he Anti-Counterfeit Authority has taken the war against the illicit trade in counterfeit commodities a notch higher by destroying goods worth Sh100 million in Changamwe Mombasa in a multi-agency operaration comprising national government entities and intellectual property owners. The exercise was led by the Chairperson of the AntiCounterfeit Authority, Florah Mutahi. She said some of the counterfeits destroyed were items meant for the fight against COVID-19 pandemic valued at Sh25 Million confiscated from unscrupulous traders. Ms Mutahi observed that a study carried out recently revealed electrical goods account for the bigger percentage of counterfeits into the country including cables,

Ms Mutahi added that 70 percent of the counterfeits come from outside the country and declared that enforcement and strengthening at border points, strengthening prosecutions as well engaging in public awareness on the dangers of counterfeiting will be enhanced. The Chairperson observed that the destruction exercise was designed to showcase the country’s commitment towards zero tolerance to counterfeits and illegal goods all together. PUBLIC CONSULTATION ON PROPOSED GUIDELINES FOR BROADCASTING SERVICES IN KENYA The Communications Authority of Kenya (CA) is the regulatory agency for the ICT industry in Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting and postal/courier services. CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of consumers of ICT services. CA is charged with the responsibility of promoting and facilitating the development of the broadcasting industry in Kenya. Section 46H (1) of Kenya Information and Communications Act, (KICA) (as amended) mandates the Authority with setting standards for the time and manner of programmes to be broadcast by ALL licensees under the Act. The Authority developed the Programming Code which was revised and gazetted on 12th April 2019 vide Notice No. 3555. The Code was revised from ‘Free-to-air Programming Code’ that targeted FTA broadcasting platforms only into a ‘Unified Programming Code’ that incorporates the broadcasting content requirements for ALL licensees both FTA and subscription as per KICA S46I. The Programming Code is further supported by “Broadcasting Sector Guidelines” that expound on the provisions of the Code and cater for emerging broadcasting industry needs. n an effort to ensure ready availability of drugs for its health facilities, the County Government of Kericho has started building central medical drug stores in various sub counties. According to the County’s Health Services Department Chief Officer Dr. David Ekuwam, the county has so far set up three medical stores, one at

‘Agriculture and Food Authority has built capacity among county extension officers’

Sound regulation of the agriculture sector is key to achieving food security and economic growth in a country. Governments world over provide a framework through which transparency and fair play are enforced among the various value chain players –producers, marketers and trade associations. KNA’s Wangari Ndirangu engaged the Ag.Director General of the Agriculture and Food Authority( AFA) Mr. Antony Mureithi (pictured) on a wide range of issues related to food security and production of nutritionally improved crops. Below are excerpts from the interview. What does Agriculture and Food Authority (AFA) stand for, when was it created? The Agriculture and Food Authority (AFA) was established under the Crops Act 2013. It was a product of the amalgamation of eight former Boards, which now operate as Directorates of the Authority. These are: Food Crops Directorate, Horticultural Crops Directorate,Tea Directorate, Coffee Directorate, Sugar Directorate,Nuts and Oil Crops Directorate, Fiber Crops Directorate, Miraa, Pyrethrum and other Industrial Crops Directorate.Our mission is to sustainably develop and promote scheduled crops value chains through effective regulation for economic growth. The mandate of the Authority is to administer the Crops Act 2013, and the AFA Act 2016, promote best practices and regulate the production, processing and marketing of agricultural products and advise the national and the county governments on agricultural levies for planning and equity. A key pillar to achieving food security is sound regulation of the agriculture sector. To what extent has the Authority undertaken this function? We have, through our regulatory mandate, reduced the regulatory bureaucracy, and over-regulation of the crops sub-sector leading to an improved investment climate, enhanced synergies between various actors and optimization of resource utilization and standardization and quality assurance of our agricultural products. Other measures include rationalization of the taxation regime in order to boost producer income, facilitating distribution of crop products and price stabilization. We have also enhanced collaboration and coordination between National and County Governments in agricultural development,increased competitiveness of our crops sub-sector through development and promotion of research,introduced regulation of food crops which were hitherto unregulated, increased food security in the country as a result of centralized planning and enhanced an enabling environment for private sector to invest in crop development, processing and marketing. How easy or difficult is it to implement the regulations?

Agriculture and Food Authority (AFA) holds a vital key in the implementation of the “Big Four” Agenda and other national priorities in order to improve the quality of life of Kenyans and make Kenyan Agricultural products globally competitive. AFA’s Priority Projects/Programmes under the “Big Four” Agenda, Vision 2030 Projects, are aligned to Sustainable Development Goals (SDGs) and Sector Performance Standards (SPS). Under the pillar of Food Security and as an enabler in the Manufacturing Pillar through the following Projects, Programmes and Activities:

We have a collaborative approach on regulation with the County Governments and other arms of Government, making our regulatory initiatives attainable. An example are the Potato Regulations which, upon Gazettement, the counties have been on the forefront of enforcing the same. However, we encounter challenges like inadequate staff to ensure compliance and resistance by some players along the crops value chains. Implementation of Government sponsored regulations in the Agriculture sector has in the recent past faced a lot of opposition from cartels whose interest is to make profits at the expense of the small scale farmers. What is your experience so far? Every sector as a reflection of society has its own challenges. Regulations being enforceable by law assist in ensuring all value chain actors abide by the law on matters relating to agriculture. Some of the experiences we have come across include court cases against some regulations, failure to comply by some value chain players etc. We have however put systems in place to counteract some of these challenges e.g. revocation of licences for non-compliance, nonrenewal of licences and litigation as may be applicable. A healthy nation requires food security and food safety. Do you think you, as an authority have achieved the same? The Authority has undertaken several measures towards addressing food security and food safety. Through AFA’s membership of the relevant committees in the Kenya Bureau of Standards ( KEBS) that is responsible for developing of standards, we have been capacity building county staff and stakeholders on commodity standards to enhance food safety, enhanced management of notifiable pests on fruits, flowers and vegetables to enhance food safety and plant health. AFA has also developed draft guidelines on the transportation and warehousing of food crops,besides carrying out audits and surveillance for compliance, developed product standards and codes of practice for rice, maize, and potatoes,developed an aflatoxin management framework in collaboration with the University of Nairobi and developed regulations to create an enabling environment for both public and private sector participa-

tion the development and enforcement of standards for food safety. Key issues addressed by the regulations are; regulation impact, registration of growers by county governments,dealers, processors, importers and exporters by the Authority. Moreover in order to maintain the necessary statistical information with respect to the scheduled crops to enable proper planning, we facilitate development of a traceability system for food crops produce and products in the country. Since the creation of the authority, what would you say are your biggest achievements and challenges? I can describe the development of regulations and implementation of the same in collaboration with County Governments as a major milestone. Since agriculture is a devolved function, our main role is regulatory and capacity building. The Regulations for all crops have been developed, some have been gazetted while others are at various stages of approval. However our main challenge is mainly in the sectors whose regulations are yet to be gazetted, as we are unable to fully execute our mandate as envisaged by the AFA Act and the Crops Act,2013, in the absence of regulations. Key challenges to the agriculture sector are low productivity, inadequate funding, post-harvest losses and low

prices.How effective are the regulations in dealing with these challenges? Yes, Regulations and capacity building can cure some of these challenges. We are empowering County Government Extension Officers to enable them assist farmers to increase their production and productivity and minimize post-harvest losses.We too, are taking initiativesto promote production by supplying seedlings for various crops in agroecologically suitable counties.AFA and County Governments registers all the value chain players and we witness the farmer contracts with buyers. This is aimed at ensuring that marketers do not exploit farmers through low commodity prices. We have some value chains that are performing well while others are still struggling. What can you attribute this trend to? This was the actual position before the merger and one of the justifications for the merger was to provide an opportunity for the development of the crops that are not performing optimally. We have put a number of initiatives towards growing those sub-sectors that are low in production, to enhance both production and productivity. This includes farmer sensitization to increase uptake and production, supply of free seedlings and identification of market outlets for their produce, both locally and internationally.We have also devel-

Agriculture is the backbone of the Kenyan economy and the demand for food produce is ever rising both locally and internationally. There is great opportunity in the agriculture sector, even as we double our efforts in increasing production and productivity across the country, to take advantage of the rising demand.

Success of Konza Technopolis closely linked to completion of Thwake Dam, says PS BY ROSELYNE KAVOO (KNA)

he realization of the Government’s development programmes heavily depends on the success of the various infrastructural and other key sub-sectors, according to ICT Principal Secretary, Jerome Ochieng. PS Ochieng sees the intertwining efforts of the various infrastructural subsectors as perfectly exhibited in the heavy reliance of theKonzaTechnopolis City on Makueni’sThwake Dam water provision for its eventual success. He described the availability of clean, efficient and reliable water from the Dam as a critical element and a big gamechanger to the development of the ongoing ICT technopolis. Speaking in Makueni during a tour of the project jointly funded by the Government of Kenya and the African Development Bank (AfDB), the PS said the completion of the dam will ensure that the Konza dream is realized fully.

“Reliable water from the dam will be a key element. As part of a multi-agency approach within the national government, we as the Konza City team, came to agree with the technical team over here on logistics and we are looking forward to get the muchneeded water from the dam. We are also putting our request to the County Government of Makueni on the need for collaboration and prudent supply of sufficient and clean water for Konza,”he said. Ochieng was accompanied by Makueni Governor Prof. KivuthaKibwana, the Chairman of the KonzaTechnopolis Board of Directors Dr. Reuben Mutiso, Managing Director Eng. John Tanui and KoTDA board members. The PS lauded the pro-

gress of the project, whose completion current stands at 43.4 percent against a time lapse of 54 percent. “The progress means there is synergy and collaboration from all stakeholders to ensure the project is completed within given timelines despite challenges posed by the Covid-19 pandemic,”he added. PS Ochieng also disclosed that plans were underway to have internship programs in the project for students in order to build local capacities and transfer of knowledge and technical exchange in the spirit of “Buy-Kenya-Build Kenya” initiative. “This is a key project because it will answer the critical water question both to the local community and beyond Makueni. Pursuant to section 60 of the Public Private Partnerships (PPP) Act, 2013, the Access to Information Act, 2016 and the PPP Disclosure Framework, 2018, the Government of Kenya - through the Kenya National Highways Authority (KeNHA) - wishes to draw the attention of the general public to the PPP Project disclosures relating to the Nairobi-Nakuru-Mau Summit Project; for general information and awareness. Members of the general public are further informed that additional disclosures on the Project will be made available on an ongoing basis in line with the PPP Act, 2013 and the Access to Information Act, 2016. The Government of the Republic of Kenya, through the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works represented by the Kenya National Highways Authority (KeNHA), being a state corporation established under the Kenya Roads Act, 2007 identified the need for the rehabilitation, improvement and expansion of the Nairobi–Nakuru–Mau Summit (A8) Highway which serves as an access and transportation link for approximately 6 million Kenyans. The Project road is part of the Northern Corridor which is one of the busiest and most important transport corridor in East and Central Africa, providing a gateway through Kenya to the landlocked economies of Uganda, Rwanda, Burundi, Southern Sudan and Eastern DR Congo. The main objective of the Project is to expand the road capacity and improve the road quality between Nairobi and Mau Summit in order to accommodate the increasing traffic in a safe and sustainable manner. The project comprises of the widening of approximately 175 Km of the A8 Highway between Rironi and Mau Summit into a 4 (four) lane dual carriageway and future augmentation into a 6 (six) lane carriageway in sections depending upon traffic volumes; and rehabilitation of approximately 57.8 Km of the existing single carriageway of A8-South Highway between Rironi and Naivasha via Mai Mahiu, construction of a viaduct through Nakuru Town, construction of grade separated interchanges and provision of Highway Information Systems as detailed below: This project largely contributes to the realization and implementation of the PPP agenda in Kenya through the delivery of first-class Infrastructure projects capable of meeting social and economic requirements of the people of Kenya in a timely, transparent and accountable manner as envisioned in the Vision 2030 blue print and The Big Four Agenda. The tender process for the road project began in November 2016 through international competitive bidding which attracted interest from ten (10) consortia. Out of the Ten (10), Four (4) Consortia were shortlisted having met the stipulated qualification criteria. Of the shortlisted consortia, two (2) submitted their bids. Upon evaluation, The Rift Valley Connect Consortium which comprises of VINCI Highways SAS, Meridiam Infrastructure Africa Fund (MIAF) and VINCI Concessions SAS was declared the Preferred Bidder. The Project Company will raise the finance required (upfront) for the design, procurement, construction, operation and maintenance of the Project road; and, observe, fulfil, comply with and perform all its obligations as set out in the Project contract. KeNHA will pay for services rendered by the Project Company on the Project Road through Quarterly Service Availability Payments starting from the start of the operation period until the end of the contract period. The Quarterly Service Availability Payments shall be funded from tolls collected and aggregated in the National Toll Fund.

Government Support

The Government of Kenya will provide a Government Letter of Support to cover in particular Political Events (such as, expropriation, nationalization, changes in law/tax etc.) and Government’s payment obligations under the National Toll Fund.

Termination Clauses

The contract may be terminated as a result of either: i. Default by the Project Company ii. Default by the Contracting Authority iii. Force Majeure Event: - which prevents the affected party from discharging its obligations under the contract

Hand-back Provisions

The Project Company will hand back the Project Road to KeNHA at the end of the contract duration. At hand-back, the road asset will have a remaining service life of not less than eight (8) years.

ational Assembly Trade, Industrialization and Cooperatives Committee members have pledged to push for more funds to be allocated to major industries in the country. The MPs led by the committee vice chairperson Oundo Wilberforce Ojiambo said, for the country to attain industrialization, there was need to support the manufacturing sector. The MPs who spoke while on a tour of the Rift Valley Textile Company – Rivatexin Eldoret town, noted that supporting industries was the sure way for Kenya to attain

industrialization. The vice chair who was accompanied by other members including Robert Githinji (Gichimu MP ), Andrew Wadime ( Mwatate ) and Jared Okello of Nyando observed that expansion and revival of once vibrant industries would also go a long way in creating the much-needed jobs for thousands of unemployed youths. Similarity of the experiences based on: • The contracts size; • The nature of the Services: Experience on similar projects during the last 10 years. Similar projects include preliminary & Detailed designs, design Review, Social/Environmental safeguards implementation, preparation of tender documents and works supervision for water supply and sewerage projects involving laying of water distribution and sewerage reticulation pipelines in urban built up areas for diameters ranging from DN25 to DN 7OO mm. Coordination and supervision of construction of last mile connections in urban set up. • The location: Experience in East Africa in the water sector or for design and works supervision of water supply and sanitation infrastructure during the last 10 years • Experience on donor funded projects.

Construction of mega sewerage system in Narok nears completion BY ANN SALATON

He reported that the main trunk sewer and secondary sewers were 96 percent complete while the sewage treatment works were 96 percent complete. At the same time, Oruma reported that the resident Engineer’s office that will host the

BACKGROUND The Upper Tana Catchment Natural Resources Management Project is funded by the Government of Kenya, International Fund for Agricultural Development (IFAD), Spanish Trust Fund and the Local community. The Project Lead Agency is the Ministry of Water, Sanitation and Irrigation and the Project Completion Date is 31st December 2022.The goal of the project is to “contribute to reduction of rural poverty in the Upper Tana river catchment”. This goal is pursued via two development objectives which reflect the poverty-environment nexus namely (i) increased sustainable food production and incomes for poor rural households living in the project area; and (ii) sustainable management of natural resources for provision of environmental services. The project is being implemented in the Upper Tana Catchment along 24 river basins and the tributaries of the four (4) river basins formerly under the Mt Kenya East Pilot Project for Natural Resources Management that drain into Tana River as follows:

The project is implemented through a Community Driven Development approach (CDD). The project provides Matching Grants to Common Interest Groups (CIGs) to support them implement Income Generating Activities (IGAs) upon submission of acceptable proposals. The Grants will be output-based with release of funds being made in tranches upon the achievement of milestones specified in the grant implementation agreement between the Project Coordinating Unit (PCU) and the CIGs.

The successful CIGs will receive an initial advance of the grant amount, and will subsequently lodge requests for further disbursement as each milestone is achieved and relevant milestone reports submitted. The PCU will engage the services of an Independent Oversight Agent (a private service provider) to appraise submitted proposals (both desk and field) and carry out implementation monitoring to verify the milestone achievements before subsequent release of funds. This milestone-based disbursement system is intended to strengthen accountability and transparency and ensure accomplishment of agreed implementation targets.

omen organizations in Kisumu have come together to sensitize them on how to rebuild their businesses due to the negative economic impact of the Covid19 pandemic. Under the umbrella of Urban Grassroots Women Caucus, the organizations have rolled out training and sensitization for small scale business women who closed shop after the pandemic broke out in March. Also targeted are women who were removed from mar-

kets and those whose stalls were demolished to pave way for expansion of Kisumu port. The caucus coordinator Caroline Ogot said, the program targets to train the women on existing opportunities and avenues of accessing credit to get them back on their feet. “We are meeting women to listen to them and address emerging issues. We also want to sensitize them on where to get credit and grants to restart their businesses,” she said. Alice Odera, a member of the caucus, said women in Ki-

he African Peer Review Mechanism (APRM) is challenging counties to embrace good governance in order to promote prudent resource utilisation, enhance economic growth and eradicate poverty. APRM Council member Elias Mbau says, County governments must ensure, among others, inclusivity, public par-

ticipation, and gender equality is achieved in their respective jurisdictions for the benefit of wananchi. Public Health Chief Officer Mr Samuel King’ori said, the County administration has fully adopted automated revenue collection technology in over 95 percent of public health facilities to enhance service delivery and accountability. Speaking when he led an 11-member Health Committee from Kajiado County on a tour of Nakuru Level 5 Teaching and Referral Hospi-

tal, MrKing’ori observed that the automation has enabled the management to track the number of patients receiving medical services, the ailments afflicting them and diagnosis and treatment made by health practitioners. He explained that collection in the department gradually improved from Sh405 million in 2017, Sh597 million in 2018, Sh957 million in 2019 and Sh1.17 billion in 2020. The officials from Kajiado led by its County Assembly’s Health Committee chairman Moses Kujero are in Nakuru on a benchmarking tour on the region’s health sector. The revenue was generated

from the Rift Valley Provincial General Hospital (PGH), PGH Annex Wing, Bahati Hospital, Naivasha, Gilgil, Molo, Olenguruone, Elburgon, Subukia, Njoro, Langalanga, Kabazi, Keringet, and MirugiKariuki. arok County loses Sh. 864 million each year to sanitation-related diseases which could have easily been avoided if proper hygiene was observed in the county. Speaking during the celebration of this year’s World Toilet Day at a Narok Hotel, Narok County Director of Health Dr. Francis Kiio said, the amount involves the cost of treating the infections, such as diarrhea, dysentery, typhoid and the man hours lost which could have been used for productive activities. Dr. Kiio advised the residents to observe hygiene in order to avoid sanitation related diseases. He expressed dismay that the county ranked number 44 in the country in sanitation related issues with nearly half of the population

To this end, Dr Kiio said the county’s department of public health has embarked on a major sanitation campaign dubbed Community Led Total Sanitation (CLTS) in order to improve sanitation and reduce poor hygiene related diseases in the county. He said the campaign is aimed at creating awareness on use of toilets and other sanitary facilities in the area in order to reduce pollution of water sources and eradicate diseases such as Trachoma, diarrhea and polio. Construction of a major link road connecting four counties of the Mount Kenya region will be completed by the end of 2022. Infrastructure and Transport Cabinet Secretary Mr James Macharia said the construction of “Mau Mau” road which links Kiambu, Murang’a, Nyeri and Nyandarua counties has commenced and expressed confidence that the project will be completed within two years. Speaking while inspecting the road at Kiamara area of Murang’a, Macharia confirmed: “the contractor is on site and he kicked off earthworks in Kiambu, Murang’a and Nyeri. enya National Highways Authority (KeNHA) has released to the National Lands Commission (NLC), Sh3.5 billion for compensation of 957 persons affected by the Eldoret town bypass project. Out of the amount, Sh2.2B has already been paid out to 628 people as the remainder of payment is being processed. The revelations were contained in a progress report presented during the County Development Implementation and Coordination committee during a stakeholders’ meeting at the County Commissioners office in Eldoret Monday. Out of the compensated 628 PAPs, 565 have been issued with a 30-day notice to vacate the land so that it can be granted to the China WU YI company who are constructing the Sh5 billion project. When complete, the bypass is expected to decongest traffic in Eldoret town as well as open up the county for business. The 32-kilometre road project starts at Cheplaskei centre along the Eldoret-Nakuru highway and traverses through Kapseret to Leseru, at the Eldoret-Kitale and Eldoret-Malaba roads junction. About 296 parcels of land covering a total of 250 ha and 449 structures will be affected by the project, the report indi-

I was not enjoying it so I had to quit, though it was not easy since business then in the 90s was associated with people who could not be employed,” says Ms Mutahi, underlining her adventurous nature that has now paid off handsomely. “I did not just want to work, I wanted to do something rewarding and fulfilling and so,

after many fights with my parents who thought otherwise, I decided this is what I want and I went into business,” she told this writer in a recent interview. She started out with Melvin’s Free Flow Salt, but quickly changed to tea after she realized one could not make enough profit with the salt as it was taking too long for an order to be paid. “With tea now and with my habit of doing things differently, I started out with ginger tea which wasn’t in the market then,” she says. The first supermarket that agreed to buy from Flora was Chandarana supermarket who enlisted her and then Uchumi supermarkets which was national and huge came in but she also used to go to small groceries and just talk to the women running those shops and who became her customers. “I can say that is how Melvin’s started and came into being and slowly, we continued to grow even with the challenges in the sub sector such as getting teas from the auction through a trader,” she notes.

Revamping of popular Kibuye market, beautification of Kisumu city kicks off BY CHRIS MAHANDARA (KNA)

The Kisumu County Government has embarked on rehabilitation of the iconic Kibuye market to modernise facilities and absorb more traders who were displaced from Railways land to pave way for expansion of Kisumu port. Through support from the World Bank funded Kenya Urban Support Programme (KUSP), phase one of the project which was launched last week will cost Sh 315 million. BRIEFS County response committee’s alarm over spike in Covid cases The Nandi County Covid -19 Response and emergence team has resolved to focus on the preventive and promotive procedures to curb the surge in Covid -19 cases in the county. Addressing the press after a meeting with the members of the team Thursday, Governor Stephen Sang said the county is experiencing the second wave of Covid -19 and called upon the team to work round the clock to arrest the situation. “The security apparatus and the response committee should work together to be able to sensitize the locals on the Ministry of Health protocols since we have noted increased laxity,” said Sang. The County boss added that going forward, the team will ensure there is heightened supervision; more civic education and increased capacities to handle home based care cases. He however noted a big challenge that has led to the spike in Covid 19 cases in the county -funerals and social gatherings. He called upon the residents to observe the laid down guidelines on the management of funerals and social gatherings to avert transmis-

sion of the virus. On his part, County Commissioner Geoffrey Omoding who doubles as the Committee Co-Chair echoed the governor’s sentiments on the rising numbers and said his office has increased surveillance and crackdowns on persons flouting the MOH guidelines. “In the past week alone, we have nabbed over 300 persons who were breaking the guidelines set by the Ministry of Health of not wearing masks, overloading in PSVs among others,” said Omoding. The Commissioner pointed that since the remand cells are overloaded, those culprits apprehended will serve their sentences through community service. The Chair Lake Region Economic Bloc Prof. Khama Rogo who is tasked with advising the 14 governors under Lake Region Economic Bloc (LREB) on how to deal with the scourge said that the upsurge was high in the months of September and October. “The virus is already in the communities and no longer in the cities, therefore the interventions should be community based,” he stated.

Business community alarmed by increased cases of insecurity Uasin Gishu county security committee has been urged to enhance security patrols following an upsurge of criminal activities in various estates in Eldoret town. A section of the Eldoret Business community members have claimed that their businesses have been affected by an increasing rate of crime executed by armed gangs colluding with boda boda riders. The goons terrorise and rob residents as early as 8.00 pm, according to one of the business operators Maurice Gitau. “We wonder why the Police have not acted despite the incidences being reported within the last two months,” he complained citing Kimumu, Ngomongo and Jerusalem estates in Kimumu ward as the most affected. Speaking to the press in Eldoret town Thursday, Gitau urged the County Police Com-

mander to move with speed and restore sanity by securing the affected estates. He claimed that tenants have been moving from the affected estate en masse within the last three weeks to seek shelter in estates considered more secure. Gitau said the absence of night patrols by police has contributed to the increased cases of burglary and robbery in the affected areas. Contacted for comment, Uasin Gishu County Commissioner Stephen Kihara assured area residents that security patrols have been increased to ensure residents are not harassed.
