Today’s 4G networks continue to offer faster data access, but there’s a great amount of uncertainty about the road beyond 4G, especially as the rapid consumption of wireless data continues to outpace the industry’s ability to meet demand. Fortunately, researchers all over the world are envisioning new networks referred to as fifth generation, or 5G, that will transform our lives and unleash enormous economic potential, 6

but there are challenges to achieving this. The current spectrum that service operators paid governments billions of dollars to acquire has simply run out. We now have the opportunity to redefine our networks with 5G technologies to enable faster data access and to support greater capacity and accommodate a wealth of new and diverse connected devices that comprise the Internet of Things (IoT). Billions of Connected Devices By 2020, industry analysts predict 50 billion devices will be connected to mobile networks worldwide. Mobile traffic is also expected to exceed 127 exabytes. The explosion of devices in the IoT may incorporate sensors to measure pressure, temperature, or stress, and perhaps actuators to turn on and off devices or make adjustments in real time. One example is traffic lights that are not just timed but connected and controlled remotely so that traffic congestion sites are immediately known and offloaded. If vehicles were connected directly to a traffic controller, then traffic lights may not even be necessary. Buildings, bridges and roads could be monitored continuously for structural health. Corporations and governments could use air-pollution monitoring data to regulate emissions and apply corrective action. Patient vital sign data could be logged and monitored to better understand the cause and effect of certain health conditions. 5G will be the platform to enable growth of connected devices in many industries, starting with the IT industry, but also extending to cars, entertainment, agriculture and robotics industries.

In fact, Nokia and NI recently collaborated to develop the fastest cellular 5G technology ever tested at peak speeds of 10 Gigabits per second, which is 40 times faster than 4G. To provide a frame of reference, a user can download a two-hour HD video in 40 minutes using today’s highest speed networks in good conditions, but with 5G speeds, a user can download this same video in a matter of seconds. The future of 5G networks may use wavelengths in high-frequency spectrum bands that are largely unlicensed or lightly licensed. The use of new spectrum bands is one of the key ingredients in future 5G networks, enabling the delivery of very low latency, which is important when using mobile apps or playing games on a phone, for example. Very low latency enables phones to respond immediately after a control is pressed. It’s also necessary to handle the vast range of connected devices and support applications for smart homes, connected cars and augmented reality.
Making the Vision a Reality 5G technologies to address these challenges are moving forward, and the vision of an Internet for everyone and everything comes closer to reality every day. As with any new wireless technology, the transition from concept to prototype impacts the time to actual deployment and commercialization. In the urban area, 31.46% household carry out transaction without having own mobile account and the rate is 14.37% in case of individuals. The rate of using own mobile account is non significant as only 6.55% household in rural area use own mobile account while 11.83% in urban area. So its clear that mobile banking is popular in Bangladesh. Cover Story Plastic Money The number of using Debit and Credit card is increasing here in Bangladesh. People use it considering the safety issue to transact cash . also use to shop, trading and transfer money account to account. Normally credit card, debit card, ATM are popular in Bangladesh to use. The Plastic money payment card has taken the place of hard cash as transaction through hard cash is decreasing. An information of Bangladesh Bank (BB) said that the gross amount of monetary transaction through debit and credit cards was about TK 7 thousand 826 Crore last April that was raised up to TK 7 thousand 895 Crore in the month of may . The amount of money raised amazingly in the month of June amounted TK 10 thousand 23 Crore. On average, the transaction held in these three month stands about Tk 8 thousand 581 Crore. 8 thousand 134 crore taka was manufactured through Debit card and 447 crore was transected through the credit card. How easy to use others credit card to shop! Why does not it require any security pin number to use credit card for shopping ? Now I don’t have cards…and I am happy’’.

Cover Story In this regard, Association of Bankers Bangladesh (ABB) President Nurul Amin said the incidents of card forgery would cast a negative impact on the banking sector. “The banks should be more careful with their transaction system and take stern measures against officials who have become involved with forgery,” he said. They then withdraw money from the booths or buy products from shopping malls using the cards and passwords. Such cases of fraud happen when cards are given on fake information. In some cases, sellers of goods and services accept cards despite knowing that the buyer is not the real cardholder. There is no alternative but to make shop owners aware of it to prevent card fraud at the acquiring level.

They install a camera above the ATM machine to record the image of a cardholder typing the password, and fix a small device to the ATM card reader to copy the cardholder’s information. The fraudsters then put the information in a new card with magnetic blank strips, using devices that can write and read cards.With the help of unscrupulous IT experts at different banks, they also steal customers’ information from computers at ATM booths, using pen drives.

With this perspective it is a high prospect country for online gateway.The central bank Launched National Payment Switch (NPS) in Bangladesh to facilitate online transactions in the country in December, 2012 look at the e-commerce industry in country. Bangladesh bank launched the service to be believed that this system will help to bring credit/debit cards of all the banks under a single network in the upcoming future. Five companies is giving online payment gateway service in the market. The companies are actively working in the market to establish the trend very well among the consumers. We talked with the officials of online payment gateway companies to learn about their service and problems. Mobile Internet Service Worldwide internet user is 3,196,381,230. In Bangladesh total internet user is 10,867,567 that refer 9% of total population. And most of them are using mobile to connect with internet. So net penetration is impressive here though the nature of use is not as much in development as it is expected. Most of the user uses it for social media. That’s why the mobile service provider used to offer attractive internet packages. Basically it is leading the internet penetration here. Available Broadband service including Wi-Max losing its market share gradually. ISP business is going down then earlier. Service satisfaction of broadband user is not good to mention. Though the bandwidth price reduced again and again to ensure the access of internet. But the rural are still suffering to enjoy high speed internet connectivity due to the infrastructural weakness.
Finally considering all the above it is fair to say that internet penetration is high in Bangladesh. And industry is moving towards development using Internet. Feature Technology Created More Jobs Than it’s Destroyed in Past 140 Years In the 1800s it was the Luddites smashing weaving machines. These days retail staff worry about automatic checkouts. Sooner or later taxi drivers will be fretting over self-driving cars. The battle between man and machines goes back centuries. Are they taking our jobs? Or are they merely easing our workload? A study by economists at the consultancy Deloitte seeks to shed new light on the relationship between jobs and the rise of technology by trawling through census data for England and Wales going back to 1871. Their conclusion is unremittingly cheerful: rather than destroying jobs, technology has been a “great job-creating machine”. Findings by Deloitte such as a fourfold rise in bar staff since the 1950s or a surge in the number of hairdressers this century suggest to the authors that technology has increased spending power, therefore creating new demand and new jobs. Their study, shortlisted for the Society of Business Economists’ Rybczynski prize, argues that the debate has been skewed towards the jobdestroying effects of technological change, which are more easily observed than than its creative aspects.

Going back over past jobs figures paints a more balanced picture, say authors Ian Stewart, Debapratim De and Alex Cole. “The dominant trend is of contracting employment in agriculture and manufacturing being more than offset by rapid growth in the caring, creative, technology and business services sectors,” they write. “Machines will take on more repetitive and laborious tasks, but seem no closer to eliminating the need for human labour than at any time in the last 150 years.” Here are the study’s main findings:

Feature Hard, Dangerous and Dull Jobs have Declined In some sectors, technology has quite clearly cost jobs, but Stewart and his colleagues question whether they are really jobs we would want to hold on to. Technology directly substitutes human muscle power and, in so doing, raises productivity and shrinks employment. “In the UK the first sector to feel this effect on any scale was agriculture,” says the study. In 1871, 6.6% of the workforce of England and Wales were classified as agricultural labourers. Today that has fallen to 0.2%, a 95% decline in numbers.
Technology has Shifted Consumption to More Luxuries Technological progress has cut the prices of essentials, such as food, and the price of bigger household items such as TVs and kitchen appliances. The real price of cars in the UK has halved in the last 25 years, notes Stewart. That leaves more money to spend on leisure, and creates new demand and new jobs, perhaps explaining the big rise in bar staff, he adds. “Despite the decline in the traditional pub, census data shows that the number of people employed in bars rose fourfold between 1951 and 2011,” the report says. The census data also provide an insight into the impact on jobs in a once-large, but now almost forgotten, sector. In 1901, in a population in England and Wales of 32.5 million, 200,000 people were engaged in washing clothes. By 2011, with a population of 56.1 million just 35,000 people worked in the sector. “A collision of technologies, indoor plumbing, electricity and the affordable automatic washing machine have all but put paid to large laundries and the drudgery of hand-washing,” says the report.

Till now we have organized 170+ events and 20,000 people all over Bangladesh. There are many other initiatives that teaching tech but unfortunately all of them based in Dhaka. We keep moving to all over Bangladesh to teach our people. Chittagong, Khulna, Rajshahi, Rangpur, Dinajpur, Sylhet, Jessore - we have travelled to all the possible places, every nook and corner of the country. The responses from outside Dhaka is always very high than in Dhaka. The rural people doesn’t get many opportunities - so when they get something they grab it very easily. University students are our primary focus to work with but we also have worked with women, slum dwellers, kids and middle age people. It’s interesting how people of all ages are interested to learn technology. Last April, I visited Chittagong for a women tech event series, few faculty members were there also to inaugurate. One of the lecturer came after the event to talk. He said “I was a student and participated in your event at CUET. Now I am attending as a lecturer here”. The longest tour we are having is teaching 1172 developers how to code android. 35 universities are enrolled in this program. I remember, we partnered with Bangladesh Govt about same kind of initiative and it took more than a year to roll out the program. But our this initiative only 2 months in planning and rolling out. This is only because of the community power. All our community leads are too much active and enthusiasts that everything happens very easily. Not only in tech but we have worked to foster entrepreneurship and innovation also. We were major partners in events like Startup Cup Bangladesh, Innovation Xtreme and many more. Keep Informed Facebook Messenger for Your Personal Assistant Remember that talk of Facebook testing its own virtual assistant? Well, it’s real. The social network is trying out M, an artificial intelligencepowered Messenger assistant that can answer questions and complete tasks. You can ask it for advice on places to go, for instance, or have it make travel arrangements. Think of it as a Siri- or Cortana-like helper that exists solely in text chat. It should be less likely to make mistakes, though, as Facebook is quick to note that there are humans training and supervising the AI behind the scenes. And in case you’re wondering, it only bases its conversations around Messenger -- it’s not using your regular Facebook data to make decisions. Facebook has released its own personal assistant for its Messenger app. Named M, the assistant has been made available for a few hundred of San Francisco Bay Area users as a testing process. Facebook will ask those users to use M with examples of what it can do for
them. M will be able to suggest birthday gifts and suggest and make restaurant reservations. Don’t expect to give M a spin just yet. It’s only in use by a few hundred people in the San Francisco Bay Area, and it could take a long while to scale up if it proves successful. However, a wider rollout seems like more a question of “when” than “if.” Facebook has been dramatically expanding the role of Messenger as of late, turning it from a basic communication tool into a platform for everything from games to money transfers. That means YouTube will no longer be an entirely free-for-all service. With the new subscription service, YouTube hopes to offer content creators a new way of making money. But the two-types of subscription system is raising question marks and confusion,

His technical and leadership engagement includes a wide range of areas: from commercial organizations to developer communities, from product model to service model and from small start-ups to top-tier software corporations. For his huge positive influence in technical communities around the globe, Microsoft Corporation, a worldwide software giant recognized and awarded him as Most Valuable Professional (MVP) for 6 times. Mr, Alam recently talked various issues about technology, development, infrastructure and so many other things with Techworld Correspondent Fakhruddin Mehedi that shared below: TWBD:Tell us about your workplace. And so express what you are doing for ICT development of Bangladesh. Ashraf Alam: I’m currently working at Autodesk, and engaged building its own cloud platform. Autodesk is an American multinational software corporation and is pioneer for building engineering drawing software like AutoCAD, 3D modeling software like 3DMax, Maya etc. Being a part of cloud platform development, especially which impacts several millions of users, is exciting, as well challenging. Every single day we’re learning new things and having lots of fun at our work. Since the beginning of my career, I was closely engaged with Bangladeshi developer communities, which I’m still continuing in aboard, by connecting and helping them through social networking and forums. When visiting Bangladesh every year, I’m connecting with different stakeholders in software development industry, from active professionals to different policy makers and sharing my experiences that I’m gaining here in abroad. Over time I want to get back to Bangladesh and hope by that time I can contribute to the local software industry in broader scope than before. 30

C.Talk Techworld: Recent ICT development of Bangladesh is remarkable as government is taking many initiatives. Are we really developing or everything is eyewash? Explain your thoughts. Ashraf Alam: I think government is making good progress in ICT development, while still few areas require additional attention. Several programs to train young people, increased usage of ICT services and facilities in government organizations -these few good steps that government is taking, will be moving us into next level. However we still lack enough support for online based payment, high speed internet facilities in remote areas etc, without which it will be very hard to create own knowledge based economy and enter international market in broader scope. Techworld: With the increasing of technological tools 50 percent of current job will be vanished by 2025. What should we do in that case? Ashraf Alam: Till few years back lots of repetitive human jobs were being replaced by machines, but now a days even intellectual jobs are being replaced by machine learning algorithms. Fortunately every human possesses incredible amount of creativity, replacing which by machine will probably take few centuries. People who can keep themselves to cherish their inner creativity will be highly demandable in the coming future. One of the greatest ways to achieve creativity is having habit of reading physical books, on different subjects like science, fiction, art or anything that utilizes and extends readers own imagination. Highly successful people like Bill Gates, Mark Zuckerberg were and are very good readers. Apart from their highly busy schedule, they maintain a dedicated time on reading physical books and shares their most favorite choices in public on regular basis. Techworld: Our IT and engineering institutes are so poor that they cannot produce class 1 developer. That’s why we couldn’t make any extraordinary product like WhatsApp, viber etc. What is your opinion? Ashraf Alam: Honestly IT and engineering institutes can do very little to produce class 1 developer just by training every single steps to become successful. In fact few of most successful people in this industry are university dropouts. While having academic degree is still useful for lots of reasons, the most important role of IT and engineering institutes is to provide guidance to the areas where the students are mostly interested and encourage innovations along with engaging them with industry experts in different ways.

C.Talk Techworld: What is the deference between international developer and our local developer? What should we do to get the international level? Ashraf Alam: Interestingly technical knowledge doesn’t make a person international quality developer primarily. With the help of training/educational materials available in internet it’s not very hard to gain technical knowledge. The most important thing to achieve that quality is to have very strong sense to accountability and passion for innovation and technology. To have more high quality developers locally, we need building a cultureofhaving professional attitude with transparent communication and intension to work hard. Techworld: Do you think 1 billion target of BASIS is achievable with comparably unskillful man power? Ashraf Alam: I personally like the idea for setting a big goal, which will push ourselves to be better. However along with freelancing developers, who generally targets small few hundred dollars projects, we’ll need to gain the expertise for large scale and volume software projects. Developing large scale software products for our local need will enable us becoming enough skilled to handle international demands. Taking more initiative to guide and engage professionals in large scale projects will help achieving this goal. Techworld: Cloud computing is the trend of business to the technology giants like Microsoft, apple and so many. Do you think it’s high time for Bangladesh for thinking about cloud business? Ashraf Alam: Yes. Cloud computing is nothing but using others computers as much as you need, and it’s incredibly cheap. The entire world is moving to this computing model, ranging from small to large organizations. Technical people involved in software projects require very solid understanding of the different options available in cloud technologies, as the right design and implementation decisions will lead to highest gain of cost effectivity. Also, software project/products owners are required to have the basic ideas about the benefits and trade-offs of utilizingcloud, as they are very important part of deciding and employing budget of the product with respect to short and long term goal. e-finance.bd BB To Revise Photo Norm for High-Value MFS Transactions Bangladesh Bank is going to allow private nonbank companies to set up and run automated tellermachines and point-on-sale machines under agreements with banks in a bid to expand the services to more areas. A BB official told New Age on Monday that only commercial banks were now allowed to set up ATM booths and POS terminals to settle bank transactions. But, the banks are not interested in setting up ATM booths and POS terminals in the rural areas as they think that their earnings from the services in the areas is lower compared with that in the urban areas, he said. Besides, the banks are now imposing high charges against the merchants who use the POS terminals and due to the high charges the shop owners are showing little interest to settling transactions through the terminals. The banks will be compelled to lower the charges once the private companies are allowed to set up POS terminals. Due to high charges, the shop owners set up only 6,035 POS machines as of September 30, 2014 although the country’s business sector demands more terminals considering its volume, the BB official said. The centralbank will impose a condition on the private companies who will be allowed to introduce the services that they must establish majority of their ATM booths and POS terminals in the rural areas, he said. The BB data showed that the banks established 6,035 ATM booths as of September 30, 2014. But, a very few ATM booths were set up in the rural areas. The banks have so far issued 72,85,805 debit cards, 5,77,864 credit cards and 1,02,787 prepaid cards. The issuance of such cards will increase once the private companies are allowed to set up ATM booths and POS terminals, the BB official said. BRAC Bank managing director Syed Mahbubur Rahman told New Age on Monday that such initiative (allowing private companies to run ATMs and POS terminals) might result in an unhealthy competition between banks and private companies. The private companies will occupy a good amount of the profits the banks now get from the services if they (private companies) are allowed to establish ATM booths and POSterminals. Biggest German bank mulls selling stake in China,India Deutsche Bank, Germany’s biggest lender, is considering selling its stake in Chinese group Hua Xia Bankand divesting its retail banking activities in India, the business daily Handelsblatt reported on Wednesday. Deutsche Bank spent a total 1.3 billion euros ($1.4 billion) in amassing a stake of nearly 20 percent in Hua Xia Bank between

Mr. Akand informed the media that Sections 57 and 87 of ICT Act are in direct conflict with the 7th, 27th, 39th and 40th paragraphs of the constitution. He explained that in the 7th para, it has mentioned that all power in the state belongs to the citizens, while the 27th paragraph ensures equal rights for all. In the 39th para, the constitution guarantees freedom of thought and conscience and speech, expression and freedom of press. that there is freedom of speech. Finally, the 40th paragraph gives citizens the right to accept any profession that does not conflict with the law. While the constitution states these, as per Section 57 of the ICT Act, if someone
publishes material online that deliberately misleads others, or harms the reputation of the State or any citizen of the state, it would be considered a crime. And punishment for this would be 14 years of jail and/ or fines not exceeding Tk. 1 crore. Section 86 on the other hand states that if any action conducted in ‘good faith’ by a State official causes harm to an individual, legal actions cannot not be taken against the official. The notice further states that Section 86 is not only discriminatory, but also violates people’s right to exercise freedom of thought and expression. Moreover, it also conflicts with paragraph 28 of the constitution, which ensures that the State cannot discriminate against any individual based on their race, religion or gender. The ICT Act was first passed in 2006 and was amended twice- once in 2009 and again the year after.

Airtel is Planning to Sale Bharti Airtel has introduced its operation in Bangladesh in 2010 as it bought a 70 percent stake in Warid Telecom in Bangladesh by $100,000 in January.In 2013, Airtel bought the rest of the shares at $85 million, according to the transaction documents. From then it has running its operation here in Bangladesh. Right now Airtel has 88.43 lakh active subscribers with a 7 percent market share. Airtel Bangladesh also has 4,000 towers and set up a separate company for the tower business, which has not yet started operations, they said. Enable encryption on your access point. Using 128-bit encryption or higher makes your Wireless Network more secure. WEP and WPA are entirely different encryption schemes. WEP has been proven insecure and can be cracked in a few minutes using free utilities that can be downloaded from the Internet. Using at least WPA is recommended, because it is much more secure, but is sometimes a bit harder to set up correctly than WEP is, and isn’t completely secure.[1][2] Some older access points or wireless cards do not support WPA2. If you have one of these, it is recommended that you purchase a newer one that supports WPA2, depending on how important you consider your security. However, WPA2 still uses static Pre-Shared Key, which is easy to capture and break. You have an option to use a very long network password (at least 10 alphanumeric characters) or use a RADIUS server and the WPA2-Enterprise mode that uses username/password combination and generates a temporary session encryption key. As it might be challenging to configure your own authentication server, you might want to use a commercial Virtual RADIUS server.

Set the router access password. Anybody who gains access to the router configuration settings can disable the security you have set up. If you forget the password, most routers have a hardware reset that will restore all of the settings to factory defaults. The best option is to use a random sequence of the maximum length of characters - you only have to type that once, so it is not a big thing. When you connect to the router via LAN cable while setting it up, you can copy and paste the password onto the router and onto your local setting, so you never need to type it again. • Use a secure password. Don’t use easily guessed passwords for your WPA2 or router access passwords, such as “ABC123”, “Password”, or a string of numbers in order. Use something hard to guess that contains both upper and lowercase letters as well as numbers. Special characters such as !@#$% are not supported by some routers. The longer the key, the better, although the WPA2 key has a minimum and maximum length. Try to make a little mental effort -- good passwords might be hard to remember, but they are harder to crack. • If you use a weak key then even WPA and WPA2 can be easily cracked within a day using a combination of special precomputed tables and dictionary attacks. The best way to generate a secure key is to use an offline random number generator or write the entire alphabet in uppercase and lowercase and numbers 0-9 on separate pieces of paper, mix the paper up and randomly pick up pieces and return them, mixing them up again each time; each character you pull out becomes a character in your key. You can also try throwing a pair of dice and using the resulting numbers as your password. 46

Change the Service Set Identifier (the network name or “SSID”) from the default to something unique. A default SSID indicates to hackers that the network was set up by a novice and that other options (such as the password) are also left as the default. Use a name you can remember and identify, as the SSID has no influence on the security of your network (not even if you choose not to broadcast it).

Enable MAC Address filtering on your Access Point or router. A MAC (not to be confused with the computer model ‘Mac’) address is a code unique to every wireless networking card in existence. MAC Address filtering will register the hardware MAC Address of your networked devices, and only allow devices with known MAC Addresses to connect to your network. Don’t disable the ‘SSID Broadcast’. Do not disable the ‘SSID Broadcast’ feature of your Access Point or router. This seems counter-intuitive, but it is actually a bad idea.[4] Although this would make your network invisible to your neighbors, any determined hacker can still sniff out your SSID; and you are implicitly forcing your computer to shout out your SSID anywhere you are, while it is trying to connect to it. Anyone could then impersonate your router with that SSID, and get your credentials that way.

Disable remote login. The first router worm brute forces its way into the router in this manner. Most default usernames are set to Admin. It isn’t hard for a virus/worm to crack the password if the username is known. The good thing is that routers normally have this disabled by default. Be sure to confirm that it is disabled when you first set up your router and periodically thereafter. If you need to update your router setting remotely, only set up access for the time you are going to be connected.

Disable wireless administrating. Finally, change the setting that allows administrating the router through a wireless connection to ‘off’ (meaning that you need to connect with a LAN cable for administration). This disables any wireless hacking into the router.

ICT Career and Computer Science and Engineering Education Professor Dr. Syed Akhter Hossain Preamble As with the growing trends of Information and Communication Technology (ICT) career with the basic understanding of the Computer Science and Engineering (CSE) program, there are three different aspects: Application of ICT, Math and Computer Science. The detail part of the program is elaborated in this article from the perspectives of the academia. Besides, the career alignment with the present curricula is also discussed. This will attempt to draw a line between the academia and industry.
Introduction The central design of the computing curricula in the world follows the guideline developed by the Association for Computing Machinery (ACM), IEEE Computer Society, and the Association for Information Systems (AIS) [ACM/AIS, 2002; ACM/IEEECS, 2006]. CSE program originates from the discipline that embodies the science and technology from the perspectives of design, construction, implementation, testing and maintenance of software and hardware systems that comprises modern computer systems. CSE also embodies principles of computer hardware design and related knowledge applicable to a broad range of modern electronic products including cell phone to most of the household electronics. As part of the requirements for the higher education along with the considerations for international accreditations as well as IEB (Engineering Institutions Bangladesh) accreditations, the CSE program comprises different program components. Different public and private universities define the respective scope of the program components as described above based on the industry-academic interactions and following the guideline of the University Grants Commission (UGC). Right to be Heard total credits of the CSE program in Bangladesh ranges from 140 credits to 180+ credits in different universities. These credits include both the theory and the laboratory classes. The North American system of education define 3 hours of class for 1 credit theory and 2 hours of class for 1 credit laboratory class in a week. The curricula of the CSE program must be a living curricula in order to bring not only the present change of technology and associated knowledge within different course contents but also futuristic technologies and its implications in the evolution of the curricula. This is often challenging and sometimes unattainable due to unseen constraints. But the only thing which is most important today is the change and change in continuous mode.
IT Career and CSE Education For the CSE students, career in IT is considered one of the most high-paying jobs and is full of opportunities and particularly when Digital Bangladesh prowess in Information Technology industry which is recognized across the globe. This has been observed that the pool of talented computer engineers working in IT companies of the fortune 500 and fortune 1000 companies in USA and Canada shows that IT can take a person to higher levels and turning into top leadership. Skill Gap to Remove: Case study on Vietnam By Shara Tibken -- I was late to the 5:30 p.m. class, and the air-conditioned room was packed when I arrived. I slipped off my sandals, customary when visiting Vietnamese homes and businesses, and joined two dozen men crammed into rows of workstations in the sparse, white-walled space. This small room is a 10-minute walk from the Reunification Palace, where South Vietnam’s president lived and worked during what’s known here as the American War. It’s best recognized as the place where a North Vietnamese tank crashed through the compound’s gates in the Fall of Saigon in 1975. But the image projected on the classroom’s wall isn’t a scene of war. It’s a lesson on coding. The mostly 20-something students are all here for one reason: to learn to develop apps for the iPhone and iPad using Apple’s new Swift programming language. “What you learn in school isn’t for the real world,” instructor Pham Khoa told me over banh xeo (Vietnamese pancakes) and noodle soup after the class. The reason? Classes here focus more on the theoretical than on the practical. and Microsoft’s Windows operating systems -skills they couldn’t easily learn elsewhere. That need to educate oneself is part of a broader shift as the country -- best known to Americans for the controversial war during the ‘60s and ‘70s -- is working to become one of the world’s leading technology manufacturers. There’s just one problem: Even after they graduate, students need additional training to do more than assemble devices, say more than a dozen manufacturers and startups I met with in Vietnam as part of Road Trip 2015. Many require months, if not years, of supervision. “The training program in universities in Vietnam is not suitable for working after graduation,” said Pham Dong Phong, plant director of LG’s factory in Haiphong, a port city in northeastern Vietnam. “After university, just having general knowledge to make it in an actual job is really difficult.” To help close the knowledge gap, a number of global tech giants, including Samsung and LG, have launched their own programs to educate their Vietnamese workers. Their readiness to invest illustrates the country’s appeal. Vietnam has a stable -- albeit conservative Communist -- government that’s willing to give tax breaks to foreign companies. A tech worker in Vietnam typically makes about a third as much as a Chinese employee (in 2013, a factory worker in Hanoi made $145 a month versus $466 a month in Beijing, though wages have risen since then). The Vietnamese population is also younger -- the median age of 29 is eight years younger than the US and China -- and speaks English as xthe country’s de facto second language. And while skills don’t yet meet the need for high-tech work, education standards have rapidly risen. Vietnam’s 15-yearolds had higher scores in reading, math and science than their counterparts in many developed countries, including the US and United Kingdom, thanks to the government’s investment in education.

And last year, consumer electronics giant Samsung assembled nearly a third of its smartphones here. Technology manufacturing has helped boost Vietnam’s economy. The country’s gross domestic product in the first half of 2015 grew 6.3 percent from the same period in 2014, according to Vietnam’s General Statistics Office. That growth was powered by $14.7 billion of worth of “telephone and spare parts” exports. That sector (largely mobile phones) accounts for about 19 percent of Vietnam’s total exports, topping every other category.

In 2012, about two years after Samsung opened its first mobile device factory in the northern part of the country, Vietnam started exporting more than it imported for the first time in 20 years. After Samsung flipped the switch on its second phone factory in the north last year, 17 percent of Vietnam’s total 2014 exports came from Samsung.

That doesn’t include the billions spent by other Samsung divisions and suppliers, such as a recent approval by the Vietnamese government for a $1 billion smartphone and tablet display factory in Bac Ninh province. Already, Southeast Asia -- Vietnam in particular -- has eclipsed China in terms of total Samsung workers, and the region even overtook Korea last year as the largest employee base. Samsung employs about 110,000 workers in Vietnam, with the vast majority in its two smartphone factories in the Bac Ninh and Thai Nguyen provinces outside Hanoi. When the company’s new $1.4 billion consumer electronics factory opens in Ho Chi Minh City in the first half of 2016, Samsung will add about 5,000 more employees to its payroll. “Vietnam is now a growing country, so we have opportunities not only for business but also for workforce,” Nguyen Van Dao, vice president of corporate marketing for Samsung’s Vietnam operations, told me in the company’s office in the Bitexco Financial Tower -Ho Chi Minh City’s tallest skyscraper.

Right to be Heard Years of Training Samsung isn’t the only company addressing the education gap. LG, which in March opened a 800,000-square meter facility in Haiphong, tends to hire workers first, and deal with training and education later. “For now, we just do on-the-job training,” said Phong, the plant director. “But now we’re discussing, thinking about the next three years, how to get experienced operators and managers.” In Vietnamese village, tech rewires old traditions Vietnam’s third-largest city, Haiphong is a vital port gateway about three hours east of Hanoi by car. LG has 1,000 employees there and intends to double the workforce over the next year. While there are plenty of young, able workers in Vietnam, LG has had trouble hiring experienced employees for more intensive tasks such as supervising assembly line workers or conducting R&D, Phong said.
To deal with these long on-the-job training times, LG sponsors scholarships and internships. It’s also considered partnering with universities on specialty training. Jabil operates a factory at the opposite end of the country in Ho Chi Minh City, building products for customers such as Ingenico and Sierra Wireless in the Saigon Hi-Tech Park. Jabil likes to refer to itself as the biggest $18 billion (in sales) company no one’s ever heard of. The industrial park feels more like Silicon Valley than any other part of Vietnam I’ve visited -- but there’s no way to forget you’re in the midst of a developing country. The road in front of Jabil’s facility was dirt up to about a month before I arrived. Soil-filled ditches still surround the factory.
And it’s the R&D operations, for areas such as software and automobile infotainment, that LG is now focused on in Vietnam. Along with making the Vietnamese government happy, doing R&D inside the country makes it easier to troubleshoot manufacturing problems, as well as develop products for the local market. On average, LG has to train R&Dcentric employees for three years before they can work on their own projects, Phong said. About 30 percent of the white-collar staff members overseeing factory line workers and handling tasks like quality and assurance testing can work independently after four months. The rest need close supervision for a year. About 90 percent of line workers, the people actually putting together TVs and phones, work alone after a month.

For US-based Jabil, the biggest problem with candidates is their poor English language skills. And what many students learn “is a bit outdated for what we need,” said Patrick Tan, operations manager of Jabil’s Vietnam facility. “It’s kind of difficult to get people right out of the university and be able to plug into the work at the factory,” he said. “It’s so much different from other countries.”

In 2006, FPT Group, a Vietnamese information technology and telecommunications conglomerate, started FPT University, its own private university in Hanoi. In a letter to potential students, university rector Dam Quang Minh called the school “Inside Corporate University,” and the school said its mission is “to provide a global competitive advantage for students, thus expanding our nation’s intellectual horizon.”
Getting Up to Speed One of the biggest US companies to move into Vietnam is Intel. The Santa Clara, California, chipmaker, which opened an assembly and test factory in Ho Chi Minh City in 2010, quickly ran into the same problems as its tech brethren. Intel turned to Arizona State University to figure out how to get engineering students up to speed. They decided the best thing to do was train Vietnamese professors from eight universities on more modern ways to teach engineering. Together they formed the Higher Engineering Education Alliance Program, or HEEAP, which is also funded by the US Agency of International Development, or USAID.

Students now spend more time learning how to define and solve problems. They’re also required to have a lab credit and create a hands-on final project. Last year, the school launched a digital learning center -- which Hai leads -- to better integrate online learning with in-person classes. HEEAP now is seeking new funding to help schools add labs, said Jeffrey Goss, ASU vice

Raffay’s condition meant he was different from his peers at school. He was bullied and found it difficult to socialize and make friends. His teachers didn’t know how to handle him properly, and he would be constantly rebuked for missing classes.
Sixteen-year-old Raffay Ansari is a self-taught programmer. He’s been an iOS developer for over three years and has now graduated into full-stack, meaning he’s comfortable working with a number of different languages as well as both back-end and front-end technologies. The teenage prodigy from Pakistan has earned several thousand dollars freelancing online, coded games that have attracted about 8 million cumulative downloads, and is now on the brink of launching his own startup.

Raffay says his turning point came when he was introduced to the video game Borderlands. “I was just another kid, living his life, using Facebook and YouTube. After I started playing Borderlands, I became fascinated with how this was developed. What were the mechanics? How was it engineered? I needed to know more,” he explains. The internet became Raffay’s teacher. He taught himself how to code through free online courses, primarily from Code Academy. His parents were initially reluctant to encourage his sudden interest in programming, but warmed up to the idea once they saw his passion for it. By the age of 13 he had successfully bid for and completed his first freelance assignment – coding the iOS game Mr Flap.
Raffay has Ataxia, which means he has difficulty walking, speaking clearly, writing, reading, and other activities that require fine motor control. Inspiration Busy Day For Raffay, a typical day begins at 7 am, when he wakes up and gets ready to go to school. At 3 pm, when school ends, he goes to the office of Lahore-based startup incubator Plan9 and busies himself with his entrepreneurial work. He’s stationed there till 8 pm. Despite only recently clearing his GCE’s, the teenager has fierce ambitions for the future. “After my A-levels, I want to attend college and do a dual degree majoring in mechatronics and business management. Then I’ll dive back into entrepreneurship.”
