Minutes of the meeting on IFMS held on 24.02.2016 ORDER / overnment have already started implementation of Integrated Financial Management System (IFMS), which envLages automation of Government related transactions with all stakeholder departments and agencies. As a part of this, several online applications relating to salary processing, budget allocation, letter of credit management, etc. are already put into operation. The IFMS aims to compile treasury accounts and to furnish the data to all account keeping authorities in electronic form so as to minimise the reconciliation issues and to enhance transparency.

In the above backdrop, the Government introduced an online Provident Fund Accounting system, named Government Aided Institutions' Provident Fund (GAINPF) for the employees of aided institutions under the Collegiate Education Department vide GO read as second above. The GAINPF system now successfully handles the PF Account of the employees under this department through the online system in an efficient and transparent manner. The Government therefore proposes to expand the scope GAINPF application for the management of PF accounts of all aided institutions under various Government bepartments. 3. In the circumstances, Government are pleased to implement GAINPF system for the management of PF accounts of employees working in all aided institutions under Director of Collegiate Education (DCE), Director of Technical Education (DTE), Director of Higher Secondary Education (DHSE), Director of Public Instructions (DPI), Director of Vocational Higher Secondary Education (DVHSE), Director of Panchayats and that under Agriculture Department, Homoeopathy Department and Ayurveda Medical Education Department with effect from 01.04.2016. All matters relating to Provident Fund accounts of these employees such as enrollment, maintenance of accounts, issuing of credit cards, submission and processing of loan and closure applications, etc. are to be done only through GAINPF system with effect from 01.04.2015. 4. All the Pro'ident Fund officers of the respective departments shall update the backlog details of monthly contribution/loan refund/Temporary

advance/NRA/conversions in respect of PF account holders for the period upto. 31.03.2016 and issue credit cards within three months. The sanctioning of loan from PF accounts shall be done based on the latest credit card balance along with statement on missing credits certified by the head of institution till this period. The PF officers shall personally ensure that credit cards upto 31/03/2016 are issued on or before 30 June 2016. From April 1 2016 onwards, the data relating to subscription and loan repayment relating to Provident Fund account of employees of Government aided institutions wiIle transferred electronically from treasury system to GAINPF system. S. The treasuries shall not honour Provident Fund claims of employees of of aided institutions after 31/3/2016, unless the sanction orders are processed through GAINPF system.
