FOREWORD Traditional Place Names of Palau: From Ridge to Reef is the 18th volume to appear in the Traditional and Customary Practices series published by the Bureau of Arts and Culture. These booklets have been produced in Palauan since 1995 with English translations of the Palauan text published since 1998. The information in this booklet has been collected during the course of 10 day-long meetings with the Palau Society of Historians. It represents the living memory of elders and culture-bearers nominated from each of Palau’s 16 states and appointed for life by the President of the Republic of Palau. The information is recorded digitally and transcribed, with the written transcriptions read aloud to the historians and amended as needed line by line. This process is done entirely in Palauan and transcribed later into English. A total of four months was spent doing background research, interviewing elders on one-to-one basis, and verifying research results with the Society of Historians. As in the other series volumes, this booklet does not attempt to present the entirety of available data on the subject. It is instead presents a summary overview based on the living memory of the Society of Historians and should be considered as an introduction and starting point for those interested in stories with moral lessons. In addition, it should be noted that many subtle variations in the principles existed among the many villages and even among different clans in Palau. Readers who wish to follow up with more in-depth studies should consult the bibliography appended to this volume. The information in this booklet is drawn from life-experiences of Palauan culture bearers many of whom were raised in the years before the onset of WWII. Some of the ancient ways described in this booklet live on only in the culture of memory, some are still present but disappearing, others are an essential part of Palauan cultural identity. We are grateful to the Society of Historians for helping us more fully appreciate how long-held traditions have evolved into the dynamic mix of ancient and modern that characterizes Palauan life today. In these testimonies and stories, they have left their descendants a valuable legacy that will only become more valuable as time goes on.

INTRODUCTION A Palauan native born is affiliated to his mother’s clan; this affiliation is stronger than his association with his father’s clan. Kotel refers to one’s home village following maternal lineage. One’s home village is a strong identifier, and one is a strong member of his or her mother’s clan and village. Thus, it can be an insult to say something about one’s mother, her clan, or her home village. When a Palauan passes away, he or she must be buried in his or her mother’s home place.A person’s connection to a village is important to Palauan cultural identity as it helps manifest community ties, social status, and kinship and provides a sense of belonging. Place names, chiefly titles, names mentioned in migration legends, and alliances between individuals or villages from the prehistoric era remain central modes of linking people today. The traditional landscape of Palau encompasses the traditional village as well as other features that serve specific purposes in Palau’s worldview. A traditional village is organized according to the dual social organization of people and chiefs. Typical villages have ten clans and are equally divided in half organized under the two high clan; each clans has a house lot in each village. Title and clan names are derived from their specific land names. A place name is a marker to identify and locate in detail a specific history and associated people and places. . Most have stories associated with each place name. Villages that have had previous relationships share places with the same or similar names, but there are stories that can explain the connection between these places. Traditional place names are passed down by oral repetitions and experiences. Like other traditional knowledge, learned place names are passed down from parent to child. This transmission traditionally took place at home and was reinforced in the community. Children were encouraged to perform small tasks assigned to them. As they reached the age of maturity, they were required to join the small clubs in the community, in this way exposing themselves to different skills and types of knowledge appropriate for their respective age. Women and men passed down important skills to young children. Taro cultivation, for example, is a major component of a Palauan woman’s world; thus, young girls begin to learn different features of taro fields by accompanying their mothers and performing simple tasks assigned to them. In the same way, a man will begin bringing his son fishing, teaching him different landmarks and names in the reef. Many traditional villages retain their significance as ancestral homes for relocated communities and are much alive in contemporary Palauan culture. They are part of their birth certificates in a Palauan sense of establishing lineage with members of their clans and villages. Clans retain their association with individual structures in villages by continuing to use traditional burial platforms to this day. People claim their ancestral lands and continue to go to their villages to gather foodstuffs planted by their ancestors and cultivate taro fields handed down over the generations. Efforts are being made by various cultural institutions and civil societies to preserve and promote Palauan traditional names. The Palau Bureau of Arts and Culture and Historical Preservation Office are mandated under public law to record tangible and intangible properties of the Republic of Palau. Reports and educational materials are published and disseminated to schools, libraries, state offices, and related offices. The Ministry of Education also has a Palauan Studies curriculum that teaches significant cultural values and principles from grades 1 to 12. In most cases, reports and publications by the Bureau of Arts and Culture are used by educators to teach Palauan cultural practices and values.

CREATION OF PALAU ISLAND: THE LEGEND OF UAB Uchelianged created a land, Lukes, between the islands of Peleliu and Angaur. A clam (kim) living on Lukes gave birth to Latmikaik, who, in turn, gave birth to a fish. After some time the land became too crowded, so Uchelianged told the people of Lukes to collect matter from the surface of the water to create an island now known as Angaur. Angaur is considered to be an ancient place with pelagic water surrounding it. Place naming began at Lukes when the clam gave birth to Latmikaik. Angaur, then, was the second place to give names. It became so populous and overcrowded that the people living in Angaur divided the island into hamlets and named them. Latmikaik gave birth to a child, Uab. Day by day, this magical child grew rapidly, as did his appetite. Uab’s mother sought assistance from the villagers to fulfill her child’s hunger, but, in fear for their own lives, the people set Uab afire. Leaping high up in agony, his body crashed northward and fell apart, with the various parts forming the Palau archipelago. The large island of Babeldaob is the trunk of Uab’s body. It is said the people of Ngarchelong Village (northern tip of Babeldaob Island) have a lot of intelligence because Ngarchelong is one part of Uab’s head. Aimeliik is formed of Uab’s lower abdomen and legs, pulled up in kicking anger.
Division of Polity: Milad and Her Children The legend of Milad (a female demigod) began when the seven Tekiimelab (demi-gods) were searching the land for the eye of Temodokl (oneieyed god). They came upon a woman, Dirrabkau, who was boiling taro, and asked her to cook their fish for their evening meal. With her ingenuity, Dirrabkau cooked the fish and inserted them in the cooked taro, thus making taro fish sandwiches. The Tekiimelab took their food and left. Upon finding out the ingenuity of Dirrabkau’s taro fish, they went back and told her of a great flood that would be coming and instructed her to tell her son, Ngiselacheos, to lash a big bamboo raft in preparation. When the floods came, she was prepared, but, as the water rose, her hair caught on a tree and she drowned. The Tekiimelab found her body and breathed life into her nostrils, at which point she became Milad, meaning “was dead.” According to Palauan legend, the goddess Milad gave birth to four children: Imeungs, the oldest son, Olekeok, the second son, Ngerbuns, the third child and only daughter, and Sureor, the youngest son. After giving birth, she went to the top of a hill called Ometochel and threw four small islands in front of her children as their markers. She threw Ngemolei in front of Imeungs, Ngerutoi in front of Olekeok, Okerduul in front of Ngerbuns, and Ngetmeduch in front of Sureor. These four children of Milad form the four corner posts of Palauan society

1 KAYANGEL STATE Kayangel is the only inhabited coral atoll located on the northern end of Palau. The main village of Kayangel is located after three small islands of Ngeriungs, Ngerbelas, Orak, and before the island of Ngeruangel. It is traditionally divided into two hamlets (Ngerdilong is the northern and Ngerdimes is the southern). The ancient name of Kayangel was Ngedebuul. Hijikata (1993:244) gives the archaic name of Kayangel as Lkeselbeluu. During Milad’s time, the name became Ngcheangel sometimes referred to today as Kayangel. It is believed that the name Ngcheangel was changed to Kayangel to make it easier for Westerners, however, the name Ngcheangel is still used by some Palauans. Kayangel is now the official name of this state listed in their state constitution. According to history, Kayangel was created by Dirrabakerus, an elder who lived in Aimeliik state with her husband Tkedelukl and two sons, Kautechang and Techatiei. One day, the elder Dirrabakerus was dumped at sea by her husband. With her, she carried some wood ashes (chab) and a branch of hibiscus tree (cheremall). While drifting at sea, Dirrabakerus threw the ashes in the water so she could stand and rest when she got tired of swimming. When she ran out of ashes, she planted the branch of hibiscus tree that she carried with her. That piece of hibiscus is now a big sacred tree, covering almost all of the southern part of the island. 2 NGARCHELONG STATE Ngarchelong is situated on the northern tip of Babeldaob Island. Ngarchelong extends north from the narrowest part of the neck on Babeldaob where it borders Ngaraard. There are eight hamlets in Ngarchelong (Ngerbau, Iebukel, Ngebei, Mengellang, Ngriil, Ngeiungel, Ngetmel, and Ollei). Babeldaob, according to traditional history, was formed when the giant Uab died and fell down. His upper torso became the big island of Babeldaob. Ngarchelong was the head of Uab. Being the head, it has the seven facial features; the two eyes, the two nostrils, the two ears, and the mouth. These seven facial features are referred to as euid el llomes. Euid means seven and llomes means intelligence; therefore euid el llomes literally means seven intelligences. Thus, the old name for Ngarchelong was Euid el Llomes. Before the polity of the giant Uab, Ngarchelong was called Rteluul. Today the name Rteluul is referred to as the old name for Mengellang and Ngriil. Mengellang was Rteluul re Bab and Ngriil was Rteluul re Eou. Ngarchelong is now the official name of this state listed in their state constitution. 3 NGARAARD STATE Ngaraard is situated near the northern end of Babeldaob island where the land thins to a narrow neck before expanding at the border with Ngarchelong. It is one of the states in Babeldaob that has both an east coast and a west coast. There are five hamlets in Ngaraard state (Ngebuked, Ulimang, Elab, Chol and Ngkeklau). The old name for Ngaraard was Kerradel, and it was traditionally divided into two halves: three hamlets (Chol, Ngkeklau and Elab) on the east coast was called Ngaraard and two hamlets on the west coast (Ngebuked and Ulimang) were called Ngebubs, meaning these two villages came to the surface from underwater. Later, the chiefs from all five villages from east and west met and agreed to merge all five villages together and become one state with five hamlets called Kerradel. Kerradel means that they would all unite with respect for one another as they merged everyone from the east and west coast, and in strengthening ties between all the villages. Access to use the two docks located in the east and west coast of the island were then not as segregated, and so all the citizens were able to use them freely. 4 NGIWAL STATE Ngiwal is situated between Melekeok and Ngaraard on the north central east coast of Babeldaob Island. There are four hamlets in this state (Ngellau, Ngercheluuk, Ngersngai and Ngermechau). It contains some of the unique and significant features associated with migration and settlement of Ngiwal and cultures of Palau. In the oral tradition of Palau, the old name for this state was Kiueluul (seat of the kelulau bearers). It derived from the word Kelulau (whispered policies). The first chiefs (goddesses) who brought the kelulau to Palau first landed in Ngiwal. They made their stone platform there (it is said to be the biggest stone platform in Palau) and named it Ongeluluul. 5 MELEKEOK STATE Melekeok is located on the central east coast of Babeldaob, situated between the states of Ngiwal on the north and Ngchesar on the south. There are six hamlets in Melekeok state (Ngeburech, Ngeruliang, Ngermelech, Melekeok, Ngerang and Ngerubesang). In the oral tradition of Palau, the old name for Melekeok was Olekeok, given to him by his mother Milad. Melekeok, being the second son, was the most defiant of them all siblings. And so his mother brought him to the top of the hill called Ometochel and threw him to the eastern side of babeldaob island. In addition, Melekeok is the home of the Reklai, one of the two paramount chiefs of Palau overseeing the eastern states of Palau. This state is where the new national capitol is located. 7 NGARDMAU STATE Ngardmau is one of the states of the Republic of Palau located in the northwest corner of Babeldaob island. It is bordered by Ngaremlengui on the south and by Ngaraard on the northeast. Ngardmau is divided into three hamlets (Urdmang, Ngerutoi and Ngetbong). The old name of Ngardmau is Ongedechuul, which means “One Who is Clever or Ingenious.” Some say that the reason why it is called Ongedechuul is because the people who settled the various villages in Ngardmau came from different places; yet they were clever enough to transcend their differences and work together in order to become one polity. During the German administration this name was replaced by Ngardmau. When the Germans traveled to Ngardmau, they first came to the bai of Urdmau. An old German man asked, “Where are we now?” The others replied, “We are at the bai, meeting house, of Urdmau,” which is the bai in Urdmau village. This settled it, from now on the Germans called Ongedechuul Ngardmau and this name was kept until today. Ngardmau is the official name of this state listed in their state constitution. 8 NGEREMLENGUI STATE Ngeremlengui is located on the north-central west coast of Babeldaob between the states of Ngardmau and Ngatpang. There are four hamlets in this state (Ngermetengel, Imeong, Ngerutechei and Ngchemesed. In the oral tradition of Palau, the old name for Ngeremlengui was Imeungs (Chim er a Iusech), the oldest and unwearied son. His mother kept him beside her and tasked him to look after his siblings. According to Palauan legend, the goddess Milad gave birth to four children: Ngeremlengui (Imeungs, the oldest son), Melekeok (Olekeok, the second son), Aimeliik (Ngerbunt/s, the third child and the only daughter) and Oreor/Koror (Sureor, the youngest son). After Milad gave birth, she went to the top of a hill called Ometochel and threw four small islands in front of her children as their markers. She threw Ngemolei in front of Imeungs (Ngeremlengui), Ngerutoi in front of Olekeok (Melekeok), Okerduul in front of Ngerbunt/s (Aimeliik), and Ngetmeduch in front of Sureor (Oreor/Koror). This four children of Milad form the four corner posts of Palauan society. Ngeremlengui is the eldest of the children and contains the source of Palau. This is because it holds within it the site Ii er a Ngebesek (also known as Milad’s Cave), where his legendary mother Milad was revived after the flood and where she gave birth to them, and several other sites associated with Milad and the beginning of Palau. This state holds an important place in Palauan mythology and is closely connected with traditional religious beliefs. 9 NGATPANG STATE Ngatpang is located on the central west coast of babeldaob with a very large area of the interior to the southeast of Ngermeduu Bay. Along the west coast, Ngatpang includes the narrow strip of land between Ngermeduu Bay and the lagoon. This strip of land was ceded to Ngatpang from Aimeliik early in this century. This modern village is Mechebechubel, and is located on the west coast between Ngatpang and Aimeliik. Ngatpang state is divided into two hamlets: Ngimis and Mechebechubel. In the oral tradition of Palau, Ngatpang was mentioned by its elders as an ancient village descended down at the center of babeldaob/ochallechutem from heaven. It was called Ngetbard because it was positioned crosswise the main island of babeldaob. It had been mentioned as well that Ngatpang is “Mengol er a Belngel a Olukl” referring to its position at the center of babeldaob. It means shouldering “Olukl” at the center. Mengol er a belngel a olukl literally means shouldering the center of babeldaob (Olukl in this writing refers to a prepared split of bamboo stick which nippa leaves are folded or sewn around it to make thatch used in thatching/roofing houses or the bai. Olukl is the backbone of the thatching roof). The village of Ngerdubech and its associated village of Ngimis hold an important place in Palau and are closely connected with traditional religious beliefs. Ngatpang is the official name of this state listed in their state constitution. In the list below are traditional village sites identified in Ngatpang state. In addition, there are bai platforms and traditional docks, islands, channels and reefs in this state. Within this state are properties with historical and traditional values giving identities to the families, clans, and regions. This state also has rich oral histories that is still exist and enjoyed by its residents. 10 AIMELIIK STATE Aimeliik is located on the southwest corner of babeldaob between the states of Ngatpang and Airai. Aimeliik state is divided into five hamlets (Ngerkeai, Elechui, Medorm, Imul and Ngchemiangel). In the oral tradition of Palau, Aimeliik is one of the four children of Milad and the only daughter, and as such, the traditional villages here play an important role in the Palauan society. The old name for Aimeliik was Ngerbunt and/or Ngerbuns. 11 AIRAI STATE Airai is located on the southeast corner of Babeldaob bordering the state of Ngchesar on the east and Aimeliik on the west. There are six hamlets in Airai state (Ordomel/Irrai, Ngerusar, Ngeruluobel, Ngetkib, Ngchesechang and Oikull). In the oral tradition of Palau, the old name for Airai was Blias, derived from the word belsechakl or mla obasech. It means that there is unity in their village and are now recognized as one polity. Irrai (more commonly known as Ordomel) is recognized as the chief village. Originally “lrrai” was the name of this village district only, but somehow it came to be more and more identified with the whole state in general. The word “ordomel,” according to the New Palauan English Dictionary, is defined as “handle” (as in a handle of an axe) and “principle village in district.” Many informants explained the reason behind “ordomel” by using a metaphor with an axe handle, in that it is the foundation which provides the strength for the whole, or the guiding component of the whole. Different villages in Airai have played important roles in the development of the god Medechiibelau, an institution of traditional religious beliefs, and as intermediaries in the rivalry between Koror and Melekeok. 12 KOROR STATE Koror state stretches across a large portion of the lagoon extending between Babeldaob Island on the north and Peleliu state to the south. Though widely spread, the actual land mass of Koror consists of hundreds of island and islets including most of the enchanted rock islands of Palau. Koror encompasses perhaps the most varied range of geography in Micronesia with many different kinds of physical and social settings. In the northern part of the state are three volcanic islands: Oreor, Ngerkebesang and Malakal. Koror is divided into twelve hamlets: Ngermid, Ngerkesoaol, Ngerchemai, Iebukel, Idid, Meketii, Dngeronger, Ikelau, Ngerbeched, Medalaii, Meyuns and Ngerkebesang. In the oral tradition of Palau, the old name for Koror was Sureor. He is the youngest of the four children of the goddess Milad, and thus occupies an important position in traditional belief. Koror, as he was growing up, was very energetic and feral and so her mother Milad shoved him off to the south and named him Sureor. In addition, Koror is the home of Ibedul, the paramount chief overseeing the western states of Palau. Koror is the official name of this state listed in their state constitution. In the list below are traditional village sites identified in Koror state. In addition, there are bai platforms and traditional docks, islands, channels and reefs in this state. Within this state are properties with historical and traditional values giving identities to the families, clans, and regions. This state also has rich oral histories that is still exist and enjoyed by its residents. And the water around the island is an important resource area which was intensively exploited prehistorically.

13 PELELIU STATE Peleliu is one of the sixteen states of Palau, separated from the main island of Babeldaob. It is similar to Angaur, with a raised platform corralline island, located at the southern tip of the lagoon which encircles the main group of islands. There are five hamlets in Peleliu state (Ngerdelolk, Ngesias, Ngerchol, Ngerkeiukl and Bkulabeluu/Teliu). The geography of Peleliu has been dramatically reshaped by the events of World War II. In preparation for the anticipated American invasion, the Japanese defenders transformed Peleliu into a defensive fortress. As many as 10,000 Japanese defenders dug into the natural caves and fissures of the coralline limestone formations, reinforcing these positions with concrete bunkers. Today, the major concentration of people live in Kloulklubed near the northern tip of the island. In addition, important migrations of people from Peleliu to babeldaob are described. The villages and the locations of features within the villages including stone platforms (odesongel), are known and preserved in the oral tradition. There are a number of military histories of the Battle of Peleliu that made it eligible for inclusion into the US National Registry as a US National Historic Landmark. In the oral tradition of Palau, the old name for Peleliu was Odesangel, derived from the word omsangel (money bank). It is said that this state was the main depository for all Palauan money coming in and out of Palau. Peleliu is the official name of this state listed in their state constitution. Within this state are properties with historical and traditional values giving identities to the families, clans, and regions. This state also has rich oral histories that is still exist and enjoyed by its residents. And the water around the island is an important resource area which was intensively exploited prehistorically.

14 ANGAUR STATE Angaur is one of the sixteen states of Palau, separated from the main island of babeldaob. It is a coralline island located about 10km southwest of Peleliu at the southern tip of the main group of islands in the archipelago, and is situated outside of the lagoon and enclosing reef for this main group. Angaur is divided into four hamlets (Ngerbelau, Ngermasech, Rois and Ngebeanged). Long before people came to this part of the Pacific Ocean, Angaur was a nesting ground for a large number of birds whose droppings would eventually become phosphate deposits. In the early part of the 20th century, phosphate mines were started in the rugged terrain in the northwest part of the island and along the east coast during the German era. In the oral tradition, the old name for Angaur was Edeaur, derived from the word edei referring to the three (3) villages in Angaur (Ngermasech, Ngebeanged, and Ngerbelau). Angaur is the location of the story of Uab, (the creation of Palau), and Angaur is also related to many areas in Palau through stories of migrations of people. In addition, historical sources covering the Battle of Peleliu during World War II generally include a section on the Battle of Angaur. Angaur is the official name of this state listed in their state constitution. In the list below are traditional village sites identified in Angaur state. This state also has rich oral histories that is still exist and enjoyed by its residents. 15 SONSOROL STATE The Southwest Islands’ state of Sonsorol is located some 300 to 325 km southwest of Angaur. Sonsorol state contains four islands namely from north to south: Fana, Sonsorol, Pulu Anna and Merir. All the islands are coral raised platforms and are flat except for man-made mounds in Pulu Anna and Merir. Today, the islands are largely uninhabited as most of the native population live in Koror or in Ngerkebesang (Echang) Island. Even so, the natives retain a strong sense of cultural pride in their heritage and a firm commitment to their islands. There is very little information available on traditional village patterns in the Southwest Islands. There are several individual old dwelling places and one concentration of platforms and pathways. The people of Sonsorol share a cultural heritage that shows close ties with peoples of the central Caroline Islands of Yap, more than 1000 km to the northeast and on the other side of Palau. The migration of these people to the Southwest Islands must be one of the truly remarkable events in the prehistory of the Pacific. Sonsorol island runs in north-south direction with the settlement concentrating along the west central coast. An elevated road with coral slaps lining its sides runs through the settlement with parts of railroad tracks for phosphate mining still visible along its side. Fana is located approximately 2.06 kilometers north of Sonsorol and People from Sonsorol occasionally travel on small motor boats across the channel between them called Nipatat to the island to junt sea birds and crabs. Fana runs in north-south direction with a length of .81 kilometers and a width of its widest part at .60 kilometers. Pulu Anna island is located approximately 60 kilometers southwest of Sonsorol island with a length of .74 kilometer running in southwest to northeast direction and a width of .48 kilometers. The island is flat with two mounds along the west coast and at the southern part of the settlement. The settlement is located on the west central coast with a coastal road encircling the island. Merir island is located approximately 113 kilometers south of Sonsorol island with a length of 2.01 kilometers in north-south direction and a width of .59 kilometers. The settlement is located on the west central coast of the island on a large mound. Also, on the table below are names of identified traditional docks in Sonsorol state. 16 HATOHOBEI STATE Hatohobei is located some 540.73 km southwest of Angaur and Helen Reef is located approximately 76.34 km east of Hatohobei. These small outer islands, which include Helen Reef, are both physically and culturally distinct from the rest of Palau. The islands are miniature platforms of raised reef composed of coralline limestone. Hatohobei island runs in north-south direction for approximately 1.38 kilometers on its length and a width in east-west direction of .82 kilometers. The island has low elevation with a reef hugging its shoreline. A few of the artificial mounds called popoh that encircled the taro fields in the interior of the island break over the landscape with a few reaching elevations of 7 meters. According to local informants, popoh were spoiled materials from taro fields that were dug to create shallow depression and top soils and leaves were put inside to decomposed to create a desirable condition to grow giant taros (cystosperma chamissonis) and true taros (colocasia esculenta). Hatohobei Island is low with a depressed, swampy interior. At least a part of the depression is the result of phosphate mining during the Japanese administration. There is little information available on traditional village patterns on Hatohobei. Today, the islands are largely uninhabited as most of the native population lives in Koror or on Ngerkebesang (Echang) Island.
