systems of marketing. We have contract side and auction. Under contract buyers go into an agreement with the growers and the growers ZLOOVHOOWKHLUFURSWRDSDUWLFXODUEX\HURQO\ and it’s not transferable to anyone. While on auction all buyer are obligated to buy. he Tobacco Commission (The Commission) formerly known as Tobacco Control Commission 7&& LVVWDWXWRU\FRUSRUDWHERG\ formed in 1938 and established by the Act of Parliament with the mandate to UHJXODWHWKHSURGXFWLRQDQGPDUNHWLQJRI tobacco in Malawi. The Commission was UHJXODWHGE\UHSHDOHGDFWVRI&KDS DQG&KDS EXWQRZUHJXODWHGE\ WKH7REDFFRΖQGXVWU\$FWRI ZKLFK EHFDPHHHFWLYHLQ)HEUXDU\ Historical Background. Admarc the Backbone of Malawi Food Security
T
he Agricultural Development and Marketing Corporation, usually known as ADMARC, was formed in Malawi in 1971 as a Government-owned corporation or parastatal to promote the Malawian economy by increasing the volume and quality of its agricultural exports, to develop new foreign markets for the consumption of Malawian agricultural produce and to support Malawi’s farmers. It was the successor of a number of separate marketing boards of the colonial-era and early post-colonial times, whose functions were as much about controlling African smallholders or generating government revenues as in promoting agricultural development. At its foundation, ADMARC was ˚˜˩˘ˡ ˧˛˘ ˣˢ˪˘˥ ˧ˢ Ёˡ˔ˡ˖˘ ˧˛˘ ˘˖ˢˡˢˠ˜˖ development of any public or private organisation, agricultural or not. Up to 1987 ADMARC was a sole buyer of smallholder produce. This monopoly was removed with a controlled liberation of agricultural trade. The Agricultural Development and Marketing Corporation Act (1971) was repealed in December 2003. Following the repeal, ADMARC was incorporated as a limited liability company, with Government owning 99% of the shares.

ROLES IN AGRICULTURE SECTOR OF MALAWI Commodity Aggregation ADMARC, through its vast and strategic network of markets, provides a ready market to smallholder and commercial farmers for the following agricultural commodities for trading on both domestic and international markets: RICE This cereal crop is grown for both domestic and commercial use which is traded both locally and internationally. Aromatic Super Faya, Kilombero, Amanda and Long grain are the common varieties that are produced in the country. ADMARC Limited mills its high quality rice at the state of the art Liwonde Mill. The plant, which can process over 10,000 metric tons of paddy rice per annum, has the added functions of destoning, grading and polishing. The company can supply a minimum of 600 MT of head rice per month. GROUNDNUTS ADMARC’s owns a state of art grading machine in Liwonde with a grading capacity of 6mt/ hr. The plant grades ungraded groundnut kennels into 6 different categories. The output is handpicked for further grading and tested ˙ˢ˥˔Ђ˔˧ˢ˫˜ˡʡ SOYA BEANS Soyaa beans area legume rich in protein, oil and essential minerals and mainly used for human and livestock consumption. The pulses which are harvested from April to May are used in the processing of edible oils, animal feed and ˣ˥ˢ˧˘˜ˡ˥˜˖˛Ђˢ˨˥ʡˀ˔˟˔˪˜ˣ˥ˢ˗˨˖˘˦˔ˡ˔˩˘˥˔˚˘ of 180,000 tons of Soya beans which are traded on both local and domestic markets. DRY BEANS Beans are a good source of protein produced for the local and export market. Red kidney beans, white haricot, red/black and white speckled sugar beans ‘Nanyati’ are commonly produced varieties in Malawi. PIGEON PEAS Pigeon peas are extensively used in preparation of dhal. Malawi is one of the major producers of pigeon peas with a production capacity of over 300,000 tons per year. ADMARC Limited supplies at least 2,000 metric tons of pigeon peas per month to both local and export markets COW PEAS Cow peas are consumed as a high-quality plant protein and carbohydrates source. Malawi produces an average of 50,000 metric tons of cow peas per year. SEED COTTON Malawi cotton is well known for its high yielding improved ginning outturn and ˗˘˦˜˥˔˕˟ˬЁˡ˘ˤ˨˔˟˜˧ˬʡ Cotton lint is used in textile manufacturing and is sold on the export market. Cotton seed, sold on both local and export market is used for oil extraction whose by product, the cotton seedcake is used in livestock feed production. ADMARC Ltd has three modern ginneries installed in all regions of the country for ginning seed cotton with a capacity of ginning an average amount of 70,000 metric tons of seed cotton every year.

alue Addition as part of its export drive, ADMARC Ltd continues to invest in value addition. Currently, the company owns the following valueadding facilities: GINNERIES The company owns three modern ginneries at Ngabu, Balaka and Karonga which are used for ginning seed cotton grown in the country. The ginneries have a combined ginning capacity of 70,000 tons per year. The cotton lint and cotton seed products from the ginneries are sold internationally.
DHAL PLANTS ADMARC Ltd has two modern dhal plants in Liwonde and Balaka. The plants were installed as a way of growing the forex revenue realized from pigeon peas in Malawi by ensuring that the commodity is exported in value added form. Liwonde Rice Milling Factory The Liwonde Mill has a capacity of milling over 10,000 tons of paddy per year. The state of the art plant can de-stone, grade and polish the aromatic varieties of rice available in Malawi. ADMARC’s superior quality rice remains a national favourite.

BUSHIRI EXTRADITION CASE: SA WITNESSES WILL HAVE TO APPEAR IN MALAWI COURT
The Lilongwe Magistrate’s Court has ruled that South African witnesses must appear in court in Malawi. This came after the State applied for the witnesses to appear via video conferencing.

RELIGION lower court. In his ruling on Tuesday, Magistrate Patrick Chirwa stated that there was no legal basis on which the court could direct for a video conference hearing. Chirwa subsequently ruled that the court required the witnesses to make themselves available to present their deposition. This came after the State applied for the South African witnesses in the extradition case of self-proclaimed prophet Shepherd Bushiri and his wife, Mary, to appear via video conferencing. Malawi Director of Public Prosecutions (DPP) Steve Kayuni told the media the court order would be respected. “The arrangements have to be made. Discussions have to be had to ensure that the order of the court is duly accordingly taken,” he told the media after the court proceedings. The State requested six weeks to arrange
for the appearance of the witnesses. Bushiri’s lawyer, Wapona Kita, told the media they were happy the court dismissed the State’s application In the event that the witnesses appear in court in Malawi, Kita has maintained that the position has always been that they are ready to defend the case. “We are still ready to defend the case whenever the witnesses come. The implication is that we are following the law in Malawi – what is required. “The way things are moving now, that is what was expected,” he said The Bushiris are wanted in South Africa on fraud and money laundering charges, allegedly to the tune of R102 million. ˇ˛˘ˬЂ˘˗˧˛˘˖ˢ˨ˡ˧˥ˬ to their homeland just a few days after the Pretoria Central Magistrate’s Court granted them bail of R200 000 each under strict conditions
