Foreword The Dr. Carlos S. Lanting College Faculty Manual is designed to provide faculty member with the general information about the college and important policies, procedures, and practices in regard to academic matters. The faculty manual is provided to all faculty members of the college to serve as a general guide and quick reference that will help orient new faculty and a continuing source of important information for others. The faculty manual should be use in conjunction with other pertinent college manuals such as school administration, finance, and students services. The faculty manual can be subjected to change without prior notice and the college reserves the right to ammend, revoke, and apply new policies and procedures at its discretion in order to serve the best interest of its stakeholders. The faculty manual applies to all teaching personnel at the college or as policy requires otherwise. And is maintained by the office of the Vice President for Academic Affairs. 1

HISTORY The year 1995 proved to be a glorious year for DCLC, in particular Radiologic Technology Department because it had been declared by PRC as number one among schools offering BSRT and number three among schools offering RT, a distinction which no other Radiologic Technology school has thus far achieved nor duplicated. Consistently every year, the list of Board top-notchers wouldn’t be complete without DCLC graduates dotting the list.Also in 1995 under the vision of Dr. Romeo and Dr. Ruby Casaul, the birth of the College of Maritime Education offering Bachelor of Science in Marine Transportation, Bachelor of Science in Marine Engineering, Bachelor of Science in Customs Administration and Seafarer’s Rating Course began. On August 25, 2000, the College of Maritime Education was certified as the Thirty third (33rd) Maritime Academy complying to the provisions of the Det Norske Veritas (DNV) Rules for Maritime Academies. The Year 2000 had catapulted DCLC to nationwide distinction. The College of Nursing had produced its very first Board Top-notcher in the person of Ms. Dinabelle Fermin who garnered the Top 1 position in the Nursing Licensure Examination. Since then, the roster of the board top-notchers for Nursing would not be complete without DCLC graduates occupying the top ten slots, a living testimony of the school’s continued quest for academic excellence. 4

The passage of eventful years had seen numerous programs and disciplines successively being offered namely: Graduate Studies, BS Physical Therapy, Medical Technology, Liberal Arts, Business Courses, Education, Computer Science, Custom Administration, Maritime Education, Nursing Aide, Caregiver Course, and Dental Technician. When everything seemed to be falling in place in DCLC, a most tragic event befell the institution with the untimely demise of its well – loved and respected President Dr. Romeo B. Casaul in October 2003. Though hurting from this great loss, the widow, Dra. Ruby LantingCasaul took the cudgels and assumed the Presidency. Coupled with the sound policy and vision of the late Dr. Romeo B. Casaul, she steered the school for further greatness with the vast infrastructural improvements to the delight of the ever-growing clientele population. The school had passed the ISO 9001-2000 Certification Audit from the strict and prestigious AJA Registrars based in United Kingdom, another proof of being an internationally recognized institution. With Dr. Ruby Lanting-Casaul as President and Dr. Dennis Mayer A. Tan as the Chief Executive Officer, several changes had been made starting the year 2005. Academic activities and infrastructure enhancements were given top priority. Classrooms were airconditioned to make them conducive to learning. The Libraries were aesthetically renovated as modern places for research and learning. 5

The physical images of several offices were also improved and additional facilities were constructed such as the Speech laboratory and Information Center. Everything was done to give the best possible services to its clienteles. Year 2009, the whole DCLC academic community was deeply saddened by the loss of its beloved President, Dr. Ruby LantingCasaul. With her demise, Dr. Dennis Mayer A. Tan assumed the leadership role, continued improving the over-all image of the institution and effected necessary changes in organizational system to ensure that the clients get the best services they deserve. He completed the renovation of the HRM building which he named Dr. Ruby Lanting Casual-Tan, in honour of his wife. Other major changes in the Institution were the installation of an elevator at the Main Building in the year 2010 and another elevator at the Annex Building in the year 2012. There had been no reprieve in Dr. Dennis Mayer Tan’s upgrading of the school buildings such as the Business Administration Department, Medical Technology Department laboratories and all other departments that needed improvement. The year 2011 saw the upsurge of students at the College of Maritime Education as we were recognized and endorsed by the 6

Commission on Higher Education as one of the better schools offering Maritime Education. With the shift of clienteles’ interest to the Maritime industry, the school administration upgraded its existing facilities starting with the acquisition of a Kongsberg Polaris Full Mission Bridge Simulator, Kongsberg Neptune Engine Room Simulator and all Maritime equipment needed for the competency enhancement of maritime education students. In 2014, DCLC was granted the Candidate Status by the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) on its four programs namely: BS Nursing, BS Marine Transportation, BS Radiologic Technology, and BS Medical Technology/Medical Laboratory Science. After which, in 2017, three of its programs (BS Nursing, BS Marine Transportation, and BS Radiologic Technology) passed the PACUCOA Level I Formal Accreditation and certified by the Federation of Accrediting Agencies of the Philippines. In 2016, DCLC launched the Senior High School Program in line with the implementation of the K to 12 Educational System. It offers Academic and Technical Vocational tracks. As the institution continues to grow its program offerings, in 7

January 2017 the Commission of Higher Education issued the permit to operate the BS Criminology program. With the current school administration, the DCLC Academic community assures that the Founders’ vision will be continuously pursued and that their legacy to help young people to have brighter future through quality education will be carried on.

PROGRAM EDUCATIONAL OBJECTIVE As per CMO no. 37 s2012, Program Educational Objective (PEO) are broad statements that describe the career and professional accomplishments that the program is preparing graduates to achieve within 2-5 year after graduation. PEO are based on the needs of the program constitutiency. Each academic department has different and unique program educational objective which can be found in academic department

manuals

and

student

handbook.

All

faculty

members are hereby enjoined to know and understand their department program educational objective and to guide their learners not only to achieve course outcomes of the course/subject that they are teaching through outcome-based education but also to achieve the program educational objective.

GENERAL HIRING POLICY Dr. Carlos S. Lanting College employ only teaching personnel that are compliant to the qualification requirements of DepEd, CHED and TESDA. Applicants/Candidates shall pass through the process of selection and hiring through Initial Interview, Examination (IQ/EQ Tests), Teaching Demonstration, and Final Interview. For K-12 Program The school teaching personnel in the pre-school, elementary, and secondary levels of basic education in all private school shall possess appropriate educational qualifications and must pass the licensure examination for teacher (LET). a.

The minimum educational qualification for school teaching

personnel in the kindergarten and elementary levels shall be a Bachelor’s Degree in Education; b.

The school teaching personnel in the secondary level of

instruction shall have the following minimum educational requirements.

1.For academic subjects – a bachelors degree in education, or equivalent, or a bachelor’s of arts with such additional number of professional education as may be required, to teach largely in their major or minor fields of concentration. 2.For a vocational subjects – a graduate of any bachelor’s degree with knowledge of the vocational courses to be taught. ( As amended by DepEd order no.11 s.2011) Revise Manual of Regulation for Private Schools in Basic Education: Section 70 of the 2011. 3.Graduates of science, mathematics, statistics, engineering, music and other degree courses with shortages in qualified Licensure Examination for Teachers (LET) applicants to teach their specialized subjects in the elementary and secondary education. Qualified LET applicants shall also include graduates admitted by foundations duly recognized for their expertise in the education sector and who satisfactorily complete the requirements set by these organizations: Provided, that they pass the LET within 2 1/2 years after their date of hiring as per DCLC policy: Provided, further, that if such graduates are willing to teach on part-time basis, the provisions of LET shall no longer be required;

4.Graduates of technical-vocational courses to teach in their specialized subjects in the secondary education: Provided, that these graduates possess the necessary certification issued by the TESDA: Provided, further, that they undergo appropriate in-service training to be administered by the DepEd or Higher Education Institutions (HEIs) at the expense of the DepEd; 5.Faculty of HEI’s be allowed to teach in their general education or subject specialties in the secondary education: Provided, that the faculty must be a holder of a relevant Bachelor’s degree, and must have satisfactorily served as a full-time HEI faculty; 6.DCLC may hire practitioners, with expertise in the specialized learning areas offered by the Basic Education Curriculum, to teach in the secondary level: Provided, that they teach on part-time basis only. For this purpose, DCLC, in coordination with the appropriate government agencies, shall determine the necessary qualification standards in hiring these experts. Enhanced Basic Education Act 2013 (RA10533): Section 8.

GENERAL HIRING POLICY For Tertiary Level The minimum qualification of a faculty in a higher education institution shall be as follows: o

Holder’s of Master’s Degree, to teach mainly in his major

field and where applicable, a holder of appropriate professional license requiring at least a bachelor’s degree for the professional courses. However, in specific fields where there is dearth of holders of Master’s degree, a holder of professional license at least a bachelor’s degree may be qualified to teach. Any deviation from this requirement will be subject to regulation by the commission. o

For Physical Education: A holder of a degree in Bachelor

of Science in Physical Education, or Bachelor of Science in Education major or minor in physical education, or any other bachelor’s degree with certificate in physical education. o

For Music Education: A holder of a degree in Bachelor of

Music, or Bachelor of Science in, with major or minor in music, or any other Bachelor’s degree with certificate in music

For Graduate Programs For the master’s program: There shall be at least on (1) full-time faculty who holds a doctoral degree, and at least three (3) full-time faculty who are master’s degree holders in the discipline. CMO No. 15, Series of 2019

For Technical Vocational Program Trainer for the TechVoc Courses shall be a holder of the National TVET Trainer Certificate (NTTC)/ National Certificate (NC’s). Classification and Ranking for Teaching Personnel The academic ranking position shall be classified in accordance with

academic

qualification,

training,

experience,

community

envolvement, and research work. The faculty rank and point bracket for basic education, college level, maritime education and for TESDA program together with the procedure on ranking can be found on the employee manual. Reference: Employee Manual page no. 8 & 23-26

DUTIES AND RESPONSIBILITIES OF TEACHING PERSONNEL Dr. Carlos S. Lanting College implements duties of a school teaching personnel to ensure that quality delivery of instruction is carried out. The institution enjoins not only teachers from the basic education but the entire faculty membership regardless of level to adhere to: a)

To teach subjects or perform school assignments effectively, observe regular attendance in his/her work, and give fair and just ratings to his students on the basis of prescribed standards;

b)

To recognize and respect the rights of his/her school heads, coworkers and students;

c)

To teach by precepts and example in terms of excellence and personal integrity;

d)

To refrain from discussing matters outside the scope of his/her course or discipline inside the classroom.

e)

To broaden and update his/her competence through reading professional and scientific publications and journals, and when appropriate through purposeful participation in local 21

and national meetings, seminars conferences, workshops, and other similar fora; To share his/her expertise toward the expansion of the frontiers of knowledge in his/her profession through researches, creative writings, and active participation in professional and educational conferences; f)

To assist in every way feasible the school administration and his/her co-workers in all activities aimed at improving and strengthening the operations and programs of the school.

g)

To conscientiously fulfill the terms and conditions of his/her employment for the period of time agreed upon and to give the school administration a reasonable time to assign his replacement when he decides to terminate his relationship with the school;

h)

To avoid professional or personal action or activity which may

result

in

economic

loss

embarrassment of his/her school;

i)

To state clearly, when giving public statements, whether he/she speaks as an official or representative of his school or as an individual citizen; and

j)

To enforce the reasonable rules, standards, and policies of his/her school with objectivity and to maintain at all times good discipline among his/her students inside or outside the classroom.

k)

To adhere with the Data Privacy Act of 2012 or Republic Act 10173. Revise Manual of Regulation for Private Schools in Basic Education: Section 69 of the 2011.

TEACHING LOAD Dr. Carlos S Lanting College assigns teaching load through the loading committee headed by the Senior Vice President for General

Education

subjects

in

the

college

level.

The

dean/head/OIC assigns teaching load for Professional subjects in college and the principal for basic education, under the supervision of the Vice President for Academic Affairs. Generally, as per CHED MEMO, the required teaching normal load of a full time faculty member is 24 units per semester. 23

For faculty with very satisfactory performance evaluation, an additional of 6 units may be given. Part time faculty member shall be granted 12 units per semester. Please refer to the department manual and/or program CMO. Note: The teaching load of the Deans/Department Head shall be in accordance with their program CMO and incase there is no mentioned in the program CMO it should be not more than 12 units as per our institutional policy. Faculty preparation for teaching loads or teaching assignments are limited to three (3) different preparation unless otherwise provided for in their program CMO. An overload may be given to a full-time faculty not exceeding six (6) units to faculty members with high

performance

evaluation

and

qualification

upon

the

recommendation of the dean; with specialization on the given subjects. No faculty is given an overload without the approval of the Chairman on Loading Committee.

Issuance of Teaching Loads a.

Three days prior to the opening of classes, faculty member shall proceed to the HRD for contract signing of services or as advised by the HRD; initial teaching load shall be issued by the chairman of the loading committee.

b.

Fifteen days after the opening of classes, final individual teaching load shall be issued by the chairman of the loading committee or duly appointed representative.

CLASSROOM MANAGEMENT As classroom managers, the faculty must take every reasonable effort to foster desirable classroom conduct with his learners and to ensure that evaluation of his learner’s true merit is fair and objective. The school prescribes standard rules and regulations governing the various phases of the teacher’s functions. 25

1.

Classroom Decorum a. A faculty is required to attend their classes regularly and promptly from the first day of classes. No vacation leaves are allowed in a semester. A faculty member shall always bring with him/her the detailed teaching syllabus for the course he/she is teaching. The course syllabus and detailed teaching syllabus is readily available in the program department office. b. A faculty should dismiss the class ten (10) minutes before it ends. For a Three (3) hour class, teacher may allow his student to take fifteen (15) minutes break to be utilized after 1 ½ hour discussion. For four (4) to five (5) hour class, a 30 minutes break is allowed which shall be utilized in the middle of the said number of hours. c. Classes may begin and end with a prayer; this, however, is optional. d. A faculty is expected to observe the following in the classroom by:

Observing Classroom Class Cycle: 1.

Review of previous topic;

2.

Intended learning objectives

3.

Lesson proper to summarize, clarifies, and assess.

d.2.Informing of the topic for each succeeding meeting so that the learner will know what to study and prepare. d.3.Refraining from sitting down too long. Particularly avoid sitting on the table while lecturing. d.4.Avoiding unethical behavior inside the classroom, such as smoking, uttering invective, among others. d.5.Avoiding discussion on personal matters unrelated or irrelevant to class discussion such as his/her autobiography. d.6.Avoiding to much familiarity with the students however allowed friendly relations with them. d.7.Maintaining their classroom clean at all times and tending to the safety thereof by turning off the electrical equipment, among the others. d.8 Enforce courtesy in their classes (Refer to the students Handbook). d.9. In case of emergencies or disturbances, ex. demonstration, riot and earthquakes, etc., all faculty members teaching at the time should accompany the students to the nearest safe place and/or evacuation area d.10.

to school properties, report immediately to his head. d.11 Limit learning activities inside the institution. No outside school activity(ies) shall be allowed without proper authorization and approval of the management, especially those not related to the subject 2. Instruction

Faculty members must provide the most effective instruction to his students by: a.Performing his duties in accordance with the philosophy, goal and objective in pursuance of the national education objective. b.Providing students a copy of the course syllabus and proving himself with a syllabus, and detailed teaching syllabus or a Lesson Plan for the course or courses he/she teaches which should be constantly updated to meet the trend in the field and various needs of students and society.

c.Imploring variety of pedagogies/strategies, methods and materials appropriate to the nature and objectives of the course he/she teaches provided that it is approve by the Dean/Principal. d.Keeping pertinent records that shall assist him/her towards effective guidance, instruction and evaluation of the students. e.Exposing the students to rich and variety related learning experience for the purposes relevant to education seminars training and others. 3. School

Calendar

The academic year starts on May 26 and ends on May 25 the following year. The school calendar, as announced by the Registrar of both Basic Education Department and College level, should be followed strictly. Changes in the calendar due to special projects or circumstances shall be properly announced. A regular semester consisting of not less than 18 weeks and not less than 8 weeks for summer in the College level, and 195 class days for the Basic Education. Extra sessions, i.e. class meeting beyond those prescribed in the school calendar, must be undertaken only upon the consents of the students concerned and upon prior approval of the President/CEO. 29

Make-up classes for the Basic Education shall depend on the number of loss school days; elementary and secondary schools shall prepare and implement a plan for holding makeup classes also to be approved by the President/ CEO. 4. Text

Books

In a subject where an official textbook is prescribed, students should be encouraged to procure the same for themselves for maximum learning competencies and output. In a subject where there is no officially prescribed text book, the teacher may suggest several reference books available in the library for the students’ references. 5. Academic

Adviser, Consultation, and /or

CommitteeMembership Faculty members may be designated as academic advisers in the academic guidance of students. or advisers of student organizations operating within the campus or as marshals or as chaperons of students participating in recognized and approved student

activities on and off campus. The designation is made by the President or the Dean as the case may be. Each faculty member should be available for consultation of student’s academic progress usually after a major examination using the designated consultation form available at the Dean’s office. The Dean, in coordination with the faculty member, shall determine the consultation hours, rooms to be used and when necessary the specific number of students to be assigned to a particular faculty member. Whenever possible, a faculty member maybe assigned to become a committee member in the various college committees for the purpose of improving academic operations. 6. Solicitation

Pursuant to government regulations and school policy, all school personnel are not allowed to sell tickets, merchandise and negotiate other private business transaction nor solicit contributions in any form for any purpose or allow other individuals to do the same from students, parents and school personnel unless approved expressly by the President.

7. Laboratory

Decorum

Faculty members handling laboratory subjects shall strictly follow Laboratory manual procedures and Occupational Health and Safety Policy. They shall exercise due diligence and extra precautionary measure in conducting laboratory activities. Laboratory teachers shall monitor the use of safety/ protective

gear

and

clothing

required

when

operating

equipment, handling chemicals, or other delicate tools and instruments during instruction or practicum. They shall also discuss safety operational procedures posted near each equipment, tool, or material.

Kindergarten employs a checklist from DepEd in order to assess learners while learners from Grades 1 to 12 are graded based on Written Works, Performance Task, and Quarterly Assessment; these three are given specific percentage weights that vary according to the nature of the learning area. For College Level Learning Assessment is an integral part of outcomes based teaching and learning system and its chief purpose is to know if the desired outcomes were achieved. It is indicated by means of a grade or mark in the manner prescribed by the department and guided by CMO’s and/or DO’s. The faculty member should use a variety of evaluation techniques and devices appropriate in measuring the outcomes and extent in which the objectives have been achieved. The criteria in selection and construction of test should be observed consistently and fairly at all times by the teacher. Proper attention must be given to the validity and reliability of the test used for the evaluation of the students achievements. He must observe all necessary requirements in giving the examination. i.e., Test Questionnaire duly signed by the respective Deans/Head/OIC, Official Test Booklets, Uniform, Permits, etc. Confidentiality of records shall be highly observed. 33

Grades given to each student by the teacher concerned should, in all cases, be those which he deserves for the work he has done and the ability he has shown in a particular subject. The teacher should deal justly and impartially with every student. Examinations and Exemptions Faculty members should observe strictly the schedules for periodic examinations. a.

No change must be made in examination schedule

proper

coordination

department and approval of the President/CEO.

The faculty member / proctor must demand an

examination permit from the students during major examinations. c.

The faculty member may exempt the student from the

taking the final examination, subject to the following conditions: c.1.

That the student’s over-all average before the

final examination is not lower than 1.50.

c.2.

That the subject is not included in the coverage

of the professional board examination. c.3.

That the student presents an examination

permit. However, if he desires to improve his grades, he may take the final examination. c.4.

The charge for the examination paper should

not exceed P 5.00 or P1.00 per page. Beyond the P 5.00, it is subject for favorable recommendation of the dean and approval by the VPAA. c.5.

The faculty member should not allow any

student taking an examination if not in complete uniform.

The above mentioned examinations should be given in accordance with the Academic Calendar prepared by the Registrar.

Major examination taken after the scheduled examination is considered special. Special Examination is allowed within two (2) weeks after the regular examination week. Students will be required to pay the special permit fee on the second week after the regular examination week.

On regular examination week, the students will be required to pay at the College Cashier.

5.

Students who failed to take the major examination within the special examination period will be given the grade of 50 for the particular examination.

Student who failed to take the final examination period will be marked incomplete.

Bases for Grading The final grade or rating given to a student shall be based solely on scholarly performance in any course. Any adjustment diminution to the final grade for co-curricular activities, attendance or misconduct shall not be allowed. Any final grade given to a student may be reviewed in accordance with academic appeals and remediation. Scholarly performance shall be measured by any of the following: 1.

Examination Papers Test papers for major examinations shall be prepared by the faculty using the table of specification or any other academic validation prior to approval. The academic department head shall check and approve the test paper for administration. As far as possible, item analysis shall be applied especially for forcedchoice type of examination. Academic Appeal and Remediation Academic Appeal An academic appeal is a request from a student that has academic concern on student progress be reconsidered. The decision can be a failing grade or any other official decision about academic progress. The first academic appeal is an INFORMAL APPEAL dealt with at faculty level. If the outcome is unsatisfactory, the student can make a FORMAL APPEAL which is dealt at the department level. Remediation Remedial education is designed to assist students in order to achieve expected competencies. This includes tutorial and re-sit. Academic departments shall include in their manual the procedure for abovementioned policies and may vary depending on their operational needs or as prescribed by their respective CMO’s.

A grade of “incomplete” may be given to students for noncompliance with some requirement, such as, On-The-Job-Training (OJT), Thesis Defense, No Final examination, etc. Incomplete (INC) grades must be completed within five (5) months or one (1) semester starting from the date of INC grade given. d. No

credit is to be given to the student unless he/she satisfies

the deficiency within five (5) months or one (1) semester from the date incurred. Non compliance of INC grade will mean that student shall not be permitted to enroll pre-requisite subject until he/she satisfactorily completes the INC grade. e. Report

of the completion must be made by the faculty member

on the prescribed form. f.

Other final notations that may be given are the following: 1) Officially

Dropped (OD) – this means that the

students has withdrawn from a subject done on the prescribed from and acknowledge by the faculty member concerned. 2) Unofficially

Dropped (UD) – this means that the

student has withdrawn from the subject or subjects without complying with the regulations prescribed for official dropping. 3) No

Attendance (NA) - this means that the student

enrolled but did not attend classes. 41

Submission of Grades Faculty members are enjoined to be accurate as possible in the preparation of the Grading Sheet, any change or correction made after their submission, while may be warranted on meritorious grounds, may disrupt the administrative system without prejudice to the impression it may cause against the teacher’s efficiency. Correction of Grades In cases of erroneous entry or discrepancy in the class card and grading sheet, the instructor prepares a letter of explanation with supporting documents attached, if necessary. The letter should be noted by the Dean, approved by the VP for Academics and VP for Student Development and Services. Once approved, the instructor submits the letter to the SRRMO. The correction in the student and institutional records will only be implemented upon receipt of approved letter. No faculty member may go on vacation leave during the semester or term unless all reports due from him/her have been submitted.

CURRICULUM DESIGN AND DEVELOPMENT The institution plans and regulates the design and development of its program offerings in accordance with pertinent CHED Memorandum Orders (CMO) issued by the Commission. During the design and development planning, the academic department

creates

curriculum

design

and

development

committee (CDDC). The main task of the committee is to update and enrich their program offerings, conduct monitoring of the curriculum and the corresponding course syllabi at least once a year, and the curriculum at least every five (5) years. Curriculum Revision The

Memorandum Order, organization/ affiliation or institutional initiative (curriculum). The first step in CDDC curriculum revision is the appointment and orientation. The Dean/Department Head is the chairman of the department CDDC in which appoint faculty members for document preparation, review and verification, the VPAA serves as the CDDC adviser and approving authority in the curriculum revision process. Second step shall be the review process. A faculty member from the CDDC will be assign to review the design and development inputs and identify strengths and weaknesses for improvement and 43

documentation of review inputs (minutes/checklist). Third step shall be the verification process. A faculty member from

the

CDDC

will

be

assign

to

check

against

statutory/regulatory/specific requirements and documentation of review inputs (minutes/checklist). Fourth

step

shall

be

the

validation

process.

The

Dean/Department Head is incharge of this process. He/She is reponsible for creation of validation tool to confirm capability of producing planned results. Fifth step shall be the VPAA action or approval process. The VPAA is responsible for approval of the propose curriculum to be forwarded to CHED for acknowledgement. These includes the course distribution, comparative summary, summary of units that are signed by all CDDC members. Last step shall be endorsement to CHED. If the process is approve by the VPAA, then it shall be endorse to CHED for acknowledgement with top letter of endorsement prepared by the Dean/Department

President/CEO. However if the process was not approve by the VPAA then it shall go back to review process.

PREPARATION OF COURSE SYLLABUS AND LEARNING PLAN A

course

syllabus

is

an

academic

document

that

communicates course information, requirements and process. It is accompanied by a learning plan with detailed description of the course of instruction. Preparing the syllabus begins with identifying the institutional, program and writing the intended course outcomes. Learning outcomes uses verbs that are active and described behavior that are observable and measurable. The syllabus/learning plan usually contains the learning outcomes, content and methodology, learning resources, assessment, grading system, time frame, classroom requirements, and references ( please refer to CHED handbook on typology, outcomes based education and institutional sustainability assessment). Preparation, Review, and/or Revision The process to prepare, review, or revise a course syllabus and lesson plan starts with:

Orientation of the the CDDC members of the duties, task, and responsibilities and processes.

3.

Assign who shall conduct the preparation of the course syllabus and learning plan if new or review if existing.

Assign who shall verify if the course syllabus is compliant to basic, regulatory and statutory requirements;

And approved by the dean after checking the validity. Note: documented evidence of this process shall be maintained

LIBRARY SERVICES Borrowing Privilege Borrowing privilege are extended to all Faculty, Staff and Administrators (FSA) of the institution. They may avail of library services by presenting their school IDs for verification and registration purposes. To borrow materials from the library, FSA should present their IDs, fill out the book cards and sign the Master Card as well as borrowing slips. It should be handed to the librarianin-charge for recording. Faculty members and Department Heads are allowed to borrow four (4) books at a time for one (1) semester. However, for in demand materials, they are allowed only to borrow it for classroom use. All library patrons, including faculty members, staff and admin are responsible for the replacement of lost library materials At the end of every semester (College) and school year (Basic Education), faculty members are required to accomplish clearance. The Library requires that all accountability (unreturned library materials) are settled before their clearances are signed. When clearance forms are signed, patrons will no longer enjoy Library services specially borrowing of materials. Library privileges shall resume on the next semester or school year, upon proper validation of the patrons’ registration.

OTHER POLICIES AD PROCEDURES General and Department Orientation Newly hired faculty members are required to undergo general and department orientation. The Human Resource Department spearhead the general orientation activity together with other department such as quality assurance management, academics, student services, finance and data privacy office etc. The general orientation ensures that information,

relevant

policies

and

procedures

are

properly

disseminated. Faculty members assigned to specific departments are also given integration orientation. This is to introduce new faculties to their jobs, co-workers, responsibility and workplace. Every faculty member are required to read and understand the (3) important manuals that would affect their day to day work activities; namely their Department Manual, Employee Manual, and Faculty Manual. Company Dress Code It is the policy of the institution to require its employee (Teaching and Non-teaching) to follow the prescribed dress code to ensure that all are in proper attire while they are within the school premises. *Reference: Employee Manual page no. 39

Attendance All personnel of DCLC is required to work on their designated work schedules. Faculty members are provided with teaching loads where it houses class schedules and venues. Faculty members are required to attend their classess professionally and religiously to ensure that the program educational objective and learning outcomes are met. *Reference: Employee Manual page no. 31

Substitution Substitution shall be applied only if there are employees who filed for maternity/paternity/on board for (CME) /emergency & other leave application approved by the President/CEO. Employees on maternity & on board shall submit a notice/letter to the HRMD at least 30 days prior to the intended leave to have ample time to look for substitute teacher. *Reference: Employee Manual page no. 37

Permit to Teach All part-time faculty members are advised to submit a copy of their “PERMIT TO TEACH” signed by the Division of City Schools for public school teachers or their respective principals for those who are working in a private school. Part-time teachers who are in private industry must present a copy of certificate of their work hours from the company that they are connected with. *Reference: Employee Manual page no. 36 49

Evaluation All employees of DCLC are being evaluated to determine and identify the strong and weak points and utilize the data to establish the need to conduct a development seminar to further improve their potentials. The faculty member under regular status is evaluated once for every Academic Year while the faculty member under probationary status is every semester. This is administered for the purpose of renewal contract, basis for loading/ de-loading and promotion. *Reference: Employee Manual page no. 27.

Grounds for Disciplinary Action DCLC provides internal procedures or remedies in accordance with law to settle any behavioral problem and/or violation. The ethics committee has been designated to handle such issues or concerns and implement diciplinary action if needed.
