Your organization has contributed greatly to providing a first-class view to travelers of what it truly means to be Jamaican, as it espouses the talents, warmth and resourcefulness of our people, and the rich natural and cultural heritage. This ‘Jamdung’ experience is on full display from the showcase of murals on the wall to the music and restaurants, and most recently the unveiling of the ‘I love Montego Bay’ sign, which is symbolic of the welcome extended to all who use the Airport. It is commendable that the MBJ Airports Limited has ensured that
this point of entry, and natural hub for major carriers and cargo activity, sustains Sangster International Airport as a model ‘Gateway to Jamaica’. The notable transformation of the Sangster International Airport into a world-class facility, over the past 15 years, is evidence of your hard work to fulfil your mandate which is to ensure that the public is provided with a safe, reliable, efficient and userfriendly air-transport system consistent with standards and recommended practices of the International Civil Aviation Organization (ICAO). I use this opportunity to commend the management and staff for your collective effort in moving the organization forward with high quality customer service, management and operational practices and innovation. AIR TRANSPORT AND
AIRLIFT CAPACITY ARE CRUCIAL ELEMENTS WHICH CONTRIBUTE TO JAMAICA’S LARGEST FOREIGN EXCHANGE EARNER, TOURISM. The infrastructure which enables passengers and visitors to efficiently travel to our island is equally crucial. With two major international airports on the island, Sangster International operated by MBJ Airports Limited is the leading tourism hub in Jamaica. Since divesting the operations of the Sangster International to MBJ Airports Limited 15 years ago, the Government has seen improvements to the operations of the facility making Sangster International one of the premier airports in the region. MBJ has facilitated the infrastructural development at Sangster, which has enabled the increase in the capacity of
stop over and tourist arrivals to reach record figures in recent years. Indeed in 2017 Jamaica saw a record, 4.38 million stop over arrivals, and the ability of the airport at Sangster through the improvements made to the facility by MBJ was certainly a major contributor to this feat. The smooth handling of the operations has been led with professionalism and management expertise from MBJ Airports Limited. Despite challenges, the outstanding service provision, attention to detail and upgrading measures over the period has led to the Sangster International being awarded the “Caribbean’s Leading Airport” on several occasions. This speaks to cutting edge initiatives matched with forward and futuristic thinking outside the proverbial box, led by a most impressive management team, armed with the required competence to keep our airport on top of the international radar. I commend MBJ Airports Limited for keeping pace with innovations in the travel industry and for continuing to seek ways to promote and push for
the expansion, renovation and additional facilities at Sangster international Airport. This has certainly helped to transform the facilities to better serve travelers. Indeed, MBJ Airports has added value to the Jamaican economy and the country’s development while opening doors in keeping with the national agenda of Vision 2030. The Government certainly views MBJ as an important partner in the process of national development. The ability of the Sangster International Airport to be an even bigger contributor to the landscape of opportunities in Jamaica must be encouraged and facilitated and I commit to playing my part in steering the process of the ripple effect aimed at all benefitting factors and sectors of society. WITH THE TRANSFER OF THE MANAGEMENT OF SANGSTER INTERNATIONAL AIRPORT TO MBJ AIRPORTS LIMITED, THE TRANSFORMATION OF THE AIRPORT INTO THE LEADING TOURISM GATEWAY TO NOT ONLY JAMAICA BUT THE WIDER CARIBBEAN HAS BEEN ACCELERATED.
The style and efficiency with which Sangsters have been transformed and managed has ensured ranking as the third largest airport in this region connecting Jamaica to more than 50 international destinations. Under the current management, MBJ Airports Limited now facilitates over 74 per cent of air traffic to this beautiful island. The management and staff should be proud of the sustained increase in visitor arrivals which in 2017 achieved a record breaking 4.2 million arrivals. The official recognition of the airport as the Caribbean’s Leading Airport by World Travel Awards for the last nine years is another
achievement that we can all take pride in. Let me commend MBJ Airports Limited on celebrating this significant milestone and wish for you another fifteen years of continued successes in the development of this major gateway to Jamaica and its culture.

CONGRATULATIONS MBJ. YOU ARE 15 YEARS AND CLIMBING! THE AVIATION SECTOR PLAYS A VERY IMPORTANT ROLE IN TOURISM AND ITS RELATED SERVICES SECTOR. Since the privatization of the Sangster International Airport in 2003, MBJ Airports Limited has undertaken significant improvement works to the third largest airport in the region.
The correct route certainly was taken in choosing MBJ Airports Limited as the preferred bidder fifteen (15) years ago. These teenage years have been marked by tremendous improvements under its leadership. MBJ Airports Limited, through partnerships with the Jamaican Government, has executed the proper mix of strategies to achieve the objective of an even greater contribution to national development by the sector.
The Sangster International Airport facilitates seventy-four (74) percent of air traffic to Jamaica. Arrivals in 2017 alone surpassed four million passengers, the highest number ever recorded on the island for any one year.
Jamaica can boast that she has been named one of the most improved countries in safety, having received an 83 percent rating by international aviation standards.
In an island economy, such as Jamaica, that is highly dependent on tourism and trade, airports are strategic assets and therefore demand a significant measure of government oversight and support.
As the transformation of the Sangster International Airport into a worldclass facility continues, it is important to ensure the airport’s continued
compliance with local and international standards for safety and aviation security. The Ministry of Transport and Mining remains dedicated to working assiduously to advance the Aviation Sector. Jamaica should remain a leading destination so when visitors come they want to come back again and again, because first impressions last, as they often say. Once again, MBJ, congratulations on achieving your fifteen 15-year milestone. May there be a continuation of this fruitful partnership for another 15 years. The Journey continues as the nation soars to higher heights and new destinations!

THE 15TH ANNIVERSARY OF MBJ AIRPORTS LIMITED AND THE GOVERNMENT OF JAMAICA IN AGREEMENT TO MANAGE SANGSTER INTERNATIONAL AIRPORT. It is without hesitation that I can proudly say that the Sangster International Airport (SIA) is one of the finest facilities of its kind in the world. This very luxurious gateway to the world has been named the Caribbean’s leading airport for the ninth consecutive year by the World Travel Awards – topping a pool of 11 Caribbean airports nominated for the prestigious award. As many of you know, tourism in Jamaica is on a steady path of continuous growth. Visitor arrivals are at an all time high with 4.3 million visitors recorded in 2017 and 4.8 million visitors projected for this year – bringing
us much closer to our goal of welcoming 5 million tourists. The earnings we gained from this spike in arrivals was also a high of US$3 billion, which means that even at a 30 per cent retention we had US $1 billion in circulation for the people of this country. Our airports play a vital role in ensuring that we continue to see growth in our industry. The team at the airport, strategically led by Dr. Rafael Echevarne, understands this and have already put measures in place to ensure that our visitors’ experience remains safe, seamless and secure. The Government of Jamaica is very proud to have played a part in managing, developing and helping in the general operations of the airport for the past 15 years. We are also extremely proud of the growth that we have achieved and the role SIA plays in connecting passengers from more than 50 international destinations to the ‘Home of All Right’. Last year was a particularly strong year for SIA, as passengertraffic through the airport grew from a low of minus 4.4 percent in 2009 to a positive 8.4 percent
increase in 2017. In fact, during the last year the airport saw as many as 8 international flights at any one time. I also look forward to seeing the outcome of the infrastructure projects now underway, including the renovations to the ticketing hall, taxiways and the expansion of the commercial space. I know that this will not only make the airport more visually appealing but will boost the overall efficiency of the airport to meet the growing demands of our visitors. As Minister of Tourism, it is indeed an honour for me to commend the management and staff Sangster International Airport for the role they have played in our booming tourism industry. You continue to make lasting first impressions on our visitors, many of whom visit us repeatedly because of your excellent service. I wish to extend my heartiest congratulations to MBJ Airports Limited for fifteen years of contribution to the parish of St James and specifically the city of Montego Bay. As the fastest growing Jamaican city, the town of Montego Bay has moved to the forefront of national economic growth. MBJ Airports Limited has proven themselves to be a worthwhile and valuable partner in this endeavor through the efficient and sophisticated improvements made to the Sangster International Airport. This partnership has proven to be beneficial to St James and the wider Jamaica as we continue to see an increasing number of international airlines to our shores. With your track record over these past fifteen years, I am confident that we will achieve and exceed our expectations over the many years to come. The social impact of an international airport is not
lost on the community of Montego Bay, which you so ably serve. Our people have benefitted from a highquality work environment and exposure to world class standards in aeronautics and logistics. Message from the Chairman of the Airports Authority of Jamaica (AAJ) Custos William Shagoury IT IS WITH A SENSE OF GREAT PRIDE AND SATISFACTION THAT I, ALONG WITH THE MANAGEMENT AND STAFF OF THE AIRPORTS AUTHORITY OF JAMAICA (AAJ) JOIN IN RECOGNIZING AND CELEBRATING WITH MBJ AIRPORTS LIMITED (MBJ), THE SIGNIFICANT MILESTONE OF THEIR 15TH ANNIVERSARY AS CONCESSIONAIRE FOR THE OPERATION OF THE SANGSTER INTERNATIONAL AIRPORT(SIA).
On behalf of the Board, Management and Staff of the Airports Authority of Jamaica (AAJ), I wish to congratulate MBJ Airports Limited (MBJ) for the sterling work done over the past 15 years in driving the development of the Sangster International Airport (SIA). I salute the past and present shareholders, Board and executive leadership of MBJ for effectively executing its role in this Public Private Partnership (PPP) arrangement with the Government of Jamaica (GoJ). While the GoJ retains ownership of SIA, it is very evident that the team at MBJ has approached the job of managing and operating the airport with great pride and commitment. I also use this medium to recognize the employees at MBJ and the many stakeholders from
the private and public sector, who have worked hard to make SIA a model airport in the region, winning a number of awards, including being named the Caribbean’s Leading Airport in 2016 for the 9th successive year at the World Travel Awards, and keenly vying for the 2017 award which is yet to be announced. From all accounts, SIA (and by extension Jamaica) has benefitted from the stewardship of MBJ as an airport concession operator. The airport has seen significant growth in passenger traffic over the past 15 years. For the last calendar year, 2017, passenger traffic at SIA experienced a strong 8.39% growth over the prior year. The new airlines and destinations/city-pair

connections gained by MBJ over the period, in partnership with the Jamaica Tourist Board (JTB) and other tourism stakeholders, have no doubt supported the island’s growing tourism industry and the increased hotel room stock in Jamaica’s north-western tourism belt. MBJ, with the oversight of the AAJ, has carried out significant Capital Development Projects over the period which were aimed at improving the general experience of airport users, including passengers, airport workers and airline operators. Their continued commitment to the process was shown earlier this year with the signing of a $5billion (US$40million) loan agreement with Scotia Bank that will facilitate the expansion of SIA and will be used to resurface the taxiways and aprons and implement a complete renovation of the ticketing area. In addition a number of other projects will be executed that will improve the safety, operational efficiency and customer comfort at the airport, including the Border Control areas and processes. Commendation is in order for MBJ for its work in getting Airports Council International (ACI) to establish a Global Training Centre in western Jamaica. This allows stakeholders in the local, regional
and international aviation community to benefit from cutting edge training and certification by ACI in our island. MBJ also continues to impact the wider community in western Jamaica through its corporate social responsibility initiatives, including work done with the Montego Bay Autism Center and plans for the Spot Valley High School. Over the years the company has also shown strong commitment to the environment through its participation in International Coastal Clean-Up exercises with the Montego Bay Marine Park. It is my assessment that MBJ is delivering on the objective to produce commendable growth in traffic at SIA, increase new routes, expand the airport’s commercial programme, implement key strategic capital development projects, and develop its people. We therefore salute MBJ on the occasion of its 15th year milestone and wish for even greater achievements and collaboration in the next half of its execution of the 30 year concession agreement with the AAJ. The expansion programme which was identified as having three phases included works such as construction of a landside terminal building, installation and extension of a fuel hydrant system, installation of covered jet bridges for 21 gates, rehabilitation and expansion of aircraft parking apron and supporting infrastructure such as car parking, roadways and storm drainage.

Notably, MBJ is now embarking on three major capital programmes for the second half of the Concession period estimated at over US$200m which is geared toward further expansion and improvement of the facility. These investments in the infrastructure underscore the commitment of MBJ to the continued development and operation of SIA at world class standards.
As the economic regulatory framework was still being developed for implementation and legislation still had to be enacted, there was considerable work to be done prior to the commencement date of the concession arrangements. In June 2002 the Consortium incorporated its special purpose vehicle MBJ Airports Limited (MBJ), the company to carry the designation of airport operator and the contracting party to the Concession Agreement. MBJ Airports Limited commenced operation at the Sangster International Airport on April 12, 2003.
The concession model has also allowed for ownership changes with the approval of AAJ over time with the shareholders and/ or shareholdings having been adjusted resulting in the current shareholders of MBJ being Vantage Airport Group (Vantage) and Grupo Aeroportuario del Pacifico (GAP).

The operation, financing and development of the SIA under private ownership has proven to be a successful partnership with the Government and AAJ. This is bourne out by the level of capital investments made, the concession fees paid to AAJ, direct taxes paid, and indirect taxes collected or generated on behalf of the Government.
Significant improvements in service levels and operational efficiencies have been achieved resulting in the airport being recognized by the Airports Council International and being named as the Caribbean’s leading airport by World Travel Awards. The success of the MBJ Concession has also become a reference point for PPP models in the region and the World. The Caribbean Development Bank included the SIA PPP as a case study in its 2014 report on PPP’s in the Caribbean, and more recently Jamaica has been rated 4th in the Latin America and the Caribbean for PPP programmes by the InterAmerican Development Bank (IDB). The success of the MBJ Concession could not be achieved without the AAJ and MBJ honoring their respective obligations with professionalism and commitment. In addition, the contribution of the many airport stakeholders should not be overlooked. As we salute MBJ for its sterling performance for the first 15 years of operation, the AAJ looks forward to an even greater performance and mutually beneficial relationship for the next 15 years of the Concession. YEARS CONCESSION AGREEMENT
MBJ AIRPORTS LIMITED (MBJ) IS CELEBRATING 15 YEARS AS OPERATOR OF SANGSTER INTERNATIONAL AIRPORT (SIA), JAMAICA’S LEADING INTERNATIONAL GATEWAY LOCATED IN MONTEGO BAY AT THE CENTER OF THE ISLAND’S MAIN TOURISM CORRIDOR.
MBJ was awarded a 30-year concession agreement by the Government of Jamaica in April 2003 to operate, maintain and develop the airport. SIA handles the vast majority of tourists visiting Jamaica as the largest airport in the island by flights and passenger volume. More than 95% of the passengers transiting SIA are on international flights, mostly bound for markets in North America and Europe. Of the 2.3 million visitors to Jamaica in 2017, approximately 70% used SIA.

MBJ is owned by Desarrollo De Concessiones Aeroportuarias S.A. (DCA), a subsidiary of Mexico-based Grupo Aeroportuario del Pacifico (GAP), with a 74.5% interest, and Vancouver, Canada-based Vantage Airport Group, with the remaining 25.5%. MBJ’s two shareholders manage 21 airports in five countries around the world between them, GAP with 12 in Mexico and Vantage with nine across four countries. Over the past 15 years, MBJ has invested more than USD 230m to upgrade and develop the airport’s infrastructure, transforming SIA
into the welcoming, safe and efficient transportation hub it is today, recognized as the Caribbean’s Leading Airport for the past nine years by World Travel Awards. Today, MBJ continues to invest to expand its airside and terminal infrastructure, ensuring SIA is positioned for continued growth over the next 15 years and beyond. SIA is in the process of becoming a world-class international airport, facilitating competitiveness and economic growth in Jamaica.
