ABOUT THE TTCA

The Trinidad and Tobago Contractors Association (TTCA) was founded in 1968 by visionaries Mr. Granville Johnson, Mr. McDonald Morrell, Mr. Lepold Arthur and Mr. Emile Elias. The Association is a medium through which members and the greater society benefits from construction related training and adherence to agreed to standards by members. The TTCA lobbies for issues affecting contractors and continuously pursues the various publics for the improvement and development of the sector. After 50 years, the Association continues to strive for excellence in the Industrial, Residential, Commercial and Institutional Sectors. Members include small, medium and large firms and make up a spectrum of general contractors, manufacturers and specialty construction suppliers. The affairs of the TTCA are overseen by a Board of ten (10) Directors, inclusive of a President, Vice President and a Secretary, all of whom are business owners or senior executives/officers employed by companies operating within the construction sector.

Who We Are Members are elected to the Board at the company’s Annual General Meeting and it should be noted that, at present these positions are held strictly on a volunteer basis and there is no remuneration involved. Nonetheless, to date the TTCA Board of Directors has always proven to be a committed and dedicated group of individuals who bring high levels of skill, knowledge, training and professional experience to bear in providing the required guidance and direction for the Association. The day to day operation of the TTCA Secretariat is overseen by a General Manager who is ably assisted by a small complement of staff. Notwithstanding the size of the team, the Association champions many huge initiatives that are of vital importance to the entire construction industry and by extension, to the development of Trinidad and Tobago as a whole.

We are dedicated to meeting the needs of our members in an ever changing political & economic climate through active training, advocacy, improving job site safety, expanding the use of cutting edge technology and strengthening relationships between all associated member groups and owners. The TTCA carries out its mission by serving the construction industry in the following key areas: Promote integrity amongst contractors Provide a strong and united voice on matters affecting members Stand as a supervisory body for our members Support the development and application of industry related skills through training Continuous pursuit of fair practices and policies for the industry Mandate excellence in health and safety practices Ensure the provision of quality service to members and the public where applicable

Key Accomplishments One of the TTCA’s most important achievements over the last 49 years is the successful lobbying for the public opening of tenders in the 1960’s which eventually became public policy in 1987. In the 1970’s the TTCA successfully lobbied the Government for concessions that allowed for the increased participation of locals on large projects. This encouraged more people to enter the industry thus increasing the number of contractors in Trinidad and Tobago. In the 1990’s, once again through its lobbying efforts, the TTCA was instrumental in bringing about a commission of enquiry to investigate corruption in the award of contracts with respect to the Piarco Airport Construction Project and more recently, played a significant role in helping to influence the Government’s decision to conduct a Commission of Enquiry into UDECOTT and the Construction Industry, more often referred to as “the UFF Commission of Enquiry”. The Association also played a major role in the introduction of the Civil Engineering Technical Certification into the BSc Engineering Degree at the University of the West Indies.

COVID-19 Assessing the Impact on the Construction Sector The COVID-19 Pandemic has triggered losses in our local economy and regrettably has taken lives. Our condolences go out to families who have suffered a loss. We are in exceptional circumstances, the COVID-19 pandemic and its attendant effect continue to present a range of challenges to all stakeholders within the construction sector – challenges that could deepen depending on the continued length of this ongoing pandemic. The uncertainty surrounding the duration makes it difficult to anticipate how a recovery could unfold for the construction sector. The construction sector is not alone, the COVID-19 Pandemic is causing widespread concern and economic hardship for individual citizens, businesses, and governments across the globe.

To mitigate the effects, and re-open the construction sector, responsibly, we at the TTCA in April 2020 prepared general guidelines and operating procedures for construction sites. While guidelines may be further developed, for the time being, construction sites of any size that are operating during this Covid-19 Pandemic need to ensure they are protecting their workforce and eliminate the risk of spread of infection. To implement and support the GORTT social distancing and health recommendations, and re-open the construction industry in May 2020, the TTCA has published a plan entitled “TTCA Site Operating Guidelines for COVID-19, Protecting Our Construction Workforce”, which is a document designed to give Contractors a set of safe operating procedures during COVID-19. We strongly recommend that these procedures be continued on every operational Construction site, with the aim of us having a standard approach across the industry that all firms and workers can adopt.

The construction sector in Trinidad and Tobago, as obtains internationally, consists of a panoply of the small, medium, and large firms engaged in the business of constructing buildings, repair and maintenance of houses, commercial/industrial buildings, schools, hospitals, ports, airports, energy plants, roads, bridges, and sewer systems. It also includes such secondary services as the mining, manufacture, and transportation of construction materials. It is one of the key sectors in our country’s economy and as such contributes significantly, inter alia, to employment generation and social stability. As an illustration, the Central Statistical Office’s historic data shows that 15% to 18% of the labour force is employed in the construction sector. Also, GDP contribution as it pertained to construction and quarrying generally varies from 5.3% to 8.6%. The human resource component of the Construction Sector is a complex combination of professional, academic, technical, and vocational skills all collaborating to develop essential infrastructure for the holistic development of the nation. The Construction Sector, therefore, generates a high level of economic activity that ultimately impacts large sections of the population positively, However, sometimes the impact is adverse as a result of a minority of unscrupulous practitioners operating in an unregulated environment. It is in these circumstances that consumers, the ordinary persons building a home, and the State with its capital construction programme need to be protected from “fly-by-night” Contractors with little or no track record. In this context, therefore, the Trinidad and Tobago Contractors Association supports an industry driven program for the accreditation and registration of contractors to support and maintain acceptable standards of industry practice. The registration process, which would entail the verification of qualifications and recommendations for acceptance either as a practitioner or as a candidate suitable for licensing, would involve the use of set criteria for the grading of Contractors using technical expertise, asset value (excluding land and building), and projected annual turnover.

9 Benefits of Registration and Licensing of Contractors in Trinidad and Tobago The Public would be assured of Quality and Value for Money. Contractors will be categorized according to their ability and resources thereby allowing greater Transparency in the Public Procurement Process. There would be an Established Central Registry of all contractors (duly categorized). Violations of the laws of the E.M.A and the Planning Act would be curtailed as Contractors can also be held liable for these offenses and will face the risk of having their License Withdrawn as well as Penalties from Prosecution under the Law. Greater reliability in business and the public will be no longer vulnerable to exploitation. Perhaps the greatest benefit to be derived from Contractor Registration and Licensing is in the area of International Trade and Globalisation, where Local Contractors would be able to demand reciprocal benefits in the services sector for construction services from Extra Regional Territories. Contractors possess the required technical qualifications and experience necessary to carry out their trade and exercise care and diligence in the carrying out of any work undertaken and ensure that clients received value for money. Ensure the protection of the health, safety, and welfare of our nation’s citizens. Ensure that the business of contracting is carried on by fit and proper individuals. Ensures equity for local companies with the implementation of the CSME and other World Trade agreements. Raise the bar providing uniform standards for contractor qualification, ensure quality service and establish acceptable codes of practice against fraudulent, incompetent, and unethical behaviour. Promote continuing professional education and competence. Ensure transparency, fair competition, and innovation in the industry.

In 2020 we learned to operate differently. We adapted to operating in a new environment, with unique constraints to ensure the safety of our employees and reduce the spread of COVID-19 in all our operations, not only in the cement plant, but also in operations that provide >92% the raw materials we use to produce our cement. We were caring, innovative and creative, working in lock-step with our TCL family and developing new online tools for staff to do daily health checks and report in, providing support sessions on mental health, parenting and coping with the new norms, as well as fitness sessions to keep staff active.

We continued to focus on working with our communities and frontliners who have secured our well-being firemen, police, hospitals, etc. by providing hand sanitizers, cleaning materials, masks and medical equipment.  The schools in our communities were also provided with cleaning materials, hand-sanitizers, liquid soap, posters and devices to support education continuity. Ensuring the safety of our customers during the pandemic was also important.  We launched CEMEX Track, a tool which allow customers to track their orders online, provided front-line staff with safety kits, developed and marketed a new Eco-friendly cement as well as achieved the highest (Net Promoter Score) customers score in the region.  This included the local market and more importantly our export markets which continues to make us a top foreign exchange earner for T&T. Overall, we learnt to be more resilient in this new environment securing business continuity to ensure building materials supply to essential customers in the region. In 2021 our priority continues to be the well-being of our employees and their families and reinforcing our H&S protocols which includes 52 COVID-19 related protocols for every aspect of our operations. We will also continue focusing on extending our value offer to customers through additional services and products to ensure that customers choose our brand based on the value they get from TCL.

I believe Construction has a significant multiplier effect on the economy. All jobs bring immediate value and long-term benefits when constructing structures of any type, making the country more competitive in the long run. And therefore, I strongly believe that the contractors play a key role in the re-energizing of the economy of T&T. My main advice would be firstly to ensure that your employees work safe and follow COVID-19 precautions. Without that, no business can guarantee any business continuity. At CEMEX/TCL we have a Zero4Life goal which reinforces daily the importance of staff getting back to their families safe at the end of the workday. Therefore, I encourage all contractors to adhere to the universal COVID-19 protocols we all know. Once the business safety is covered our contractors must, as much as possible, source locally manufactured goods. This is important because supporting locally manufactured goods means we are supporting local employment and saving forex for T&T. Of course, sourcing locally manufactured goods not at any cost, but demanding a more competitive value offer than what they get from imported goods. We local manufacturers have the responsibility to develop the best value offers for our customers. But once that is offered let us support local. I always tell my children when we buy imported things, we export jobs to those countries the goods are coming from. This is not sustainable for T&T anymore. This applies to hiring locals, using local raw material and contractors to support our businesses. And that is what we at TCL try to do every day. This is the New CEMEX TCL. A world class competitive cement plant in T&T exporting to more than 20 countries in the region and constantly growing our footprint. We all should be proud of how we banded together as one nation, on sector and one community to slow the spread of COVID-19, working with government and our stakeholders to not only secure jobs and create business continuity but also to secure, families, homes and hope for a better and brighter Trinidad and Tobago stronger together.

In February 2020 when my fellow Trinbagonians were dancing in the streets on Carnival day, no one would have imagined how life would have been so different a few weeks later. In just under a year over 99 million people have been infected with the COVID virus and there have been over 2.1 Million deaths worldwide. Concomitant with the devastating effect on lives and livelihoods, the Local Construction Sector has been placed in a most crucial test to survive this pandemic.

The significant impact on the economies and fortunes of the public and private sector has meant that the issue of timely payments has worsened. The Government of Trinidad and Tobago has struggled to pay contractors, and this is in a period where the cost of construction has increased due to COVID Protocols having an impact on productivity and increase costs for PPE. Even good - paying private sector Clients have found themselves sometimes incapable of fulfilling their contractual commitment.

NH has had to relook its entire approach to create sustainability. We have pursued an aggressive implementation of a five - year Strategic Plan. We have employed ten young Graduate Engineers as Interns and placed them in a structured programme of development. We have established a new Corporate and Legal Department with direct oversight by one of our Directors. We must carefully scrutinize the contracts we enter into and to be ready to activate the relevant clauses in the execution of the contract. We have looked at enhancing our IT capabilities to ensure that we move towards digital construction. NH’s vision for the year 2021 can be encapsulated in the phrase: “Many Streams to One River’. It is a period where particular attention has to be placed to concentration risks, and the spreading out of our Clientele among the public and private sector throughout the Caribbean. The pandemic has caused us to look even more carefully at the efficiency in which we do things, the importance of materials management and the reduction of waste and abortive work. We have to drill into our project teams that we must get it right first and produce a quality product within time and budget. The Covid-19 pandemic has created additional challenges for the Trinidad and Tobago Construction Sector and our Construction companies, but these challenges must be viewed as opportunities. The changing of project timeframes and project suspensions, managing supply chain interruptions, ensuring safety of employees both on site and in office, keeping up employee morale, especially for those who had to downsize, will be factors we all face. On behalf of NH, we congratulate the Trinidad and Tobago Contractor’s Association for the sterling contribution they have made over the many years. The members of the Association have withstood many storms, but we have survived, and as a Founder, I can only wish the Association all the Best for 2021 and beyond.

The construction sector has a significant impact on the national economy. The influence of its scope is multisectoral, serving a diversified client base. There is a high level of government interest and participation and the potential of the industry is driven by Government policy that affects both the public and private sector.

In the normal course of events, companies such as ours face challenges with the supply of labour, the sourcing of materials, the uncertainty of changing costs, and limited foreign exchange. The year 2020 has been anything but normal. Perhaps the world will forever remember history in the time frame of pre Covid -19 and post Covid -19. Pre 2020 and post 2020. Pre Covid-19, pre 2020, the world was more interconnected than ever before. Technology afforded the world the opportunity to share data and to conduct business in real time across boundaries. Pre 2020 there was already an increased reliance on technology affording companies expertise from all across the globe. Work patterns and processes had seen changes with more remote working than ever before. Global travel for business and pleasure was at its peak with professionals able to serve clients face to face in many countries. Covid -19 has changed the world forever. Exactly one year ago, we could not have imagined this post covid-19 period. The world remains interconnected, but with an even greater reliance on technology. The face to face interactions are reduced to minimal with most meetings and discussions happening virtually. Remote working is definitely the new normal and will gain additional prominence. Global travel has been reduced to a mere shadow of previous activity. But business in the construction industry continues, albeit in a different format. Unicom has always ensured that its employees had work/life balance and considered it important to provide solutions to our clients that are creative and functional. Covid-19 has made these objectives even more important. There is an underlying “worry” in the workforce. The concern about the virus, the concern about the overall economy, the concern about family members. Clients are facing uncertainty as well, and this translates into a reluctance to undertake new projects, a reality that with more people working from home, less physical space is needed.

Like all participants in the industry, we are concerned about the postponement of projects due to Covid-19, the disruption in supply chains, increasing costs and the possibility of changing government guidelines. Foreign Exchange challenges have become more prevalent in the light of Covid-19, and these issues are likely to continue well into the future. Operating within Covid -19 guidelines has increased the cost of doing business, and these are costs the clients may not be willing to share as they themselves are experiencing the same increases. As we enter into new contracts with clients and continue to complete projects under existing contracts, there is the stark realization that these contracts did not anticipate an event such as a Global Pandemic. Many other contingencies are addressed but not Covid-19. Legal thinking reveals that it cannot be assumed that Covid-19 is covered by clauses of “force majeure”. Each contract has to be reviewed independently. Further, this will usually allow for an extension of time, but not necessarily cover the additional cost. We are determined however, to let our experience and determination guide us forward. 2021: Moving Forward With each new day there is opportunity and the determination to succeed even in spite of the environment. We at Unicom Limited appreciate the resilience of our team members and their willingness to be flexible. Our suppliers and bankers have been partnering with us for many years and open discussions are giving us the platform to seek alternative ways to conduct business. We may have no control over the external environment, but we are firmly in control of our internal processes and practices. We are using this time to identify and improve inefficiencies. Corrective measures are being taken that will serve us well in the future, even when the virus is under control. We see this period as the re-training ground before the economy goes into growth again. We know this is a marathon, not a sprint and we are building our corporate stamina to withstand the existing and any new challenges that may arise.

We continue to offer our clients the best options in the industry and support them in their efforts to cope with the new normal. Our team members remain one of our most valued pillars. We are encouraging our staff to participate in brain storming and are open to their input as we navigate this new environment together. We continue to have confidence in leaders at the National Level, as we adhere to guidelines and follow protocols to protect all our stakeholders. We expect that the Government of the day will continue to recognize that construction is the best engine of growth, and to continue to undertake projects with fair tendering and timely payments. The trickle -down effect will stimulate the much needed growth. We look toward the future knowing that we have survived other downturns, and with confidence that we will weather this downturn. At the beginning of 2020, most people were hopeful for a very promising year but that hope was quickly dispelled as world leaders, business leaders, every institution, group, family, individual were forced to make some very harsh and immediate decisions - some not popular by most, in every facet of life - social, economic, and political due to a pandemic which is fundamentally different and it is safely the single most pervasive global health crisis facing us. The Shutdown / stay-at-home instructions for non-essential activities, which include the Construction industry, severely affected operations but the general consensus was the order to shutdown was a responsible act and was imperative they were followed. The health and safety of employees is of paramount importance and although operations advance, we cautiously proceed as all business operations enforce very strict healthy work environment policies by the Ministry of Health and other statutory bodies and are so guided by these measures. Behavioural changes to ensure social responsibility on an individual level must never be discounted. Most Companies in the industry were able to weather the storm and when the announcement was made to resume operations had the support of staff, with some instances of workforce realignment. A sense of relief was the common thread as Companies were able to offer work to employees in order for them to be able to provide for their loved ones. Private developments are progressing in a very conservative way as persons are very cautious with their personal development investments in order to avert a liquidity crisis. In the short term, some private developments have been suspended until there is an absolute position to guarantee future planning. Project timelines on national infrastructural projects were critically compromised, as all works were suspended during shutdown. As a result of this, schedules were revised and necessary measures implemented for new timelines.

Whilst only a couple major national infrastructural projects were allowed to progress during the lockdown, the Construction Industry contracted, plant and equipment mothballed and employees stayed at home. As restrictions were lifted, in accordance with established protocols, the national community inclusive of the construction sector, mobilized and effected their reboot plan. A number of state and local government projects recently awarded are progressing well and there is anticipation this trend is sustained. Although there are a few shortfalls, the industry like many others will be badly affected if placed under another lockdown. Supply chain management was severely challenged for the most part and continues to be a problem, as the issues developed mainly to new practices implemented by Customs within recent times. In addition, while there were some issues / shortages / adjustments required on reboot, downstream operations were affected when production resumed. Businesses have to continually review their supply chain to manage disruptions / shortfalls / delays as a consequence of this. In some cases, suppliers indicated extensive lead times or, suppliers could not provide an update on availability of items. These delays created a domino effect for all operations. There is growing concern regarding international trade and international travel as there is no indication when the borders can be safely reopened. There is short-term stability at present as this virus is ever evolving and new variants exist, but the construction industry continues to be negatively impacted. It is difficult to determine the extent of the blow to the industry as many industries have taken a major hit and continue to so do be anticipated the duration and probable severity – some more than others. Many SMEs rallied as long as possible but some inevitably were made bankrupt as a result.

A key focus for the industry going forward is to redefine standard operating procedures to adjust to the new normal. While digitization is the primer to transition - to fully digitize operations is not a parallel for the construction industry in the short run. Virtual meetings have proven very useful and is an adaptation which is widely accepted and used.

Not all is doom and gloom in the business world as there are many businesses who were better poised to meet the demand of treating with the pandemic. It is a time where flexibility is critical and businesses must be ready for any eventuality, as it was evident several companies were innovative and withstood the threat of insolvency by adapting to the prevailing conditions and completely diversified their operations. For countless companies it is a stark contrast to their normal business model but have succeeded in the decision to innovate and explore.

Critical thinking is vital in order to formulate requisite policies. While there were some interruptions / deferments of payment by state agencies, output have shown considerable promise with new guidelines effected and Ecommerce is pivotal to expedite payments when these funds are made available.

The demand at present is focused on essentials. Managing cash flow is very difficult with credit risks high - debt restructuring, refinancing loans, deferring payments in order to treat with liquidity issues. Opportunities may not readily present themselves and whilst it is commendable companies have a Strategic Plan in place, it requires far more resilience to survive. Not all businesses are cookie-cutter so the template for one may not suit another.

Trinidad and Tobago is a fortunate country as many countries have extended lockdown mode or curfew. We can still enjoy a somewhat normal daily life. We have the opportunity to think outside the box and explore other avenues to ensure the competitive edge is sustained. It is my strong belief we are a resilient people and we will come back stronger after this trial.

The Covid-19 pandemic has made the year 2020 a challenging time for the world. Trinidad and Tobago has been severely impacted by this pandemic whether we refer to this economic era as “Covid-19 Recession” or “Covid-19 Depression” the fact remains that our economies and our lives have been tremendously transformed. As we navigate through uncharted waters 2020 was definitely a catalyst for doing things better, it has given us a “reset button” to become all that we can be.

Bhagwansingh’s was deemed an essential service, with reduced working hours at the beginning of the pandemic in March, 2020. Our first priority was the wellbeing of our staff and the safety of our customers. We embraced this by adhering to regulated health guidelines and ensured that all Bhagwansingh’s stores were immediately outfitted with sanitizing and hygienic protocols. Our stores were adequately staffed to facilitate the shortened working hours while maintaining quality and efficient service. During this time we partnered with several corporate entities to provide relief to citizens of Trinidad and Tobago. Our team at Bhagwansingh’s worked together with the Ministry of Social Development to establish a shelter for the socially displaced in the city of Port of Spain. In Trinidad and Tobago the construction industry has frequently been used to stimulate economic activity by Government projects or Private sector development. This sector can boost the manufacturing companies, it can provide jobs for skilled and unskilled workers, and improve infra-structure development within our Country. The Bhagwansingh Group of Companies is a multi-disciplinary construction group, offering a wide range of construction-related products and services. Our company has been at the forefront of the construction sector for over 50 years. Although domestic related industries such as: food and beverage, retail, entertainment, hospitality, tourism, travel, and some construction projects have come to a standstill, home owners’ renovations and upgrades have increased. We see many opportunities emerging in the small and medium enterprises (SME’s), agriculture, digitalization and health industries. These sectors will be embarking on expansion and in most cases a physical structure will need to be built or renovated. This is an opportunity to re-think, re-position, and re-focus as we move forward.

Two major issues facing the Bhagwansingh’s Group at this time are disruptions in worldwide supply chains and a lack of foreign exchange (FOREX). Our suppliers in the United States, Brazil, Spain, Turkey, and Canada have all been heavily impacted by the Covid-19 pandemic. Lock downs, reduced workforce due to physical distancing, closure of regional and international borders, coupled with reduction in shipping networks both on land and on sea have hampered the timely replenishing of some products. Due to the reduced regional and international trade there has been a sharp decline in the availability of foreign exchange (FOREX).

The Bhagwansingh Group of Companies was able to survive the economic depression of the 1980s and the economic recession in 2014.
