CONGRATULATIONS TO ED MARTIN, STATE CHAIRMAN OF THE MISSOURI REPUBLICAN PARTY Ed Martin believes that America’s greatness is found in its unique founding: American founding values that respect private property, preserve our natural liberties, and put in place the rule of law that allows the greatest opportunity of a free market system. Ed became an attorney because, at a young age, he recognized the value of fighting to preserve and protect the American values through the rule of law. As a young college graduate living in Indonesia and Italy, Ed saw firsthand the difference between America and the rest of the world. Ed is a graduate of St. Louis University School of Law. During law school, Ed specialized in health law and also pursued and later completed a master’s degree in health care ethics from St. Louis University graduate school. After graduation from law school, Ed sat for and passed the Missouri bar. He delayed beginning a judicial clerkship to serve his church. As the director of the Human Rights Office for the Archdiocese of St. Louis, Ed led an office in educating and advocating for pro-life issues, educational opportunities for all, and outreach to the community as part of the new evangelization. At the end of this church service, Ed spent the summer working at the Institute for Justice in Washington, D.C During the 2001-02 term of the federal Court of Appeals for Eighth 1

Circuit, Ed served a judicial clerk to Honorable Pasco M. Bowman, II. During this time, Ed lived in downtown Kansas City. Immediately following his clerkship, Ed joined the St. Louis-based international law firm Bryan Cave, LLC specializing in commercial litigation. In the fall of 2004, Ed left Bryan Cave and started his own law firm. He specialized in litigation and small business practice. In 2005, Ed led a team in taking on Governor Rod Blagojevich. Also, in 2005, Ed was appointed Chairman of the St. Louis Board of Election Commissioners. He took on ACORN, stream-lined the office, and implemented the Help America Vote Act. In 2006, Ed was appointed as chief of staff to Governor Matt Blunt. Ed and Carol Martin are the proud parents of four children under 7 years old – Madison, Edward, Michael and newest daughter, Helen. A MESSAGE FROM OUR MRP CHAIRMAN We are honored and happy to welcome our MRP Chairman, Mr. Ed Martin as a regular contributor to our Federation newsletter, "The Elephant Rumbles". Now more than ever we need to hear from our conservative leaders, and since not everyone has had the privilege of hearing Mr. Martin speak, we appreciate this opportunity to bring his message to our members. To Our MoFRW Members In January, President Obama and Missouri Governor Jay Nixon were sworn in for four more years. Ugh. What a disaster for America and Missouri! These men are pursuing a far left agenda that puts government over people, empowers bureaucrats and too often puts 'we the people' in situations where our freedoms are diminished and opportunities lost. We know our Republican principles, when put into practice, will make our lives and our neighbor’s lives freer, fuller, and better. These times are not easy. There is much to be concerned about. But the future for our party is a future for America: we must work together to convince our neighbors that limited government and the timeless and God-given rights of life, liberty, and the pursuit of happiness. Please continue to help the Missouri Republican party as we work to elect leaders who will live up to our Party's best. CONGRATULATIONS TO SHANE SCHOELLER By: Ed Martin Today, I am very pleased to announce that Shane Schoeller has accepted the position of Executive Director of the Missouri Republican Party.

Shane's professional credentials are impressive. He is an accomplished candidate and elected representative. He serves Missouri as a senior state government official. Shane is a proven business leader. During his run to be Secretary of State, Shane demonstrated a remarkable passion for the things that matter most to the men and women of Missouri. Shane’s commonsense conservative message resonates with Show Me State citizens all over the state. Among his many outstanding qualities is this: Shane is a man of faith whose lovely wife and children are the center of his life. His integrity is beyond question and his good nature shines through both publically and privately. Great leaders start with this foundation - Love God and Love your Neighbor. Over the years I have known Shane, I have witnessed this over and over. As a leader of Missouri’s Republican party, Shane will help all Missourians recognize what you and I already know - the people of our Party have love for our neighbors, that integrity matters, that the principles embodied in our State and Federal Constitutions provide the best framework for liberty, success and happiness. A MESSAGE FROM SEN ERIC SCHMITT, 15TH SENATORAL DISTRICT It’s no secret that reducing government interference in the lives of citizens and businesses helps grow the economy. To help businesses in their efforts to expand in light of the economic difficulty of the past few years, I introduced Senate Bill 11, which would reduce the tax liability for every business in Missouri by 50%. This bill was combined with Senate Bill 26 to form a broad-based tax reform measure for the state.

Providing tax relief for individuals and small businesses will expand our economy. The additional income can be used for hiring new employees or investing in new capital. By reducing these taxes, we as a state can ensure that Missouri is competitive for the foreseeable future.

SURVIVING A CRISIS By Bill Brandes Today's article begins our first segment of three that will address your needs for surviving almost any crisis that comes your way! As everyone knows, the world many of us grew up in is no longer the same. Whether you open the newspaper or turn on one of many means of social media, daily you will find terrifying and horrific news stories of innocent people being slain, of terrorists attacking government sites, or of massive storms that has catastrophically affected millions of lives. To some, it may seem like a monumental task to begin the process of preparation that ultimately may save you, your families and property! But let's not despair!!! Whether it be a man- made tragedy or an storm whipped up by Mother Nature, there are preparatory actions that you can take now that will help you "weather the storm." Let's take a look at the first part of our preparedness program!!! * Become familiar with the assets that are already available to you. In Missouri the "Ready in Three" gives the average family a good, basic start for initial preparedness. You can access this information at www.health.mo.gov. In the search tab, type in: "Ready in Three." This will give you good advice our starting work on your family plan! * Step One: Create a Plan To prepare for a disaster, you must first look at the types of disasters that may affect the area in which you live or frequent visit. It is wise to consider natural disasters, such as tornadoes, earthquakes, snowstorms, ice storms or floods in Missouri. In addition to natural disasters, consider the possibilities of man-made events as well. Civil unrest, bioterrorism, chemical attack, nuclear incidents, and disruption of utility services such as gas, electric and sanitary services could all pose a threat to you and your family. Keep in mind that the disruption of basic supplies and services, such as food, water, medicine, toiletries, and fuel supplies are real concerns that may affect you and your family in time of trouble. During this process of creating a plan it is wise to involve your family and to write down the ideas that are discussed. You'll be surprised to find all the possibilities and ideas that are discussed! Get this first step in writing. Video record and review it as a family to make your plan more realistic. Once again, involve all family members with the recording and reviewing process. This will help in developing the plan and making it a "living document" that is realist and implementable. Be sure all family members are assigned a duty or a task and to practice those assignments. Keep in mind, a good plan will address communications (how to reach family members), basic survival needs and supplies, travel and transport arrangements, financial needs 4

and security needs. In addition, I recommend the arrangements of two "safe house" locations, if possible. Please use the information I listed and the resources of Missouri's "Ready In Three" to get you started on your family plan! Remember the old saying an "Ounce of Prevention is worth a Pound of Cure." Brandes, Creve Coeur Fire Protection District Retired Commander/Chairman St Louis County Hazardous Materials Emergency Response Team/WMD VETERANS AIRLIFT COMMAND SUPPORTS WOUNDED WARRIORS By Arleen Jackson, Arleen Jackson, MoFRW Chaplin along with her husband Jack, a Vietnam veteran, former legislator and Boeing Test Pilot have introduced the St. Louis area to this not-for-profit organization that specializes in providing free air transportation for wounded military veterans. The Veterans Airlift Command (VAC) headquartered in St. Louis Park, MN, a Minneapolis suburb recently received an Eclipse twin engine business jet as a donation with the understanding it would be used to transport veterans and their families. Recently, area Federated Clubs supported this effort: Republican Women's Club of St. Louis, Washington Republican Women's Club, 1st Capital Republican Women's Club, and Randolph County Republican Women's Club. HUMANITARIAN PROJECT REACHES GERMANY By Pamela Bocek, 2nd Vice President, 2nd Congressional District; President, 1st. Capital RWC, St. Charles Val Cummings, 1st Capitol RWC, 2nd Congressional District, asked her club to help her granddaughter, 1st. Lt. Caitlin J. Cummings who is stationed at the Medical Center in Landstuhl, Germany.

Caitland is a nurse, and while she was at the Medical Center told her grandmother that they were having a difficult time getting their wounded warriors in and out of their hospital gowns. As a result, Val started the club's Humanitarian efforts by asking the members to bring white t-shirts or undershirts that she would take home, take the seams out, and replace them with Velcro. The nurses could then open them up and lay them on the bed, "roll" the patients in them, and Velcro up the sides. It turned out to be a wonderful method and the nurses were very grateful. When our club hosted the 2012 District Meeting in St. Charles, we collected about 50 t-shirts to be redesigned and shipped off to Germany. We also accepted donations for postage to assist in this effort. Our club was very happy to be able to help our military, and Val was happy to help her granddaughter! NFRW URGES GOVRNMENT TO TACKLE IMMIGRATION REFORM Adopts Resolution Calling for Guest Worker Program, Legal Status for Minors ALEXANDRIA, Va. – The National Federation of Republican Women (NFRW) is urging the federal government to expeditiously reform our nation's immigration system and to pass legislation and appropriate funds that will secure U.S. borders, create a viable guest worker program, and provide a path to legal residency or citizenship for those brought to this country illegally as minors. The NFRW laid out its position in a resolution adopted by its board of directors on March 9. The resolution maintains that the federal government has "refused to commit the resources necessary to adequately secure our physical borders" and has "failed to modernize (our immigration) system with available technology." These failures have led to an increase in illegal immigration and an extremely dangerous border environment. The resolution recognizes the need for a viable guest worker program that "documents guest workers and their families and requires them to pass health and criminal background checks, to be self-supporting, including the purchase of health and other required insurance, to pay taxes and to demonstrate a working knowledge of English in a reasonable amount of time in order to obtain permanent legal resident status." In addition, the resolution urges the federal government "to expeditiously establish criteria for young people in this country illegally through no fault of their own to earn legal resident status or citizenship when they demonstrate English fluency and knowledge of American civics, comply 6

with all health requirements, have no criminal record, graduate from an accredited high school, and pursue a college degree, trade certification or enter into military service." The resolution was proposed by the Texas Federation of Republican Women, which put together a committee of members who spent close to a year methodically researching the issue and carefully drafting the language of the resolution. The committee heard from and evaluated the positions of experts, recent immigrants, business and land owners, advocates, adversaries and law enforcement officials. "The NFRW is committed to being at the forefront of finding solutions to our nation's most pressing issues," NFRW President Rae Lynne Chornenky says. "We are pleased that our members spent significant time researching, studying and evaluating immigration reform proposals, and provided the framework for this resolution." Founded in 1938, the NFRW has thousands of active members in local clubs across the nation and in several U.S. territories, making it one of the largest women’s political organizations in the country. The grassroots organization works to promote the principles and objectives of the Republican Party, elect Republican candidates, inform the public through political education and activity, and increase the effectiveness of women in the cause of good government. As chair of this committee, my goal was to reach 100 members. As of 3/24/2013 33 individuals, 10 clubs and 2 Congressional Districts have paid Century Club dues and 3 ladies are Millennium Club members.

There is still time to get your membership in time for State Convention. RUMBLES CELEBRATES PRESIDENT LINCOLN 2013 has been dubbed by the media as "The Year of Lincoln" perhaps because of the fact that it is the 150th anniversary of the Emancipation Proclamation plus there are a number of books about Lincoln on best sellers lists, as well as an Oscar nominated movie, based on Doris Kearns Goodwins' Pulitzer prize winning book, Lincoln, Team of Rivals. What could be more inspiring than spending a few minutes with our party's founder, and beloved 16th President? MISSOURI AND THE CIVIL WAR By Dr. Neill Fred Sanders, PhD Missouri held an important part in the struggle of the 1861-1865 Civil War. Although it remained as part of the United States, it did find its citizens divided between the North and Mr. Lincoln's Republican Party and those who supported the newly created Southern Confederate States of America. Mr. Lincoln’s and the North's stronghold was in the eastern part of Missouri with St. Louis being the threshold of their support. Many of the rural regions, as well as the western region around Kansas City, favored the Confederate principles. Missouri did represent the most northern geographic state with strong support for the CSA, a region the North could not allow to join the Confederate states. Through St. Louis, Missouri's location helped the Union control the Mississippi River and contributed to helping divide the CSA after major battles gave Mr. Lincoln's navy and army key Southern cities in Mississippi and Louisiana. There are many outstanding books written by historian about Missouri and the Civil War. Missouri also is fortunate to have had an outstanding historian, the late J. Neal Primm, as a professor at the University of Missouri-St. Louis. The former President at Hiram College who earned his Ph.D. at the University of Missouri-Columbia, Dr. Primm has influenced many students and the public in general about Missouri and the Civil War. It is to be encouraged that we read Dr. Primm's many articles and books about this part of our state's and nation's heritage. Emancipation of Slaves Is Celebrated Here A special lithograph was produced for the WESTLICHE POST, a German language newspaper in St. Louis to honor the adoption of Missouri’s emancipation ordinance. A State Constitutional Convention meeting at the Mercantile Library in St. Louis voted 60-4 on January 11, 1865 to immediately abolish slavery in Missouri. Special wartime powers gave the Convention that authority, and the legislature and Governor Thomas Fletcher in Jefferson City cheered the decision! Sixty cannon thundered along Clark Street, the evening sparkled with a fireworks show and thousands of lanterns and candles – an “illumination” as it was called then, lined the streets. The occasion was the celebration on January 14, 1865, of Missouri’s decision to emancipate all slaves within its borders Abraham Lincoln’s Inaugural Address March 4, 1865 “With malice toward none, with charity for all, with firmness in the right, as God gives us to see the right, let us strive to finish the work we are in, to bind up the nation’s wounds.” Gettysburg Address To Go On Display The Library of congress in Washington plans to display a copy of the Gettysburg Address over a six week period starting this month. The John Hay copy is one of five known drafts of President Abraham Lincoln's famous 1863 address, which began with the words "Four score and seven years ago." It will be on display in the Library's Thomas Jefferson Building from March 22 to May 4 as part of the "Civil War in America" exhibition. The Hay copy is believed to be the second draft of the speech. Lincoln gave it to Hay, one of his two secretaries.
