Safe and Healthy Homes™ (SHH) focuses on improving the living conditions of low-income homeowners and their families. At its core SHH is a collaborative endeavor that engages homeowners through the use of technology and education, as well as partners in the non-profit, private, and public sectors, across a range of disciplines and areas of expertise. The Safe and Healthy Homes™ program started locally in 2016 as a pilot program in partnership with the Children’s Board of Hillsborough County

Our goal is to make homes healthier and safer for all members of the household, giving children a safe space that will ensure healthy physical and cognitive development and help seniors live more independently in their homes.

RTTB identified specific home repairs deemed most beneficial to families based on existing housing conditions.

A total of 47 homes were selected to receive services in the historic neighborhood of West Tampa. We found that pediatric asthma was a predominant factor across all homes, and later discovered that asthma is a health crisis in Hillsborough County, Pinellas County, and across the entire state of Florida.

Many families are faced with frequent asthmatic episodes while at home, many of which are triggered by the existing home environment. This results in children constantly being sick with increased asthma symptoms, increased number of missed school days, parents missing work to care for their children, and increased number of asthma-related urgent care visits and overnight hospitalizations.

As a result, Safe and Healthy Homes™ developed a list of common repairs and services that together improve the housing conditions and indoor air quality, providing asthmatic children with safe zones and a healthier home environment.

RTTB’s Safe and Healthy Homes™ is an evidence-based initiative that implements a multi-sector community coalition to address the high rates of asthma in children across Tampa Bay. Safe and Healthy Homes™ provides qualified families with free education and a home repair intervention (HRI).

Our Safe and Healthy Homes™ program provides a home repair intervention that incorporates a plan of action based on findings of the Home Assessment and the Environmental Assessment to address necessary repairs that will create a safer and healthier home for the family and asthmatic child.

The first educational component starts at the time of application with a “Self-Home Assessment”, where homeowners learn to identify potential problem areas in their homes beyond the existing critical repairs needed. The second is the “Living Healthier in My Home” that teaches families about the 8 Housing and Urban Development (HUD) Department’s Principles to maintaining a safe and healthy home, and the third is an “Asthma Self-Management” education imparted by our partners in the healthcare field for asthmatic families, where parents/caregivers learn effective techniques to manage their child’s asthma symptoms.

Areas in the home where the children spend most of their time are identified to create safe zones through a targeted home repair intervention. The safe zones provide asthmatic children with areas in the home that have little to no asthma triggers.

MOST IMPACTFUL REPAIRS The Home Repair Intervention Strategy (HRIS) identify key areas such as the presence of mold in the home, leaks in the roof and/or plumbing, weatherization needs, the presence of lead paint, the presence of pests, the presence of safeguards, and the HVAC and air duct condition /cleanliness, among others.

SAFE ZONES Safe Zones are created to maximize our impact given the constraints of available funding. As a result, we focus on creating safe zones within each home for children to have a room free of asthma triggers. In addition, when funding allows, other areas of need are addressed in each home to maximize health outcomes.

HOME REPAIR INTERVENTION (HRI) OR SUBSTANTIAL REHAB (SR) We know that homes can be meaningfully impacted with both a minimum investment and with a maximum investment based on a home assessment. As a result, we offer two home remediation paths based on the amount of investment needed to bring the home back to a safe and healthy condition.

PATH 1: Up to $10,000 Investment (Home Repair Intervention-HRI) PATH 2: $10,001-$30,000+ Investment (Substantial Rehab-SR) Home Repair Intervention (HRI) HRI delivers safe and healthy repairs carefully designed to significantly improve the home living environment. Including, identifying safe zones, air duct cleaning, minor mold remediation, handyman services, weatherization services, pest control, and lead-based paint testing.

Substantial Rehab (SR) Substantial rehab includes repairs and or replacement of major systems such as roofs, windows, HVAC, flooring, and electrical & plumbing troubleshooting in combination with services provided under the HRI. Both models, Substantial Rehab and Home Repair Intervention, have been tested and are proven to positively impact the lives of homeowners.

STEP 1. Complete your Application: Families complete an online application which includes a comprehensive self-home assessment where they can upload pictures as well as all necessary documentation for program approval. During intake families with asthmatic children are given a baseline questionnaire to evaluate asthma symptoms occurrences.

STEP 2. Delivery of Your Kit & Home Visits: Upon approval, our construction department will deliver your kit and complete an onsite home assessment to identify needed repairs that will make the home safer and healthier creating an environment with less asthmatic triggers. They also identify common areas in the home to create safe zones that provide the children with areas that have little to no asthma triggers.

Follow Ups with Homeowners

STEP 3. Complete Education: Families complete an Educational Training “Living Healthier in My Home” which highlights 8-HUD principles to maintaining a safe and healthy home. Families complete a pre- and post-evaluation for this component. Additional educational material may include asthma education, and COVID-19 education depending on housing conditions. (educational materials may vary).

STEP 4. Home Repairs: Whether it is HRI or SR, home repairs focus on implementing the most impactful repairs to create a safe and healthy home environment for the family emphasizing the importance of safe zones for asthmatic children.

STEP 5. Quality Control: Upon completion of home repairs, quality control is performed by our General Contractor and/or construction superintendent to ensure repairs meet or exceed the highest existing construction standards.

STEP 6. Follow Up: We follow up with families after the completion of the Home Repair Intervention at 1- month, 3-month, 6-month, and 12-month increments to evaluate the impact that the Education and Home Repair Intervention had on the health and safety of each family and their home.
